Historically, the Assyrians were known for their military prowess and had already conquered many surrounding nations, including the northern kingdom of Israel. The city referred to here is Jerusalem, the capital of Judah, which was under siege. This deliverance is a direct intervention by God, emphasizing His sovereignty and power over even the mightiest of earthly kings. The phrase also echoes God's covenantal faithfulness to His people, reminiscent of His deliverance of Israel from Egypt.
