mpa-font-style="m85uzclc6o6">　　2025年是“十四五”规划收官之年，也是为“十五五”打基础的关键之年，抓好安全生产工作至关重要。为深入学习贯彻党的二十大和二十届二中、三中全会精神，落实习近平总书记关于安全生产的重要指示批示精神，对标党中央、国务院关于安全生产考核巡查有关要求，扎实做好地质勘查和测绘行业安全生产管理各项工作，现就有关事项通知如下。</span></section><section style="line-height: 2em; margin-bottom: 16px; text-align: left;"><strong mpa-font-style="m85uzcld1j0e">　　一、深刻领会习近平总书记重要指示批示精神，牢固树立风险意识</strong></section><section style="line-height: 2em; margin-bottom: 16px; text-align: left;"><span leaf="" mpa-font-style="m85uzcld12ll">　　习近平总书记高度重视安全生产工作，先后作出一系列重要论述，创造性提出“三管三必须”等新理念新论断。针对安全事故和自然灾害交织叠加问题，习近平总书记在四川宜宾市筠连县山体滑坡灾害发生后，作出重要指示、提出明确要求，各地区和有关部门要牢固树立风险意识，加强各类灾害和安全生产隐患排查，强化责任落实，坚决防范重特大灾害事故发生，切实保障人民群众生命财产安全。各级自然资源主管部门要认真学习领会习近平总书记重要指示批示精神，坚持人民至上、生命至上，牢固树立安全发展理念，防范重大安全风险，针对地质勘查和测绘行业野外作业风险高、意外突发情况较多、部分装备老化严重、通讯交通受限等特点，要持续抓好行业安全制度建设，采取更加有力、更有针对性的举措抓紧抓好安全生产，压实地质勘查和测绘行业单位主体责任，以高水平安全更好保障地质勘查和测绘行业高质量发展。</span></section><section style="line-height: 2em; margin-bottom: 16px; text-align: left;"><strong mpa-font-style="m85uzcldz9">　　二、压紧压实各方安全生产责任，以责任到位推动安全制度措施落实到位</strong></section><section style="line-height: 2em; margin-bottom: 16px; text-align: left;"><span leaf="" mpa-font-style="m85uzcld10ip">　　（一）强化落实行业单位安全生产主体责任。地质勘查和测绘行业单位要严格落实《中华人民共和国安全生产法》等法律法规，加强安全生产管理，持续加大对安全生产资金、人员的保障力度，构建安全风险分级管控和隐患排查治理双重预防机制，健全风险防范化解机制，提高安全生产水平，确保安全生产。</span></section><section style="line-height: 2em; margin-bottom: 16px; text-align: left;"><span leaf="" mpa-font-style="m85uzcld3z4">　　（二）建立完善全员安全生产责任制。地质勘查和测绘行业单位的主要负责人是本单位安全生产第一责任人，对本单位的安全生产工作全面负责。要建立健全并落实全员安全生产责任制，明确各岗位责任人员、责任范围和考核标准，并加强内部监督考核，确保责任措施压实到各个环节、具体岗位、具体人员。</span></section><section style="line-height: 2em; margin-bottom: 16px; text-align: left;"><span leaf="" mpa-font-style="m85uzcle153n">　　（三）守土尽责履行好属地监管职责。省级自然资源主管部门要认真学习贯彻习近平总书记关于安全生产的重要指示批示精神，坚决贯彻党中央、国务院关于安全生产的决策部署，落实《国务院安委会办公室关于印发〈安全生产治本攻坚三年行动方案（2024-2026年）〉子方案的通知》（安委办〔2024〕1号）有关要求，积极配合国务院安委会季度明查暗访、年度考核巡查等工作。统筹发展和安全，确保安全生产工作与业务工作同部署、同实施、同监督。健全安全生产责任制，压紧压实地质勘查和测绘行业单位安全生产主体责任，采取灵活多样的方式，加强安全生产培训，提升安全防范意识和能力，全面排查安全生产风险隐患，确保作业安全。</span></section><section style="line-height: 2em; margin-bottom: 16px; text-align: left;"><strong mpa-font-style="m85uzcle9xl">　　三、全面开展行业安全生产风险隐患大排查，防患于未然</strong></section><section style="line-height: 2em; margin-bottom: 16px; text-align: left;"><span leaf="" mpa-font-style="m85uzcle190q">　　（一）紧盯关键环节安全风险。地质勘查和测绘行业单位要严格按照《自然资源部关于加强地质勘查和测绘行业安全生产管理的指导意见》（自然资发〔2021〕47号）文件要求，细致排查野外安全风险防范、艰险地区作业安全、野外作业施工安全、野外交通安全、实验室安全等关键环节各项安全管理措施落实情况，发现问题及时报告，纳入问题隐患清单。持续动态开展事故隐患自查自纠。建立完善安全生产事故隐患内部报告奖励机制，畅通行业单位内部报告渠道，鼓励职工反映本单位安全生产隐患，及时奖励相关人员。</span></section><section style="line-height: 2em; margin-bottom: 16px; text-align: left;"><span leaf="" mpa-font-style="m85uzcle1v0">　　（二）抓好风险隐患整改工作。地质勘查和测绘行业单位要同步建立问题隐患和整改措施“两个清单”，对发现的问题隐患要逐一明确责任人、工作措施和完成时限，形成闭环管理。要深究问题根源，从根本上消除事故隐患、从根本上解决问题，坚决防止隐患排查整改走形式、走过场。对2024年排查发现的风险隐患，要进行“回头看”，对反复出现的问题要举一反三，有效推动同类问题隐患整改。对问题隐患整改不到位的单位，自然资源主管部门要及时将有关问题转送应急管理等部门，依法依规严肃追究责任，并实施信用联合惩戒。 </span></section><section style="line-height: 2em; margin-bottom: 16px; text-align: left;"><span leaf="" mpa-font-style="m85uzcle51p">　　（三）精心指导做好安全生产管理。省级自然资源主管部门要继续按照《地质勘查和测绘行业安全生产重点检查事项指引（试行）》（自然资办发〔2023〕51号）要求，聚焦重点单位、高危艰险地区等重点区域、汛期假期等重点时段，组织行业专家帮助排查整治风险隐患，指导地质勘查和测绘行业单位在事故隐患多的环节持续发力、以点带面，提升行业整体安全水平。地质勘查和测绘行业跨地区开展业务较多，要建立完善单位注册地和项目所在地共管机制，在严格单位注册地管理的同时，项目所在地自然资源主管部门要加强对非本地行业单位的监管，发现问题及时向单位注册地自然资源主管部门通报，加强联合监管。</span></section><section style="line-height: 2em; margin-bottom: 16px; text-align: left;"><span leaf=""
