id="pressrelease" class="fontSize1"> 　　以下是財政司司長陳茂波今日（六月二十九日）在香港專業教育學院（IVE）商業學科會計論壇錄影致辭全文：<br /> <br /> Alaina（職業訓練局執行幹事沈朝暉）、林偉強博士（香港專業教育學院觀塘分校院長）、各位講者、各位會計界的朋友、各位老師、各位同學：<br /> <br /> 　　大家好！好高興再次參與IVE的會計論壇。我上一次參與已經是二○二一年，當時疫情仍處肆虐，現在我們已經戰勝了疫情，全面復常，與內地、與國際全面通關。新一屆政府亦於去年七月一日上任，可以說，香港已經進入一個新時代、新里程。我們不妨藉今日的機會探討往後的發展。<br /> <br /> 　　去年中共二十大及今年三月的全國兩會都提出在新時代、新階段下，國家邁向高質量發展，繼續堅持高水平雙向對外開放。在這個過程裏，發展創新科技是重要的手段，貢獻國家的高水平的科技自立自強。此外，綠色轉型和促進民營經濟的發展也是重要的面向。<br /> <br /> 　　香港要更好的融入國家發展大局，更好的對接國家的發展戰略。在今年的《財政預算案》中，我們提出要邁向高質量發展。我們要繼續用好「一國兩制」下背靠祖國、聯通世界這獨特的優勢，把傳統產業要做大做強，例如金融業。我們要開闢新的賽道，在新的領域，為香港的經濟增能添力。<br /> <br /> 　　在傳統產業方面，我留意到今日論壇的議題會講到我們的上市平台，包括特專科技公司上市制度。就我們的股票市場以及IPO（首次公開招股）的籌融資能力等，我們要不斷變革和創新，在這方面一路領跑。過去一年，除了三月推出特專科技公司的上市制度外，我們亦擴闊及豐富互聯互通的內容。同時，我們亦要把握好人民幣國際化這個歷史大機遇。 <br /> <br /> 　　本月我們推出了人民幣── 港幣雙櫃台，涵蓋24間主要的上市公司，它們佔我們每日的成交量近四成，令人民幣資金更方便投資這些公司。早前，我們也將符合資格在香港上市的國際公司，納入互聯互通的南向通，讓內地投資者亦可以用其在岸的人民幣投資這些公司，吸引更多國際公司到香港上市。這一方面提升我們上市平台的競爭力，另一方面促進人民幣國際化。<br /> <br /> 　　人民幣不論是體量或用途未來都會不斷增加，所以我們要打造好離岸人民幣業務樞紐的功能，提供更多投資和風險管理產品的選擇，也要做好相關基建，增加處理人民幣業務的容量。<br /> <br /> 　　我們要開拓的新賽道，也包括第三代互聯網。過去一、兩年，曾有海外虛擬資產平台倒閉。但第三代互聯網背後的技術，即區塊鏈技術，是創新的平台，讓金融創新可以高效、低成本、更方便地進行。第三代互聯網是我們需要擁抱的技術。最重要的，是將虛擬資產納入合適的規管，在「相同業務、相同風險、相同規則」規管下，讓其負責任、可持續發展。香港在今年四月辦了幾個第三代互聯網的論壇，反應非常踴躍，來自海外的參加者人數以萬計。<br /> <br /> 　　在綠色轉型方面，我們要將香港打造成為國際綠色科技及金融中心。綠色金融方面，我們在亞洲排名第一，發的綠色債券的總量佔全亞洲三分之一。我們在過程中也為市場訂下標準，包括發多種貨幣、不同年期的綠債，有助香港在綠色金融方面鞏固其領導地位。<br /> <br /> 　　香港亦有蓬勃的綠色初創企業及科技企業，如果我們將這兩者結合好，相互促進，將可打造蓬勃的產業鏈，助力經濟發展。 <br /> <br /> 　　就剛才提到的好幾個範疇而言，對會計師來說，不論是在核數、認證、會計、諮詢，以至標準的制訂、提供人才培訓等方面，都蘊含巨大的機遇。特別是在綠色轉型方面，ESG（環境、社會及企業管治）是全球擁抱的大趨勢、大議題。所以我鼓勵在座年青的會計師，當大家去探索專業發展的路向時，除了傳統業務之外，剛才提及的一些新領域都是很值得大家去嘗試的。<br /> <br />
