thousands of families struggling to find out what happened to their missing loved ones. Abandoning the search is not an option. Since 1980, the ICRC has spared no effort to put an end to their anguish. Operational update, March-May 2011. </p> <p>&quot;Iraq is currently one of the countries with the highest number of missing persons and, as a result, with the highest number of families seeking information on their missing relatives,&quot; said ‘Dika Dulic’, the ICRC delegate in charge of issues relating to missing persons in Iraq. A lack of clear statistics, however, makes it difficult to accurately establish the true size of the problem.</p> <div style="border-bottom: black 1px solid; border-left: black 1px solid; padding-bottom: 5px; margin: 5px 0px 5px 15px; padding-left: 5px; width: 48%; padding-right: 5px; float: right; border-top: black 1px solid; border-right: black 1px solid; padding-top: 5px"> <h3>How do I report my relative as a missing person?</h3> <p>The Ministry of Human Rights is responsible for collecting information about any person reported missing in connection with armed conflict or internal violence. The ministry has offices in each Iraqi governorate. I ended up convincing myself that my husband Abdallah must have died.&quot;</p> <p>In April, the remains of 17 Iranian soldiers killed in the 1980-1988 Iran-Iraq War were handed over from the Iraqi to the Iranian authorities under ICRC auspices at the Shalamja border crossing, near Basra.</p> <p>As a neutral intermediary, the ICRC facilitates the dialogue between the parties who were involved in the Iran-Iraq war and the Gulf war and who carry the responsibility to clarify the fate of persons still unaccounted for. This includes: <br/>supporting authorities in the collection of information <br/>facilitating transmission of information between the parties chairing meetings <br/>facilitating joint missions in the field and the handover of human remains</p> <p>The ICRC continues to provide training and other support for the Ministry of Human Rights, Basra&#8217;s Al-Zubair Centre of Iraq and Baghdad&#8217;s Medical-Legal Institute.</p> <h4>Bringing aid to people facing hardship</h4> <p>Many people in Iraq are still struggling to earn a living and support their families. Between March and May, the ICRC:</p> <p>Distributed over 8 million Iraqi Dinars through cash-for-work scheme, to 450 vulnerable displaced people and residents of Deralok in Dohuk governorate; <br/>Awarded 108 grants to disabled people and women-headed households in Ninawa, Kirkuk, Basra, Missan, Erbil, Baghdad and Sulaimaniya, enabling them to start small businesses and regain economic self-sufficiency. <br/>Distributed individual food and hygiene parcels, including essential household items, to 2475 internally displaced households, benefiting some 14850 people, in the group settlements of Ninawa, Kirkuk and Wasit;</p> <p>Following heavy rainfalls and consequential flooding in Ninawa, Erbil and Salah Al-Din governorates in April, the ICRC assisted affected/displaced households, distributing: 4984 blankets, 634 towels, 1340 hygiene parcels, 1315 tarpaulins, 317 kitchen sets, <br/>763 food parcels, and 11.1 metric tons of rice. The ICRC assistance also reached families affected by the floods in Rabea and Baaj districts.</p> <h4>Assisting health-care facilities</h4> </p></div> <p> <a الوطني بهاء الاعرجي ان كتلته ترفض مشروع قانون تصديق اتفاقية تسوية المطالبات بين بغداد وواشنطن الذي تم إدراجه في جدول أعمال جلسة البرلمان اليوم السبت. <br/>وقال الأعرجي خلال مؤتمر صحفي عقده اليوم في مبنى البرلمان ببغداد &quot;إن التيار الصدري يرفض مشروع قانون تصديق اتفاقية تسوية المطالبات بين حكومة جمهورية العراق والولايات المتحدة الأميركية&quot;. <br/>ولفت الأعرجي إلى &quot;أن الاتفاقية تتضمن نصا واضحا وصريحا بشأن الدعاوى المرفوعة ضد العراق، يشمل الدعاوى المقامة منذ العام 1991 إضافة إلى دعاوى أخرى في حال المصادقة على الاتفاقية، ما يجعل أموال العراق غير محمية&quot;. <br/>واوضح الأعرجي &quot;أن مجلس النواب لا يملك الحق في شطب وإلغاء الفقرات إنما في القبول أو الرفض&quot;.</p> <p><b>زيباري يقول ان شيعة البحرين هم عراقيو الهوى ويؤكد ضرورة انعقاد قمة بغداد في موعدها المحدد</b></p> <p>اكد وزير الخارجية هوشيار زيباري ،اليوم السبت، ان العراق متمسك بعقد القمة العربية المقررة في بغداد بموعدها المحدد،مشيراً الى ان شيعة البحرين هم عراقيو الهوى ويتبعون مرجعية النجف. <br/>وقال زيباري في الساعدي، اليوم السبت، عن جهود تبذل خلف الكواليس لتمديد بقاء القوات الأميركية في العراق، معلنا جمع تواقيع نواب من مختلف الكتل السياسية لتحديد نائب واحد لرئيس الجمهورية. <br/>وقال الساعدي خلال مؤتمر </font></span></strong></p> <p><strong>انفجار عبوة ناسفة جنوب بعقوبة </strong></p> <p>اصيب شخصان احدهما شرطي حكومي بجروح مختلفة جراء انفجار عبوة ناسفة جنوب مدينة بعقوبة مركز محافظة ديالى واكد مصدر امني ان العبوة الناسفة التي انفجرت بالقرب من محل لبيع الهواتف النقالة,</p> <p>في منطقة التحرير جنوب بعقوبة اسفرت عن اصابة مدني واحد عناصر الشرطة بجروح مختلفة نقلا على اثرها الى المستشفى القريب لتلقي العلاج اللازم.</p> <p><strong>تدمير آلية تابعة لقوات الاحتلال في الفلوجة </strong></p> <p>تعرضت دورية تابعة للاحتلال الأمريكي اليوم السبت لانفجار عبوة ناسفة ما أدى الى تدميرها وإصابة من كان فيها في مدينة الفلوجة كبرى مدن الانبار.</p> <p>حسبما ذكرت الأنباء الصحفية الواردة من هناك . ولم يبين المصدر أي تفاصيل اخرى بشان الحادث.</p> <p><strong>إصابة جنديين حكوميين وشخصين بانفجار عبوة ناسفة شرق الموصل </strong></p> <p>أصيب جنديان حكوميان وشخصان من المارة بانفجار عبوة ناسفة اليوم&#160; قرب مسجد شرق الموصل مركز محافظة نينوى.</p> <p>وأفاد مصدر مطلع إن جنديين عراقيين واثنين من المصلين اصيبا بانفجار عبوة ناسفة قرب&#160; أحد الجوامع في حي المثنى شرق الموصل.وأضاف المصدر إن سيارة الإسعاف نقلت المصابين إلى المستشفى القريب فيما طوقت قوة أمنية مكان الحادث .</p> <p><strong>اصابة شخص بانفجار في محافظة التاميم </strong></p> <p>اصيب احد الاشخاص بجروح بليغة اليوم السبت&#160; اثر تعرضه لانفجار عبوة ناسفة في محافظة التاميم.واكدت المصادر ان عبوة من النوع اللاصق كانت مثبتة باحدى السيارات انفجرت ما ادى الى اصابة احد الاشخاص بجروح</p> <p>خطيرة بالاضافة الى تضرر السيارة ومكان الحادث وسط مدينة كركوك مركز محافظة التاميم.واضافت الوكالات ان المصاب نقل الى المستشفى القريب لتلقي العلاج اللازم بعد ان طوقت قوة امنية مكان الحادث ومنعت الاقتراب منه.</p> <p><strong>أستشهاد ثلاثة مدنيين وإصابة ستة آخرين بأنفجار عبوة ناسفة في مدينة الثورة </strong></p> <p>أستشهد ثلاثة مدنيين وأصيب ستة أشخاص آخرين في انفجار عبوة ناسفة كانت مزروعة على جانب الطريق العام في مدينة الثورة في العاصمة العراقية بغداد. وقال مصدر أمني مطلع &quot;ان عبوة ناسفه أنفجرت مساء يوم امس الجمعة في منطقة الثورة قطاع 68 في بغداد&quot;. وأضاف المصدر &quot;ان العبوة كانت مزروعة في حاوية للنفايات وأسفرت&#160; أستشهاد ثلاثة مدنيين وإصابة ستة آخرين&quot;. وأشار المصدر الأمني إلى أنه حدث أنفجار أول في الحاوية نتج عنها عدد من الإصابات وعند تجمع المواطنين في مكان الحادث أنفجرت العبوة الثانية وهو ما أدى لوقوع شهداء وتزايد أعداد الجرحى. واوضح المصدر ان قوة حكومية شنت حملة دهم وتفتيش في مدينة الثورة اعتقلت خلالها اثنين من االمشتبه بتورطهم بعملية التفجير. </p> <p><strong>العثور على جثة شاب شمال الكوت</strong> </p> <p>واسط-افاد مصدر في مشرحة الطب العدلي بواسط ان المشرحة تسلمت جثة شاب عثر عليه مرميا بالعراء شمال الكوت وعليها اثار طلقات نارية. واوضح المصدر ان مشرحة الطب العدلي في مستشفى الزهراء ,</p> <p>بالكوت تسلمت جثة شاب عثر عليه من قبل مفارز الشرطة الحكومية مرميا بالعراء في ناحية الدبوني (75 كم) شمال مدينة الكوت واضاف ان الجثة بانت عليها اثار ثلاث اطلاقات نارية في منطقة الرأس والصدر ولم يذكر المصدر المزيد من التفاصيل.</p> <p><strong>اغتيال أحد أفراد شرطة بغداد بسلاح كاتم للصوت </strong></p> <p>أستشهد&#160; احد عناصر الشرطة الحكومية اليوم السبت ، عندما اطلق النار عليه مجهولين في العاصمة بغداد . وقال المصدر &quot; ان مسلحين مجهولين اطلقوا النار من مسدسات كاتمة </p> <p>للصوت على احد افراد الشرطة في احدى مناطق جنوب بغداد ما ادى الى استشهاده في الحال &quot;.واشارات الانباء الى &quot; ان قوة امنية طوقت مكان الحادث ونقلت جثة ألشهيد الى دائرة الطب العدلي .</p> <p><b>نجاة مدير مكافحة الارهاب في الكاظمية من محاولة اغتيال غربي بغداد</b></p> <p>نجا مدير مكتب مكافحة الارهاب في مدينة الكاظمية من محاولة اغتيال بتفجير عبوة ناسفة استهدفت موكبه غربي بغداد اليوم السبت. <br/>واوضح مصدر امني &quot;ان عبوة ناسفة استهدف ،اليوم، موكب مدير مكتب مكافحة الارهاب في الكاظمية لدى مروره في منطقة الوشاش غربي بغداد ، من دون ان يصاب بأذى&quot;. <br/>المصدر اشار الى &quot;ان جنديا ومدنيا اصيبا بجروح اثر انفجار العبوة الناسفة&quot;.</p> <p><strong>استشهاد جندي بنيران قنّاص شمال بعقوبة </strong></p> <p>افاد مصدر أمني إن جندياً استشهد وأصيب اخر بجروح بنيران قناص شمالي مدينة بعقوبة مركز المحافظة. وأوضح المصدر أن قنّاصا أطلق النار على برج للمراقبة في الطريق الرابط بين محافظتي ديالى وكركوك ,</p> <p>في ناحية العظيم التابعة لقضاء الخالص ما أسفر عن استشهاد جندي من الفرقة الخامسة في الجيش الحكومي وإصابة آخر بجروح وأضاف المصدر أن قوة امنية نقلت الجثة الى دائرة الطب العدلي.</p> <p><strong>وفاة احد المعتقلين الأبرياء في الرمادي </strong></p> <p>توفي احد معتقلي السجون الحكومية بعد تعرضه للتعذيب الشديد من قبل الحراس المسؤولين عن السجن الذين زعموا بأنه مات بعد ان أقدم على شنق نفسه داخل زنزانته في مدينة الرمادي مركز محافظة الانبار.</p> <p>وقال مصدر حكومي إن احد السجناء أقدم على شنق نفسه في زنزانته في سجن التسفيرات الذي يقع وسط مدينة الرمادي وهو أحد المطلوبين للأجهزة الأمنية وقد تم اعتقاله وفق المادة 4 إرهاب وأضاف المصدر ان جثة المعتقل تم نقلها الى دائرة الطب العدلي في مستشفى الرمادي العام لأجراء اللازم بشأنها وتسليمها الى ذويها .</p> <p><strong>اضراب سجناء معتقلات التاجي عن الطعام مطالبين بتحسين المعاملة داخل السجن </strong></p> <p>قال احد السجناء في معتقلات التاجي السابعة ان السجناء اعلنوا اضرابا عن الطعام اليوم بسبب سوء المعاملة التي يتلقونها من حماية السجن واضاف ان قوات الطوارئ المسؤولة َعن حماية معتقلات التاجي السابعة تعذب المعتقلين باستخدام السكاكين <br/>والالات الجارحة وقال ان السجناء يناشدون الجهاتِ المعنيةَ لوقف عمليات التعذيب ومحاسبة ِالمسؤولين عن الاساءة المفرطة للسجناء .هذا وشهدت السجون العراقية مؤخرا سلسة من الاضرابات عن الطعام والاعتصامات للمطالبة بتحسين الاوضاع داخل السجون .</p> <p><strong>وفاة اربعة معتقلين بمرض التدرن وارتفاع عدد المصابين بمعتقل بادوش </strong></p> <p>اعلنت مصادر صحية في نينوى عن وفاة أربعة معتقلين وارتفاع عدد الإصابات بمرض التدرن الرئوي في صفوف سجناء بمعتقل بادوش غرب مدينة الموصل يأتي هذا التطور بعد يوم واحد من إعلان السلطات ,</p> <p>المحلية في نينوى عن إرجاع نحو الف وستة وسبعين معتقلا كانوا معتقلين بسجون العاصمة العراقية بغداد بعد موافقة القضاء العراقي على ذلك الهواء مباشرة، خلال برنامج على قناة فضائية عراقية، إثر هجوم أحدهما على الرئيس الراحل صدام حسين، وهو ما لم يرق للآخر فسارع بتوجيه لكمة قوية له. وتحول برنامج &quot;الديمقراطية&quot;؛ الذي تبثه قناة المستقلة، إلى عراك بالأيدي على الهواء، وتحول الاستوديو الى &quot;حلبة مصارعة&quot;، قبل أن يتبادل الضيفان السباب بعبارات نابية. وزاد من حدة الأزمة أن مقدم البرنامج كان يجلس بعيدا عن الضيفين، فلم يستطع الوصول إليهما بالسرعة المطلوبة للفصل بينهما، كما لم تقم الفضائية بقطع الإرسال، بل ظل صوت العراك مسموعا من الكواليس لدقائق قبل وقف البرنامج. وكانت الحلقة تتحدث عن تطورات الساحة السياسية بالعراق، واختلف Today, as their dependence on a crumbling social structure grows, many find themselves struggling to make ends meet. The ICRC is helping them get back on their feet.</p> <p>A great many women in Iraq are facing challenges in the task of caring for their families, earning income and taking part in community and professional life. Since widespread violence erupted in 2003, they have been increasingly caught in the crossfire, killed, wounded or driven from their homes. As their menfolk have been killed or taken away in large numbers, the entire burden of running the household has been suddenly thrust upon them.</p> <p>&quot;Regardless of the circumstance of loss, the mere fact that there is no traditional breadwinner directly affects the family&#8217;s financial situation,&quot; said Caroline Douilliez, head of the ICRC&#8217;s Women and War programme in Iraq. &quot;The ICRC&#8217;s observations across Iraq have led us to the distressing conclusion that the lack of regular and sufficient income over the years has cast a huge number of families into severe poverty.&quot;</p> <div style="border-right: black 1px solid; padding-right: 5px; border-top: black 1px solid; padding-left: 5px; float: right; padding-bottom: 5px; margin: 5px 0px 5px 15px; border-left: black 1px solid; width: 300px; padding-top: 5px; border-bottom: black 1px solid"> <p>30-03-2011 Operational Update </p> <ul> <li><a href="https://web.archive.org/web/20130125194802/http://www.icrc.org/eng/assets/files/2011/iraq-update-01-02-2011-icrc-eng.pdf" target="_blank" class="external"><strong>Download full document: &quot;Iraq: women struggle to make ends meet&quot;</strong></a> PDF 368 KB </li> </ul></div> <p>According to ICRC estimates, between one and two million households in Iraq today are headed by women. This figure includes women whose husbands are either dead, missing (some since as far back as 1980) or detained. Divorced women are also taken into account. All these women were wives at one time, and today remain mothers to their children and daughters to their parents, and sometimes ultimately breadwinners and caregivers for all these people. Without a male relative, they lack economic, physical and social protection and support. Often they struggle with harrowing memories of the circumstance of death or disappearance of their husband. Displaced women face the added challenge of coping with the loss of a home that they had to leave because of threats to their safety, or for lack of income.</p> <p>&quot;With no job opportunities, with no help from relatives themselves too poor to provide it, and with no assistance from the State social-security system, these women&#8217;s daily struggle revolves around putting food on the table and paying for shelter, schooling and medical care,&quot; said Ms Douilliez. &quot;Sometimes their only option is to take their young boys out of school and send them out to earn a few dinars for the family. As a result, future generations pay the price of today&#8217;s difficult times. Without a proper education, today&#8217;s youth will not be equipped to face their own challenges once they have families of their own.&quot;</p> <p>In response to this emergency, the ICRC has launched programmes aimed specifically to assist women heading households alone. Since 2008, the organization has focused on finding ways to help women attain self-sufficiency.</p> <p>At the same time, the ICRC closely monitors the effects of efforts made by the State to improve social-welfare benefits for women facing particular hardship. The ICRC can attest to the struggle required to increase budgetary allocations and other resources for this vulnerable group. Ms Douilliez stresses the scale of the problem and the need for a comprehensive approach by the Iraqi government.</p> <p>The ICRC is engaged in dialogue with parliamentarians and other central and provincial policy-makers to ensure that the social-welfare system for vulnerable women receives the resources it needs.</p> <p><b>Assistance:</b> Between 2009 and 2010 the ICRC assisted around 4,000 women heading households who have been displaced from their homes. Food parcels and hygiene items were distributed to women in Baghdad, Diyala and Ninawa governorates.</p> <p><b>Micro-economic initiatives:</b> The ICRC provides in-kind grants to help finance income-generating projects. The grants are extended to women who are willing and able to run such projects, which are often home-based businesses such as small shops, trade projects or food production. The projects, which have been initiated in Najaf, Basra, Missan and Baghdad since 2009, are conducted in partnership with local NGOs and monitored for several months to ensure sustainability.</p> <p><b>Social welfare benefits:</b> The ICRC, working in partnership with local NGOs, helps women handle the formalities associated with applying for social-welfare benefits. As the cost of travel to gather documents is high, especially for women who have very limited resources, it reimburses the travel expenses incurred by women in Baghdad, Anbar, Basra and Missan who have not previously applied for the allowance. In addition, the ICRC has provided the agency in charge of administering the benefit with technical support.</p> <h4>Bringing aid to people facing hardship</h4> <p>The ICRC has maintained its support for people struggling to earn a living, such as women heading households, people with disabilities and the displaced. During the months of January and February, the ICRC:</p> <ul> <li>provided emergency winter assistance for more than 44,000 displaced people in Ninawa, Kirkuk, Diyala, Baghdad, Wassit, Babil, Anbar, Salah Al-Din, Dohuk and Sulaimaniya; </li> <li>awarded 82 grants to disabled people and women heading households in Baghdad, Kirkuk, Ninawa, Sulaimaniya and Erbil to enable them to start small businesses and regain economic self-sufficiency. Around 900 households headed by women and the disabled have received such assistance since 2008. The grants have benefited over 5,000 people. </li> </ul> <h4>Assisting hospitals and physical rehabilitation centres</h4> <p>Because health-care services in some rural and conflict-prone areas are still struggling to meet the needs of the civilian population, the ICRC continues to help renovate the premises of health-care facilities and train staff. To help disabled people reintegrate into the community, the ICRC also continues to provide limb-fitting and physical rehabilitation services. In January and February:</p> <ul> <li>192 new patients were fitted with prostheses and 1,010 with orthoses at 10 ICRC-supported centres throughout Iraq; </li> <li>17 doctors and 44 nurses took part in a course on emergency services given in Sulaimaniya and Najaf for medical personnel from Koya, Erbil, Dohuk, Khanaqin, Sulaimaniya, Kirkuk, Babil, Muthanna, Diwaniya, Kerbala and Najaf. </li> </ul> <p>In 2010 the ICRC began providing on-site support for eight primary health-care centres in Diyala, Ninawa, Kirkuk, Babil and Diwaniya. By agreement with the local authorities, the ICRC visits the centres on a regular basis to maintain and, where necessary, upgrade water supply networks. The ICRC also provides advice for emergency stabilization and referral services. In addition, it helps local health administrations to ensure that stocks of medicines and vaccines are adequate and that these items are always readily available.</p> <p>Over 280,000 people, including internally displaced people, now have better access to basic health-care and emergency services in the eight primary health-care centres. By mid-2010, the ICRC was providing the centres with enhanced support for various services. Local health authorities appointed additional female doctors to work in some facilities and provided additional ambulances and beds.</p> <h4>Providing clean water and sanitation</h4> <p>Access to clean water remains difficult in much of Iraq. ICRC engineers continue to repair and upgrade water, electrical and sanitary facilities, especially in places where violence remains a concern and in rural areas to improve the quality of services provided in communities and health-care facilities. In January and February, these activities included:</p> <h5>Emergency assistance:</h5> <p>The ICRC delivered water by truck:</p> <ul> <li>to al-Sadr City (sectors 52 and 53), Husseinia and Ma&#8217;amil area in Baghdad governorate to over 4,840 internally displaced people; </li> <li>to al-Zeidan primary health-care centre in Abu Ghraib, Baghdad governorate. </li> </ul> <h5>Support for health-care facilities:</h5> <p>The ICRC completed the following works:</p> <ul> <li>upgrading the water storage capacity in al-Shirqat General Hospital (100-bed capacity) in Salah al-Din governorate; </li> <li>renovation of the sanitary facilities in three buildings (Zainab, al Kindy and al Razi) in al- Rashad Psychiatric Hospital Phase 2 Stage 2 (1,300-bed capacity) in Baghdad governorate; </li> <li>renovation of a primary health-care centre in al-Sadr City (300 patients per day) in Baghdad governorate. The area served by the centre has a population of 50,000; </li> <li>installation of specialized equipment in al-Sadr Teaching Hospital (200 bed capacity), Najaf governorate. </li> </ul> <h5>Drinking-water supply:</h5> <p>The ICRC completed 10 main projects benefiting over 612,250 people throughout the country:</p> <ul> <li>renovation of Qaim water treatment plant in Anbar governorate, serving about 170,000 people; </li> <li>renovation of a compact unit in Za&#8217;faraniya, Baghdad governorate, serving about 200,000 people; </li> <li>transfer and reinstallation of a compact unit from al-Quds to al-Rasheed in Baghdad governorate, serving about 15,000 people; </li> <li>upgrade of five compact units in Abu Ghraib district, Baghdad governorate, serving about 74,000 people; </li> <li>renovation of a compact unit in al-Shirqat, Salah al-Din governorate, serving about 20,000 people; </li> <li>renovation of a compact unit in Diyala governorate serving about 40,000 people; </li> <li>supply of a generator for Mendili and Qaratapa water treatment plants in Diyala governorate, serving about 42,000 people; </li> <li>upgrade of water supply system in Qosh villages, in Ninawa, serving about 45,000 people; </li> <li>upgrade of water supply system in Khanaqin, Diyala governorate, serving about 6,000 people; </li> <li>renovation of a compact unit in Missan governorate serving about 250 people. </li> </ul> <h5>Renovation of infrastructure in places of detention:</h5> <p>● electro-mechanical works completed in Kadhimiya maximum security prison in Baghdad governorate; <br/>● improvement of the women&#8217;s yard in Hilla Prison (No. 2), Babil governorate, serving about 50 detainees.</p> <h4>Visiting detainees</h4> <p>In January and February, ICRC delegates visited detainees held by the Iraqi Correctional Service under the authority of the Ministry of Justice, the Ministry of the Interior, various branches of the Kurdish Regional Government and the United States government in 27 places of detention in 14 governorates. The delegates monitored the conditions in which detainees were being held and the treatment they received.</p> <p>The ICRC shared its observations and recommendations with the detaining authorities with a view to bringing about improvements where needed.</p> <p>In some of the places of detention, the ICRC gave detainees mattresses, blankets and recreational items such as books and games.</p> <p>The ICRC makes a special effort to restore and maintain ties between people held in detention facilities and their loved ones. In January and February over 350 Red Cross messages were exchanged between detainees and their families in Iraq and abroad. The ICRC also responded to over 750 enquiries from families seeking information on detained relatives or requesting other types of information, for instance on missing relatives. In addition, in Iraq, Iran and Kuwait, the ICRC issued close to 1,000 certificates of detention to former detainees and prisoners of war from previous international armed conflicts. The voluntary repatriation of two released detainees took place under the auspices of the ICRC. The organization also issued travel documents to 13 persons, mainly refugees, to enable them to resettle abroad. In February, the ICRC made arrangements for a three-day visit for seven Iraqi families (19 persons) to visit their loved ones detained in Kuwait Central Prison.</p> <h4>Clarifying the fate of missing people</h4> <p>During the months of January and February, the ICRC, in its role as a neutral intermediary, chaired a meeting between Iraq and Iran during which joint field work undertaken with a view to recovering the remains of soldiers killed during the 1980-1988 Iran-Iraq War was discussed. It also chaired one meeting of the Technical Sub-Committee dealing with missing persons from the 1990-1991 Gulf War, and participated in technical meetings with the parties concerned with a view to preparing joint field exhumations.</p> <p>The mortal remains of 38 persons, presumed to be Iraqi soldiers killed during the Iran-Iraq War, were handed over by the Iranian to the Iraqi authorities under ICRC auspices.</p> <p>The ICRC continued to provide the Iraqi Ministry of Human Rights and Baghdad&#8217;s Medical-Legal Institute with the technical support they require to exchange information and build up their capacity in the area of forensics. In January, the ICRC provided training in forensic anthropology for 27 members of the Medico-Legal Institute.</p> <h4>Promoting compliance with international humanitarian law</h4> <p>Reminding parties to a conflict of their obligation to protect civilians is a fundamental part of the ICRC&#8217;s work. A pressing need remains for an independent investigation into who was responsible for the abuse there, Human Rights Watch said. </p> <p>Iraqi officials should establish an independent body with authority to impartially investigate the torture that occurred at Camp Honor and other sites run by the 56th Brigade, also known as the &quot;Baghdad Brigade,&quot; and the Counterterrorism Service &#8211; the elite security forces attached to the military office of the prime minister. The investigating body should recommend disciplinary steps or criminal prosecution of everyone of any rank implicated in the abuse, Human Rights Watch said.</p> <p>&quot;Shutting down Camp Honor will mean little if detainees are shuffled to other facilities to face torture again,&quot; said Joe Stork, deputy Middle East director at Human Rights Watch. &quot;There needs to be a genuine, independent investigation and criminal prosecution of everyone, regardless of rank, responsible for the horrific abuses there.&quot;</p> <p>The Justice Ministry announced on March 14 that it would close Camp Honor after members of a parliamentary investigative committee, consisting largely of parliament&#8217;s Human Rights Committee members, found evidence of torture during a spot inspection of the facility five days earlier. Investigative committee members told Human Rights Watch that they had observed 175 prisoners in &quot;horrible conditions&quot; at the prison, in Baghdad&#8217;s fortified Green Zone. They said they saw physical &quot;signs of recent abuse, including electric shocks&quot; and marks on detainees&#8217; bodies, including long scars across their backs. </p> <p>Detainees described to committee members the torture they endured there and said that more than 40 other detainees had been hastily moved from the facility less than an hour before members of the committee arrived.</p> <p>Iraq&#8217;s Minister of Justice Hussein al-Shammari told Human Rights Watch on March 29 that all of Camp Honor&#8217;s detainees &#8211; between 150 and 160 &#8211; had been moved to three other facilities under the control of his ministry. According to the parliamentary committee, however, the number of detainees held at Camp Honor was higher. The committee, established by parliament on February 8 after a Human Rights Watch report and a <em>Los Angeles Times</em> article documented the abuse of detainees at Camp Honor, said it had officially requested from prison authorities a list of all the detainees&#8217; names, but had received no information as of March 29. </p> <p>In response to repeated allegations of serious abuse at Iraqi detention facilities, Prime Minister Nuri al-Maliki issued a statement on March 19 reiterating that &quot;there are no secret detention centers, and all prisons and detention centers are open to regulatory authorities and judicial authorities, which must report any violations found, if any, and notify judicial authorities to take legal action against the perpetrators.&quot;</p> <p>However, the <a href="https://web.archive.org/web/20130125194802/http://www.hrw.org/en/news/2011/02/01/iraq-secret-jail-uncovered-baghdad" class="external" target="_blank">February 1 report</a> by Human Rights Watch described a new secret prison within Camp Justice, a sprawling military base in northwest Baghdad, run by the same forces in charge at Camp Honor &#8211; the 56th Brigade and the Counterterrorism Service &#8211; both of which report directly to the prime minister&#8217;s military office. The Counterterrorism Service works closely with US Special Forces. </p> <p>The Human Rights Watch report revealed that the Justice Ministry had minimal oversight control over these facilities and that prison officials abused detainees with impunity at Camp Honor. In December 2010, Human Rights Watch spoke with more than a dozen former detainees from Camp Honor, who described how detainees were held incommunicado and in inhumane conditions, often for months at a time. Detainees described in detail the wide-ranging abuses they endured during interrogation sessions at the facility, usually to extract confessions. They said interrogators beat them, hung them upside down for hours at a time, administered electric shocks to various body parts, including their genitals, and asphyxiated them repeatedly with plastic المنتسبين.</p> <p>وكشف الجبوري عن وجود ممارسات سلبية صدرت من قائمين على السجن بالانحياز الى طرف معين تودي الى ادخال آلات جارحة وادوات اخرى لجعل معتقلين ضحايا لاخرين منهم. وترددت انباء عن تعرض عدد من المعتقلين في سجن تسفيرات الرصافة مؤخرا إلى الاعتداء من قبل حراس السجن أو بمساعدتهم وهو ما أكدته لجنة حقوق الانسان في النواب العراقي.وكانت منظمة مراقبة حقوق الانسان قد اطلقت تقريرا موجزا الشهر الماضي حول اوضاع السجون في البلاد واتهمت فيه الحكومة العراقية بادارتها لسجون سرية في البلاد.كما اتهمت المنظمة الدولية الحكومة بأنها تمارس في السجون أنواع عديدة من التعذيب ونزع الاعترافات بالقوة المفرطة لنزلاء في عدد من المواقع غير المعلنة من قبل الحكومة كسجون مفتوحة الابواب للتفتيش.وتناول التقرير قيام السلطات العراقية بنقل مئات المعتقلين بين مواقع متعددة اخفتها عن وسائل الاعلام كما تحدثت عن موقع وزيرة سابقة ونائبة في البرلمان امس الاثنين، عن مشاهد صادمة في سجن «الشرف» الواقع داخل المنطقة الخضراء، والذي زارته برفقة لجنة نيابية مؤخرا، في وقت اعترفت وزارة حقوق الانسان بأن العراق لا يمتلك حتى الآن بنية تحتية كافية ومناسبة لاستيعاب جميع معتقليه.</p> <p>يأتي هذا في وقت كشف رئيس لجنة حقوق الانسان البرلمانية سليم الجبوري، عن غلق سجن الشرف في المنطقة الخضراء وسط بغداد بالاتفاق مع وزارة العدل لوجود انتهاكات فيه.</p> <p>وأوضح الجبوري أن لجنة حقوق الانسان في البرلمان زارت السجن الخاص قبل ثلاثة ايام ما تمخض عن فتح تحقيق «بين وجود انتهاكات لحقوق الانسان فيه». وأضاف «طالبنا وزارة العدل الاسراع باغلاقه، والوزارة استجابت اليوم (امس الاثنين) لهذا المطلب وأغلقت السجن بشكل رسمي».</p> <p>وجاء ذلك بعد انتقادات دولية واسعة لوجود سجون «سرية» تحت اشراف اجهزة الامن او مكتب القائد العام للقوات المسلحة، تشهد انتهاكات وتعذيبا، رغم ان الحكومة تواصل نفي ذلك.</p> <p>عضو لجنة حقوق الانسان في مجلس النواب ازهار الشيخلي، تحدثت عن مشاهد «صادمة» تضمنتها الزيارة الاخيرة التي قامته بها اللجنة لهذا السجن. وقالت «سجلنا بعد الزيارة عدم صلاحية المعتقل للاحتجاز، ولاحظنا تعمد ادارته رش المطهرات بشكل سريع قبيل وصولنا، وبكمية كبيرة. كذلك وجدنا ان غرف الاعتقال التي تستوعب اربعة معتقلين، حشر داخلها نحو احد عشر معتقلا واكثر».</p> <p>وتضيف «علمنا لدى الزيارة ان هناك حالات اعتقال استمرت مدة سنتين او ثلاث سنوات وهذا خرق كبير، فضلا عن عدم معرفة اهالي المعتقلين بمكان احتجاز ابنائهم كما لم يتمكن محامو المعتقلين من مراجعتهم بسبب عدم تمكنهم من الحصول على اذونات الدخول الى المنطقة الخضراء». </p> <p>وتقول الشيخلي التي شغلت منصب وزيرة المرأة خلال حكومة ابراهيم الجعفري «سمعنا من بعض الموقوفين ان هناك حالات تعذيب تكون بشكل منظم بعد حصول زيارة لمسؤول حكومي للاطلاع على اوضاعهم، ولمسنا ظروف اعتقال مزرية وتصدر عن غرف الاعتقال روائح كريهة تدل على عدم تمكن المعتقلين من العناية بأنفسهم بشكل جيد بل هي لا تصلح للسكن البشري».</p> <p>وتضيف «على الرغم من كوننا نمثل اعلى سلطة تشريعية في البلاد لكن منعنا من التصوير وسمح لنا بإدخال هواتفنا المحمولة فقط وحاولنا معرفة ما اذا كان هناك سجون سرية ولكن لم تجب ادارة المعتقل عن تساؤلاتنا وردت بالنفي». </p> <p>ونفى المعنيون عن معتقل الشرف للجنة البرلمانية وجود معتقل للنساء، حسب الشيخلي التي تؤكد «منعونا من التحقق بأنفسنا وقالوا ان المعتقلات من النساء يأتى بهن الى هنا للتحقيق ثم يتم اعادتهن الى اماكن احتجازهن ولكن لم نتمكن من تثبيت هذه المعلومة». </p> <p>وحول ضمانات عدم وجود معتقلات سرية مشابهة، قالت الشيخلي ان معتقل الشرف هو الموقع الاول الذي تزوره لجنة حقوق الانسان «ولدينا قائمة بالمعتقلات سيتم زيارتها تباعا ولكن لن يبلغ احد بموعد الزيارة لنحافظ على عنصر المفاجأة كي نتأكد من صلاحيتها كمواقف وسجون».</p> </p></div> </div> </div> <hr/> <div class="post مديرية , <br/>جرائم العامرية غرب العاصمة بغداد وأوضح أحد المنتسبين في المديرية اتصل بعائلته أن عليهم الحضور لاستلام جثة ابنهم المعتقل الذي توفي أثناء التحقيق.وأضاف أن الجثة بدا عليها آثار تعذيب وجروح <br/>وقال اثيل النجيفي خلال مؤتمر صحفي عقده بمبنى محافظة نينوى بعد ظهر اليوم الثلاثاء &quot;تلقينا تقريرا، يوم أمس (الاثنين)، من مديرية مكافحة الإرهاب في شرطة نينوى بوفاة الموقوف خالد وليد سيف الدين أيوب وهو من مواليد 1976، مبينا أن المتوفي وبحسب التقرير نقل من قبل الفرقة الثانية في الجيش العراقي إلى مديرية مكافحة الإرهاب التي قامت بدورها بإرساله إلى المستشفى ومن ثم إعادته إلى المديرية بعد أن قالت أن علاجه استكمل، وهذه الحالة تكررت مرتين إلى أن توفي المعتقل المذكور. <br/>وأوضح النجيفي أن المتوفي أوقف بمذكرة قبض صدرت بعد توقيفه وليس قبلها، ثم تعرض إلى التعذيب، مبينا أن تقرير الطب الشرعي ذكر بأن الجثة عليها اثار تعذيب. <br/>وطالب النجيفي مجلس النواب العراقي والقائد العام للقوات المسلحة إحالة الضباط والمتورطين بالحادث إلى القضاء، والموافقة على استدعاء كل من يعرقله، لافتا إلى أن المحافظة ستقوم بالتحقيق مع الكادر الطبي الذي أعاد المعتقل إلى التوقيف لمرتين دون أن يستكمل علاجه. <br/>وأضاف النجيفي &quot;سنقدم شكوى للإشراف العدلي لان هناك أوامر قبض صدرت بعد التوقيف&quot;، وأردف أن هذه and Shi&#8217;ite militiamen are routinely tortured or abused by Iraqi security forces to extract confessions early in their detention and interrogation, Iraqi military officials say.</p> <p>Six Iraqi security officials, including two high-ranking officers, as well as former detainees and lawyers, told Reuters that prisoners are beaten, stomped on or strung up by their hands during arrest and preliminary interrogations.</p> <p>Suspects are beaten and trampled when they resist arrest and are sometimes tortured when they provoke interrogators by showing &quot;enjoyment&quot; or &quot;pride,&quot; a senior military official familiar with military jails in Baghdad told Reuters.</p> <p>&quot;Some suspects delight in the narrative details of how they murdered their victims. In response, some investigators slap them or kick them or order them hung up (by the arms),&quot; he said, asking for anonymity because of the sensitivity of the issue.</p> <p>Iraq&#8217;s Supreme Judiciary Council received more than 400 complaints last year from detainees or their families, accusing Iraqi military interrogators of torture or abuse. In only 90 cases did a court take up the allegations and launch a probe.</p> <p>Iraq&#8217;s Human Rights Ministry, responding to the information obtained by Reuters, said inspection teams still record abuse cases during prison visits but the number is falling.</p> <p>&quot;Cases of violations and irregularities &#8230; are not a phenomenon &#8230; not systemic, but a very limited number of individual cases,&quot; ministry spokesman Kamil Amine said.</p> <p>Torture was widespread under the late dictator Saddam Hussein, ousted in the U.S.-led invasion in 2003. Disclosures in 2004 that U.S. jailers had abused and sexually humiliated Iraqis at Abu Ghraib prison outraged many Iraqis and may have fueled the insurgency.</p> <p>Iraq&#8217;s elected authorities last year promised to crack down on continuing abuse of prisoners in Iraq, where human rights groups have warned torture of detainees by security forces has been systematic as they fight a waning insurgency.</p> <p>Terrorism suspects often are held at the Camp Cropper prison near Baghdad airport, or Camp Honor, inside the Iraqi capital&#8217;s heavily fortified Green Zone.</p> <p>U.S.-based Human Rights Watch said in a February 1 report that security forces torture inmates at Camp Honor, citing interviews with former detainees.</p> <p>In a new report on prisoner abuse in Iraq issued Tuesday, Amnesty International said urgent action was needed to end a &quot;pattern of abuse&quot; in Iraqi detention centers.</p> <h3>THE FOURTH AREA</h3> <p>Many preliminary terrorism interrogations take place at Camp Cropper, a former U.S. detention center turned over to the Iraqis last year and renamed Camp al-Karkh, in a little-known place called the &quot;Fourth Area,&quot; Iraqi security officials said.</p> <p>&quot;It is a place for the detention of prisoners in accordance with article 4 of the terrorism (law), so it is named after that,&quot; a senior officer from Iraq&#8217;s Counter-Terrorism Squad said. &quot;The interrogations in this area are brutal, more brutal than the interrogations in Camp Honor.&quot;</p> <p>Cropper was the last U.S. prison in Iraq and its handover ended a difficult chapter of the U.S. invasion in which thousands of people were held without charge.</p> <p>In the most common methods of abuse, suspects are kicked, beaten with pieces of electric cable, hung by the arms, or burned with cigarettes, and hot metal or given electrical shocks, security officials and lawyers said.</p> <p>&quot;Some detainees have died as a result of torture. The last death occurred four or five months ago in this place (Cropper) as a result of severe beatings that led to kidney malfunction,&quot; the officer from the Counter-Terrorism Squad said.</p> <p>Lawyers say proving torture in court can be difficult.</p> <p>&quot;Some of those conducting the interrogations are artists in the field of torture, and hide the evidence and facts from the judges,&quot;
