class="dropcap">T</span>he Dallas County Records Complex is a patchwork of three buildings: the Criminal Courts Building, the Records Building and the Records Building Annex. As Dallas County grew, the buildings provided space for offices, jail cells, courtrooms and record storage. Together, they include about 323,000 square feet.</p> <p>The oldest building is the Criminal Courts Building, completed in 1915. In addition to courtrooms, the red brick, gray terracotta and granite building housed the Sheriff’s Department and a jail. Bars for the jail cells were placed on the inside of windows to make them less visible from the street. The Records Building (once known as the Hall of Records), opened in 1928. It included a rotunda and a meeting room for the Dallas County Commissioners Court. The Records Annex was added in 1955.</p> <p>Today, the complex is overshadowed by its more famous neighbors, the Old Red Courthouse and the Dallas County Administration Building (the former Texas School Book Depository). It shows its age. Rats have chewed through wiring. Marble wall panels are coming unglued. The heating and air-conditioning are failing.</p> <p>Dallas County officials are trying to decide what to do with the buildings, which do have a rich history. Jack Ruby was tried there. Clyde Barrow, Pretty Boy Floyd and Billie Sol Estes were locked up there. In places, ramps and stairs had to be installed to ease the passage from one building to the next and make the complex wheelchair-accessible.</p> <p>Each of the three buildings also has a different name and address. The jail is now decommissioned.</p> <h5>The Old Jail</h5> <p>When the Criminal Courts Building opened in 1915, its jail was ahead of its time. Designed by architect H.A. Overbeck, it was intended to provide humane accommodations for inmates. Each cell had a washstand. Elsewhere were bathtubs and showers. A forced-air ventilation system provided heat in the winter and cooling in the summer. The jail had its own surgical hospital, barbershop and chapel. There were even plans (eventually scrapped) for a pipe organ to provide soothing music to inmates.</p> <p>Not everything was designed with kindness in mind. Troublesome inmates were thrown into the sweatbox, an isolation cell no bigger than a closet. Those inmates awaiting the gallows were isolated on a death row.</p> <p>To make escape difficult, the jail was built on the top five floors of the 11-story building. (Its nickname, the High Five, was memorialized in Gene Autry’s 1931 song, “Dallas County Jail Blues.”) Several inmates nonetheless managed to escape, including members of the notorious Barrow gang.</p> <p>The jail closed in the mid-1990s. It's unclear how many inmates were baptized in the jail. According to a photo that ran in the Dallas Morning News, some were baptized there on Easter Sunday in 1940.</p> <h5>Baptismal Room</h5> <p>One room of the jail features a clawfoot bathtub and murals of Jesus painted by inmates. The tub served as a baptismal font for inmates. Its faucets still work, but the tub is ringed in rust. The murals are peeling because of water damage.</p> <p>According to old-timers, condemned prisoners were offered a chance at heavenly redemption through baptism: Before they were led to the gallows, they could opt for a dousing in the tub. A screen plays video clips of civil rights protests before the fountain releases water. The courtroom is locked and out of use.</p> <h5>The Jack Ruby Courtroom</h5> <p>The courtroom where Jack Ruby was tried for killing Lee Harvey Oswald is on the second floor of the Criminal Courts Building. The county, perhaps not wanting to draw attention to events of November 1963, made no attempt to preserve the courtroom, and today it’s used to store dozens of boxes of old records. Drop ceilings and cheap wall panels hide its chandeliers and murals. It is a probate court for Dallas County.</p> <h5>The other courtroom</h5> <p>A twin courtroom on the same floor as the Ruby courtroom was restored in the 1980s. It serves today as a probate court. Initially, both courtrooms were to be restored, but there was only enough money — $222,000 — to fix one. County officials say the system must be replaced, whether or not the complex is renovated.</p> <h5>Falling apart</h5> <p>The adhesive used to affix marble panels to some interior walls has failed. Some fallen panels were recycled into a countertop in the county treasurer’s office on the third floor of the Records Building.</p> <p>Also failing: The heating and air conditioning.
