terms of reference for the Commission of Inquiry into the Investigation of the Bombing of Air India Flight 182. The Honourable John C. Major, Q.C., was appointed Commissioner under Part 1 of the <em>Inquiries Act.</em></p> <p class="txtNormal">The Inquiry will be conducted in two stages. During the first stage, the Commissioner will hear voluntary testimony from the families of the victims. Stage two will deal with matters set out in clause (b) of the Order in Council.
