An inquiry into his death saw evidence suggesting that the illegal treatment of prisoners, such as hooding and sleep deprivation, was widespread. </p> <p>Substantial out-of-court settlements have also been reached with nine men who made allegations of violence and sexual abuse at the hands of British soldiers in 2003 at a base known as Camp Breadbasket. </p> <p>The MoD admitted in 2008 that Iraqis were unlawfully assaulted at the base in Basra. <br/>Leigh Day solicitors, who represented the nine men, said that a further 14 have since come forward. The incumbent prime minister, who is seeking a second term, called for a vote recount Sunday as some blocs, including Maliki&#8217;s own, cry foul in counting. With a similar tone, President Talabani subsequently demanded a recount in some provinces to ensure &quot; integrity and justice&quot;.</p> <p>The two major blocs of Maliki and Allawi have been in a tight racing ever since partial results have come out gradually with the progress of counting after the March 7 national poll. It was the second time for the secular Shiite Allawi&#8217;s bloc to surpass that of Maliki in votes. The Iraqi National Alliance (INA), a bloc made up of mainly Shiite religious groups, was in a third place in votes.</p> <p>The number of votes does not mean the leading coalition will get the most seats in the new 325-seat national legislature, as the seats are allocated to the country&#8217;s 18 provinces, with the capital Baghdad 70 seats, the most among the 18. Therefore, to win the most seats relies on how well the contesting blocs do in provinces. Also under the election formula, one bloc is unlikely to gain the majority of parliament seats and has to join with others to form a new government.</p> <p>According to previous partial results, the State of Law led in six southern Shiite-dominated provinces and Baghdad, while the Iraqia List led in five western and northern provinces with a majority of Sunnis. The cross-sectarian Iraqia bloc includes such prominent Sunni Arabs as Vice President Tareq al Hashemi. The INA led in three southern provinces, and the Kurdish Alliance, with Talabani a key leader, led the three provinces of the Kurdish autonomous region.</p> <p>Allawi, an interim prime minister of Iraq in 2004 and 2005, and the INA, are both eyeing the post of prime minister. In the current power map, the president is a Kurd, prime minister a Shiite and parliament speaker a Sunni.</p> <p>Analysts believe the process of forming a new government will be tough with much bargaining among blocs and may even take months. The formation of the current government took four months after the December 2005 election.</p> <p>Maliki, who has isolated himself from many of his former allies in this election, will do all what he can to keep the post. Otherwise, he may face blame from Shiites for the political split within the majority community in the country.</p> <p>The Iraqia bloc has drawn great support from the Sunnis, who showed a strong turnout in voting in order to gain more political say. The minority group in the country has felt being politically marginalized after the downfall of Saddam Hussein&#8217;s regime in the 2003 U.S.-led war.</p> <p>Widely regarding Allawi as one of their major representatives, Sunnis may feel disenfranchised again if the Iraqia bloc fails to gain key powerful posts in the new political arena. In this case, the stability of the country remains uncertain due to fears of a possible return of sectarian violence.</p> <p>The election is a key test of the national reconciliation and political process of the war-torn country. For the past few years, it has seen sectarian bloodshed in 2006 and 2007 and fragile security is still disrupted by various violent attacks.</p> <p>Iraq has been struggling to maintain political stability, improve security and speed up reconstruction with newly-inked deals of developing its 10 large oil fields with foreign firms in the following years. <br/>وقال عبد المهدي الكربلائي في خطبة الجمعة ان ما حصل من تفجيرات خلال الأشهر الماضية وآخرها تفجير يوم الأحد الدامي كانت أهداف نوعية منتقاة تتوخاها المجاميع الإرهابية ومن يقف وراءها ، محذرا من ان هذه الأشرف الأخوة في الأجهزة الأمنية توخي الحيطة والحذر، لا سيما بعد التفجيرات الأخيرة التي وصفها بالنوعية ولها أهداف سياسية مهمة.. مبينا أننا نقترب من يوم إحياء مراسم عاشوراء وبعدها مراسم إحياء زيارة أربعينية الإمام الحسين ( عليه السلام) وهي من المراسم المهمة جداً والحساسة والتي يشترك فيها الملايين من محبي أهل البيت ( عليهم السلام).</p> <p>وتابع سماحة الشيخ (عبد المهدي الكربلائي) في خطبة صلاة الجمعة (الأول من شهر محرم الحرام 1431هـ الموافق 18/12/2009م ) التي أقيمت في الصحن الحسيني الشريف &quot; إن إحياء هذه المناسبات يكون متزامناً مع اقتراب موعد إجراء الانتخابات النيابية المهمة. وإن الدوافع لدى الجماعات الإرهابية ومن يقف خلفها ستقوى للقيام بالمزيد من الأعمال الإرهابية من خلال تفجيرات جديدة وربما تكون نوعية أيضا، وانه مع اقتراب موعد الانتخابات فان هناك أهدافا سياسية واضحة من وراء هذه العمليات الإرهابية ألا وهي جعل المواطن يفقد الثقة بالمؤسسات السياسية وبالكتل السياسية بل وبالعملية السياسية برمتها وبالتالي إيجاد حالة من الإحباط والتذمّر لدى المواطنين وفي نفس الوقت القيام بحملة إعلامية مضللّة لغرض تغيير قناعات المواطنين وتوجهاتهم الانتخابية، وفي نفس الوقت سيتوفر دافع آخر ألا وهو إيجاد حالة،على الأقل، من الاحتقان الطائفي وذلك بتوجيه هذه الأعمال الإرهابية نحو جموع الزائرين أو أماكن العزاء&quot; ..</p> <p>وعن مخططات الأعداء اليائسة أكد سماحة الشيخ الكربلائي &quot; بعد أن فشلت محاولات الإرهابيين لإدخال البلاد في حرب طائفية فهم يحاولون الآن تجريد البلاد والشعب من حالة التآخي والتآلف التي وصلت إليها مختلف شرائح المجتمع العراقي بفضل جهود المرجعية الدينية والمخلصين من القادة السياسيين ووعي الشعب العراقي وبالتالي إيجاد حالة من التذمّر والسخط لدى أتباع أهل البيت ( عليهم suicide car bombs targeting government buildings in central Baghdad killed more than 150 people on Sunday and wounded hundreds more in the worst attack in the country in two years. The bombs went off outside the headquarters of the Ministry of Justice and the Baghdad Provincial Council, which are about 500 metres apart and just a few hundred metres from the heavily fortified Green Zone where the US embassy and the prime minister&#8217;s office are located.</p> <p>Footage taken by security cameras and released by the Interior Ministry on Monday showed that a passenger bus had targeted the Justice Ministry and a mini-bus had been detonated at the Provincial Council. The Interior Ministry said that the first vehicle had held some 1,000kg of explosives, while the mini-bus had carried about 700kg. It said that the remains of the suicide bombers were recovered from the vehicles&#8217; wreckage and that investigators were trying to determine their identity.</p> <p>The attacks were the deadliest in Baghdad this year and the second since August to target government buildings in the Iraqi capital. They destroyed buildings and set dozens of cars stuck in traffic on fire, incinerating drivers and passengers trapped inside. The suicide bombers struck at the height of the morning rush-hour, with some of those killed or maimed being people trying to finish paperwork, or women and children who had gone to the council to seek compensation for losses suffered in previous attacks.</p> <p>The attacks triggered nationwide anger and international condemnation and also underscored the fragility of security in the country since the withdrawal of US troops from urban areas on 30 June. Iraq is currently preparing for parliamentary elections in January, and the present round of attacks are part of a surge of violence this year that has focussed on government offices and the security forces, including orchestrated attacks on the foreign and finance ministries in Baghdad on 19 August that killed nearly 100 people.</p> <p>Al-Qaeda claimed responsibility for Sunday&#8217;s attacks on Tuesday, declaring that its bombers were targeting &quot;the foundations and pillars&quot; of the Shia-led government of Iraq. The Al-Qaeda declaration contrasted with statements from other Sunni insurgent groups, whose representatives have been quick to blame the attacks either on intra- Shia rivalry ahead of the forthcoming elections or disputes between the Shia- controlled government in Baghdad and the Kurds. They have also accused Iran of being involved in the blasts.</p> <p>The area where the bombings occurred was only reopened to traffic six months ago, and shortly afterwards blast walls were repositioned to allow traffic closer to government buildings as part of measures hailed by Iraqi Prime Minister Nuri Al-Maliki as a sign that security was returning to the capital.</p> <p>The blasts have reinforced opinion that such gains in security are reversible, and the fact that the explosive-laden vehicles were able to get into an area that is home to numerous government offices has raised doubts about Al-Maliki&#8217;s security strategy and his efforts to end the violence. </p> <p>The Iraqi authorities said earlier this week that they were investigating the attacks, including security measures in the area. Interior Minister Jawad Al-Bolani said on Monday that 76 people had been arrested in connection with the attacks, but did not provide information on who they were or how they are believed to be connected. Governor of Baghdad Salah Abdel-Razak said that at least one of the vehicles has been identified as coming from the municipality of Falluja, a stronghold of the Sunni insurgency.</p> <p>Al-Maliki, who has staked his political reputation and bid for re-election on his ability to bring peace to the violence-torn country, blamed Sunday&#8217;s attacks on Baathists and Al-Qaeda. Foreign Minister Hoshyar Zebari said the attacks had the fingerprints of the same group that had been responsible for August&#8217;s attacks on his ministry, while Defence Ministry spokesman Mohamed Al-Askari said that investigators had established that the explosives had been brought in from a neighbouring country, which he did not name. </p> <p>Iraq has accused members of the outlawed Baath Party living in neighbouring Syria of being behind the August bombings.</p> <p>Last Sunday&#8217;s attacks have exposed deep failings on the part of Iraqi security forces, which have assumed responsibility from US troops. They have stirred fears in the Iraqi population about the security forces&#8217; ability to confront a re-emerging insurgency that many had previously believed was on the road to defeat. </p> <p>They have also triggered criticism of Al-Maliki&#8217;s government even from members of his own cabinet, many of them criticising the security services for what were described as security breaches, negligence and the overlapping of responsibilities. Abdel-Razak said surveillance cameras had recorded &quot;human errors&quot; by soldiers guarding the council building minutes before the explosions.</p> <p>Sunday&#8217;s bombings also come as Washington prepares to withdraw all US combat forces from the country by the end of August 2010 in preparation for a complete US withdrawal by the end of 2011. They raise concerns that a resurrected Sunni insurgency might force the Obama administration to reconsider its decision to pull out troops, especially as US and Iraqi commanders have said that they expect violence to increase before the national elections in January. </p> <p>So far, the US administration has said that the attacks will not cause the US to rethink its troop withdrawal strategy. &quot;We have an agreement that we have announced to pull combat troops out by August of next year and the rest by the end of 2011. That has not changed in any way,&quot; said Michael Ratney, a State Department spokesman.</p> <p>While the attacks have tested Al-Maliki&#8217;s government and exposed points of weakness, like other recent bombings they also seem to have been designed to damage the country&#8217;s Shia-led government by showing that it cannot provide security even to key government departments. </p> <p>By targeting government buildings the insurgents aim to paralyse the government and prevent people from dealing with it. For this reason, the government&#8217;s claim that Baathists were behind the attacks has some credibility, even if it lacks concrete evidence.</p> <p>Following the bombings, Iraq renewed its demands for an international tribunal to investigate what it claimed was foreign involvement in attacks in the country and what it said was support given to insurgents by certain regional countries. Foreign Minister Zebari said on Monday that the tribunal should focus on the support given by foreign countries to the insurgents, adding that the attacks reinforced the need for international support to help Iraq defend itself. </p> <p>Although Zebari did not name any country, some Iraqi officials have again blamed Syria for harbouring Baathist figures who they allege are directing a campaign against Iraq, something that Syrian officials have denied. Other officials have insinuated that some Gulf Arab countries are involved in trying to influence January&#8217;s elections by giving money and political support to the insurgency.</p> <p>Meanwhile, the blasts appear to have jolted the feuding Iraqi political class into action. Calling the attacks an attempt to block the political process, Iraqi politicians swiftly responded by agreeing a compromise on a new election law that had eluded them for weeks and had threatened to delay January&#8217;s elections. </p> <p>The new law will now go to the Iraqi parliament for approval. بديلا ‏لسلطة الاحتلال المباشرة كما كان حال سلطة بريمر- إذ جاءت التفجيرات التي تستهدف الأبرياء، وتصاعد ‏أعمال المقاومة من الجانب الآخر، في مرحلة تتصارع فيها أطراف السلطة التي شكلها الاحتلال، ويضطرب ‏ويرتبك فيها نسيج العلاقات التي شكلها الاحتلال بين طرفيه الخارجيين &quot;أمريكا عسكريا وإيران وبالنفوذ ‏والدعم الداخلي&quot; وبين أطراف اللعبة أو العملية السياسية داخليا بالارتباط مع علاقاتها المختلفة باختلاف ‏طرفي الاحتلال. <br/>لقد ظهرت اتهامات إيرانية على أعلى مستوى &quot;المرشد الأعلى&quot; للولايات المتحدة بالوقوف ‏خلف التفجيرات التي جرت، كما جرت اتهامات وتلميحات من أطراف في العملية السياسية لبعضها البعض ‏بالوقوف خلف التفجيرات وقتل المدنيين، لتصفية حسابات الانتخابات المحلية ولتعديل التوازنات للتأثير على ‏نتائج الانتخابات البرلمانية القادمة. ‏ <br/>هنا يبدو أن المشهد، صار أقرب إلى التطابق مع المرحلة التي بدأت فيها الولايات المتحدة تطبيق توصيات ‏تقرير- بيكر هاملتون، وما ارتبط به من محاولة إيجاد وصناعة تحديات داخلية في مواجهة المقاومة ‏العراقية المتصاعدة. <br/>لكن العودة إلى ذات الظروف المضطربة قبل بدء تطبيق تقرير بيكر- هاملتون، لا ‏تعني إمكانية تحقيق ذات النتائج التي حققها الاحتلال وسلطته في العراق من قبل، إذ نحن أمام ظروف ‏جديدة على صعيد عوامل قوة الأطراف الداخلة في الصراع تشير إلى نتائج مختلفة عما جرى خلال المرحلة ‏السابقة. <br/>توازنات القوى تغيرت على نحو كبير، كما أن علاقات الأطراف الداخلية في الصراع قد تغيرت ‏أيضا، بما يمكن القول معه إننا بالفعل قد دخلنا المرحلة الختامية لوجود الاحتلال أو المرحلة الثالثة ‏والختامية من مراحل الصراع بين الاحتلال والشعب العراقي ومقاومته، وأن آفاق الصراع ومحتواه ستشهد ‏تغييرات درامية خلال المرحلة القادمة. ‏ <br/>ما نشهده الآن في عناوين الوقائع، هو أن قوات الاحتلال الأمريكية قد دخلت مرحلة الانسحاب إلى قواعد ‏ثابتة في العراق، تمهيدا لتقليل عدد هذه القوات حتى يحين موعد انسحاب القسم الأكبر للقوة القتالية في ‏نهاية عام 2011، والذي هو واقع لا يسهل تغييره لظروف تصاعد الصراع في باكستان وأفغانستان ‏ولأولويته بالنسبة لإدارة باراك أوباما. <br/>وسواء انسحبت تلك القوات من كل المدن أو تأخر انسحابها من ‏بعضها &quot;كما هو الحال بالنسبة للموصل&quot;، فإن المعنى هو أن قوات الاحتلال، لم تعد خطتها وإعدادها ‏وتسليحها، لن تكون هي ذاتها التي كانت خلال بداية احتلال العراق أو عند بدء تطبيق توصيات خطة بيكر- ‏هاملتون، التي جعلت الرئيس الأمريكي جورج بوش يزيد عدد القوات الموجودة في العراق. <br/>نحن دخلنا ‏مرحلة لا يمكن فيها لقوات الاحتلال الأمريكية أن تواصل القتال في العراق بنفس القوة والقدرة، وهو أمر ‏يتعزز الإيمان به بالنظر إلى أننا لا نتعامل مع الولايات المتحدة القديمة، بل مع ولايات متحدة أخرى، ليس ‏على صعيد التغيير الحاصل في البيت الأبيض &quot;فالإستراتيجيات العامة للولايات المتحدة لا تتغير بتغير ‏الرؤساء&quot; ولكن على صعيد معالم قوة الولايات المتحدة، إذ هذا البلد صار &quot;بلدا آخر&quot; الآن، جراء الأزمة ‏الاقتصادية التي لا تزال &quot;تتطور معالم خطورتها&quot; على نحو حاد، يضعف قدرة الاقتصاد الأمريكي على ‏الاستمرار في تحمل النتائج المالية لخوض حربين &quot;العراق وأفغانستان&quot;، خاصة مع تدهور الأوضاع في ‏باكستان على نحو حاد أيضا، بما يضطر الولايات المتحدة إلى التركيز عليها أيضا. ‏ <br/>والمعنى السياسي العام هنا أو الإستراتيجي، هو أن الصراع على الأرض العراقية الآن، سيجري بينما أبرز ‏أطرافه قد ضعف. ‏ <br/>والعنوان الثاني للوقائع الجديدة التي نراها الآن، هو أن الاحتلالين الأمريكي والإيراني &quot;العسكري وباستخدام ‏شبكات النفوذ&quot;، لم يعودا على نفس نمط صراعهما &quot;السابق&quot; إذ دخلت العلاقات نمطا آخر من الصراع على ‏العراق. <br/>في حالة الصراع الجديدة، لا يجب النظر للمفاوضات الأمريكية الإيرانية باعتبارها حالة تطابق في ‏المصالح، بل هي بالأساس حالة صراعية وفق آليات أخرى، وذلك هو المعنى الأهم في دلالات اتهام المرشد ‏الإيراني للولايات المتحدة وأجهزتها بالوقوف خلف بعض التفجيرات الأخيرة التي طالت إيرانيين كانوا في ‏زيارات للعراق. <br/>والقصد هنا، هو أننا أمام تغير في نموذج الصراع بين الولايات المتحدة وإيران في العراق، ‏إذ كان النموذج السابق في مرحلة ما بعد تطبيق خطة بيكر- هاملتون، يقوم على التفاوض من جهة ‏والصراع المباشر لفرض الوقائع على الأرض من جهة أخرى، ولذلك رأينا حالات عديدة من كشف وملاحقة ‏الفرق والمجموعات الإيرانية ومتابعة وكشف السلاح المهرب والقبض على مسؤولين إيرانيين عاملين في ‏العراق. <br/>لكن الصراع الآن يدخل مرحلة ومنحنى آخر أخطر، إذ نحن أمام اتهام بتفجيرات تحاول تقليل ‏الزيارات من إيرانيين للعراق، أي أن مواجهة النفوذ الإيراني في العراق، سوف يجري وفق آليات دموية، ‏بينما المفاوضات بين إيران والولايات المتحدة، تأخذ منحى أكثر مباشرة ووضوحا. ‏ <br/>وفي العنوان الثالث للوقائع التي نتابعها الآن في مشاهد عديدة، فإن &quot;الانفراط&quot; الذي تعيشه أجهزة الدولة ‏‏&quot;الجديدة&quot; في العراق صار أمرا مزمنا وبات يتحرك نحو الأسوأ، إذ تظهر الأحداث أن شيئا لم يتحقق على ‏صعيد تشكيلة مؤسسات تلك &quot;الدولة&quot; أو قدرتها على أداء مهامها، كحامية لوجود الاحتلال &quot;مستقرا&quot; في ‏داخل العراق، أيا كان اسمه أو طريقته. ‏ <br/>مجلس النواب، ظل لشهور غير قادر على اختيار رئيس له، والنواب صار وصفهم مأساويا بين الطائفي ‏والمطارد بسبب مواقفه السياسية إلى درجة الاختفاء وبين من هو مرتبط بالولايات المتحدة ومن يرتبط ‏بإيران في المقابل، في وقت لا يزال الكل فيه خاضعا لما وصفه رئيس مجلس النواب السابق ﺒ&quot;شمشمة ‏الكلب الأمريكي&quot;. ‏ <br/>والصراع على آبار النفط وعائدتها بين حكومة المالكي وحكومة البارزاني في المنطقة الكردية لا يزال على ‏حاله وإن كان هناك جديد، فهو السير نحو الأسوأ، على الأقل بسبب نقص عائدات البترول بما يعقد من ‏الصراع بفعل ضعف أو قلة الموارد. وأعمال تهريب النفط في الجنوب لا يزال مسكوتا عليها وهو ما يعني ‏أن الميليشيات لا تزال تجد مصادر لتمويل نشاطاتها الإجرامية. وفي كركوك تتطور الأوضاع إلى درجة ‏الحدة، حتى وجد المالكي نفسه مضطرا للتحذير علنا من حرب عنصرية. ‏ <br/>والخلاصة أننا أمام وضع لم يتحرك للأمام، لا نحو استقرار الحكم الذي شكله الاحتلال، ولا على صعيد ‏نسيج العلاقات بين القوى المتعاونة مع الاحتلال، والأهم أن كل ذلك يجرى بينما قوات الاحتلال لم تتمكن ‏من القضاء على المقاومة.. التي على العكس باتت في تصاعد. ‏ <br/>في الدلالات لذلك كله، يمكن القول إن الجهة الوحيدة التي تقوى على أرض العراق وفي الصراع على نحو ‏مباشر أو على المستوى البعيد هي قوة المقاومة العراقية. في الخلاصة الكلية لكل التطورات التي جرت منذ ‏بداية الاحتلال وحتى الآن فإن أطراف الاحتلال كلها في وضع الارتباك والتراجع بل والصراع مع بعضها ‏البعض، بينما المقاومة العراقية هي من نجح في مواجهة أعقد التحديات التي فرضتها قوات الاحتلال ‏والمتعاونون معها، وبات يطور أوضاعه بالاستناد إلى خبرة السنوات الماضية، وبالاستفادة من إخفاقات ‏الطرف الآخر &quot;بتنوعاته&quot; في الصراع. <br/>فبينما أطراف الاحتلال تتعقد علاقاتها وتضطرب مع بعضها البعض، ‏فإن المقاومة باتت تشهد تطورا مطردا في علاقات التحالف بين تنظيماتها وقواها. وبينما مؤسسات الحكم ‏تعاني من كل أشكال الاضطراب والانقسام والتنازع على جني المكاسب، فإن المقاومة نجحت &#8211; في الجانب ‏الآخر من معادلة الصراع على صعيد بناء المؤسسات- في بناء مؤسسات عسكرية وإعلامية وسياسية ‏أفضل قدرة وتنظيما، صارت تكسب دعما وتأييدا في العراق بشكل متزايد. ‏ <br/>وهنا تحديدا يمكن القول إن المرحلة الثالثة من الصراع الإستراتيجي على العراق، قد دخلت بالفعل حيز ‏الإنجاز والتأثير وأنها قد تشهد تسارعا في تطوراتها على نحو أسرع. ‏ <br/>لقد بدأت المرحلة الأولى من الصراع بين قوات الاحتلال ومن معها من جهة والشعب العراقي من جهة ‏أخرى عقب انهيار النظام واندلاع المقاومة الشعبية، التي جرت في بدايتها دون تنظيم وإستراتيجية ‏واضحة، ودون بناء مؤسسات سياسية وإعلامية وعسكرية قادرة على إدارة صراع طويل الأجل. <br/>لقد أحدث ‏هذا النشاط البركاني المندفع بالمقاومة إرباكا لقوات الاحتلال ومن معها، فكانت الخسائر الأمريكية المتواترة ‏وكان الاهتزاز وشدة الارتباك داخل جهاز السلطة التي شكلها الاحتلال فور دخوله محتلا. وفى المرحلة ‏الثانية من الصراع، تمكنت قوات الاحتلال &quot;بعد العمل وفق توصيات بيكر- هاملتون&quot; من إدخال المقاومة ‏والشعب العراقي في حالة جديدة من الصراع، من خلال فرض تحديات عراقية- عراقية، عن طريق ‏الميليشيات والصحوات ونفخ نيران الفتنة الطائفية والعرقية والمذهبية، وهو ما جرى في ظله تكثيف ‏هجمات قوات الاحتلال، التي تمكنت بعد وصول قوات جديدة من تحقيق قدر من &quot;التأمين&quot; النسبي لأوضاعها. ‏ <br/>دخل الصراع حالة جديدة، إذ كان القصف الأمريكي للمدن والقطاعات السكانية، مرتبطا ومتزامنا مع حملة ‏تدفع الحركات والمجموعات لمعاداة وقتال بعضها البعض، كما تمكنت قوات الاحتلال والميليشيات من تهجير ‏أعداد كبيرة من العراقيين &quot;داخل الوطن وخارجه&quot; الذين شكلوا الحاضن الاجتماعي للمقاومة. هنا كان ‏المعنى العام، أن قوات الاحتلال ومن معها قد عملوا وفق خطة جديدة، لحرف جهد الشعب والمقاومة من ‏الصراع مع الاحتلال إلى صراع بينهم وبعضهم البعض. ‏ <br/>لكن المقاومة العراقية صمدت وثبتت، كما هي لم تنجر في الصراعات الداخلية العمياء التي دفعت لها دفعا، ‏إذ هي تمسكت بالموقف والرؤية الوطنية مشددة على أن صراعها هو مع الاحتلال وحول الاحتلال فقط. ‏ <br/>وإن كان ذلك لا يعني أنها لم تتأثر بفعل تلك التغييرات في بيئتها الحاضنة وفي وتائر نشاطها، فالأهم أنها ‏أعادت ترتيب صفوفها على المستويات السياسية والإعلامية والعسكرية، بما مكنها مع مرور الوقت من ‏الاستفادة من الخلخلة الحادثة في أوضاع جبهة الصراع المقابلة النموذج لذلك، هو ما جرى في قضية ‏الصحوات وفي أوضاع تنظيم القاعدة، اللذين مثلا أخطر التحديات في المناطق التي شهدت نشاطا كثيفا ‏للمقاومة ذات الطابع العسكري خاصة. <br/>ففي الوقت الذي تمكنت فيه المقاومة بصفة عامة من تفادي الدخول ‏في نزاع شامل مع تنظيم القاعدة أو مع الصحوات، فالاحتلال والسلطة الطائفية التي شكلها، هي من وصل ‏إلى المأزق في تلك المواجهة خاصة مع الصحوات. ‏ <br/>كلما اقترب موعد الانسحاب للقطاعات القتالية لقوات الاحتلال من المدن، ومعها احتمالات سحب أعداد ‏كبيرة من تلك القوات، انعطف الصراع باتجاه البعدين الداخلي والإيراني في داخل العراق. <br/>والأغلب أننا ‏سنشهد استمرارا للتفجيرات الأمنية ضد الأبرياء، وتفجرات أعمق في المؤسسات التي شكلها الاحتلال في ‏العراق، خاصة بين المرتبطين بالولايات المتحدة من جهة وإيران من جهة أخرى، والأغلب أن سلطة ‏المالكي ستعمل ما في وسعها للسيطرة والقمع في مختلف المناطق. <br/>كما أننا وسط كل ذلك سنشهد تصاعدا ‏في قدرة المقاومة عسكريا على ملاحقة القوات الأمريكية من جهة، وتصاعد دورها السياسي في كشف ‏السلطة القائمة حاليا والدفع باتجاه تحركات جماهيرية تعلن رفضها لاستمرارها في الحكم على ذات القواعد ‏التي حددها الاحتلال</p> <p><strong>المصدر : </strong>&#160;<a href="https://web.archive.org/web/20130127220136/http://www.iraq-ina.com/showthis.php?tnid=38446" class="external" target="_blank">مأزق أمريكا في العراق‎ ‎يتسع‎!‎ &#8230;
