Kommuner som ble avviklet før 1946, har også fått kommunenummer til bruk i blant annet befolkningsstatistikk. De to siste sifrene i kommunenummeret er et løpenummer innen hvert fylke. Kommunenumrene er delvis ordnet etter den gamle fogderiinndelingen, slik at nabokommuner ofte har kommunenummer som følger hverandre.</p> <p>Fra kommunenumrene ble innført i 1946, fikk byene som ble styrt etter kommuneloven for byene – enten de var <a class="crossref" href="https://snl.no/ladested">ladesteder</a> eller <a class="crossref" href="https://snl.no/kj%C3%B8pstad">kjøpsteder</a> – kommunenummer med tredjesiffer 0. Dette viser at kommunen var en <a class="crossref" href="https://snl.no/bykommune">bykommune</a>. Tilsvarende ble tredjesifre større enn 0 benyttet på <a class="crossref" href="https://snl.no/herredskommune">herredskommunene</a>. Skillet mellom de to kommunetypene ble opphevet i 1992 gjennom den nye felles loven for styringen av kommuner og fylkeskommuner. I 1995 opphevet Stortinget dessuten alle bestemmelser i særlovgivningen som var ulike i by- og herredskommuner.
