QUINN AND COUNCIL MEMBER GALE BREWER</strong><br /> Re: ICANN Announcement to Expand Domain Offerings</p> <p>“Today, the Internet Corporation for Assigned Names and Numbers (ICANN) announced it will dramatically expand its domain offerings and will begin accepting applications for new domains in January 2012. Once approved, this will allow for the addition of a dot New York City suffix that will be operated by a private vendor and be made available to New York City businesses and residents.</p> <p>This is a fantastic opportunity for the New York City establishments that will now be able to secure their online presence with a top-level domain name, and for the City of New York, which will benefit from the millions of dollars in revenue dot NYC will generate.</p> <p>When I first proposed launching a New York City specific domain in my State of the City two years ago, it was because I saw the enormous potential for New York City businesses to carve out a place of their own on the Internet.</p> <p>With ICANN’s support, and the hard work of Department of Information Technology and Telecommunications Commissioner Carole Post, New York City Chief Digital Officer Rachel Sterne and former and present chairs of the Committee on Technology, Council Members Gale Brewer and Fernando Cabrera, today that potential has been realized.</p> <p>I applaud ICANN’s decision to increase the availability of new domains, and in doing so, allow New York City businesses the freedom to take control of their Internet presence.</p> <p>Dot NYC will reflect the locality that defines New York City and makes our vendors one of a kind. Local newspaper The Press Democrat <a href="http://www.pressdemocrat.com/article/20110607/ARTICLES/110609527">reports</a>:</p> <blockquote><p>The fiber optic network allows the company to offer Internet connections up to 1 gigabit per second, said Dane Jasper, co-founder and president of the company.</p> <p>“Speed will no longer be a factor,” Jasper said. “You’re completely connected.”</p> <p>The service will be available to about 60 homes on Florence Avenue in about a month, and will become available to an additional 640 homes by the end of the year, Jasper said.</p> <p>The fastest connection, which will be 1 gigabit per second, will cost $69.95 per month and include two phone lines and unlimited long distance calling. The company will also offer a 100 megabit per second connection for $39.95 monthly, which will include one phone line with unlimited long distance calling.</p></blockquote> <p>Nate Anderson recently <a href="http://arstechnica.com/tech-policy/news/2011/06/1gbps-fiber-for-70in-america-yup.ars">covered the story</a> in Ars Technica:</p> <blockquote><p>Jasper doesn’t think like a typical US Internet exec; in an interview last year, he made clear that his company tries to avoid artificial limits as a way to make more money. “The natural model when you have a simple duopoly capturing the majority of the market is segmentation: maximize ARPU [average revenue per user] by artificially limiting service in order to drive additional monthly spending. She was a Fulbright scholarship recipient and initiated the Kidz Connect program, which connects youth internationally via creative collaboration and theatrical performance in virtual worlds. Josephine also received a MacArthur Foundation award to co-found Fractor.org, which matches news with opportunities for activism. She currently teaches at the New School and is the live events producer for This Spartan Life, a talk show inside the video game Halo.</p> <p><strong>Carol Parkinson</strong>: The Evolution of Computational Art</p> <p>Carol Parkinson is the Executive Director of Harvestworks and has been involved in the programming and development of the organization since 1982. She is a founding member of TELLUS, the experimental audio series and continues to support and distribute experimental and innovative work in the digital media arts. Her primary interest is the development of new technological tools for art-making and the cultivation of a new aesthetic involving sound and image in the electronic arts.</p> <p><strong>Aram Sinnreich</strong>: MondoNet: Wireless Mesh Networking By the People, For the People</p> <p>Aram Sinnreich is an assistant professor at Rutgers University’s School of Communication and Information, and the author of the recent book “Mashed Up: Music, Technology and the Rise of Configurable Culture.” He has written about music, media and technology for The New York Times, Billboard, and Wired, has testified as an expert witness in several cases including the Supreme Court file sharing suit MGM vs. Grokster, and has offered his expertise as an analyst and consultant to hundreds of companies, from the Fortune 500 to fledgling startups, since 1997.</p> <p><strong>Jeremy Pesner</strong>: Behavior While Under the Influence (of Gaming)</p> <p>Jeremy Pesner graduated from Dickinson College in 2009 with a BS in Computer Science. The latter project is headed by Sascha Meinrath, director of the Open Technology Initiative at the New America Foundation, and has received $2 million in funding.</p> <p>From the story: </p> <blockquote><p>“We’re going to build a separate infrastructure where the technology is nearly impossible to shut down, to control, to surveil,” said Mr. Meinrath. “The implication is that this disempowers central authorities from infringing on people’s fundamental human right to communicate,” added.</p></blockquote> <p>and</p> <blockquote><p>The group’s suitcase project will rely on a version of “mesh network” technology, which can transform devices like cellphones or personal computers to create an invisible wireless web without a centralized hub. In other words, a voice, picture or e-mail message could hop directly between the modified wireless devices — each one acting as a mini cell “tower” and phone — and bypass the official network.</p> <p>Mr. Meinrath said that the suitcase would include small wireless antennas, which could increase the area of coverage; a laptop to administer the system; thumb drives and CDs to spread the software to more devices and encrypt the communications; and other components like Ethernet cables.</p></blockquote> <p>and</p> <blockquote><p>In addition to the Obama administration’s initiatives, there are almost a dozen independent ventures that also aim to make it possible for unskilled users to employ existing devices like laptops or smartphones to build a wireless network. One mesh network was created around Jalalabad, Afghanistan, as early as five years ago, using technology developed at the Massachusetts Institute of Technology. </p></blockquote> <p>Recent government internet shutdowns in the Middle East have spurred efforts. </p> <blockquote><p>That need is so urgent, citizens are finding their own ways to set up rudimentary networks. Mehdi Yahyanejad, an Iranian expatriate and technology developer who co-founded a popular Persian-language Web site, estimates that nearly half the people who visit the site from inside Iran share files using Bluetooth — which is best known in the West for running wireless headsets and the like. In more closed societies, however, Bluetooth is used to discreetly beam information — a video, an electronic business card — directly from one cellphone to another.</p> <p>Mr. Yahyanejad said he and his research colleagues were also slated to receive State Department financing for a project that would modify Bluetooth so that a file containing, say, a video of a protester being beaten, could automatically jump from phone to phone within a “trusted network” of citizens.
