The promise of a new heaven and a new earth is rooted in the prophetic writings of the Old Testament, particularly in Isaiah 65:17 and 66:22, where God speaks of creating new heavens and a new earth. This promise is a testament to God's unchanging nature and His commitment to His covenant people. It reflects the overarching biblical narrative of redemption and restoration, which is fulfilled through Jesus Christ.
we are looking forward
The act of looking forward signifies an attitude of hope and anticipation. This hope is not wishful thinking but a confident expectation based on the reliability of God's word. The early Christians lived in a time of persecution and hardship, and this forward-looking perspective provided them with strength and perseverance. It is a call for believers to maintain a heavenly perspective, focusing on eternal realities rather than temporal circumstances, as echoed in Hebrews 11:10 and Philippians 3:20.
to a new heaven and a new earth
This phrase points to the eschatological hope of a renewed creation. The concept of a new heaven and a new earth is a central theme in biblical eschatology, representing the ultimate fulfillment of God's redemptive plan. It signifies the complete restoration of creation, free from sin and death, as described in Revelation 21:1-4. This new creation is not merely a return to Eden but an elevation to a glorified state where God's presence is fully realized.
where righteousness dwells
Righteousness dwelling in the new creation indicates a state of perfect justice and holiness. In the current world, righteousness is often overshadowed by sin and corruption, but the new heaven and new earth will be characterized by the full manifestation of God's righteousness. This aligns with the prophetic vision in Isaiah 11:4-5, where the Messiah rules with justice. It also reflects the transformative work of Christ, who, through His sacrifice, enables believers to partake in this future reality. The indwelling of righteousness is a promise of eternal peace and harmony, where God's will is perfectly accomplished.
Persons / Places / Events
1. Peter
The apostle and author of this epistle, writing to encourage believers in their faith and to remind them of the promises of God.

2. God
The divine promise-maker, whose faithfulness is the foundation of the hope for a new heaven and a new earth.

3. New Heaven and New Earth
The future creation promised by God, characterized by the dwelling of righteousness.

4. Righteousness
The state of moral purity and justice that will characterize the new creation.

5. Believers
The recipients of Peter's letter, who are encouraged to look forward to the fulfillment of God's promises.
Teaching Points
Hope in God's Promises
Believers are called to anchor their hope in the promises of God, trusting in His faithfulness to bring about a new creation.

Anticipation of Righteousness
The new heaven and new earth will be characterized by righteousness. It is the latter word that is used. here and in Revelation 21:1-2. St. John saw in vision the fulfillment of the prophecy of Isaiah and St. Peter: "The first heaven and the first earth were passed away." It may be that, as the water of the Deluge was the baptism of the ancient world into a new life, so the fire of the great day will be the means of purifying and refining the universe, transforming it into new heavens and a new earth, making all things new. Our Lord's use of the word "regeneration," in Matthew 19:28, seems to favour this view. In the regeneration of the individual soul the personality remains, the thoughts, desires, affections, are changed; so, it may be, in the regeneration of the world the substance will remain, the fashion (σχῆμα) of the old world will pass away (1 Corinthians 7:31). But it is impossible to pronounce dogmatically whether the new heavens and earth will be a reproduction of the old in a far more glorious form, through the agency of the refining fire, or an absolutely new creation, as the words of Isaiah seem to imply. St. John, like St. Peter, speaks of a new earth, and tells us that that new earth will be the dwelling-place of the blessed. He saw the holy city, new Jerusalem, coming down from God out of heaven; the throne of God and of the Lamb (he tells us) shall be in it: "The tabernacle of God is with men, and he will dwell with them." The holy city, Jerusalem, which is above, is in heaven now; the commonwealth of which the saints are citizens is in heaven (Philippians 3:20). But heaven will come down to earth; the throne of God and of the Lamb shall be there; there his servants shall serve him. The distinction between earth and heaven will be abolished; for where God is, there is heaven. Wherein dwelleth righteousness (comp. Isaiah 60:21, "Thy people shall be all righteous;" also Isaiah lay. 25; Revelation 21:27; Romans 8:21).

Parallel Commentaries ...

Greek
But
δὲ (de)
Conjunction
Strong's 1161: A primary particle; but, and, etc.

in keeping with
κατὰ (kata)
Preposition
Strong's 2596: A primary particle; down, in varied relations (genitive, dative or accusative) with which it is joined).

[God’s]
αὐτοῦ (autou)
Personal / Possessive Pronoun - Genitive Masculine 3rd Person Singular
Strong's 846: He, she, it, they, them, same.
