title="Reuters" href="https://web.archive.org/web/20130127063304/http://www.alertnet.org/thenews/newsdesk/LDE65O0KM.htm" class="external" target="_blank">Reuters</a>) – Once banned under Saddam Hussein, private schools have flourished in Iraq since the 2003 U.S.-led invasion as Iraqis become increasingly frustrated with their government’s failure to provide basic services. </p> <p>Despite economic woes after seven years of sectarian warfare and insurgent attacks, Iraqi parents are forking out $1,500 a term to send their children to private schools in the hopes of giving them a better future. </p> <p>There are now 201 private schools in Iraq, not including kindergartens, according to the Education Ministry. </p> <p>"When I pay this money, I am quite confident that my son will gain a certain level of education in addition to social status," said Sura Abdul-Hasan, whose seven-year-old son Mustafa is enrolled in a private school. "The money is nothing compared to the benefits my son gets." </p> <p>Under Saddam’s Baath party, education was viewed as the exclusive domain of the state and private schools, with the exception of kindergartens and universities, were forbidden. </p> <p>Education was standardised and the curriculum tended to promote patriotism and one-party rule. </p> <p>Now, as overall violence retreats despite continuing insurgent attacks, Iraqis are growing frustrated by the pace at which their country is trying to get back on its feet. </p> <p>Jobs are scarce, bombings and assassinations remain a daily threat, and electricity, clean water, sewage treatment and other basic services are in short supply. Two people have been killed in violent protests over power shortages this month. </p> <p>The failure of political parties since a general election in March to form a coalition government has cast further doubt over the ability of Iraqi leaders to deliver. </p> <p>In education, some progress has been made. </p> <p>Yet, one in five Iraqis over the age of 15 is illiterate, with illiteracy rates of 28 percent among women being double that of men, according to the United Nations. </p> <p>Eighty-five percent of children aged from six to 11 years attended primary school in 2007, when the sectarian slaughter peaked, compared with 91 percent in 1990, the U.N. said. The government has increased spending on education, but officials say they lack schools and teachers, many of whom fled abroad. Thousands of families have been driven from their homes by violence, interrupting their children’s schooling. </p> <p>MORE MONEY </p> <p>There is not enough money for new schools. </p> <p>"Most of our budget is spent on salaries," said Muhsin Abd Ali al-Furaiji, a senior advisor in the Ministry of Education. </p> <p>Furaiji said only 35 percent of existing teachers in the country had been properly trained. In some of Iraq’s 18,000 government schools, there are up to 60 children per class. </p> <p>Mama Ayser, a private school which caters for children from the age of four months to 12 years, has seen interest soar since it first opened in 2004 and is at full capacity with 500 pupils. </p> <p>"I have a waiting list," said headmistress Ayser Al-Azzawi. "I don’t want to take more because I want to give them good service." There are no more than 20 children per class. </p> <p>Azzawi said parents are turning to private schools because they want their children to learn English from an early age and be exposed to a broader curriculum than they would get in a public school. </p> <p>Mama Ayser has running water and electricity — often a luxury in Iraq — as well as computer facilities. </p> <p>Azzawi said private schools suffer from some of the same problems as government schools, particularly a shortage of teachers and buildings suitable to run schools in. </p> <p>Safety also remains a big concern and many parents feel more at ease sending their children to private schools which they feel are better protected. Mama Ayser has hired three security guards to patrol its grounds. </p> <p>For Iraqi parents who do not live near a private school, they are not always an option in these still troubled times. </p> <p>University professor Hala Adnan enrolled her six-year-old daughter briefly in Mama Ayser before deciding the long commute was an unacceptable risk. </p> <p>"I fear someone who knows that her father and I are university professors and that she is in a private school might kidnap her," said Adnan. Iraq has been subjected to a protracted and intense conflict for more than 25 years, resulting in extensive CW contamination. </p> <p>The conflict in 2003 led to further CW contamination including large numbers of unsecured and abandoned caches of CW, some of which were used in daily attacks that target civilians, security and coalition forces. CW contamination represents a security threat in that items risk being looted and used by armed groups for lethal and unlawful purposes. </p> <p>MAG’s Small Arms and Light Weapons Risk Education (SALW RE) programme began with RE sessions in schools. Surveys conducted during the initial phase of the programme showed that nearly all of the children in the area have accessible guns and other weapons in their houses. </p> <p>The local police in Diyala and Kirkuk confirmed this data, estimating that there are SALW in 95 per cent of the households in the area. MAG’s SALW RE warns children of the threats of playing with SALW, with the aim of reducing the risk to children in homes with unguarded SALW.</p> <p>During May, an additional CWD response team was added to MAG Iraq’s three CWD response teams. The new team was trained by MAG Iraq’s training, monitoring and evaluation unit (TMEU) at MAG’s operations base in Sulimaniyah. The team deployed from Sulimaniyah base to undertake CWD operations on May 16t CWD response teams funded by WRA continued operations deploying to reported stockpiles of CW. Teams deployed 148 times from the programme’s three operation bases to 109 different villages completing 280 emergency conventional weapons destruction tasks in Sulimaniyah, Dohuk, Mosul, Diyala, Erbil and Kirkuk governorates. </p> <p>During this month 4,042 CW were safely destroyed. Items included 222 70mm PG, 546 anti-personnel landmines, six anti-tank landmines, 1,321 fuses, 574 mortars, 317 projectiles and 121 items of small arms ammunition, in addition to several other types of unexploded ordnance. Teams destroyed more than 43 stockpiles.</p> <p>The CWD team in Sulimaniyah deployed to Mahmod Qajar village, Diyala governorate to safely destroy a stockpile of 526 items of CW. Items were removed by a local mine action company undertaking clearance operations in a nearby minefield. The task was prioritised by the General Directorate for Mine Affairs (GDMA). The CWD team in Dohuk completed 14 tasks destroying 62 hazardous items in five different villages of Fayda sub-district, Mosul. Items were posing significant threat to the lives of the local communities.</p> <p>The dedicated MAG Community Liaison (CL) teams funded by WRA conducted 29 liaison visits to 18 different villages in Kirkuk, Diyala and Sulimaniyah, liaising with local authorities, farmers, shepherds, teachers, village leaders and other villagers. MAG CL teams conducted five SALW RE sessions to nine primary school students and 53 villagers in Kirkuk governorate. </p> <p>The SALW RE sessions are beneficial to SALW-affected communities by minimising the risk of SALW on individuals living, working and travelling through the contaminated areas.</p> <p>Partner teams funded by UNICEF delivered SALW RE sessions to youth from different youth centres in Laylan, Altun-Copri, Dibis, Daquq, Kazewa and Rizgary areas of Kirkuk governorate and Khanaqin in Diyala governorate. In total, 89 youth received SALW RE of which 34 were female and 55 were male.</p> <p>Local partner NGOs and MAG CL staff conducted a poster competition funded by the current UNICEF project. Youth centres from Kirkuk and Diyala governorates participated in the poster competition to design SALW RE posters to be used by MAG and partner NGO teams for the delivery of SALW RE. </p> <p>Final 2nd term</a>, <a href="https://web.archive.org/web/20130127063304/http://gorillasguides.com/tag/tariq-al-hashimi/" rel="tag">Tariq al-Hashimi</a>, <a href="https://web.archive.org/web/20130127063304/http://gorillasguides.com/tag/violence/" rel="tag">violence</a>, <a href="https://web.archive.org/web/20130127063304/http://gorillasguides.com/tag/%d8%ad%d8%b1%d9%83%d8%a9-%d8%a7%d9%84%d8%b5%d8%af%d8%b1/" rel="tag">حركة الصدر</a></p> <div class="entry" dir="rtl" align="right"> <p>BAGHDAD, May 16 (<a title="Reuters" href="https://web.archive.org/web/20130127063304/http://www.alertnet.org/thenews/newsdesk/LDE64E02O.htm" class="external" target="_blank">Reuters</a>) – The end of a recount of votes in Baghdad opens the way for Iraq’s March 7 election results to be finally certified more than two months after the ballot, and for coalition-forming talks to begin in earnest. </p> <p>It does not mean the pace of government formation will necessarily pick up, and the ingredients are still in place for a protracted political vacuum in which sectarian tensions could lead to violence as U.S. troops pack up and start to leave. </p> <p>The sectarian warfare between once dominant Sunnis and majority Shi’ites that was kicked off after the 2003 U.S.-led invasion has subsided substantially since its peak in 2006/07. </p> <p>But a string of attacks by a weakened yet still lethal Sunni Islamist insurgency since the ballot has fuelled fears of a slide back into broad bloodshed that could derail U.S. plans to end combat operations in August ahead of a full pullout in 2011. </p> <p>The following is a glimpse into political negotiations thought to be taking place and a review of possible outcomes. </p> <h3>WHO GETS FIRST CHANCE TO FORM A GOVERNMENT </h3> <p>The recount left intact the two-seat election lead of the cross-sectarian Iraqiya list of former Prime Minister Iyad Allawi over the predominantly Shi’ite State of Law bloc of incumbent Prime Minister Nuri al-Maliki. </p> <p>But Allawi’s chances of forming a government are slim, raising the prospect of anger among minority Sunnis who backed Iraqiya and who see its electoral success as a vindication of their claim to greater clout in post-invasion Iraq. </p> <p>Instead, a Shi’ite mega tie-up announced between Maliki’s faction and the other main Shi’ite group, the Iraqi National Alliance (INA), has the best chance. They are just four seats short of a governing majority in the new 325-seat parliament. </p> <p>In theory, the president picked by the next parliament when it sits should give Allawi as the election winner the first shot at trying to form a government and 30 days in which to do so. </p> <p>The supreme court, though, has already issued an opinion stating that right could also legally be granted to the single biggest bloc in the new parliament. </p> <h3>WHO IS TALKING TO WHOM </h3> <p>In the meantime, State of Law and the INA will be talking to the recently unified Kurdish bloc about what concessions will be needed to bring the Kurds’ 57 or so seats into the fold. </p> <p>The Kurds want the presidency, a resumption in their oil exports, and commitments on disputed areas like Kirkuk, which the Kurds want wrapped into their semi-autonomous enclave. </p> <p>Maliki’s envoys will also be talking to members of Iraqiya who might cross the floor if offered a suitably attractive deal, such as a ministry. It will be important to bestow a Sunni tint on an otherwise Shi’ite-Kurdish dominated government. </p> <p>Among those who might be tempted to desert Allawi could be incumbent Vice President Tareq al-Hashemi, a prominent Sunni, or members of former Sunni lawmaker Saleh al-Mutlaq’s list. </p> <p>Hashemi would bring with him around 9 seats while Mutlaq’s former National Dialogue Front could deliver at least 20. Mutlaq himself was barred from the election because of alleged links to Sunni dictator Saddam Hussein’s outlawed Baath party. </p> <p>Sunni politician Osama al-Nujaifi, who controls around half of Iraqiya’s 20-odd seats in the violent northern province of Nineveh, may also be willing to deal with State of Law and INA. </p> <p>The inclusion of a large-enough Sunni bloc may defuse some of the outrage Sunnis will feel at Allawi being sidelined by the Shi’ite factions that have dominated Iraq since Saddam’s fall. </p> <h3>WHAT STILL STANDS IN THE WAY OF A SHI’ITE MEGA-MERGER </h3> <p>The pick of prime minister is a hurdle that could yet defeat the plans to create a Shi’ite mega-faction. </p> <p>Maliki, the top vote winner in the March election, insists that he be returned to office for a second term. </p> <p>But he is opposed by the movement of anti-American cleric Moqtada al-Sadr, which won 39 of INA’s 70 seats and dislikes Maliki for sending troops to crush Sadr’s Mehdi Army militia. </p> <p>Maliki is viewed with disquiet within the Supreme Islamic Iraqi Council, which has seen its former dominance of Shi’ite politics whittled away by Maliki’s growing stature. </p> <p>In addition, the incumbent prime minister is thought to be viewed by Tehran as overly independent. Shi’ite power Iran has been an influential player in Iraq since its Shi’ite majority was propelled into political supremacy by the invasion. </p> <p>Under the tie-up, State of Law and INA were to create a 14-person committee to decide on a prime ministerial nominee. </p> <p>The formation of the panel has been stymied by disagreement within the INA as to who should be included in it, and by State of Law opposition to the INA side appointing too many Sadrists. </p> <p>The committee, once formed, will have a week to endorse a prime minister unanimously. If it fails, it will then vote on a selection. The winning candidate will need 80 percent support. If that also fails, a new mechanism will have to be agreed. </p> <h3>HOW LONG </h3> <p>It could still take months to form a new government. </p> <p>While the election results will most likely be certified by June, diplomats expect politicians to want a package deal on all remaining issues — prime minister, president and ministries — before the new parliament is allowed to hold its first session. </p> <p>A popular estimate for a new government is August, just when U.S. troops levels are supposed to go down by half to 50,000. </p> <h3>SPIRAL OF VIOLENCE </h3> <p>When Iraq waited months for a government in 2006, sectarian bloodshed took hold. Nevertheless, we were targeted," said Maha Tuma, a schoolmate of Shibib. </p> <p>"May God rest her soul and give patience to her family," Tuma said, sobbing at Shibib’s burial early on Tuesday at the cemetery of Bahnam and Sara church in Qaraqush. </p> <p>Numbering some 750,000 in a predominantly Muslim nation of about 30 million, Christians are trapped in the crossfire of sectarian strife and a simmering feud in disputed northern areas over land and some of the world’s richest oilfields. </p> <p>Hundreds of thousands of Christians — who Pope Benedict called "the most vulnerable religious minority in Iraq" in a Vatican appeal for better security — have left their country since the U.S.-led invasion that toppled Saddam Hussein in 2003. </p> <p>The United Nations said around 4,100 Christians fled the restive northern city of Mosul, perhaps Iraq’s most dangerous place, between Feb. 20 and 27 after attacks in which eight Christians died; shot in the street, or at work. </p> <p>The four buses that carried Sandy Shibib and other students were travelling from the largely Christian district of Qaraqush, in the town of Hamdaniya, to Mosul, 390 km (240 miles) north of Baghdad, when the bombers attacked. </p> <h3>ORIGINAL SETTLERS </h3> <p>Qaraqush is located among the mostly Christian towns of the Nineveh plain. Christians believe they were the first settlers in the area, their roots tracing back hundreds of years before Christ to the Assyrians, one of the most famous civilizations born in Mesopotamia, the historical name of Iraq. </p> <p>"Christians are the original people of this area," said Louis Marqush Ayoub, a member of the Hamdaniya municipal council. "We Christians have not been a part of any conflict concerning power in Iraq. What is going on is a part of political, foreign and regional agendas." </p> <p>The Nineveh plain includes disputed areas that Kurds want to fold into the virtually autonomous northern region known as Iraqi Kurdistan. Those demands have been rejected by the central government in Baghdad and by Iraqi Arab factions. </p> <p>The disputed areas include Kirkuk, a city with an unsettled mix of Arabs, Kurds, Turkmen and others that sits atop what U.S. officials say may be 4 percent of the world’s oil reserves. </p> <p>"The majority of Christians are living in the disputed areas. Because of this, they are now under the agenda of the internal groups, especially Kurds and Arab Sunnis," said William Warda, chairman of the Hammurabi Human Rights organization. </p> <h3>‘WEAKEST LINK’ </h3> <p>Christians have tried to keep a low profile during the sectarian warfare between Shi’ite and Sunni Muslims unleashed by the U.S. invasion but they have come under attack nonetheless. Bombers target churches and kidnappers hold priests for ransom. </p> <p>It is frequently unclear who is attacking Christians and why. Some see an official hand at work. Others say the motive could be as simple as robbery or extortion. </p> <p>Sunni Islamist extremists may despise them because they are Christians. Kurdish factions may covet their land or want to prevent them from voting for opponents. </p> <p>"There is a kind of plan to move the Christians and to put pressure on them … Christians do not have protection, nor do they have a militia," Warda said. "They are the weakest link in the chain." </p> <p>Because of the attacks, the Christian students of Hamdaniya have stopped going to Mosul University, the only university in Nineveh province. Chaplain Fran E. Stuart, returned from Iraq, she was forever changed. </p> <p>Not only had the desert sand, gun blasts and heat penetrated her psyche during her one-year deployment, but a carcinogen had made its way into her body as well. Unbeknown to her, the carcinogen was making a home in my sister’s body, along with the Anthrax vaccine, depleted uranium, burn pit smoke and contaminated water dished up at every meal. </p> <p>In March 2006, when my sister was 41, she was diagnosed with a rare, aggressive, stage-IV dysgerminoma cancer, also called “germ cell” cancer, which is usually only seen in pregnant women and teenage girls. The cancer was advancing quickly, wrapping itself around her internal organs like an octopus and gathering fuel from her central abdomen. My sister was flown to Walter Reed Army Medical Center in Washington for immediate surgery and further testing, when a volleyball-sized tumor was removed from her abdomen. Fortunately, doctors were able to corral her cancer, but only after 10 months and 35 rounds of exhaustive chemotherapy. She wasn’t the only one undergoing such trauma. While visiting her at Walter Reed, I witnessed many soldiers returning from Iraq with cancer, unknown to the public and unacknowledged by the military. Walter Reed had two floors dedicated solely to the soldiers arriving daily with cancer. Among those indicted were Blackwater owner Erik Prince’s longtime right-hand man, former company president Gary Jackson, Blackwater’s former legal counsel Andrew Howell and two former company vice presidents. Given Blackwater’s track record and the severity of other allegations against the company–including killing unarmed civilians–if the charges in this case stick, it would be somewhat akin to Al Capone going down for tax evasion. The one major difference being, the number-one man at Blackwater, Erik Prince, is evading prosecution and jail. Last year Blackwater settled with most of the victims, reportedly for a total of $5 million. The only remaining suit against the company over Nisour Square was brought by a small group of Iraqis, most prominent among them Mohammed Kinani, the father of the youngest known victim of the shooting. His 9-year-old son, Ali, was shot in the head that day and died shortly after from his injuries. Kinani originally sued Blackwater in state court in North Carolina, but last week a federal judge sided with Blackwater and took control over the case. That judge, Terrence Boyle, was a former legislative aide to the late Republican Senator Jesse Helms, who urged President Ronald Reagan to appoint Boyle, which Reagan did. For more than a decade, Democrats blocked Boyle’s nomination to the appelate court, characterizing him as an ultraconservative who opposed civil rights and was often over-ruled on appeal. It is hard to imagine a better judge for Blackwater to draw in this case. <p>As it has done in other cases, Blackwater has asked the Obama Justice Department to intervene in Kinani’s case and to make the US government–not Blackwater and the individual shooters in the case–the defendant. Legal experts have told The Nation that if the Justice Department did that, the case would be dead in the water. The Justice Department has not responded to Blackwater’s request. Blackwater, however, is not wasting any time seeking out alternatives. </p> <p>On April 7, lawyers for the six alleged shooters and Blackwater asked Judge Boyle to replace Blackwater and the shooters with the "United States" in the case, citing the Westfall Act, which was passed in 1988 "to protect federal employees from personal liability for common law torts committed within the scope of their employment, while providing persons injured by the common law torts of federal employees with an appropriate remedy against the United States." For several years now, Riyadh’s Iraq policy has been a lot more passive than that of Iran, characterised by more muttering than meddling, and with relatively few attempts to reach out more broadly beyond Sunni-oriented leaders. For a long time it seemed as if the Saudi leaders still held on to futile dreams of an Iraq where Shiites could be almost excluded, as indicated for example by reports that Riyadh played a role in scuppering the tentative but promising alliance between Abu Risha (the awakening leader of Anbar) and Nuri al-Maliki last summer.</p> <p>But with recent visits to Riyadh by ISCI’s Ammar al-Hakim and Kurdish leaders Jalal Talabani and Masud Barzani, it is clear that the problem does not have to do with insurmountable ethno-sectarian barriers, but rather with the Saudi choice of guests. Between them, messieurs Hakim, Talabani and Barzani must take the lion’s share of the responsibility for the virtual wrecking of the Iraqi state through the design of the new, highly decentralising Iraqi constitution in 2005, as well as subsequent measures between 2005 and 2007 to consolidate the new order (including a law on implementing federalism south of Kurdistan).
