libraries, key funding agencies and research centers in 44 countries, regions or territories and three intergovernmental organisations. Working with leading publishers, SCOAP<sup>3</sup> has converted key journals in the field of High-Energy Physics to Open Access and continues to support OA publishing in these journals at no cost for authors. In addition, existing Open Access journals and even books and monographs are centrally supported, removing existing financial barrier for authors and allowing a free and easy scientific discourse in High-Energy Physics. Each country, region or territory contributes in a way commensurate to its scientific output in the field. </p> <p>SCOAP<sup>3</sup> journals are open for any scientist to publish in without any financial barriers. Copyright stays with authors, and a permissive <a href="//creativecommons.org/licenses/by/4.0/">CC-BY</a> license allows text- and data-mining. SCOAP<sup>3</sup> addresses Open Access mandates at no burden for authors. All articles appear in the SCOAP<sup>3</sup> repository for further distribution, as well as being Open Access on publishers’ websites. To fairly reflect the global diversity in the context of large scientific collaborations, typical for the discipline, each article is allocated proportionally based on the institutional affiliation of all its authors. This correctly reflects the international collaborative nature of High-Energy Physics and allows a fair distribution of publication costs across all participating institutions. </p> <p>Based on the central support of OA publishing in the participating journals, all authors worldwide can publish their works in Open Access without any financial or administrative barriers.</p> </div> <div class="pane fluid"> <h3>SCOAP<sup>3</sup> Executive Committee</h3> <p>The Executive Committee oversees the day-to-day operation of the partnership. Supported by both the SCOAP<sup>3</sup> Operations Manager and several Community Working Groups, the Executive Committee ensures a smooth operation and manages relations with partners and participating publishers. The Executive Committee comprises 4 to 6 members appointed by the Governing Council as well as one representative of CERN as the Host Organisation. Clare oversees the delivery, to Canada\u2019s university libraries, of $135M of licensed digital content annually while also providing digitization services, access to and preservation of Canadian heritage content for researchers and the public.<\/p>\r\n<p>Clare regularly collaborates with stakeholders across Canada and internationally with the goal of increasing access to research content. At the date of the meeting, 25 seats had beed attributed to representatives of the countries that contribute to SCOAP<sup>3<\/sup> and\u00a022 delegates participated in the meeting.\u00a0Among others, the following decisions were taken, all by unanimous accord:<\/p>\r\n<ul>\r\n<li>Dissolve the interim committees which helped bring SCOAP3 to its official start;<\/li>\r\n<li>Appoint the SCOAP<sup>3<\/sup> Executive Committee, including the ex-officio participation of the Governing Council Chair;<\/li>\r\n<li>Appoint\u00a0Ralf Schimmer (Germany) as Governing Council Chair for an initial period of one year, effective from the date of the next Council meeting;<\/li>\r\n<li>Form two Working Groups to support the initial operation of SCOAP<sup>3<\/sup>: an Outreach and Communication Working Group and a Repository Steering and Support Working Group. Excerpts from the meetings are\u00a0available. The meeting heard reports on the first months of the SCOAP<sup>3<\/sup>\u00a0operations and in particular:\r\n<ul>\r\n\t<li>29 Memoranda of Understanding signed, with participation of over\u00a02'000 31\u00a0delegates, with 37\u00a0seats attributed to date. The meeting heard reports on the first year\u00a0of the SCOAP<sup>3<\/sup>\u00a0operations:<\/p>\r\n<ul>\r\n<li>43 Memoranda of Understanding have been signed to date, covering participation by\u00a040 countries\u00a0and 3 Intergovernmental Organisations;<\/li>\r\n<li>Constructive discussions are ongoing, and are expected to lead to further expansion of the SCOAP<sup>3<\/sup>\u00a0partnership;<\/li>\r\n<li>In its first year of operation SCOAP<sup>3<\/sup> will support the publication of more than\u00a0<a href=\"http:\/\/repo.scoap3.org\/\" Meeting June 15<sup>th<\/sup>-16<sup>th<\/sup> 2015<\/h3>\r\n<p>The\u00a0SCOAP<sup>3<\/sup>\u00a0Governing Council held its fourth\u00a0meeting at CERN June 15th and 16th 2015, with attendance by\u00a037 delegates and guests\u00a0from all geographical regions. Due to a large number of discussion items, the meeting was extended to 1.5 days. While the first day focused on reports on the SCOAP<sup>3<\/sup> operations, day two was entirely dedicated to planning for the continuation of SCOAP<sup>3<\/sup>\u00a0beyond its first 3-year cycle.<\/p>\r\n<ul>\r\n<li>45 Memoranda of Understanding have been signed to date, covering participation by\u00a042 countries\u00a0and 3 Intergovernmental Organisations with more partners expected to join soon.<\/li>\r\n<li>To date\u00a0SCOAP<sup>3<\/sup>\u00a0has supported the publication of more than\u00a0<a href=\"http:\/\/repo.scoap3.org\/\" target=\"_blank\">6'000 articles<\/a>, with over 99% of the articles being immediately compliant with the SCOAP<sup>3<\/sup> policies.<\/li>\r\n<li>The SCOAP<sup>3<\/sup>\u00a0 Executive Committee oversaw operations and prepared\u00a0not only the Governing Council meetings but also drafted a strategy for continuation of SCOAP<sup>3<\/sup> beyond its initial 3-year phase.<\/li>\r\n<li>The first audit of the SCOAP<sup>3\u00a0<\/sup>fund, performed by an independent 3rd party auditor,\u00a0was completed and the results were found to be fully satisfactory;<\/li>\r\n<li>The Repository Strategy and Support Working Group and the Outreach Working Group continue to support the operation and development of the SCOAP<sup>3<\/sup> network and the operational infrastructure.<\/li>\r\n<li>A SWOT analysis conducted amongst SCOAP3 partners December 11<sup>th<\/sup> 2015<\/h3>\r\n<p>The SCOAP<sup>3<\/sup> Governing Council held its fifth meeting at CERN on December 11th 2015 attended by 34 delegates (and 5 observers) representing all geographical regions. The Governing Council heard reports from the Operations team and all committees, and in particular took note of the publication of ~8,500 articles in the first two years of SCOAP<sup>3<\/sup>, by 20,000 authors from 95 countries, for an average cost-per-article of 1,103 Euros.<\/p>\r\n<p>The majority of the meeting was dedicated to the preparation of the continuation of SCOAP<sup>3<\/sup> for its second 3-year cycle (2017-2019). Following the mandate from the fourth SCOAP<sup>3<\/sup> Governing Council of June 2015, and after having sought and received approval by the CERN Finance Committee, the CERN SCOAP<sup>3<\/sup> team with the support of the SCOAP<sup>3<\/sup> Executive Committee entered into discussions with all participating publishers to mutually agree on the conditions for three-year contract extensions. The SCOAP<sup>3<\/sup> Governing Council reviewed all of the financial conditions and unanimously agreed on the outcome of all but one of the publisher discussions. The Governing Council mandated CERN, in its role as the SCOAP<sup>3<\/sup> host organization, to prepare contracts with those publishers with which agreement had been reached. After a careful analysis of possible consequences, the Governing Council tasked CERN to conclude the last open discussion in a timely manner.<\/p>\r\n<p>After a review of budget scenarios, all SCOAP<sup>3<\/sup> partners reaffirmed their commitment in principle to the continuation of SCOAP<sup>3<\/sup> for its second 3-year cycle through 2019 and agreed on the next steps for the detailed determination of the financial envelope and individual contributions of partners. With over 2\/3 of the seats and representatives from all geographical regions, the meeting was quorate for all decisions on the agenda.\u00a0The meeting was dedicated to complete\u00a0the preparation of the continuation of SCOAP<sup>3<\/sup>\u00a0for its second 3-year cycle (2017-2019). The meeting covered a large number of reporting, governance and strategic issues.<\/p>\r\n<p>The Governing Council heard reports from the SCOAP<sup>3<\/sup>\u00a0Executive Committee and CERN operations team on the last year of operations and the final book-closing of the first 3-years cycle of SCOAP<sup>3<\/sup>. Of particular significance were the final results: from January 2014 through December 2016, 13,368 articles were published Open Access in journals of the participating publishers. A total expenditure of 13.9 million Euro corresponds to an average expenditure per article of 1,040 Euro. Information was shared on new organizations having recently joined, additional institutions in participating countries being interested to support the initiative and, most important, renewed interest in countries not yet participating.<\/p>\r\n<p>As the initiative matures, some of the initial governance appointments came to an end. The Governing Council elected Ivy Anderson as its new Chair, and Matthew Marsteller, Florian Schwennsen and Xiaolin Zhang to the Executive Committee. The meeting was focused, in large part, on strategic scenarios for the growth of SCOAP<sup>3<\/sup>\u00a0to cover more High-Energy Physics content. Important decisions were taken for future of the initiative beyond the current 3-year cycle (2017-2019).<\/p>\r\n<p>The SCOAP<sup>3<\/sup> Governing Council heard reports and in-depth analyses from the SCOAP<sup>3<\/sup> Executive Committee, the CERN operations team, and ad-hoc working groups. The SCOAP<sup>3<\/sup> Governing Council delegates agreed on a strategy to continue the SCOAP<sup>3<\/sup> initiative for at least three more years, with an option for further continuation. Delegates also approved the exploration of concrete options to expand the SCOAP<sup>3<\/sup> Open Access opportunities. All partners renewed their support of the operation and formally asked the CERN to prepare the next contract cycle under the SCOAP<sup>3<\/sup> Executive Committee oversight and pending final approvals later in 2018.<\/p>\r\n<p>With the initiative operational since 2014, some governance appointments drew to an end. As the conclusion of the second 3-year cycle of SCOAP<sup>3<\/sup> approaches, the remainder of the day was devoted to an in-depth review of the first six years of SCOAP<sup>3<\/sup>. Delegates reflected on the value of SCOAP<sup>3<\/sup> for their countries or institutions, in the context of the changing OA landscape.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">During the second day, the SCOAP<sup>3<\/sup> Governing Council discussed how the partnership could add further value to the community in the future, beyond the existing arrangement to support journal publications. Delegates discussed options how the initiative may expand in the evolving scholarly communications landscape and approved the exploration of concrete ideas to remove the paywall to other literature relevant for particle physics.<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The final topic under discussion was the appointment of two Executive Committee positions as two current member terms are coming to an end. The first was to vote on the recommendation of the SCOAP<sup>3<\/sup> Tender Working Group (STWG) to maintain the current scope of the SCOAP<sup>3<\/sup> initiative, in terms of publishing services and procurement conditions, by arranging a two-year extension of Phase 3 (currently 2020-2022) under existing terms. This recommendation was developed specifically to provide members of the SCOAP<sup>3<\/sup> partnership (partner institutions and participating publishers) with stability during the financial uncertainty resulting from the COVID19 pandemic. The proposal by the STWG was subject to deliberation and members discussed the effects of the pandemic on institutional and local finances. There was broad agreement that SCOAP<sup>3<\/sup> provides excellent value for money when benchmarked against other initiatives, and members agreed that it should be prioritised for support. As a result, the GC voted unanimously to support this proposal.<\/p>\r\n<p>The second major strategic initiative under discussion was the SCOAP<sup>3<\/sup> for Books program, an effort to transition a list of important books in high-energy physics and related disciplines to open access. Members of the Governing Council received an update from CERN on the ongoing procurement process and were informed of the discussions to transition the identified texts to open.<\/p>\r\n<p>During the meeting, some changes were also made to the governing entities of SCOAP<sup>3<\/sup>. Yan Zhao from the NSTL in China was elected to her second 2-year term, and Matthew Marsteller from Carnegie Mellon University elected to his third 2-year term, on the SCOAP<sup>3<\/sup> Executive Committee (ExCo). After serving two full terms, Florian Schwennsen from DESY stepped down from the ExCo, and received a round of thanks from the GC for his participation, intellectual engagement, and consistent support of SCOAP<sup>3<\/sup>. Following a call for nominations in September 2020, Judith Ludwig, from the German National Library for Science and Technology (TIB), was appointed to her first term on the SCOAP<sup>3<\/sup> Exco, commencing in 2021. Finally, the GC thanked its Chair (and ex-officio member of the ExCo) since 2017, Ivy Anderson of the California Digital Library, whose term expires at the end of 2020. Ivy\u2019s involvement in SCOAP<sup>3<\/sup> predates the initiative itself, as she has been involved since the program was originally conceived, marking over a decade of service towards SCOAP<sup>3<\/sup>\u2019s mission. The first day of the meeting was focused on an initiative to expand the content made available Open Access beyond journal literature to include important monographs and textbooks in high-energy physics and related disciplines\u2014the SCOAP<sup>3<\/sup> for Books Program. The Open Books Working Group (appointed by the Governing Council in 2019) provided attendees of the meeting with an update on the status of the initiative, informing them that in the first phase of the program,102 books from 6 publishers would transitioned to Open Access. The book tiles made available were the result of direct negotiations between the SCOAP<sup>3<\/sup> team at CERN and the publishers of important texts relevant to the field. In the first phase, partnerships were secured between Cambridge University Press, Elsevier, Oxford University Press, Springer-Nature, Taylor & Francis, and World Scientific. Members were also informed of the hosting partnership secured between SCOAP<sup>3<\/sup> and the OAPEN Library, where a dedicated collection has been created to host copies of each of the titles funded under the SCOAP<sup>3<\/sup> for Books initiative. Niels Stern, Director of the OAPEN Foundation, presented the variety of services delivered through this partnership to SCOAP3 members: including dissemination to major library systems and search engines worldwide, usage reporting and analytics, long-term preservation, and more. The update on the SCOAP<sup>3<\/sup> for Books program was warmly received by the SCOAP<sup>3<\/sup> Governing Council, and the acquisition of additional titles for the initiative was agreed.<\/span><\/p>\r\n<p> <\/p>\r\n<p><span style=\"font-weight: 400;\">The second major strategic effort under discussion at the meeting was the appointment of a Second SCOAP<sup>3<\/sup> Tender Working Group (2STWG). GC members were reminded that given the dramatically different conditions in scholarly communications compared to when SCOAP<sup>3<\/sup> was first conceptualized (in 2012\/2013), it was considered necessary for the next Phase of SCOAP<sup>3<\/sup> to be based upon a re-designed tender. Paricipants were reminded of the efforts of the first SCOAP<sup>3<\/sup> Tender Working Group, appointed in 2020, who, In faithful execution of their mandate and in light of the financial uncertainty caused by the COVID-19 crisis, recommended a two-year extension of the existing Phase 3 until December 2024. With the extended Phase 3 now in place, it was now time to appoint a Second SCOAP<sup>3<\/sup> Tender Working Group (2STWG) with the mandate to develop the strategy for the next procurement process beyond 2024. The motion to appoint the 2STWG was unanimously approved by the Governing Council, and nominations have now been solicited from across the SCOAP<sup>3<\/sup> Consortium for members to participate in this Working Group. A strategic roundtable discussion held at the Governing Council meeting on key issues related to the future of SCOAP<sup>3<\/sup> was conducted in order to seek initial input from across the consortium on factors to be considered by the 2STWG in the development of the next tender strategy.\u00a0<\/span><\/p>\r\n<p> <\/p>\r\n<p><span style=\"font-weight: 400;\">During the 2021 meeting, specific motions were voted on relating to the governing entities of SCOAP<sup>3<\/sup>. Anna Vernon from the JISC in United Kingdom was elected to her second 2-year term, and Stefan Hohenegger from CNRS in France elected to his first 2-year term, on the SCOAP<sup>3<\/sup> Executive Committee (ExCo). The Chair of the SCOAP<sup>3<\/sup> Governing Council, Clare Appavoo of CRKN (Canada) thanked Natalia Grygierczyk of Radboud University Nijmegen (The Nethelands) for her strong and enthusiastic engagement, her creative support and ambassadorship for the benefit of the SCOAP<sup>3<\/sup> collaboration. Natalia served as a member of the SCOAP<sup>3<\/sup> Executive Committee since 2018 and her term expires at the end of 2021. Finally, the Chair further thanked Briggite Kromp of University of Vienna (Austria) for her strong support, guidance, and leadership in her role as Deputy Chair of the SCOAP3 Governing Council since 2018. A particular focus of this group has been to bring about improvements in the services delivered by publishers to the High Energy Particle Physics research community, as well as supporting innovation in scholarly communication in the discipline. The related motions of the 2STWG were unanimously approved by the SCOAP<sup>3<\/sup> Governing Council.<\/p>\r\n<p>The OBWG reported on the progress of the SCOAP<sup>3<\/sup> for Books pilot program, which is in the process of converting 113 books (monographs and textbooks) in High Energy Particle Physics to Open Access, supported by\u00a0 voluntary contributions from SCOAP<sup>3<\/sup> members. The books are systematically made available through both the publisher platforms, as well as through a dedicated collection on the <a href=\"https:\/\/library.oapen.org\/browse?type=collection&value=SCOAP3%20for%20Books\">OAPEN library<\/a>. The success of the pilot was demonstrated by a preliminary usage analysis indicating an increase of book downloads by a factor of 13, while the geographical usage also increased dramatically, with readers accessing content in 48 countries (compared to in 26 prior to conversion). Building on this, the OBWG recommended that SCOAP<sup>3<\/sup> for Books be established as a recurring annual activity of the SCOAP<sup>3<\/sup> collaboration. Moving forward, this program would prioritize frontlist titles selected through a rigorous selection process. The proposal by the OBWG was also approved by the SCOAP<sup>3<\/sup> GC.<\/p>\r\n<p>During the 2022 meeting specific motions were voted upon relating to the governing entities of SCOAP<sup>3<\/sup>. Judith Ludwig from the Technische Informationsbibliothek (Germany) was elected for her second 2-year term, and Yan Zhao from the Chinese Academy of Sciences elected to her third 2-year term, as members of the SCOAP<sup>3<\/sup> Executive Committee. The Chair of the SCOAP<sup>3<\/sup> Governing Council, Clare Appavoo of CRKN (Canada) thanked Matt Marsteller from Carnegie Mellon University (USA) who completed three full terms as ExCo member, for his strong and enthusiastic engagement and ambassadorship from which the SCOAP<sup>3<\/sup> collaboration benefited immensely since his election in 2017. Over these ten years, SCOAP3 has achieved and sustained open access publishing for practically the entire discipline of high-energy physics.<\/strong><\/p>\r\n<p><span style=\"font-weight: 400;\">At this meeting, the Governing Council\u2014the principal decision-making body of the consortium\u2014was presented with updates on the initiative\u2019s operations over the past year: including publisher compliance, the activities of the Executive Committee, the performance of participating journals, and financial reports. Next, the GC received updates on major strategic initiatives of the consortium, for which governance motions are customarily presented for voting. Of particular note were motions relating to the approval of the contract terms to be presented to participating SCOAP<\/span><span style=\"font-weight: 400;\">3<\/span><span style=\"font-weight: 400;\"> publishers for the subsequent Phase of the program (i.e. Phase 4) commencing in 2025. The GC voted unanimously to approve the Phase 4 contracts with the SCOAP<\/span><span style=\"font-weight: 400;\">3<\/span><span style=\"font-weight: 400;\"> publishers. The Phase 4 contracts will secure continued open access publishing for research in high-energy physics across leading journals in the discipline, and include a novel mechanism to provide financial incentives to participating publishers to improve aspects of their service which will advance open science adoption for the discipline. These service criteria include (but are not limited to): improved adoption of persistent identifiers (such as ORCIDs and RORs); software and dataset linking; enriched metadata; and improved accessibility standards to support the needs of those with disabilities. The publisher contracts of SCOAP<\/span><span style=\"font-weight: 400;\">3<\/span><span style=\"font-weight: 400;\"> for each Phase are funded by financial contributions from partner countries, who each aim to contribute a \u2018fair-share\u2019 based on the publishing activity of their researchers in the SCOAP<\/span><span style=\"font-weight: 400;\">3<\/span><span style=\"font-weight: 400;\"> journals across the most recent two years of funded research articles. Accordingly, the GC was presented with the results of the most recent analysis to inform members of their respective fair share contributions for the upcoming Phase 4.\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">The GC was further presented with the results of the SCOAP<\/span><span style=\"font-weight: 400;\">3<\/span><span style=\"font-weight: 400;\"> for Books Program. The pilot program targeted the conversion of existing (backlist) textbooks and monographs, and resulted in the conversion of more than 85 titles to open access, all of which have been made available through their respective publisher websites and through a dedicated SCOAP<\/span><span style=\"font-weight: 400;\">3<\/span><span style=\"font-weight: 400;\"> collection on the <\/span><a href=\"https:\/\/library.oapen.org\/browse?type=collection&value=SCOAP3%20for%20Books\"><span style=\"font-weight: 400;\">OAPEN Library<\/span><\/a><span style=\"font-weight: 400;\">. The GC received a report on how open access availability has impacted the geographic use and visibility of the titles: the analysis showed that the content which was previously only available for reading at institutions in 14 countries, is now being accessed at over 160 countries with usage increasing by 10000%, following their conversion to open access (from a sample of 19 titles converted in open access by SCOAP<\/span><span style=\"font-weight: 400;\">3<\/span><span style=\"font-weight: 400;\">). In 2022 the GC voted to shift the focus of the program in future years towards supporting the publishing of born open access books. The SCOAP<\/span><span style=\"font-weight: 400;\">3<\/span><span style=\"font-weight: 400;\"> team reported that the 2023 offering has resulted in the funding of 19 titles. These books, selected by a panel of expert researchers, will be made available in the coming months, upon publication.\u00a0<\/span><\/p>\r\n<p><span style=\"font-weight: 400;\">Finally, the GC voted on the appointment of members to key governance positions.\u00a0 Stefan Hohenegger from CNRS in France was appointed as\u00a0 Chair of the GC for a three-year term beginning in January 2024. The GC further voted to\u00a0 add two new members to the Executive Committee of SCOAP<\/span><span style=\"font-weight: 400;\">3<\/span><span style=\"font-weight: 400;\">: Mehmet Mirat Sato\u011flu from ULAKBIM, T\u00fcrkyie, and Ji\u0159\u00ed Jir\u00e1t from the CzechELib National Centre, Czech Republic, each for a\u00a0 two-year term (twice renewable). Finally, on the completion of her three-year term as Chair of the GC, Clare Appavoo of CRKN in Canada, was warmly thanked by all the members for her many years of service to SCOAP<\/span><span style=\"font-weight: 400;\">3<\/span><span style=\"font-weight: 400;\">.
