helplines are invaluable, offering a lifeline to abused children to seek help and rescue. Trained call counsellors can also offer guidance on a variety of issues, including family problems, peer relationships, psycho- social health, etc. In addition, they offer data that can inform policy and practice.<\/p>\r\r<p>The 15999 Childline was started in 2010 by the Women, Family and Community Development Ministry with the aid of Childline Foundation, Malaysia. This first child helpline was a free, 24-hour helpline for children, manned by trained staff and was called the Talian Nur hotline for children.<\/p>\r\r<p>This was subsequently redesigned into the Talian Kasih in 2015 (still at 15999), which has a much wider scope that includes abuse, domestic violence, juvenile problems, poverty, single mothers, persons with disabilities, welfare assistance, counselling services, etc.<\/p>\r\r<p>One good thing about the current Talian Kasih is the availability of a WhatsApp number \u2013 019-26 1599 \u2013 to enable those who are deaf to express their concerns.<\/p>\r\r<p>While Talian Kasih plays an important role, it dilutes the support that children require. A line that is not dedicated for children results in a larger volume of calls to deal with, staff who have to be trained in many different areas and who may lack expertise in supporting children, and possibly a less effective service for children.<\/p>\r\r<p>There have been calls in the past by Suhakam (Human Rights Commission of Malaysia) and the Child Rights Coalition Malaysia to restore Talian Nur as a dedicated line to ensure the safety of children.<\/p>\r\r<p>The lack of a dedicated child helpline has prompted other civil society organisations (CSOs) to start lines for children and young people, like the Buddy Bear Childline (at 1800 18 2327, free calls nationwide).<\/p>\r\r<p>To improve the quality of helplines we should move to having two different lines: one general helpline for welfare needs and adult issues, and another dedicated for children.<\/p>\r\r<p>The dedicated helpline for children and teenagers should be managed by trained staff who have experience in dealing with children\u2019s psychosocial issues, including child abuse.<\/p>\r\r<p>There should be a range of staff who can speak Malay, Chinese, Tamil and English, possibly some Sabahan and Sarawakian languages as well for calls from those two territories.<\/p>\r\r<p>The line should be child- and teenager-friendly and must have the capacity to respond quickly, all over the country, to urgent needs when violence is involved.<\/p>\r\r<p>This would be best done with staff from the Welfare Department partnering with a large network of CSOs, using the provisions under the Child Act 2001.<\/p>\r\r<p>There should be ongoing training for those manning the helpline as well as staff emotional support.<\/p>\r\r<p>A dedicated helpline for children should be free and manned 24 hours. It should be widely and continually advertised via all forms of media \u2013 especially online \u2013 and in all education facilities so that children are aware of the availability of the service.<\/p>\r\r<p>One important point to recognise about children calling in is that they may take time to express their concerns.<\/p>\r\r<p>Inter-nationally, it is recognised that boys in particular may call up to seven times before speaking up. Hence these are not \u201cprank calls\u201d by call category but rather \u201cdropped calls\u201d and should be taken seriously.<\/p>\r\r<p>Finally, any serious attempt to provide a dedicated helpline for children and teenagers should be audited periodically for improvement. Engaging in high-speed manoeuvres, weaving among vehicles, running red lights or riding without proper protective gear seem to be the norm. Such reckless riding can result in severe accidents, injuries or fatalities.<\/p>\r\r<p>Not only are these young riders putting their lives at risk, but they are also endangering the lives of pedestrians, other motorists and passengers. They must always remember that the road is shared, and dangerous behaviour can have devastating consequences.<\/p>\r\r<p>I strongly feel I must urge our young motorcyclists to heed some basic rules for safer riding that I have learned over the years:<\/p>\r\r<p>> Wear protective gear: Always wear a helmet, gloves, jacket and proper riding boots. Protective gear can significantly reduce the severity of injuries in case of an accident.<\/p>\r\r<p>> Respect traffic rules: Follow speed limits, signal before turning or changing lanes, and stop at red lights. Safe riding is smart riding.<\/p>\r\r<p>> Maintain a safe distance: Keep enough space between you and other vehicles. This gives you time to react in case of sudden stops or obstacles.<\/p>\r\r<p>> Be aware of road conditions: Always be mindful of weather conditions, potholes, debris or slippery surfaces that could cause you to lose control.<\/p>\r\r<p>> Avoid stunts and risky behaviour: Stunts or excessive speeding not only put you at risk but can also provoke aggressive reactions from other road users.<\/p>\r\r<p>> Stay sober and focused: Never ride under the influence of alcohol or drugs. This is where an oxymoron fits to a T: a \u201cworld order\u201d that is helter-skelter thanks to geopolitical and geo-economic fissures which are getting deeper and wider.<\/p>\r\r<p>Aggressive trade and investment policies exacerbate an environment of uncertainty. Trade wars and protectionist rivalries cast doubts on institutions of global governance that, 80 years after the Bretton Woods institutions were established, have demonstrated a sheer inability to adapt to a multipolar world.<\/p>\r\r<p>For trading nations like South Korea and Malaysia, engagements on international norms and security are invariably linked to imperatives of strategic autonomy and national development, that are impacted by the decisions of major powers such as the United States and China.<\/p>\r\r<p>Extricating ourselves from this quagmire is very much akin to the Sisyphean attempts made by patrons of the parlour play in Korean author Min Jin Lee\u2019s Pachinko \u2013 it\u2019s rather hopeless because the machines are rigged so that players have no choice but to play on come hell or high water.<\/p>\r\r<p>For South Korea, the environment is especially unique with China and the United States being top trading partners, although the value of the China trade is double that of the US. It is the security challenge posed by North Korea, being within the sphere of influence of China, that keeps South Korea locked in a geostrategic embrace of American protection.<\/p>\r\r<p>Meanwhile, Malaysia plays a balancing game straddling both powers on economic, strategic, and security fronts. Amid present geopolitical dynamics, Malaysia and South Korea have to engage both nations and other powers to procure stability and respect for their sovereignty and aspirations.<\/p>\r\r<p>In this epoch of international rivalry and potential gaps, there is a need to hold fast to the values of humanity. Trade must not only be free, but \u201chumane and equitable\u201d. While smatterings of large to medium-sized powers hold influence over arenas such as international trade or the future of technology, much more can be done to galvanise forces to lay out norms that are conducive to peace, economic justice and ethics.<\/p>\r\r<p>Asean\u2019s theme for 2025, \u201cInclusivity and Sustainability\u201d, sits snugly with the Asia-Pacific Economic Cooperation\u2019s on forging a sustainable future, when South Korea will serve as chair. Beyond conversations on the environment, the discourse on economic justice and shared prosperity should take pride of place too, especially in addressing the role of legacy institutions, which are fast sleepwalking into irrelevance for the Global South.<\/p>\r\r<p>As both nations activate their strategic partnership that now encompasses defence and issues such as sustainability and climate change, vast opportunities are in the offing for the pursuit of other common strategic interests, such as renewable energy, and hydrogen and nuclear power. This must proceed from a platform of mutual strengths. Currently, Malaysia is South Korea\u2019s third largest trading and fourth largest investment partner within Asean, while South Korea ranks as Malaysia\u2019s eighth largest trading and investment partner. It is widely anticipated that the celebration of the 65th anniversary of Malaysia-South Korea relations in 2025 will be marked by a free trade agreement that will usher in an even more robust era of trade and commerce.<\/p>\r\r<p>Development of technologies anchored by human values could be useful for the region. In artificial intelligence, South Korea\u2019s leadership could impart knowledge on developing an ecosystem extending beyond only one source of knowledge to incorporate Asian thinkers. While indeed the more the merrier, the technologies need to reflect, emulate and impart the good values of humanity.<\/p>\r\r<p>Whereas technologies that could address the advancing climate crisis are of utmost necessity, it is fortuitous that Malaysia and South Korea have already expanded cooperation in the energy and environment sector in recent years, centring on carbon capture, hydrogen and bioenergy cooperation, including R&D in green technologies.<\/p>\r\r<p>At Seoul National University, Anwar extolled the courage and sacrifices of Korean students in spearheading the protest movements [in the 1980s] demanding democratic freedoms and restitution of fundamental liberties. That had been a huge source of inspiration during his own days of student activism, \u201cKnowing that our brothers and sisters here were standing for what was right\u201d.<\/p>\r\r<p>In this convoluted global environment, Malaysia and South Korea should indeed take that principled position, and stand for what is right with the courage of our convictions. While this is neither hype nor hoopla, nevertheless, lest the platitudes turn pious through inaction in times of uncertainty, Malaysia and South Korea should collaborate proactively for the cause of international stability and security, economic resilience and peace. So move aside, Pachinko. They offer children a safe space where children can speak to a trained counsellor, without judgment, about concerns and a wide range of issues. Critically they offer a lifeline to abused children to seek help and rescue. Trained call counsellors can also offer guidance on a variety of issues including family problems, peer relationships, psycho-social health, etc.<\/p>\r\r<p>In addition, they offer data that can inform policy and practice.<\/p>\r\r<p>The 15999 Childline was started in 2010 in the Women, Family and Community Development Ministry with the aid of Childline Foundation, Malaysia.<\/p>\r\r<p>This first child helpline was a free 24-hour helpline for children, manned by trained staff and was called the Talian Nur hotline for children.<\/p>\r\r<p>This was subsequently redesigned into the Talian Kasih in 2015 which has a much wider scope that includes abuse, domestic violence, juvenile problems, poverty, single mothers, persons with disabilities, welfare assistance, counselling services, etc. One good thing about the current Talian Kasih is the availability of a WhatsApp number to enable those who are deaf to express their concerns.<\/p>\r\r<p>While the Talian Kasih plays an important role, it dilutes the support that children require. A line that is not dedicated for children results in a larger volume of calls to deal with, staff that have to be trained in many different areas and who may lack expertise in supporting children, and possibly a less effective service for children. There have been calls in the past by Suhakam and the Child Rights Coalition Malaysia to restore the functions of the Talian Nur child helpline as a dedicated line to ensure the safety of children. The lack of a dedicated child helpline has prompted other civil society organisations to start helplines for children and young people, like the Buddy Bear Childline.<\/p>\r\r<p> <\/p>\r\r<p>To improve the quality of our civil service helplines, we should move to having two different lines \u2013 one general helpline for welfare needs and adult issues and another dedicated for children.<\/p>\r\r<p>The dedicated helpline for children and teenagers should be managed by trained staff members who have experience in dealing with psychosocial issues in children, including child abuse. There should be a range of staff members who can speak Chinese, English, Malay, and Tamil; possibly some East Malaysian languages as well for calls from Sabah and Sarawak. The line should be child and teenager-friendly. The dedicated helpline for children must have the capacity to respond quickly, all over the country, to urgent needs when violence is involved. This would be best done with staff from the Welfare Department partnering with a large network of civil society organisations (NGOs) using the provisions under the Child Act 2001. There should be ongoing training for those manning the helpline with staff emotional support. A dedicated helpline for children should be free and manned 24 hours. It should be widely and continually advertised via all forms of media and in all education facilities so that children are aware of the availability of the service.<\/p>\r\r<p>One important point to recognise about children calling in is that they may take time to express their serious concerns. Internationally, it is recognised that boys in particular may call up to seven times before speaking up. Hence these are not \u2018prank calls\u2019 by call category but rather \u2018drop calls\u2019 and should be taken seriously.<\/p>\r\r<p>Finally, any serious attempt to provide a dedicated helpline for children and teenagers should be audited periodically for improvement. When prosecutorial inefficiencies or missteps occur, they not only undermine the pursuit of justice but also risk reducing public confidence in the criminal justice system. We firmly believe that accountability lies with those responsible for presenting a robust and credible case, not with the judiciary, which is duty-bound to assess cases on their merits.<\/p>\r\r<p>It is vital that the relevant authorities address lapses within the prosecution, ensuring higher standards of preparation and performance in future cases. This includes sufficient training, thorough investigations, and stronger oversight mechanisms to prevent untoward issues from recurring.<\/p>\r\r<p>When the prosecution fails to present a credible and well-prepared case, it undermines public trust in the criminal justice system and risks the perception that justice is unattainable. The fault in such cases lies squarely with the prosecution, not the judiciary, which has a Constitutional duty to deliver judgements based on the evidence before it.<\/p>\r\r<p>CSO Platform for Reform believes that recent prosecutorial shortcomings highlight an urgent need for institutional reform. The government may need to introduce mobile clinics and test centres in such areas. Also, health screenings and competency tests could be a financial burden on low-income seniors. The government should consider subsidies or fee exemptions for this group.<\/p>\r\r<p>Determining a fair minimum age for additional requirements is also crucial. For example, periodic health screenings could start at age 70, as most seniors remain active and healthy in their 60s. Flexible assessments based on health reports could help avoid discrimination against seniors capable of driving safely, irrespective of their age.<\/p>\r\r<p>Without thorough research, such measures could be perceived by some seniors as discriminatory. Thus, awareness campaigns emphasising safety for all drivers, regardless of age, should be conducted. Road accidents are not solely caused by senior drivers after all.<\/p>\r\r<p>Another factor is the advancement of vehicle technology, such as emergency braking systems and navigation aids, which can confuse seniors.<\/p>\r\r<p>Special courses could help them understand these technologies, and such programmes could be held at local community centres, including village halls or mosques, with minimal fees.<\/p>\r\r<p>When the time comes to deny licences, alternative solutions should be provided to protect the welfare of seniors who lose their driving privileges \u2013 they must not be trapped by a lack of mobility. For example, the government could introduce free community buses or discounted fares for seniors, covering key destinations like clinics, supermarkets, and mosques.<\/p>\r\r<p>In Singapore, the Silver Zones initiative offers dedicated bus routes and senior-friendly pedestrian pathways. Local communities, like mosques or residential associations, could provide community vans funded through endowments or community donations. Japan has implemented similar community bus services to assist rural seniors with mobility.<\/p>\r\r<p>With the increasing prevalence of ride-hailing services, the government could introduce subsidy coupons for seniors to use such services for essential trips. The government could also encourage the use of small motorised vehicles like electric scooters, ideal for short-distance travel. In the Netherlands, electric scooters are popular among seniors due to their ease of use and ecofriendliness.<\/p>\r\r<p>Additionally, the government could establish volunteer programmes, as seen in Canada, where local youths help transport seniors to essential destinations. Initially, such programmes could start in residential areas, indirectly fostering intergenerational connections that are currently diminishing.<\/p>\r\r<p>Despite potential objections, the positive impacts of these measures are undeniable. For instance, only drivers who pass strict competency and health screenings would be allowed on the road. As a result, there is no medical expenditure on the baby so far, and extra money is utilised for nutritious family meals. The environment and nursery are safe as breastfeeding and vaccinations are emphasised. The occasional runny nose or cough that develops clears up quickly, and without the need for antibiotics.<\/p>\r\r<p><strong>Aligning with this are the following points:<\/strong><\/p>\r\r<p>> Exclusively breastfeeding is economical, allowing for long-term holistic health through nutrition and mother-infant bonding.<\/p>\r\r<p>> With no manufacturing and transportation required in breastfeeding, there is a lower carbon footprint compared with formula feeding, contributing to mitigating climate change and reducing greenhouse gas emissions.<\/p>\r\r<p>> Vaccines, by reducing infections, decrease poverty in some countries by lowering medical expenditure, as well as environmental and treatment hazards. A healthier population needs less antibiotics, reducing antimicrobial resistance.<\/p>\r\r<p>Here\u2019s another view of how breastfeeding and vaccines can help: A mother exclusively breastfeeds her baby up to six months, then adds complementary feeding (foods in addition to milk when breast milk alone can no longer meet nutritional requirements) up to two years. Wasting and stunting were frequently observed in under-vaccinated children in four countries.<\/p>\r\r<p>> Herd immunity is achieved when enough people are protected against an infectious agent through vaccination, so that it cannot spread to those who are vulnerable.<\/p>\r\r<p>> Integration into infection protection would occur when \u201ca mother who receives maternal immunisations and breastfeeds, protects her newborn from whooping cough and other infections despite outbreaks triggered by a disaster, averting malnutrition in her child. Less infectious hospitalisations and deaths occur in the disaster zone, supported by sustained breastfeeding and vaccinations.\u201d<\/p>\r\r<p><strong>The reasons for all this is as follows:<\/strong><\/p>\r\r<p>> Breastmilk enhances immunity, especially of the respiratory tract and gut, preventing infections that use up calories for growth.<\/p>\r\r<p>> Maternal vaccines protect the mother and provide antibodies to protect the newborn before the child is immunised<\/p>\r\r<p>> Integration for universal health include, for instance, \u201cpreterm and term children who are exclusively breastfed and vaccinated, are protected from infections and noncommunicable diseases, enhanced by healthy lifestyle practices\u201d. For a start, a system could be implemented where a red light can be flashed at the toll gate indicating that the driver had been speeding (based on data recorded from existing speed cameras on the highway) and risks being charged for the offence.<\/p>\r\r<p>For a month, the Transport Ministry can conduct this experiment and fine-tune it to seek solutions.<\/p>\r\r<p>Those found speeding will have the fine deducted immediately either by way of cash or from their Touch \u2018n Go, RFID or other payment methods.<\/p>\r\r<p>This way, highway users will be paying the toll charge as well as an immediate fine for speeding on the highway at the toll plazas.<\/p>\r\r<p>Recently, Bukit Aman Traffic Investigation and Enforcement Department director Datuk Seri Mohd Yusri Hassan Basri revealed that 41 million traffic fines, amounting to an estimated RM4bil since 1990 through June of this year, remain unpaid by traffic offenders.<\/p>\r\r<p>I am sure a system where the fines are immediate will prompt motorists to comply with speed limits.<\/p>\r\r<p>Heavy vehicle drivers, who are the cause of many accidents as well as speedsters on the highways, will finally be nabbed.<\/p>\r\r<p>Another issue is the poorly engineered upgrading of federal and state roads to avert floods.<\/p>\r\r<p>Over the last two decades, some of these roads have been widened.<\/p>\r\r<p>Old bridges over storm drains, streams and small rivers have also been rebuilt.<\/p>\r\r<p>However, the problem here is that while the bridges were raised, the roads on both sides were not similarly elevated.<\/p>\r\r<p>This results in many accidents due to the higher gradient.<\/p>\r\r<p>I have noticed container trucks suddenly forced to brake when approaching these bridges, and this can cause the drivers to risk losing control of the vehicles and result in accidents.<\/p>\r\r<p>Road maintenance, especially during the monsoon season, is critical with potholes needing to be quickly patched up, rubbish along the roads cleared to prevent flashfloods, street lights repaired, drains cleared and trees growing haphazardly along roads or blocking signboards pruned to avert accidents.<\/p>\r\r<p>Ample warning signage of obstruction on the roads due to roadworks or construction should be installed to prevent mishaps.<\/p>\r\r<p>Additionally, why isn\u2019t the Kejara demerit points system for traffic offences, where points are deducted according to the types of traffic infractions, being implemented? This system is effective and fair.<\/p>\r\r<p>This demerit points system gives sufficient warning to offenders not to repeat the offences. Beyond 20 points, it could lead to heavier penalties and even suspension of the driving licence.<\/p>\r\r<p><strong>V. The simple process of linking an existing light post through new road barriers along the Federal Highway is done in the most shoddy manner.<\/p>\r\r<p>How many clients\u2019 and contractors\u2019 supervisors have passed this daily and accepted such sub-standard work?<\/p>\r\r<p>Klang Valley drainage infrastructure has failed us with recent floods too.<\/p>\r\r<p>The most recent widespread floods in Kuala Lumpur was on Oct 15. Typical flash floods occur when roadside drains are choked with debris. Why are the local councils not held accountable for this deplorable state of affairs?<\/p>\r\r<p>Regular flooding of railway tracks impacts scheduled services. Commuters cannot take advantage of the billions of ringgit used to build the existing electrified double tracks. A case in point is the Batu Tiga tracks which have been reduced to a single track.<\/p>\r\r<p>Grandiose RM6bil projects have been proposed to eliminate flooding when it can be done at half the cost.<\/p>\r\r<p>The Drainage and Irrigation Department under the Energy Transition and Water Transformation Ministry should be the implementing party responsible. Instead of hiring low-skill foreign workers, cleaning contractors will be hiring TVET-trained local workers, who would be paid higher salaries.<\/p>\r\r<p>Service quality is expected to improve since clients will be assessing cleaning proposals based on the cleaning contractors\u2019 track record and methods of cleaning proposed rather than the price per cleaner supplied.<\/p>\r\r<p>The big question here is \u201care we ready for performance-based cleaning contracts?\u201d<\/p>\r\r<p>After years of being treated as labour suppliers, the contractor\u2019s focus is on supplying enough workers as per contract, irrespective of their work performance.<\/p>\r\r<p>Clients often viewed cleaning as having no rubbish and dirt on the floor; forgetting soilage and dust accumulation at skirtings, corners, behind doors and under floormats.<\/p>\r\r<p>As long as there are workers holding the broom and mop, cleaning is deemed done.<\/p>\r\r<p>Contractors often failed to train their workers and clients were dissatisfied as cleaning standards were not achieved. The end result is mediocre cleaning.<\/p>\r\r<p>From the government\u2019s perspective, contractors should reduce dependency on labour, especially foreign workers.<\/p>\r\r<p>Without knowledge of the man-hours required for cleaning, contractors tend to reduce the number of workers proposed to reduce the price.<\/p>\r\r<p>Clients used to mediocre cleaning will accept the lowest price offered.<\/p>\r\r<p>The government will view PBC as achieving its objective since the number of workers has been reduced, but has the service quality improved?<\/p>\r\r<p>PBC not only requires cleaning contractors to have knowledge and skills in cleaning but also estimate the number of workers based on the man-hours required for cleaning, frequency of cleaning and total area to be cleaned.<\/p>\r\r<p>The number of workers can be reduced by using the latest high-end machinery and equipment, which is more productive and effective.<\/p>\r\r<p>Reducing the number of workers without alternatives will not improve service quality.<\/p>\r\r<p>The price of the contract will not be cheaper with fewer workers.<\/p>\r\r<p>Contractors will have to provide more expensive machinery and equipment and pay their skilled workers higher salaries to provide quality cleaning.<\/p>\r\r<p>The success of PBC depends on how much we appreciate cleanliness, which will determine how much we are willing to pay for cleaning.<\/p>\r\r<p><strong>NORUDDIN IDRIS<\/strong><\/p>\r\r<p><strong>President<\/strong><\/p>\r\r<p><strong>Malaysian Association Cleaning Management<\/strong><\/p>\r\r<p><strong>Kuala Lumpur<\/strong><\/p>"}]};
