February 2011 (<a href="https://web.archive.org/web/20130129010543/http://www.irinnews.org/Report.aspx?ReportID=91983" target="_blank" class="external">IRIN</a>) &#8211; The Iraqi government has pledged to improve the state-run food aid system in the wake of sporadic protests and long-standing discontent over the quality and targeting of the rations provided. <br/>“We are working hard to improve the food ration system this year and to offer it with all [five] items, not just some of them,” Prime Minister Nouri Al-Maliki told a press conference on 17 February. “We have adopted a number of measures that can help us tackle this issue which we are following closely.” <br/>In a move designed to outflank discontent in the wake of demonstrations in Iraq inspired by the momentous demonstrations in Tunisia and Egypt, Al-Maliki on 15 February announced the postponement of the purchase of 18 F-16 fighter jets from the USA, and the use of the money saved to improve food rations. <br/>“We need these fighter jets as we are working to boost security, but we also need money to improve the food ration system, so we decided to postpone the [jet fighter] purchase,” he said, adding that about US$1 billion earmarked for the jets would now be spent on subsidized food handouts. <br/>Al-Maliki said the government had also decided to decentralize management of the of the state food ration system by allowing local government in the 18 provinces to import, store and distribute the relevant food items. <br/>The distribution, he added, would be targeted at the most vulnerable. <br/>“<strong>Fodder ration” <br/></strong> <br/>Many Iraqis complain that only some of the rations are delivered, or they arrive in poor condition, and there have been a number of protests against poor quality rations, unemployment, corruption and feeble public services. <br/>“It’s a fodder ration not a food ration,” said one banner brandished by demonstrators in Iraq’s southern province of Wasit on 16 February. “We are sitting on billions of barrels of oil, but we can’t find anything to eat,” said another. <br/>Iraq’s food rationing system, known as the Public Distribution System (PDS), was set up in 1995 as part of the UN’s oil-for-food programme following Iraq’s invasion of Kuwait in 1990. More than half of Iraq&#8217;s 29 million people depend on it, according to the Trade Ministry. <br/>At the end of 2009, the monthly PDS parcels contained rice (3kg per person); sugar (2kg per person); cooking oil (1.25kg or one litre per person); flour (9kg per person); milk for adults (250g per person); tea (200g per person); beans (250g per person); children&#8217;s milk (1.8kg per child); soap (250g per person); detergents (500g per person); and tomato paste (500g per person). <br/>In 2010, the government reduced the number of items to five: flour, rice, sugar, cooking oil and children’s milk &#8211; in the same quantities. But recipients have been receiving two or three items at a time. Al-Maliki said they would now receive all the five. <br/>According to the Planning Ministry, about 25 percent of the population lives below the country’s poverty line, and unemployment is about 30 percent. <br/>Meanwhile, oil revenues, which make up about 95 percent of Iraq’s revenue, have risen sharply in recent months giving ammunition to those calling for the government to spend more on PDS. <br/>According to the Trade Ministry, about US$3 billion was spent on PDS in 2010. Hundreds of thousands of Iraqis fled the country after sectarian violence broke out following the 2003 war which toppled Saddam Hussein. However, the precise number of refugees is hard to ascertain and fluctuates in line with changing perceptions and the security situation in Iraq. </p> <p>&quot;It would be nice to have the full picture, but the special circumstances of the Iraqi refugee population means we don&#8217;t… although we have a good idea of the refugees registered with us,&quot; said Andrew Harper, head of the UN Refugee Agency&#8217;s (UNHCR) Iraq Support Unit in Geneva. </p> <p>Host governments (largely in the Middle East) at one time estimated that more than 2.5 million Iraqis had fled to their countries. But that statistic is now too high, say independent experts not affiliated with UNHCR. Distinguishing between refugees and other migrants, and deducting the number of those who have returned to Iraq for good can be difficult. </p> <p>UNHCR has registered just over 400,000 Iraqis since 2003 but currently they have 200,000 on their books. More refugees register every day &#8211; some 2,000 per month in Syria. However, the agency says those figures are not definitive. </p> <p>&quot;Many refugees choose not to register with us, either because there is a stigma attached in asking for assistance or they see no reason to register unless they need our services,&quot; said Harper. </p> <p>Currently, host governments claim some 1.5 million Iraqis remain on their territories, while Refugees International, a US-based NGO, said it believed only 500,000 Iraqis remained outside the country. </p> <h3>Reasons for discrepancies </h3> <p>The Iraqi refugees are hard to track because they reside almost exclusively in an urban rather than a camp setting, predominantly in Syria and Jordan. In July last year, a <a href="https://web.archive.org/web/20130129010543/http://www.unhcr.org/4a69ad639.pdf#zoom=66" class="external" target="_blank">UNHCR report detailed the challenges</a>. </p> <p>Population mobility is another factor, according to Harper. Many families are split or commute between Syria and Iraq to see relatives, work, or are checking the situation on the ground. </p> <p>In such a situation, they are harder to count, or may have their files deactivated by UNHCR if they are absent for long periods. UNHCR says mobility is positive as it allows refugees to stay in touch with their country and prepare for an eventual return. </p> <h3>Bald statistics can be misleading </h3> <p>Bald statistics, without a breakdown, can be misleading due to the high rates of movement. Over the past few months, a fairly consistent number of refugees have been registered in Syria &#8211; currently some 139,586 &#8211; but this figure masks the fact that each month some refugees leave and others register. Some 32,200 files were deactivated in the first 10 months of 2010, 5,408 people were resettled elsewhere, 176 returned to Iraq under the UNHCR voluntary repatriation scheme, and some 18,719 registered in the same time period, UNHCR says. </p> <p>Statistical methods are also variable. &quot;Many Iraqi refugees fled before the war,&quot; said Elizabeth Ferris, a senior fellow and Iraq expert at the Brookings Institution. &quot;There is no agreement as to which time period to count people in.&quot; </p> <h3>Challenges </h3> <p>Uncertainty over figures has posed challenges for aid agencies, but UNHCR says it bases its planning for staff and budget on the number of refugees it has registered. </p> <p>Predicting trends can also be difficult, say experts. UNHCR has resettled more than 50,000 refugees, mostly in the USA, and assisted more than 2,000 to return to Iraq. But an unknown number is likely to have returned independently. </p> <p>Within Iraq, the International Organization for Migration (IOM) registers returned refugees and internally displaced persons (IDPs). It says some 130,000 refugees have returned since 2007. </p> <p>&quot;Agencies have got used to working with imprecise figures,&quot; said Ferris, &quot;but it is not good practice to develop programmes on this basis.&quot; </p> <p>UNHCR contests this argument. &quot;We have precise information regarding the registered refugees and base our programmes on their needs. This information is regularly updated,&quot; said Wafa Amr, UNHCR&#8217;s regional spokesperson. </p> <p>Agencies have come up with novel techniques to meet the challenges. UNHCR has more than 150 outreach workers in Syria alone who visit neighbourhoods to identify refugees. Publications are used to raise awareness of the plight of the refugees. To maintain the dignity of refugees and overcome challenges posed by refugees living in an urban setting, UNHCR has made cash payments available via an ATM. many people have moved to the cities to try to find work. Mostly there is no work to be found and what work they find is badly paid day labourer work. So they live in a squalid squatter camps and try to survive. </p> <p>For those who stay life is almost as tough. The rural areas have been neglected for a very long time and lack basic infrastructure and facilities the most desperate need is for clean drinkable water. Even for those villages on riverbanks or with wells or streams the water situation is desperate. The water is untreated and so it is often contaminated with fertiliser or faecal organisms. But an added hardship is that the women and the children have to go to the ponds and the stream to fetch the water and then carry it back. I recently visited my mother who lives in a small village in a quite difficult to travel to part of Diwnaiyah. She decided this year that she was too frail to make the journey to the city where I live with my husband and children for a holiday. Even a small pot like this is quite heavy. </p> <p>If you use a small pot you have to carry many small pots to the stream and then go back many times this makes you very tired and takes a long time. Yet even those involved in the civic improvement plans admit the government faces a formidable problem made worse by years of neglect.</p> <p>“Baghdad is not like other places, and the issues are complex. The municipality is not doing its job properly, but at the same time we lack laws that prohibit the public from littering and polluting. This is why we are unable to provide a healthy environment,” said Qasim Dawood, a member of parliament’s health and environment committee.</p> <p>Dawood said the trash piling up in Baghdad’s alleyways, open spaces and bazaars ranges from common household refuse to construction debris, non-degradable plastics and rotting organic waste.</p> <p>As the capital has swelled to nearly seven million residents, an influx of poor migrants and a housing shortage have forced an increasing number of Iraqis to live in slums and squatter settlements in abandoned building and parks. The distance between these ad hoc living spaces and garbage dumps is shrinking, said Dawood.</p> <p>The problem of what the government refers to as “solid waste management” also affects more affluent residential neighbourhoods and commercial districts. In some areas, trash heaps have blocked off entire roads and residents throughout the city complain of foul odours, insects and rodents. Local media has reported a rise in packs of scavenging dogs, putting the number in Baghdad at over one million.</p> <p>“Unchecked garbage is destroying the quality of life in Baghdad. Dumps are everywhere and sometimes near water pipes and rivers. This creates all kinds of bad fungi that lead to food poisoning and diarrhoea, and can bring on diseases such as typhoid and cholera,” said Dawood.</p> <p>Waste management has been a serious problem in Baghdad since the United States-led invasion in 2003. In the subsequent years of sectarian violence, government agencies were abandoned and looted, and garbage collectors were routinely kidnapped or killed. Blast walls, barbed wire and barricaded checkpoints have choked off access to many parts of the city, making regular clean-up sweeps impossible.</p> <p>“Our neighbourhood is a big dump. During the day, the awful smell is really hard to stand. The smell gets worse with the heat in summer. At night it is very annoying to hear the dogs and their howling. We have gone to the municipality more than once to ask them to clean the area, but it’s been no good,” said Ibtesam Aziz, 36, resident of the poor Shaab neighbourhood of east Baghdad.</p> <p>The US has invested some 33 million dollars to improve Baghdad’s waste management system, an American official told IWPR. This includes the construction of landfills and the donation of removal equipment. Still, US and municipal officials admit that garbage removal has been a low priority for a city with a host of other problems such as limited clean water and electricity and extremist violence.</p> <p>In some areas, residents pay for their garbage to be picked up in the streets, but many complain that the service is not dependable. Impoverished areas have no service and some districts in the capital have taken on clean-up efforts themselves.</p> <p>&quot;We have a huge area, too much garbage, and too few vehicle and workers. We hired a number of trucks from private sector. All together now we have 100, which is one-third of the total number we need,&quot; said Azhar Abdul Sahib, the head of media department in Mansour suburb of Baghdad.</p> <p>Sahib continued that the vehicles employed were often small trucks or even hand-drawn carts, and temporary labour costs are unsustainable at 10,000 to 15,000 dinar (8.5 to 12 dollars) for each worker per day.</p> <p>Parliament in 2009 passed a law requiring citizens to put garbage in plastic bags to prevent disease. The Baghdad city government distributed the bags to most houses and shops in the city, but the move proved ineffective.</p> <p>In 2007, a programme to place large yellow containers on each block for residential waste was also ignored, with most of the containers being stolen, according to residents.</p> <p>&quot;Having garbage everywhere in the city is just uncivilised. It affects people&#8217;s health as well as the environment. We need to educate people about how cleanliness is good for our health, but no group or agency is doing this, even local NGOs because we lack money and support,&quot; said Salama Dhaeia Naeif, the head of Love and Peace Messengers organisation in Baghdad.</p> <p>As the garbage problem continues to grow, residents and officials are increasingly pointing fingers at each other.</p> <p>“The Baghdad municipality makes great efforts to clean the city, but these efforts are mostly wasted by the citizens who throw trash everywhere, anytime. For example, a man puts trash outside his house in an open box four or five times each day. So when a cat or dog passes by, the garbage is scattered everywhere. Now, take into account the millions of citizens in Baghdad and you can imagine what the city is like,” said Sabah Sami, head Baghdad municipality’s media department.</p> <p>Sami claims Baghdad’s 14 waste collection branches and 314 vehicles should be enough to collect the city’s trash, but that “citizens throw trash everywhere&quot;.</p> <p>New York, a city of some eight million people, has 5,700 waste removal vehicles, according to the New York Sanitation department website.</p> <p>Despite the public frustration, city officials are confident that the garbage problem can be solved.</p> <p>Municipality spokesman Hakeem Abdul Zahra said the city plans to work with Baghdad’s Operation Command, a body in charge of securing the capital, to clear up refuse piling up around blast walls. The municipality also intends to sign contract with companies from Turkey and the United Arab Emirates to remove and compress garbage in east Baghdad. The firms will also provide dumps for locals, as well as clean the streets and water plants.</p> <p>Zahra said additional deals will be settled by the end of the year with Austrian and Turkish firms that will be in charge of garbage processing. He said the new projects would enable Baghdad to remove 500 tonnes of garbage each day.</p> <p>The city of New York removes roughly 25,000 tonnes of garbage from homes and businesses per day.</p> <p>Zahra refused to disclose the names of any foreign firms or the financial arrangements because the deals were still in negotiation.</p> <p>Sami said the municipality is launching a media campaign to educate citizens on the health risks of garbage and how they should dispose of it.</p> <p>City officials hope the initiative will raise awareness and possibly prompt anti-litter laws and ordinances.</p> <p>Although officials have spoken at great length about their determination to clean up the city, exact financial figures for the massive undertaking remain elusive. Sami said figures for the projects could not be given because waste management was included in a larger city improvement budget that included other programmes.</p> <p>“I can’t even give an estimate on the total cost for garbage collection in Baghdad, but I can say it is the lowest compared to neighbouring countries,” said Zahra.</p> <p>“We really don’t spend lot of money on garbage compared to other countries, even though we are doing a great job in this field. But I don’t have an exact figure.”</p> <p>Residents concerned about the growing rubbish problem say it is a comparatively recent one, and hope the appearance of the city can be restored.</p> <p>&quot;My wish is to see Baghdad clean again as in the 1980s and even 1990s. Garbage collectors and street cleaners worked day and night. They knocked on our door to collect it and there big dumps in every neighbourhood where people could put garbage in instead of throwing it in street like now,&quot; said Ahmed Ismaeil, 37, a medical technician at a hospital in Baghdad.</p> <p>“It was one of the most beautiful cities in the world.”</p> <p><strong>Zaineb Naji and Dawood Salman are IWPR-trained journalists in Baghdad.
