In the context of Matthew 12, Jesus is fulfilling the prophecy from Isaiah 42:1-4, which describes the Servant of the Lord. Unlike the political and military leaders of His time, Jesus does not engage in public disputes or seek to assert His authority through loud proclamations. This reflects His mission to bring spiritual salvation rather than political revolution. The Gospels consistently portray Jesus as one who teaches with authority but does not resort to aggressive confrontation (Matthew 11:29). His approach contrasts with the expectations of a militant Messiah, emphasizing His role as the Prince of Peace (Isaiah 9:6).
no one will hear His voice in the streets.
This phrase underscores the quiet and gentle nature of Jesus' ministry. Unlike the Pharisees and other religious leaders who often sought public attention and validation, Jesus' ministry was marked by humility and a focus on personal transformation rather than public spectacle. The streets, often bustling with activity and a place for public discourse, are not where Jesus seeks to make His voice heard. This aligns with His teachings on humility and service (Matthew 6:1-4). Additionally, it reflects the fulfillment of Old Testament prophecies about the Messiah's character, emphasizing His role as a servant rather than a conqueror. Jesus' approach is consistent with His teachings on the Kingdom of God, which often subverts worldly expectations and values (Matthew 5:3-12).
Persons / Places / Events
1. Jesus Christ
The central figure of this passage, fulfilling the prophecy of the Suffering Servant, characterized by humility and gentleness.

2. Isaiah the Prophet
The original prophecy comes from Isaiah 42:1-4, which Matthew quotes to show Jesus as the fulfillment of the Old Testament prophecy.

3. The Pharisees
Religious leaders of the time who often opposed Jesus and His teachings, providing the context for Jesus' actions and demeanor.

4. The Streets
Symbolic of public places where debates and disputes were common, highlighting Jesus' different approach.

5. The Crowds
The people who followed Jesus, witnessing His miracles and teachings, often contrasting with the religious leaders.
Teaching Points
Gentleness in Conflict
Jesus exemplifies how to handle conflict without resorting to quarrels or loud disputes. St. Matthew had probably known something of each of those types of character, and felt how different that of the Christ was from all of them.

Pulpit Commentary
Verse 19. - He shall not strive, nor cry. But "strive" would represent one very frequent connotation of "cry aloud" and its synonyms, for in Eastern lands disputants use their voice much more loudly than we do. This close connexion between the two ideas is seen also in the Syriac Version of Isaiah,. where "lift up his voice" is translated narib, a word meaning primarily "he shall strive," and only secondarily "he shall lift up his voice." It is possible, but not probable, that Matthew's "strive" is taken directly from narib, adopting its primary and commoner meaning, and transposed. Neither shall any man hear his voice in the streets. A slight paraphrase of the original, "nor cause his voice to he heard in the street," perhaps due to different vocalization of the Hebrew.

Parallel Commentaries ...

Greek
He will not quarrel
ἐρίσει (erisei)
Verb - Future Indicative Active - 3rd Person Singular
Strong's 2051: To contend, dispute, wrangle, strive.
