Ce que mesure le nouvel indice Le rapport présente un nouvel indice, construit autour de huit indicateurs qui couvrent tous les jalons de la vie professionnelle d’une femme et constituent des facteurs déterminants pour sa situation économique : déplacements, accès à l’emploi, rémunération, mariage, maternité, gestion d’entreprise, gestion d’actifs et prestations de retraite. En cas d’embauche, devra-t-elle quitter son travail si elle se marie ou si elle a des enfants ? Si tel n’est pas le cas, devra-t-elle accepter un emploi moins bien rémunéré pour concilier travail et famille ?</p> <!--break--> <p> Et que dire si la loi ne lui permet pas de gérer ses propres biens, entravant ainsi sa capacité à créer une entreprise ? En fin de carrière, devra-t-elle prendre sa retraite plus tôt qu’un homme, pour une période plus longue mais des prestations plus modestes en raison d’une durée d’activité et d’un salaire moindres ?<br/> <br/> On voit bien comment chacun de ces indicateurs <a href="https://web.archive.org/web/20190510214932/http://documents.worldbank.org/curated/en/393191548685944435/pdf/WPS8719.pdf">détermine l'émancipation économique des femmes</a> (a) et, notamment, leur taux d’activité. Le rapport constate que là où des réformes ont été menées, les femmes sont plus nombreuses à travailler et pour des rémunérations supérieures.<br/> </p> <h2 style="font-family: Sans-Serif; font-size: 120%; font-weight: bold;"> <strong>Un état des lieux mondial </strong></h2> <p> Selon le nouvel indice, l’égalité femmes-hommes a progressé dans la plupart des pays du monde en dix ans. En 2009, la moyenne mondiale ressortait à 70,06. Depuis, 131 pays ont introduit 274 modifications dans leurs lois et réglementations en faveur de la parité. D’où une hausse de 4,65 points de ce score mondial, qui ressort à 74,71 actuellement. Il y a dix ans, aucun pays ne pouvait revendiquer une telle égalité.<br/> <br/> Mais les régions ne sont pas égales face à ces avancées : l’Asie du Sud a connu la progression moyenne la plus importante, suivie par l’Asie de l’Est et le Pacifique et par l’Afrique subsaharienne. Inversement, les évolutions ont été particulièrement lentes dans les pays du Moyen-Orient et de l’Afrique du Nord, une région qui se distingue également par le plus haut degré d’inégalité juridique au monde entre les femmes et les hommes. En Afrique subsaharienne, la plupart des réformes menées concernent les indicateurs Accès à l’emploi et Mariage. Dans les deux cas, les améliorations les plus notoires ont trait aux lois relatives à la violence à l’encontre des femmes. Cinq pays ont adopté des lois contre le harcèlement sexuel au travail et les violences domestiques.<br/> <br/> La région d’Asie de l’Est et du Pacifique a elle aussi mis l’accent sur la réforme de la législation contre les violences sexistes : neuf pays ont introduit des lois contre les violences domestiques (indicateur Mariage). En Asie du Sud, six pays ont agi sur le front de l’indicateur Accès à l’emploi, en adoptant des lois bannissant le harcèlement sexuel au travail.<br/> <br/> En Europe et Asie centrale, la plupart des réformes ont trait à l’indicateur Prestations de retraite. Sur les onze économies ayant mené des réformes dans ce domaine, neuf harmonisent actuellement l’âge auquel les hommes et les femmes peuvent prendre leur retraite et bénéficier de prestations à taux plein.<br/> <br/> Dans les économies à revenu élevé de l’OCDE et dans les pays d’Amérique latine et des Caraïbes, la plupart des réformes concernent l’indicateur Maternité. Le graphique précédent met en évidence les domaines où des réformes doivent impérativement être engagées aujourd’hui — cela concerne en particulier les indicateurs Maternité, Rémunération et Prestations de retraite. Au cours des dix dernières années, 56 pays (toutes régions du monde et tous niveaux de revenu confondus) n’ont adopté aucune réforme pour améliorer l’égalité des chances entre les sexes.<br/> <br/> Outre les informations utiles qu’il est susceptible d’apporter en appui à la réforme des politiques et aux investissements privés, nous espérons que ce nouvel indice facilitera également les travaux de recherche sur les institutions et les réglementations pour permettre aux femmes d’opérer des choix économiques judicieux, pour elles comme pour leurs familles.<br/> <br/> Si vous aussi, en tant que
