space-y-4"> <p>注意！10月15日起本市国四柴油载货汽车S20外环高速以内道路限行</p><p>市交通委、市生态环境局、市公安局介绍，为持续改<a href="/c/Nn9W1.html" title="善本" style="text-decoration: underline;color: blue;">善本</a>市大气环境质量，进一步减少移动污染源排放，经市政府同意，自2024年10月15日起，本市将分阶段对国四柴油载货汽车实施道路限行政策。详见↓</p><p>一、自2024年10月15日起，全天禁止国四柴油载货汽车在本市S20外环高速以内的道路上（不含S20外环高速以及S20外环高速高架段投影下的地面道路）行驶。</p><p>二、自2025年10月15日起，全天禁止国四柴油载货汽车在本市G1503上海绕城高速范围以内的道路上（不含G1503上海绕城高速以及G1503上海绕城高速高架段投影下的地面道路）行驶。</p><p>三、自2026年10月15日起，全天禁止国四柴油载货汽车在本市辖区内的所有道路上行驶。</p><p>四、违反通行规定的，由本市公安交通管理部门根据《中华人民共和国道路<a href="/c/PR41M.html" title="交通安全" style="text-decoration: underline;color: blue;">交通安全</a>法》的有关规定依法处理。</p><p>五、本通告自2024年10月15日起施行。</p><p>政策问答</p><p>1. 本次限行政策主要对象有哪些？</p><div data-content='{"selector":"business-container-rtb"}'></div><p>答：本次限行政策主要针对国四标准柴油载货汽车。不区分营运和非营运车辆，对所有国四标准载货汽车均适用，包括悬挂外省市机动车号牌的车辆。</p><p>载货汽车指主要用于载运货物或牵引挂车的汽车，包括装置有专用设备或器具但以载运货物为主要目的的汽车；和由封闭式货车改装的，虽装置有专用设备或器具，但不属于专项作业车的汽车。</p><p>2.为何要实施国四柴油载货汽车限行政策？</p><p>答：随着国三柴油载货汽车实施全市限行，国四柴油车成为本市机动车污染排放的最主要来源。据统计，仅占全市机动车总量约3%的国四柴油车，其排放的NOx占到机动车排放总量的45%。</p><p>2022年，市委、市政府印发《关于深入打好污染防治攻坚战迈向建设美丽上海新征程的实施意见》，要求加快淘汰国四及以下排放标准柴油车。加快国四柴油车淘汰更新是推进本市空气质量持续改善的重要举措。</p><p>3.如何确定车辆的排放标准？</p><p>答：可登录https://info.vecc.org.cn/ve/index查询。</p><p>4.淘汰更新国四柴油载货汽车是否可以获得政府<a
