Agape Centre could only accommodate up to 50 children.<\/p><p>“There is urgent need to have a larger place for the children,” he said during the project award and agreement signing ceremony with contractor Happiwin Development Sdn Bhd.<\/p><p>Ngu said the new building would be located next to Agape Centre in Jalan Alan and could accommodate 200 children.<\/p><p>Construction is expected to be completed in 15 months.<\/p><p>Ngu estimated that there were 1,000 children with autism in the central region.<\/p><p>“Quite a number of the children who had received early intervention can now cope very well in the community,” he said.<\/p><p>Ngu also expressed his appreciation to Sibu Community Service Association chairman Datuk Tiong Thai King for giving them the greenlight to occupy the land to construct the new building.<\/p><p>Tiong also praised SAA, which was formed in 2000, for providing early intervention programmes.<\/p><p>“Over the years, you have done your best to open a window for children to communicate with the world.<\/p><p>“Here we have witnessed children making progress little by little and overcoming communication barriers.<\/p><p>“Behind these miracles, there is the power of early intervention,” he said.<\/p><p>SAA, he said, not only provided therapeutic courses, but also offered mutual assistance network for parents, organised workshops on home intervention height: 400px;\" \/><\/p><p><strong>Educational revolution<\/strong><\/p><p>The concept of the state digital library was first proposed in November 2015, with Chief Minister of Penang Incorporated taking the helm of the project.<\/p><p>The initiative gained strong support from prominent partners like Keysight Technologies, Eastern & Oriental Bhd and Time Dotcom Bhd, all of whom played a crucial role in bringing the project to fruition.<\/p><p>The first digital library at the former building of Penang Wives of Civil Servants and Women Civil Servants Association (Puspanita) in Jalan Masjid Negeri on the island was identified in February 2016.<\/p><p>The decision marked a significant milestone for the project, with an initial investment of RM2.5mil allocated for its development.<\/p><p>Renovation work on the building began two months later, transforming the space into a cutting-edge digital library.<\/p><p>This was launched in October 2016 by the then Penang Chief Minister Lim Guan Eng.<\/p><p><img alt=\"Jit Sin School Union Bukit Mertajam digital library in Jalan Sri Bukit under construction.\" src=\"https:\/\/apicms.thestar.com.my\/uploads\/images\/2025\/02\/26\/3185333.jpg\" onerror=\"this.src='https:\/\/cdn.thestar.com.my\/Themes\/img\/tsol-default-image2023.png'\" style=\"width: 600px; height: 402px;\" \/><\/p><p>It features an amphitheatre, community hall and multiple air-conditioned rooms to provide cosy working spaces in the digital era without physical books.<\/p><p>In January 2019, the digital library expanded its reach with the transformation of an old bungalow across the road, marking the second digital library also known as Phase II.<\/p><p>The second phase was designed with an innovative “Library in the Park” concept, blending the digital library experience with a serene and natural environment.<\/p><p>With an investment of RM10.8mil, the phase aimed to provide a unique educational space that seamlessly integrated technology with outdoor elements, offering visitors a tranquil yet modern setting for learning and collaboration.<\/p><p>In November the same year, the third Penang Digital Library opened its doors at Southbay Plaza in Batu Maung.<\/p><p>The library was equipped with public WiFi connection, laptops and tablets as well as a few smart televisions for displaying e-books and other relevant information for knowledge sharing.<\/p><p><img alt=\"The fourth digital library is at Kampung Bengali in Butterworth. \u2014 ZHAFARAN NASIB\/The Star.\" src=\"https:\/\/apicms.thestar.com.my\/uploads\/images\/2025\/02\/26\/3185331.jpg\" onerror=\"this.src='https:\/\/cdn.thestar.com.my\/Themes\/img\/tsol-default-image2023.png'\" style=\"width: 600px; height: 450px;\" \/><\/p><p>Among them was St Xavier’s Institution student Justin Yeoh, 17, who spent about half a day once a week at the Jalan Masjid Negeri digital library.<\/p><p>“I live just nearby and the space in the library offers a quiet environment that is conducive for studies.<\/p><p>“There is no unnecessary distraction here unlike at cafes or at home.<\/p><p>“Furthermore, it is free,” said Yeoh.<\/p><p>Undergraduates also went to the premises to seek out space to complete their academic assignments.<\/p><p>Alif Danial, 21, from Universiti Malaysia Kelantan, returned home for holidays and took advantage of the library’s facilities to complete his coursework.<\/p><p>“It can get quite crowded indoors, especially during exam periods when many students gather to revise together.<\/p><p>“But outdoors, there is free WiFi and ample shaded space.<\/p><p>“With rising demand for such spaces among students, I think they should consider improving facilities such as adding fans or power plugs in the open spaces,”added Alif.<\/p><p>Apart from a cafe at the second library, there is also a restaurant at the first one.<\/p><p>A 55-year-old patron, who preferred to be identified only as Khoo, hoped the digital library would be equipped with more accessible features for individuals with disabilities to support their mobility needs.<\/p><p>“I often come to the restaurant here for lunch because it’s peaceful and affordable.<\/p><p>“There’s even a designated parking area for wheelchair users close to the building,” she said, adding that the access to both the library and the restaurant was obstructed as there were no ramps available.<\/p><p>“I hope those in charge will address this and make the space more inclusive,” she said.<\/p><p>The restaurant supervisor Ang Shih Theng, 21, said they received about five customers using wheelchairs each month.<\/p><p>“We have windows in the restaurant that allow us to view the parking lot.<\/p><p>“If any of these customers need assistance, our staff are always prepared to go out and help them personally,” she said.<\/p><p><img alt=\"The first Penang Digital Library in Jalan Masjid Negeri.\" src=\"\" style=\"width: 600px; height: 400px;\" \/><\/p><p><strong>Libraries’ growing impact<\/strong><\/p><p>Chief Minister of Penang Incorporated general manager Datin S. Bharathi said the state’s digital library initiative had benefitted a vast segment of people for access to knowledge and information.<\/p><p>Citing an example, she said over 500,000 people had checked-in at the first two libraries in Jalan Masjid Negeri.<\/p><p>“We continue to record high number of users to Phase I and Phase II.<\/p><p>“In 2016, a total of 5,579 users were recorded at Phase I. The number then increased to 31,309 (2017) and 49,082 (2018).<\/p><p>“With the opening of Phase II, both library buildings recorded 180,831 users in 2019 and 70,286 users in 2020.<\/p><p>“They were then followed by 8,389 (2021); 46,542 (2022) and 99,815 (2023).<\/p><p>“Up to November last year, both digital libraries have recorded 82,962 users,” she said.<\/p><p><img alt=\"\" Incorporated was open to working with industry leaders interested in running science, technology, engineering and mathematics (STEM) programmes in the libraries.<\/p><p><strong>Empowering digital education<\/strong><\/p><p>Penang Deputy Chief Minister I Datuk Dr Mohamad Abdul Hamid said the digital libraries allowed students to access educational information and curate knowledge digitally.<\/p><p>“Penang Digital Library aims to re-engineer how information is curated and consumed in today’s digitally-driven world and to bring back the ‘human’ aspect of social collaboration.<\/p><p>“It provides users, especially students, with structured access to information and knowledge via over 3,000 specially curated e-books, e-magazines and reference journals.<\/p><p>“By reducing interaction barriers, it could bring the ‘human touch’ back into collaborations,” he said.<\/p><p>Mohamad Abdul, who is also Penang Islamic development, education, higher education and national unity committee chairman, said Penang Digital Library would remain relevant and evolve to needs.<\/p><p>“The evolution of the digital library will be on STEM development.<\/p><p>“I believe the digital library evolution will create an environment that will complement the more traditional methods of teaching and learning to elevate the education experience to be on par with today’s technological landscape.<\/p><p>“The state government is promoting STEM among youths and this includes collaborations and support through the digital libraries.<\/p><p>“Students should take the opportunity to leverage various interactive informative displays with the freshest content and latest gadgets to help them turn their creative and innovative ideas into reality,” he said.<\/p><p>He added that the digital library, being a nucleus for collaborators to get connected, encouraged people especially students to drive more emphatic out of 53 planned flood mitigation projects have been completed in Petaling Jaya as of January this year, says Selangor infrastructure and agriculture committee chairman Datuk Izham Hashim.<\/p><p>Six out of the remaining 21 ongoing projects are being carried out by developers, he added.<\/p><p>“A majority of flood issues under the purview of local authorities involve drain widening and on-site retention to hold stormwater.<\/p><p>“These projects come under the Drainage and Irrigation Department (DID), Petaling Jaya City Council (MBPJ) and third parties who are usually developers,” he added.<\/p><p>Izham was replying to questions by Rajiv Rishyakaran (PH-Bukit Gasing) and Datuk Seri Mohamed Azmin Ali (PN-Hulu Kelang) on the projects during the Selangor State Assembly sitting at Bangunan Dewan Negeri Selangor in Shah Alam.<\/p><p>“There are four projects under DID, including the first one in Kampung Cempaka where the upgrade is being carried out at Sungai Kayu Ara,” he said.<\/p><p>The first phase of this project, Izham said, had been completed at a cost of RM6.8mil while the second phase was expected for completion in 2026.<\/p><p>The second project is at Seri Selangor Golf Club, involving desilting Sungai Rumput at a cost of RM200,000.<\/p><p>It is set to be completed in the second quarter of this year<\/p><p>The third project is at PJS 3\/23 where a dual-function retention pond – to act as water storage as part of the Sungai Rasau project – is set for completion in 2031 at a cost of RM661mil.<\/p><p>The fourth is at Route 54,<\/p><p>Jalan Kuala Selangor, where the installation of flapgates in<\/p><p>Sungai Gasi has been completed at a cost of RM50,000. Further desilting work costing RM200,000 is expected to be completed in the second quarter of this year.<\/p><p>Under MBPJ, flood mitigation projects are at various stages of completion.<\/p><p>These are at Jalan PJU 1A\/4F, Section 19, Jalan SS7\/2, Taman Dato’ Harun, Taman Medan Baru, Taman Sri Manja and Taman Buana Perdana.<\/p><p>“Methods that have been employed by MBPJ include the use of on-site detention installations,” said Izham.<\/p><p>“This innovation, some of which are installed under roads, is the first I have seen being carried out by a local authority.<\/p><p>“They are also using cascading systems, installed at the right and left side of drains, to increase their capacity to hold surplus stormwater.”<\/p><p>To a supplementary question by Azmin on when the Sungai formed the Special Committee for Improvement of Care Services, which includes local authorities, state Social Welfare Department, PLANMalaysia, Health Department, Fire and Rescue Department and Department director Norfiza Mahfiz said the J-Force Team under the Enforcement Department checked 533 industrial premises in and around Sungai Kapar Indah industrial area.<\/p><p>J-Force Team, also known as Pasukan Khas Tindakan Gunasama Penguatkuasaan, comprises 50 personnel,<\/p><p>Formed in March 2022, it is empowered to enforce city council guidelines and by-laws.<\/p><p>Norfiza said the team took note of several permanent and temporary extensions done, adding that the operation which began on Feb 3 was ongoing.<\/p><p>As of Feb 14, 527 compounds and 59 notices for various offences have been issued under Street, Drainage and Building Act 1974 (Act 133) and the council’s by-laws.<\/p><p>The offences include illegal extensions, absence of licence to build storage area, illegal advertising boards, public obstruction outside premises and lack of roll-on, roll-off bins for waste disposal.<\/p><p>Norfiza said the city council required industrial lot operators with illegal extensions to submit their plans with immediate effect so that checks could take place.<\/p><p>“The plans submitted will be assessed based on guidelines and provisions of Act 133.<\/p><p>“Operators sports club Gasing Rangers has gone beyond hiking Bukit Gasing to clear its trails and surrounding area.<\/p><p>The club’s gotong-royong activity gathered more than 150 volunteers, both members and non-members, who cleaned up an area of about 8km near the popular forest park in Petaling Jaya, Selangor.<\/p><p>Gasing Rangers president VS Vel Kumar said the initiative was to preserve the natural beauty of Bukit Gasing by removing rubbish left behind.<\/p><p>“We want to promote environmental conservation by engaging the community.”<\/p><p>The gotong-royong was held in collaboration with Petaling Jaya City Council (MBPJ) and Selangor Department of Environment (DOE).<\/p><p>Before flagging off the event, Petaling Jaya MP Lee Chean Chung announced an allocation of RM3,000 for Gasing Rangers’ club activities including the gotong-royong expenses.<\/p><p>The volunteers were split into groups to clean up the neighbourhood while those with hiking experience were sent to collect
