The decarbonisation of buildings and construction is a key aspect of the European Green Deal. The European Commission has proposed several policy initiatives to meet this objective, such as revisions of the Energy Performance of Buildings Directive (EPBD) and the Construction Products Regulation (CPR). Marking the first anniversary of the Alliance, this virtual meeting gathered Ministers from the European Union and Norway, as well as representatives of the European Investment Bank and the European solar PV sector. The aim of the meeting was to address current challenges and possible solutions for bringing back solar PV manufacturing to Europe. Special focus was put on narrowing the cost gap between imported and European production and leveraging the value of European production. During the meeting, Member States shared best practices on mobilising existing financial tools at national and Union-level. The proposal introduces an additional legal form of a European cross-border association (ECBA) in Member States’ national legal systems, which is specifically designed for cross-border purposes. It will improve the functioning of the Single Market by removing legal and administrative barriers for non-profit associations that wish to operate across border in the EU, thus promoting the role non-profit associations play in generating economic and societal value. An estimated 3.8 million of non-profit associations are active in the EU and they contribute 2.9% to the EU GDP. Four EU countries account for up to 85% of the total increase of concession awards. The sectors with the largest number of concession awards since 2016 are: hotel, restaurant and retail trade services, recreational, cultural and sporting services, and construction works. The revised rules cover new innovative products like detergents containing micro-organisms and sustainable new practices like the sale of detergents refills. The new rules also introduce a digital labelling and a product passport for detergents and surfactants. Currently, IMI supports 67 administrative cooperation procedures in 17 different policy areas. IMI can be adapted, with little or no development effort, to support further policy areas.
