<p>2021年光伏发电实现无补贴平价上网，这里的“平价”，指的是光伏电价与当地燃煤发电标杆上网电价(青海为水电电价)保持一致，不需要国家进行补贴。事实上，已经有部分地区在光伏风电项目竞争性配置的过程中，将电价作为评分条件之一，也有部分地区对国家发改委、国家能源局发布的《关于做好风电、光伏发电全额保障性收购管理工作的通知》置若罔闻，擅自下调保障性收购小时数，强令风电、光伏项目参与市场化交易。</p> href="https://www.solarbe.com/topic/show-htm-itemid-1023.html" target="_blank" style="color:#1780C4">阳光电源</a>董事长<a href="https://www.solarbe.com/topic/show-htm-itemid-1024.html" target="_blank" style="color:#1780C4">曹仁贤</a>在2022年全国两会期间，提出了《关于尽快完善光伏发电上网电价形成机制的建议》。他表示，将煤电价格作为光伏电站上网电价是不科学的，有悖法律精神。他建议根据各地区光伏电站度电成本加合理收益核定新建项目保障性收购价格，每年核算1次，有重大变化适时核算调整，和各地煤电价格脱钩。同时他建议，尽快建立光伏电站储能系统价格机制，将储能成本纳入光伏电站保障性收购价格的成本核算中，稳定光伏电站投资回报率。</p> <p>曹仁贤分析指出，光伏电站成本与各地煤电价格无关，其度电成本，取决于光照强度、初始投资、息税及非技术成本。2020年下半年以来，多晶硅价格一路上涨，加之光伏产业链其他材料、设备涨价，另外光伏电站还普遍要求配置一定比例的储能系统用以辅助并网，增加了光伏电站的投资。总体看，光伏电站的发电成本增加了20%-25%，但上网电价执行各地燃煤基准价，普遍偏低，导致光伏电站投资回报率急剧下滑甚至亏本。他强调，将煤电价格作为光伏电站上网电价是不科学的，也有悖可再生能源法精神。</p> <p>光伏上网电价应该如何确定?曹仁贤提出，建议根据各地区光伏电站度电成本加合理收益核定新建项目保障性收购价格，每年核算1次，有重大变化适时核算调整，和各地煤电价格脱钩。同时，光伏电站所发电量全额保障性收购，合理利用小时数内电量，上网电价执行保障性收购价格，并确保当期发电价格20年不变，过合理利用小时数的电量可参与市场交易，由市场机制形成价格。</p> <p>针对现阶段要求光伏电站配置一定比例储能系统的规定，曹仁贤表示，从电网角度，这具有一定合理性，但是由于没有建立储能系统成本疏导机制，光伏电站上网电价也未体现储能辅助服务及可控容量等价值构成部分，导致光伏电站投资回报率急剧下降。</p> <p>为此，他建议，对于发电侧配置储能的项目，由各省电网公司根据当地电网情况，每年核定一次储能配置比例，价格主管部门每年核定一次储能成本价格，并将储能成本纳入光伏电站保障性收购价格的成本核算中;对于电网侧储能项目(或者共享储能项目)参照成本加合理收益的办法核定调峰、调频服务价格和利用率。</p> </div> </div>  <div class="glMsgBox"> <div
