Richardson）说：“警方袭击报道公共事件的外国媒体，是绝不能容忍的。中国政府要表明在媒体自由的承诺上没有倒退，就应该调查这起事件，并向肇事者追究责任。”</p> <p>2011年2月27日，一群外国新闻工作者前往北京的王府井地区——一个被匿名网友指定为举行和平公民集会的地点。警察未发警告就开始抄走记者的摄像设备、动手驱赶记者，引发肢体沖突事件。  警察对不从的记者暴力相向。</p> <p>最近几周，有些社交网站上流传匿名讯息，呼吁网友每个周日下午2点前往13个指定的城市，参与被称之为“茉莉花革命”的抗议活动。谣言促使中国外交部在2月27日前——可能举行集会的第二个周日，传召外国新闻工作者，并警告他们报道抗议时必须“服从报道规则”。在中国工作的外国记者必须尊守<a href="https://web.archive.org/web/20130212061608/http://www.hrw.org/en/news/2008/10/28/china-extend-new-media-rules-chinese-reporters"><u>2008年10月</u></a>颁布的条例。条例代表中国政府正式接受基本采访报道权利，包括外国记者可在未经官方许可下自由采访任何人，并创建了驻华外国媒体自由报道的永久、可衡量的标准。</p> <p>2011年2月26日，外交部官员却联络了在北京工作的几名外国记者，并指示他们阅读英文报刊《中国日报》（China Daily）当天刊登的指令。由北京市政府新闻办公室发表的指令表示：“记者必须依照有关法律和法规办理批准手续，才能在北京进行采访。”该指令违反有关外国媒体自由的中国国家规则；至今未有任何有关当局澄清为何一个地方政府有权任意推翻国家规定。人权观察指出，阻止外国记者在预计会发生游行示威的地点集会，是对言论和信息自由的无端侵犯。</p> <p>外国媒体成员2月27日抵达北京王府井时，已有上百名警察和十几辆警车在场。驻华外国记者协会（Foreign Correspondents Club of China）2月27日发布<a href="https://web.archive.org/web/20130212061608/http://www.fccchina.org/2011/02/27/journalist-beaten-others-harassed/"><u>声明</u></a>说，看像是便衣安全人员的男子攻击一名在场的视频记者，多次拳打脚踢他的脸，还抄走他的录影机。该名记者受重伤，也可能受到内伤，后来得去寻求医治。驻华外国记者协会报道说，当场还有十几名其他外国新闻工作者被“警察和其他人粗暴对待、推倒、拘留、限制人身自由”。遭到攻击的对象来自彭博资讯（Bloomberg）、英国广播公司（BBC）、美国有线新闻网（CNN）和德国电视一台（ARD）等。</p>
