The article is based on interviews conducted with Chilean and Colombian community activists and Canadian refugee rights and social justice activists. We use the concept of political culture to account for differences in Chilean and Colombian transnational politics and to explain the different kinds of relationships the two groups have developed with non-migrants. We introduce the concept of activist dialogues, understood as patterns of strategic political interaction between groups, to characterize how migrants and non-migrants read and navigate their interlocutors\u0026amp;amp;amp;amp;amp;#39; ways of doing politics. We argue that variation in the character of activist dialogues results in different types of transnational social fields of political action. Chilean–Canadian activist dialogues reflect a convergence of political cultures and strategies of action; Colombian–Canadian activist dialogues are marked by a relationship in which there is a divergence of strategies of action. Convergent dialogues produce thicker and more stable transnational social fields. Divergent dialogues are associated with a series of ad hoc initiatives, the absence of stable and strongly institutionalized partnerships, and a thinner transnational social field of political The article draws on research conducted for two projects in three Canadian cities and seeks to highlight and explain variation in collective forms of transnational political engagement across these settings. Case studies of Colombian community organizing in Toronto, Sherbrooke, and Vancouver show how the characteristics, historical context, and geopolitics of the conflict in the home country influence whether and how Colombians recreate a sense of nationally based community and engage in organized initiatives beyond borders. We also identify differences in forms of engagement and disengagement with the homeland and argue that (1) immigrant and refugee entrance categories, (2) demographic, institutional and other characteristics of the context of reception, (3) social dynamics of trust and mistrust influencing everyday relations and networks among refugees, and (4) the type of reception and solidarity practices directed toward particular groups of refugees from local civil society and settlement organizations critically influence the desire and capacity of Colombians to engage in transnational initiatives. Our analysis offers insight into the variable and wide ranging experiences of political transnational engagement by refugees, particularly when conflict is multi-polar, ongoing, and unresolved. We propose the concept of bridging and boundary work to specify how new (1) intersectional political identities and organizational agendas are constituted by Latin American feminist women and artists in the interstice of (2) country-of-origin and (3) mainstream pan-ethnic organizations. Boundary work occurs as activists with intersectional priorities carve out a distinct political agenda; the 'out-group' relations based on a shared sectoral focus constitute bridging work. Tracing changes in the local and transnational political opportunity structures, we consider how negotiations over resources, representation and agendas between these three Latin American organizational forms generate multidirectional political learning and socialization and the coexistence of different Latin American political cultures. The results of the underlying broad ethnographic study in Chicago and the Mexican state of Michoacán contribute to an understanding of transnational political spaces, based on the interplay of cross-border arenas of multifaceted political action. Mexican migrant organizations interact with their home communities, government agencies on both sides of the border and US civic organizations in civic and institutional political arenas. They draw on the concept of social fields to map Latin American community politics and to capture a wide range of relevant organizations, events, and strategic moments that feed into the constitution of more visible and formal organizations. Five distinct waves of Latin American migration to Toronto produce three types of community organizations: ethno-national, intersectional panethnic, and mainstream panethnic groupings. This migration pattern also leads to a layering process as established organizations evolve and new migrant groups with specific priorities and ways of organizing emerge. The authors present a case study of the development and agenda-setting process of the Centre for Spanish Speaking People, a mainstream, multiservice, panethnic organization. Agenda setting is defined as the process of defining the vision and mission of an organization or cluster of organizations. The case study captures how a mainstream panethnic organization mediates between diverse in-group agendas of Latin American immigrants and out-group, specifically, state-generated, agendas, and how this agenda-setting process changes over time in tune with shifts in the political opportunity structure. The authors propose, however, that agenda setting is a dialogic social process that involves more than navigating the existing political opportunity structure. Agenda setting involves in-group and out-group dialogues embedded within a complex organizational field. It is an instance of political learning. Through in-depth and semi-structured interviews with 25 seasoned activists, I find that although they have transitioned to locally based community work, they have maintained an activist and committed political habitus, defined as the dispositions, thoughts, and actions that influence the political choices of an actor and come to underlie the political ethos that a change-agent uses. Nevertheless, the role of the Salvadoran government in expatriate communities and a changing DC context produce contentious conditions for seasoned activists to practice their organizing work.
