and Control (IPPC) is the form of regulation of industrial and agricultural activities in relation to the environment.</p> </div> <br /> <p>The main EU instrument regulating pollutant emissions from industrial installations is Directive 2010/75/EU of the European Parliament and the Council on industrial emissions (the Industrial Emissions Directive or IED). The IED aims to achieve a high level of protection of human health and the environment (air, water, and soil) taken as a whole by reducing harmful industrial emissions across the European Union (EU), in particular through better application of Best Available Techniques (BAT).</p> <p>A higher degree of environmental protection is achieved by applying best available techniques, which are production processes most considerate to the environment, applicable under regular technological and economic conditions. An overview of the European best available techniques is presented in the reference documents on BAT (BREF), prepared by the European Commission (via the European Integrated Pollution Prevention and Control Bureau (EIPPCB)) in co-operation with the industry, NGOs and Member States (via members of the Technical Working Group (TWG)).</p> <p>The EIPPCB (the Institute for Prospective Technology Studies at the EU Joint Research Centre (JRC) in Seville, Spain) organises and co-ordinates the exchange of information between Member States and the industries concerned on BAT, as required by Article 13 of the IED. The EIPPCB produces BAT reference documents BREF and BAT conclusions, which are adopted by the European Commission EC) as Implementing Decisions. More information on the IPPC Bureau (<a href="http://eippcb.jrc.ec.europa.eu/reference/">http://eippcb.jrc.ec.europa.eu/reference/</a>).</p> <p>The reference document BREF means a document, resulting from the exchange of information organised pursuant to Article 13 of the IED. BREFs are drawn up for defined activities and describing, in particular, applied techniques, present emissions and consumption levels, techniques considered for the determination of best available techniques as well as BAT conclusions and any emerging techniques, giving special consideration to the criteria listed in Annex III to Directive 2010/75/EU.</p> <p>The BAT conclusions is a document containing the parts of a reference document BREF laying down the conclusions on best available techniques.</p> <p>The Industrial Emissions Directive No 2010/75/EU (IED) was implemented to the Czech legal system by Act No 76/2002 Coll. providing for integrated pollution prevention and control, on the integrated pollution registry and on the change of certain legislation, see www.ippc.cz. The integrated permit according to this law is issued by the Regional Authority to the operator of the installation which is included in IPPC. The integrated permit replaces most of the sectoral permits (such as air and water protection, waste treatment, etc.). The permit conditions including emission limit values must be based on BAT.</p> <p>The Ministry of Industry and Trade of the Czech Republic organises an exchange of information with experts from regional Technical Working Groups (TPS). There are represented experts from industry, research institutes and environmental organisations (the Ministry of the Environment of the Czech Republic and CENIA). Members of TPS cooperate on the creation of a new or an update reference documents BREFs.
