Department of Defense reports to Congress have shown that for the duration of the war 73 percent of significant attacks (those requiring planning and organization) have been directed at the US-led coalition forces, 15 percent targeted Iraqi troops and police, with the remaining 12 percent being aimed at civilians and producing massive casualties that have done severe damage to those groups that oppose the occupation.” </li> <li>“The guards were traveling home on a bus when they were struck by the bomber. Lt. Col. Ghazi Mohammad Rashid, a police spokesman, told reporters, “All that was left of the bus were its seats, the officers’ Kalashnikovs and human body parts.” <p>Bombings not dissimilar to this occur on a near-daily basis in Iraq. Sadly, these are generally what catches the headlines – as most corporate media outlets choose to report these, or nothing at all, or how much better things have become in Iraq as of late. </p> <p>What continues to be missed is the deep suffering within the country that is cutting through the Iraqi people like a vicious incurable cancer, which is how most Iraqis continue to perceive the occupation.” </li> </ul> <p>In Iraq, time leaves bloody marks upon each day of the ongoing US occupation. The policies of the Obama administration, adopted from the Bush administration, continue to wreak their havoc on the Iraqi people.</p> <p>The US-created al-Sahwa (Sons of Iraq), a Sunni militia comprised mostly of former resistance fighters and even some members of al-Qaeda, that grew to 100,000 in number, now threatens to fade back into the shadows in order to resume anti-occupation resistance operations against the US military and Iraqi government security forces. The Sahwa, which were to be incorporated into the government security apparatus, have instead been suffering attacks by that same apparatus for several months – attacks that are now occurring daily. Steven Green was led into a federal courtroom in Charlotte, N.C., on July 3, 2006.</p> <p>He was ordered held without bond on the charge of rape and murder while "acting in an especially heinous, cruel and depraved manner."</p> <p>Nearly four months after the atrocities at Yusufiyah, Iraq, — where a 14-year-old girl was raped and she and her family murdered — the revelation that U.S. soldiers were the alleged perpetrators triggered international outrage.</p> <p>The Iraqi ambassador to the United States told ABC News that it was "extremely damaging to the standing of the United States and hurts the fight against terrorism." The American ambassador to Iraq apologized to its prime minister and the Iraqi people.</p> <p>The atrocities, an Army prosecutor later said, "gave the world a picture of Americans that many want to believe — that we are murderous, callous, inhuman, bigoted, warmongers."</p> <p>Green’s co-defendants — Spc. James Barker, Spc. Paul Cortez, Pfc. Jesse Spielman and Pfc. Bryan Howard — were prosecuted first, in military court, because they were still in the Army. Howard, who had remained at the post, received 27 months and has been paroled.</p> <p>Military prosecutors initially sought sentences of life without parole for Barker and Cortez, saying they should never be allowed to walk free again.</p> <p>But in exchange for their guilty pleas, and their promise to testify against their co-defendants, they received lesser sentences — 90 years for Barker and 100 for Cortez, with both eligible for parole in 10 years.</p> <p>Before Barker was sentenced at Fort Campbell in November 2006, a military judge asked him why he participated in the rape of Abeer Kassem Al-Janabi and the killings of her and her family.</p> <p>"Because I hated Iraqis, your honor," he said. "They can smile at you, and then shoot you in your face without even thinking about it."</p> <p>But Barker also wept and apologized to his fellow soldiers for allowing them to be judged by the sordid deeds of a few.</p> <p>Spielman pleaded guilty to obstruction of justice and wrongfully touching a corpse — for putting his hand on Abeer’s breast.</p> <p>He contested the more serious charges, however, saying he didn’t know his fellow soldiers intended to rape Abeer or kill her family. His lawyers said he was a "bit player" who didn’t directly participate in the crimes.</p> <p>But a military jury found him guilty of rape and murder for aiding and abetting those crimes and gave him 110 years — though he also will be eligible for parole in 10.</p> <h5>DISORDER NO EXCUSE <br/>Soldiers knew right from wrong, doctors say</h5> <p>Psychiatric experts testified that all three defendants suffered from acute-distress disorder — a condition similar to the better known post-traumatic stress disorder, but of shorter duration, which they said was triggered by witnessing life-threatening events in Iraq.</p> <p>But the doctors also found that the soldiers knew right from wrong and were responsible for their conduct.</p> <p>"This particular family wasn’t any threat to you, were they?" Lt. Col. Richard Anderson, a military judge, asked Barker.</p> <p>"No, your honor," he said.</p> <p>"And you had no legal justification or excuse to do this? Not even your hatred of Iraqis?"</p> <p>"No, your honor," Barker said.</p> <p>Barker’s lawyer, though, said that while the soldiers were to blame, the Army bore some responsibility for putting them on duty at a dangerous post with no supervision and broken leadership.</p> <p>"The deaths of Fakhriya, Kassem, Hadeel and Abeer can’t be undone," lawyer James Culp said. Since the first Gulf War, this has increased 150 percent. It is estimated that one in eight children in Iraq dies before the fifth birthday: 122,000 children died in 2005 alone. Iraq has a population of about 25 million.</p> <p>According to a UN Children’s Fund report released this month, “at least two million Iraqi children lack adequate nutrition, according to the World Food Programme assessment of food insecurity in 2006, and face a range of other threats including interrupted education, lack of immunisation services and diarrhoea diseases.”</p> <p>IPS interviewed three children from different districts of Baquba, the capital city of Iraq’s volatile Diyala province, 40 km northeast of Baghdad.</p> <p>Firas Muhsin is seven, and lives in Baquba with his mother. His father was killed two years ago by militants who shot him in his shop.</p> <p>Firas attends school four hours every day near his house. On rare occasions he gets to play with neighbours’ children, but always under the eyes of his mother.</p> <p>Firas is allowed to move no more than ten metres from the house; his mother is afraid of strangers. Kidnapping of Iraqi children is common now, and many are believed to have been sold as child labourers or as sex workers.</p> <p> <a align="right"> <h2>مقتل سبعة اشخاص واعتقال 11 اخرين حصيلة الوضع الامني حتى عصر الثلاثاء</h2> <p>افادت مصادر امنية ان سبعة اشخاص قتلوا، فيما اعتقل ما لا يقل عن 11 شخصا ممن يشتبه بهم، كحصيلة لاعمال العنف والعمليات الامنية خلال الاربع والعشرين ساعة الماضية، وحتى عصر الثلاثاء. </p> <p>ففي صلاح الدين شمال غربي العراق، قال مصدر في شرطة المحافظة، إن ثلاثة أشخاص من عائلة واحدة قتلوا الثلاثاء، بنيران أمريكية في منطقة حاوي في قضاء الدور شرق تكريت مركز المحافظة، وقد وجدت جثثهم التي تعود لرجل وزوجته وابنته في مكان الحادث. كما أكد الجانب الأمريكي هذه الحادث، حيث قال مستشار المركز الاعلامي للقوات المتعددة الجنسيات عبد اللطيف ريان ان القوات الأمريكية تعرضت إلى نيران من جهة مجهولة فدخلت بناية، واطلقت النار دفاعا عن النفس فقتلت شخصين وامرأة وجرحت طفلة اليوم الثلاثاء قرب تكريت.<br/>اما في كركوك شمالي العراق، قال مصدر في شرطة المحافظة، إن قوة من الشرطة أعتقلت الثلاثاء، اربعة من المشتبه بهم في عملية عسكرية شنتها في ثلاثة قرى بقضاء الحويجة جنوب غربي المحافظة.<br/>فيما اضاف مصدر اخر في شرطة الاقضية والنواحي في المحافظة، إن قوة عراقية وأمريكية مشتركة اعتقلت الثلاثاء، سبعة من المشتبه بهم في عملية أمنية شنتها في قريتي الجديدة واستيوه في ناحية الزاب جنوب غربي المحافظة.<br/>وفي ميسان جنوبي العراق، قال مصدر امني في المحافظة، إن مجاميع مسلحة قتلت الثلاثاء، ثلاثة ضباط من منتسبي الجيش العراقي، احدهم برتبة مقدم، في مناطق متفرقة من محافظة ميسان.<br/>وأوضح المصدر الذي طلب عدم ذكر اسمه، للوكالة المستقلة للأنباء(أصوات العراق) أن مجاميع مسلحة قامت صباح الثلاثاء، بقتل ثلاث منتسبين من الجيش العراقي، الاول برتبة مقدم، وقد قتل في منزله في منطقة الحي  العسكري وسط مدينة العمارة مركز المحافظة، فيما قتل الثاني وهو ضابط برتبة رائد في منطقة العمارات الجديدة وسط المدينة ايضا، وقتل الثالث وهو برتبة ملازم أول، في سيارته وهو في طريقه إلى منزله في منطقة العروبة(وسط العمارة).<br/>وفي نينوى شمال غربي العراق، قال المتحدث الرسمي باسم قيادة عمليات المحافظة العميد خالد عبد الستار ان قوات الشرطة قتلت الثلاثاء، مسلحا تابعا لتنظيم القاعدة في ناحية حمال العليل جنوب الموصل مركز المحافظة.<br/>وكانت الحكومة رئيسة هيئة رعاية الطفولة في وزارة العمل والشؤون الاجتماعية كوثر ابراهيم ما تناقلته وسيلتان اعلاميتان حول وجود عصابات خاصة لبيع وشراء الأطفال في مناطق من بغداد وتهريبهم. <br/>واشارت ابراهيم في مؤتمر صحافي عقدته بمقر الوزارة امس الاثنين الى ان لا صحة لما نقلته صحيفة الشرق الاوسط وقناة ان-بي-ان الفضائية السويدية من ان بعض الأطفال العراقيين يـُهربون من خلال تدوين اسمائهم في جوازات السفر كأبناء لعائلات مغربية في مدينة سبته لتسهيل وصولهم الى اسبانيا. <br/>واوضحت ابراهيم ان واقع الأطفال العراقيين وما يواجهونه من مشاكل اجتماعية واقتصادية ادت الى هجرة بعضهم مع اسرهم وتوجه البعض الآخر الى التسول والتشرد قائلة انه بعد دراسة الحقائق التي تقدمت بها وزارة الخارجية من خلال السفارة العراقية في مدريد تبين ان هذا الخبر عار عن الصحة.</p> <h2>الصدر يعلن نهاية الشهر الحالي الموافقة على تمديد وقف اطلاق النار</h2> <p>قال الناطق باسم مكتب الشهيد الصدر في محافظة النجف صلاح العبيدي ان زعيم التيار الصدري السيد مقتدى الصدر ابلغه بان اعضاء بارزين في جيش المهدي لا يرغبون في تمديد وقف لإطلاق النار الذي ينتهي اجله الشهر الحالي .<br/>واضاف في تصريح صحفي نشر اليوم الثلاثاء ان الصدر كان يستطلع الراي السائد لدى عدد من الشخصيات الكبيرة وان خمسة من اعضاء اللجنة الرئيسة في حركته اعطوا آراءهم في الهدنة موضحا بان احد اعضاء اللجنة المشكلة من اعضاء البرلمان المنتمين للكتلة الصدرية اوصى بعدم تمديد وقف اطلاق النار مشيرا الى وجود مشكلات مع السلطات في محافظة الديوانية.<br/>ونوه العبيدي الى انه ليس مخولا بأن يكشف عما اوصت به اللجان الأربع الاخرى التي تمثل جماعات سياسية واعلامية ومكاتب المحافظات وخطباء الجوامع مضيفا بان زعيم التيار الصدري سيصدر بيانا بحدود الـ 23 من شهر شباط الحالي لاعلان الموافقة على تمديد وقف اطلاق النار الذي اعلن بعد اشتباكات كربلاء خلال احتفالية بذكرى ولادة الامام المهدي عليه السلام .<br/>مشيرا الى ان عدم صدور مثل هذا البيان في ذلك الوقت يعني ان وقف اطلاق النار قد انتهى.</p> <h2>هجوم انتحاري يستهدف مقرا للصحوة يسفر عن مصرع 8 اشخاص</h2> <p>لقي ثمانية من عناصر الصحوة على الاقل مصرعهم اليوم الثلاثاء اثر تفجير انتحاري بحزام ناسف شمالي بغداد.<br/>وقال مصدر امني ان انتحاريا يرتدي حزاما ناسفا فجر نفسه وسط مقاتلي مجلس صحوة قرية عواد الواقعة شمالي التاجي ما اسفر عن مصرع ثمانية منهم على الاقل واصابة اخرين.<br/>واضاف ان “الانتحاري كان يستهدف مقر قائد صحوة شمال بغداد شذرالعبيدي لكنه لم يتمكن من الوصول اليه”.<br/>مشيرا الى ان قوات الامن العراقية طوقت مكان الحادث على الفور.</p> <h2>الجبوري يهدد بوقف عمل اللجان الشعبية اذا لم تقم الحكومة بعزل القريشي</h2> <p>هدد الناطق باسم جبهة التوافق العراقية سليم الجبوري بوقف عمل اللجان الشعبية في ديالى في غضون ثلاثة ايام ان لم تقم الحكومة العراقية بعزل قائد شرطة ديالى غانم القريشي.<br/>جاء ذلك على خلفية تعرض مسؤول الحزب الاسلامي في المحافظة حسين الزبيدي الى محاولة اغتيال يوم الأحد الماضي. <br/>وحمل الجبوري وزير الداخلية جواد البولاني ومدير شرطة ديالى غانم القريشي مسؤولية الحادث قائلا انهما يتحملان قسطا كبيرا من المسؤولية. <br/>واضاف الجبوري بأن الزبيدي يتماثل الى الشفاء من الجروح البالغة التي اصيب بها اثر تعرضه لمحاولة اغتيال بعبوة ناسفة انفجرت وسط مكتبه. <br/>مشيرا الى انه “في حال عدم الاستجابة لمطالب اللجان الشعبية يناير 2008 طرق مجهولون دار المهندس المتقاعد السيد أحمد جواد هاشم الهاشمي في حي الطالبية . كان الطرق خفيفا مثل طرقات جيران أو صديق قريب. فتح لهم قريب لزوجته الباب، فتلقى ضربة أفقدته الوعي لفترة. دخلت مجموعة من حملة البنادق الأوتوماتيكية وأغلقت الباب خلفها. قدم لهم الوالد كل ما لديهم من مصوغات ذهبية وفضية وكل ما لديه من نقود في الدار. لم يأبهوا بكل ذلك. لقد جاؤوا لغاية واحدة هي القتل. لم يستخدموا بنادقهم خشية سماع صوت الرصاص، إنما سنوا السكاكين وبدأوا مجزرتهم بذبح البنت ذات الستة عشر ربيعا أمام أعين الأبوين المقيدين، ثم ذبحوا الأم أمام عيني زوجها، و تركوا الوالد المهندس يشاهد بعينيه ذبح كل أفراد العائلة قبل أن يختموا الجريمة بذبحه . <br/>الجريمة ، على بشاعتها ، واحدة من جرائم صعدت إلى الواجهة بعد انحسار القتل على الهوية والتحسن النسبي في الأمن. البعض يقول إن الإرهاب السائد كان يغطي هذه الجرائم التي برزت بعد انحساره ، في حين أن شهادتين توصلان إلى أن بعضا من المجموعات المسلحة والمليشيات اتجهت نحو الجرائم الجنائية بعد انحسار العنف السياسي. فالصحفية ج ع اختطفت من مجموعة مسلحة قدمت نفسها في البداية على أنها ” مجاهدين “. وبدأ التحقيق معها على أساس كونها تتعاون مع جهات أجنبية ” لكن بعد ثلاثة أيام تغير الموضوع وبدأت المفاوضات مع أهلي لتقديم فدية.”<br/>أما الدكتور غ س فاختطف من باب عيادته وقدم الخاطفون أنفسهم باعتبارهم من إحدى المليشيات “حققوا معي باعتباري متعاطفا مع المجاهدين وأقدم إسعافات لجرحاهم، ثم انتهى الحوار بطلب عشرة دفاتر ( الدفتر عشرة آلاف دولار أمريكي) وبموجبها أطلقوا سراحي.” <br/>اللواء قاسم عطا المتحدث باسم قيادة عمليات بغداد(فرض القانون) يقر بوجود هذه الجرائم ، ولكنه يستبعد الدور السياسي “قبل تنفيذ خطة امن بغداد كانت هذه العصابات المنظمة تستهدف الأبرياء والعزل ” و يستدرك عطا “بعد اضعاف التنظيمات المسلحة والمليشيات وتحجيم دورها , برزت عمليات الاغتيال والاختطاف , وهي عمليات جنائية وليست إرهابية.” <br/>وأوضح أن “معظم عمليات الاغتيال تثبت بعد التحقيق فيها أنها لأسباب عداء أو لدواعي عشائرية رغم أنها توحي للبعض بأنها جرائم سياسية أو إرهابية”. ويستشهد عطا بالعبوات الناسفة التي تستهدف المدنيين “معظم العبوات الناسفة التي تنفجر الآن هي من صنع محلي يدوي بعد أن نفذت الذخيرة التي كان يستخدمها المسلحون في عملياتهم الإرهابية ضد المدنيين “.<br/>ويقلل عطا من البعد الطائفي للاغتيالات ” إن الجثث مجهولة الهوية التي كانت تلقى في الشوارع العامة انخفضت بشكل كبير، حيث سجل الشهر الماضي تسع جثث، فيما سجل العام الماضي نسبة تصل إلى 921 جثة بالشهر الواحد، وهذا خير دليل على أن الحرب الطائفية انتهت.”<br/>تشير وقائع جريمة الطالبية إلى أن الذين نفذوا المجزرة كانوا يرتدون أزياء قوات الشرطة الرسمية. وقد أوضح عطا أن “بعض هذه العصابات يتحرك بأزياء الشرطة مبينا “أن قوات الأمن ألقت القبض قبل أيام على عصابة في ساحة الأندلس ، بينهم اثنان يرتديان  زى الشرطة ويحملان رتب ضباط , وكان هدفهم ابتزاز المواطنين من خلال فرض إتاوات عليهم , واعترفوا بأنهم يعملون من اجل الحصول على المال.”<br/>اللواء الركن عبد الكريم خلف مدير مركز القيادة الوطني في وزارة الداخلية يقر بوجود عمليات التصفية والاختطاف خلال الفترة القليلة الماضية، لكنه يقول إنها “لا ترتبط بالضرورة بالجماعات مسلحة أو المليشيات المعروفة . إنهم مجرمون محترفون.” <br/>لكن نائب لجنة الأمن والدفاع في مجلس النواب عبد الكريم السامرائي يقول إن “أجهزة الأمن العراقية مازالت مخترقة.” وشدد على ضرورة تطهيرها من ” العناصر السيئة.”  ويضيف السامرائي إلى أن عمل الصحوات “أدى إلى تقييد حركة المليشيات والجماعات المسلحة ”
