In the midst of the implementation of decentralization policies, village communities are an integral part of the political dynamics in Indonesia. Villages with various local institutions have an essential role in managing local issues. In this research, data is mainly analyzed through a qualitative approach. Some quantitative analysis through scoring and descriptive statistical techniques are also conducted. However, several obstacles cause independent village development to be constrained both technically and administratively, especially with village funds management. This research aimed to provide alternative solutions in minimizing the barriers faced by each village in realizing effective and independent village development. This type of research was quantitative research with descriptive analysis and verification techniques. The sampling technique inithis study using the sampling area sampling technique. The data used were primary and secondary data. The descriptive research results showed that the implementation of the policy "Law Number 6 of 2014 concerning Villages" had become a guideline in village development programs in realizing village development: effective and independent. This study's findings showed that community participation in development programs was still low, resulting in inadequate development supervision. Besides, the competence of village apparatus human resources is still limited. The role of the village fund management as an intervening variable was also tested. This study was conducted in the regional government in the Sleman Regency, Yogyakarta Special Province, Indonesia. The samples were selected based on the cluster random sampling technique i.e. 30 villages in Sleman Regency. The survey was undertaken from September 2018 to January 2019. The respondents consisted of village heads, village secretaries, and village treasurers. To test the hypothesis, a multiple linear regression approach was applied. The results demonstrate that the community participation directly affects the village fund management and it has an indirect influence on the village autonomy through the village fund management as the intervening variable. Nevertheless, to be successful, decentralized system requires sufficient local capacity to implement these newly transferred tasks. This study aims to analyze the capacity of rural institutions, the realization of capacity to address livelihood problems and the effort of capacity development done by the government. It focuses on the four rural governmental institutions, namely village officers, neighborhood group, village parliament and village development committee. Case study was conducted in Serang, Kedarpan and Sumilir villages in Purbalingga District. Data were collected through questionnaires, interviews, observations and documentary studies. Totally 232 respondents were selected to provide perception on a set of capacity indicators of rural institutions. Among four levels of capacity set in this study, namely poor, slightly poor, good enough and good, this study finds that majority of the indicators fall under category of good enough. However, the realization of the capacity remains limited, and therefore only partial solution can be made to address local problems. Moreover, district government is so far emphasizing on capacity development for village officers, while neighborhood group, village parliament and village development committee were given less attention. Inside these there is a local-people governance which is called "Village Government". Initially, during the colonial era a Village Government was considered an indigenous people alliance. Dutch colonial-government had recognized it as a law-subject entity and leaved it to execute its governance based on its own each customary law. However, under the law of UU No. 5/1979 the customary government was abolished and then formed a new village government model. Taken a look from the perspective of public administration discipline, the new model of village government status raised questions: whether as local government, local self-government, non-government organization, or community. In answering those questions, it has been conducted a research in a village Jabon Mekar-Bogor-West Java. Researchers used a qualitative approach to do it. The data were collected using observation, in-depth interview, document study, and focus-group-discussion. The collected data then were analyzed using descriptive-qualitative-analysis. The research found that the Village Jabon Mekar is a social institution that was formed and given some amount of tasks by the . Its governance is based on the s' Laws, not based on a customary law. The village government financial resources are gathered from its people who asked for services from the ruralgovernment office, not from communal land. Any businesses which are executed by the village government are a matter of tasks given by upper government. However, these efforts are still often stalled. After long decades of the implementation of decentralization in various countries, only a few studies examined the practices of inclusive governance in village-level decentralization. This study explores how inclusive governance is implemented in the decentralized village and what challenges hinder inclusive governance goals in the setting of village decentralization. The study found that there are various results from the implementation of inclusive governance in every village. Developed villages tend to be more likely to realize inclusive governance because they have a variety of good supporting factors. It is formed by law. However, a village head is not a government official and also village employees are not civil servants. The Village Government has authority to administer government affairs; nevertheless, the central government doesn't decentralize the government affairs to the Village. The organizational structure is like a municipal, consisting of a mayor and council; yet the mayor is not chief of local bureaucrats and the council is just a voluntary board that functions like a council. Such a fact is problematic, which raises the question regarding the legal status of village in the administration of the Republic of Indonesia. The study used a post-positivistic approach with a qualitative method. Jabon Mekar village, Bogor Regenstschap (Municipal), Banten Province was chosen as the locus of the study. The results conclude that the village administration is a pseudo local self-government.
