Historically, this prophecy was fulfilled during the Assyrian and Babylonian exiles when the Israelites were scattered among foreign nations. The dispersion served as a divine judgment for their idolatry and failure to uphold the laws given at Sinai. This scattering is also a recurring theme in the prophetic books, such as Jeremiah and Ezekiel, where the prophets warn of the consequences of turning away from God.
