<div class=" text-offset "> <div class="editor scrolling-tracker"> <p>Ensemble Montréal se prépare à la bataille électorale pour la mairie de Montréal en 2025, mais il lui faudra d’abord se trouver un chef. À l’occasion d’un congrès tenu samedi, le parti d’opposition à l’hôtel de ville a adopté de nouvelles règles afin d’encadrer la course à la chefferie, en rupture avec les façons de faire en vigueur à l’époque de <a href="https://www.ledevoir.com/denis-coderre">Denis Coderre</a>.</p><p>« On ne veut pas un couronnement sans qu’il y ait un débat d’idées », soutient le chef intérimaire d’Ensemble Montréal, Aref Salem. « Ce sont les membres qui seront au coeur des décisions. »</p><p>La constitution entérinée par les membres du parti apportera d’importants changements dans l’organisation et imposera des procédures précises dans le fonctionnement de la formation et de la course à la chefferie.</p><p>« Il y a un avant-2021 et un après-2021, affirme Aref Salem. Avant, il n’y avait pas de règles bien établies, claires et transparentes. »</p><p>Désormais, explique-t-il, ce sont les membres du parti qui auront à se prononcer sur le choix du futur chef. Pour leur part, les aspirants à ce poste devront se plier aux procédures prévues et convaincre les membres qu’ils sont les mieux placés pour diriger le parti. « Il n’y a plus personne qui va pouvoir débarquer chez Ensemble Montréal et que seuls les élus décident », indique M. Salem. « Il va y avoir des débats d’idées. […] La prochaine campagne ne se fera pas autour d’une personne. On ne veut pas un “sauveur”. »</p><p>Le parti a aussi choisi les nouveaux membres qui composent son comité de direction, qui ne comptera plus d’élus.</p><p>Les détails de la course à la chefferie seront précisés à l’automne prochain, et la course devrait être lancée dans les mois suivants.</p><h2 class="h2-intertitre">Discipline financière</h2><p>Aref Salem fait valoir que la grogne contre la mairesse <a href="https://www.ledevoir.com/valerie-plante">Valérie Plante</a> crée un engouement à l’endroit d’Ensemble Montréal. « Le téléphone sonne. Il y a des gens qui sont intéressés à se présenter. Ce qui est important pour nous, c’est de choisir la meilleure personne qui va nous guider vers la victoire. »</p><p>Le parti devra aussi redresser sa situation financière. <a href="https://www.ledevoir.com/politique/montreal/645864/montreal-denis-coderre-s-incline-pour-la-deuxieme-fois" notaddlevel="true" target="_blank">Lorsqu’il a quitté la formation après sa défaite en 2021</a>, <a href="https://www.ledevoir.com/politique/montreal/694701/politique-municipale-endette-ensemble-montreal-critique-denis-coderre" notaddlevel="true" target="_blank">Denis Coderre a laissé derrière lui un parti endetté.</a> À l’issue de cette année électorale, la dette d’Ensemble Montréal avait atteint près de 949 000 $ — en partie diminuée par la suite grâce à un remboursement de quelque 500 000 $ du Directeur général des élections du Québec. Le parti a toutefois réussi à la réduire à 347 400 $ l’an dernier. Il entend éponger cette dette d’ici la campagne électorale et instaurer une discipline financière afin d’éviter que le scénario de 2021 se répète.</p><p>M. Salem cite la campagne électorale à la mairie de Sainte-Geneviève–L’Île-Bizard de décembre dernier. Elle a été gérée avec prudence, mais a permis au <a href="https://www.ledevoir.com/politique/montreal/804014/victoire-ecrasante-doug-hurley-mairie-ile-bizard-sainte-genevieve" notaddlevel="true" target="_blank">candidat du parti, Doug Hurley, de l’emporter avec une majorité écrasante</a>, dit-il.</p><p>Aref Salem ne ferme pas la porte à l’idée de se porter candidat à la chefferie du parti qu’il dirige de façon intérimaire depuis le départ de Denis Coderre. « Je n’ai pas encore pris de décision. »</p><p>Plusieurs noms de candidats potentiels à la mairie de Montréal ont circulé au cours des derniers mois, dont ceux du président et chef de la direction de la Chambre de commerce du Montréal métropolitain, Michel Leblanc, et de l’ex-cheffe libérale <a
