class="text-uppercase"></span></h2> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'; font-weight:bold" class="doceo-font-family-base doceo-font-size-base">Baggrund</span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">Mayotte, en øgruppe i Det Indiske Ocean og et fransk oversøisk departement, har siden 2014 haft status som region i den yderste periferi på europæisk plan. Eftersom traktaterne tillægger Den Europæiske Union enekompetence til bevarelse af havets biologiske ressourcer inden for rammerne af den fælles fiskeripolitik, skal udenlandske fiskerfartøjers adgang til farvandene omkring Mayotte reguleres af Den Europæiske Union. </span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">En første aftale mellem Den Europæiske Union og Republikken Seychellerne om seychelliske fiskerfartøjers adgang til Mayottes farvande blev undertegnet den 20. maj 2014. Efter at denne aftale trådte i kraft på samme dato (i første omgang som en midlertidig foranstaltning) med en varighed på seks år, blev den stiltiende forlænget den 20. maj 2020. </span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">På grundlag af de relevante forhandlingsdirektiver har Kommissionen ført forhandlinger med Seychellernes regering med henblik på at indgå en ny aftale om adgang for seychelliske fiskerfartøjer. Efter afslutningen af disse forhandlinger blev der den 10. juni 2022 paraferet en ny aftale om adgang til fiskeri. Denne nye aftale om adgang til fiskeri gælder for en periode på seks år fra den 10. marts 2023, som er datoen for begge parters undertegnelse, og hvor parterne også påbegyndte den midlertidige anvendelse af denne aftale i afventning af dens endelige indgåelse.</span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">Ud over denne nye aftale om adgang til fiskeri i Mayottes farvande for seychelliske fiskerfartøjer har EU og Seychellerne siden 2020 også været bundet af en partnerskabsaftale om bæredygtigt fiskeri (SFPA) og en ledsagende gennemførelsesprotokol til regulering af EU-fiskerfartøjers adgang til og fiskerirettigheder i Seychellernes farvande til gengæld for økonomisk og teknisk støtte fra EU til Seychellerne (jf. procedure <a href="https://oeil.secure.europarl.europa.eu/oeil/popups/ficheprocedure.do?lang=en&reference=2020/0002(NLE)">2020/0002(NLE)</a>). I denne partnerskabsaftale er EU og Seychellerne også blevet enige om en række mekanismer og regler til fremme af bæredygtigt fiskeri, navnlig gennem forbedret fiskerikontrol og dataindsamling, optrapning af bekæmpelsen af IUU-fiskeri (ulovligt, urapporteret og ureguleret fiskeri) samt tættere samarbejde i de regionale fiskeriforvaltningsorganisationer, som både EU og Seychellerne er medlemmer af. </span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'; font-weight:bold" class="doceo-font-family-base doceo-font-size-base">Den nye aftale om adgang til fiskeri</span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">Formålet med denne nye aftale er at muliggøre en yderligere styrkelse af et strategisk partnerskab med Seychellerne og at bidrage til ansvarligt fiskeri i EU-farvande og udvikling af fiskeripolitikken på Mayotte. De tekniske og økonomiske betingelser i aftalen om adgang til fiskeri er også tilpasset partnerskabsaftalen om bæredygtigt fiskeri med Seychellerne og den tilhørende gennemførelsesprotokol, som blev undertegnet i 2020.</span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">I denne aftale fastsættes principperne, reglerne og procedurerne for samarbejdet i fiskerisektoren med henblik på at sikre ansvarligt fiskeri og bevarelse og bæredygtig udnyttelse af fiskeressourcerne i farvandene omkring Mayotte på grundlag af princippet om ikkeforskelsbehandling af de forskellige flåder, der fisker i disse farvande. </span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">Betingelserne for seychelliske fiskerfartøjers adgang til disse EU-farvande er nærmere beskrevet i bilaget til aftalen (fiskerimuligheder, fiskeritilladelser, overvågning og observatører osv.). I henhold til aftalen vil otte fartøjer, der fører Seychellernes flag (notfartøjer), kunne fiske i Mayottes farvande uden for 24 sømil fra Mayottes kyster. Fiskerimulighederne er baseret på den bedste foreliggende videnskabelige rådgivning (og, hvor det er relevant, inden for grænserne af det disponible overskud) og i overensstemmelse med henstillingerne fra den ansvarlige regionale fiskeriforvaltningsorganisation, nemlig Kommissionen for Tunfisk i Det Indiske Ocean (IOTC). Afgifterne for fangsterne fastsættes til 135 EUR pr. ton fanget tun (med en forudbetaling pr. fartøj på 13 500 EUR for de første 100 tons).</span><span style="font-family:'Times New Roman'; -aw-import:spaces" class="doceo-font-family-base doceo-font-size-base"> </span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">Aftalen indeholder også bestemmelser om overvågning og kontrol af fiskeriet og forebyggelse af ulovligt, urapporteret og ureguleret fiskeri.</span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'; font-weight:bold" class="doceo-font-family-base doceo-font-size-base">Ordførerens holdning</span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">Denne aftale om adgang til fiskeri er strategisk og sikrer sammenhæng og gensidighed mellem EU og Seychellerne med henblik på bæredygtig udnyttelse af havets ressourcer i Det Indiske Ocean. Gennem aftalen ønsker parterne navnlig at styrke overvågningen af fiskeriet og sikre, at fiskeriet efter tun og tunlignende arter foregår på en bæredygtig måde, samtidig med at der sikres beskyttelse af andre arter, især pelagiske hajer.</span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">Det er en afbalanceret aftale, med hvilken Seychellernes fartøjer vil fortsætte deres fiskeri, samtidig med at den også vil være til gavn for Mayotte og bidrage til udviklingen af den lokale fiskerisektor i denne region i EU's yderste periferi.</span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">Ordføreren mener imidlertid, at Mayotte – og regionerne i den yderste periferi generelt – på lang sigt bør kunne udvikle deres egne fiskerflåder ved hjælp af EU-støtte og national støtte. Parlamentet har gentagne gange forgæves anmodet om, at der for at sikre fiskerisektorens overlevelse i regionerne i den yderste periferi og i overensstemmelse med principperne om differentieret behandling af små øer og territorier, som er nævnt i verdensmål nr. 14, ydes støtte gennem EHFAF eller statsstøtte på grundlag af artikel 349 i TEUF til fornyelse af de ikkeindustrielle fiskerflåder i regionerne i den yderste periferi, som lander alle deres fangster i havne i regionerne i den yderste periferi, og som bidrager til lokal bæredygtig udvikling. </span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">Regionerne i den yderste periferi står over for særlige udfordringer i relation til deres afsides beliggenhed, topografi, små markeder og klima, jf. artikel 349 i TEUF. Alligevel tages der i den fælles fiskeripolitik ikke i tilstrækkelig grad hensyn til de særlige forhold, der gør sig gældende for fiskeriet i regionerne i den yderste periferi. I den eksterne del af den fælles fiskeripolitik skal strategiske partnerskaber navnlig tage hensyn til interesserne i tilgrænsende og dermed berørte EU-regioner.</span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">Fiskeriet i regionerne i den yderste periferi er en vigtig økonomisk drivkraft, en kilde til fødevaresuverænitet og en traditionel aktivitet, der er en del af kulturen i disse områder, som skaber job på havet og i forarbejdningssektoren og bidrager til dynamikken i turistindustrien, der er en vigtig økonomisk drivkraft i disse regioner.</span></p> <p style="margin-top:0pt; margin-bottom:12pt; widows:0; orphans:0; font-size:12pt" class="doceo-line-height-base doceo-font-size-base"><span style="font-family:'Times New Roman'" class="doceo-font-family-base doceo-font-size-base">I lyset af ovenstående anbefaler ordføreren, at Parlamentet godkender indgåelsen af denne aftale om adgang til fiskeri, og gentager samtidig sin opfordring til EU-støtte eller statsstøtte til fornyelse og bæredygtig udvikling af fiskerflåderne på Mayotte og i regionerne i den yderste periferi mere generelt.</span></p> <p style="margin-top:0pt;
