Beşmərtəbəli bina 1970-ci illərdə tikilib. Memar Tahir Abdullayev onu Azərbaycan SSR Ali Sovetinin 25 deputatı üçün hazırlamışdı. Vaxt keçdikcə xalq deputatlarının sayı artmağa başlayıb və memarlıq ansamblında dəyişikliklər etmək tələb olunub.</p> <p style="text-align:justify"> </p> <p style="text-align:justify">Buna görə də 1980-ci illərin sonlarında Tahir Abdullayevin layihəsi əsasında ikinci (solda) bina tikildi. Yeni (üçüncü, sağ) bina 2008-2009-cu illərdə memar Musəddin Əhməd oğlu Namazovun (1 mart 1963-cü il təvəllüdlü) layihəsi ilə tikilib.</p> <p style="text-align:justify"> </p> <p style="text-align:justify">Parlamentarilərin bir binadan digərinə rahat keçməsi üçün şüşə tavanı olan 12 metrlik körpü salınıb. Ora yumşaq mebel və nadir bitkilərlə bəzədilib. Qış bağı – parlamentarilərin ağır iş günündən sonra sevimli istirahət yeridir.</p> <p style="text-align:justify"> </p> <p style="text-align:justify">İndi binada fıstıq ağacından bəzədilmiş 125 geniş (deputatlar üçün) ofis mövcuddur.
