align="right"> <p>توقع خبراء زراعيون،اليوم الاحد، حدوث عجز في ايرادات نهري دجلة والفرات يزيد عن 43 بالمئة في العام 2015. <br/>وقال الخبراء "ان العراق يقع في منطقة جافة الى شبه جافة،بحيث لايزيد المعدل السنوي للامطار عن 200 ملم"،مشيرين الى "ان نصف مساحة العراق تقريباً منطقة صحراوية لايزيد التساقط المطري فيها على 50 ملم/السنة". <br/>واشار الخبراء الى "ان معظم ماتبقى من العراق يستفاد من تساقط يتراوح مابين 150 ـ 450 ملم/السنة،عدا بعض المناطق الجبلية المحدودة في الشمالي الشرقي من العراق التي يصل فيها التساقط الى نحو 1000 ملم/السنة". <br/>وبين الخبراء "ان وزارة الموارد المائية ترتبط بدرجة كبيرة بكمية الامطار والثلوج التي تتساقط في احواض الانهر الرئيسية (دجلة وروافده والفرات)،وكذلك بسياسة تشغيل السدود والخزانات المقامة في اعالي الانهر المشتركة في كل من تركيا وسوريا وايران ولاتوجد اتفاقية دولية لقسمة المياه بين العراق وهذه الدول ،ما يجعل الموارد المائية المتاحة للعراق متذبذبة من سنة الى اخرى،وتتدهور نوعيتها نتيجة الخزن وبسبب المياه الملوثة المصرفة اليها من مختلف الانشطة الصناعية والزراعية والاستخدامات البشرية". <br/>واكد الخبراء "ان العراق سيشهد مزيداً من النقص في الموارد المائية وتدني نوعيتها بعد استكمال تركيا مشاريعها الاروائية،حيث تسعى كل من تركيا وسوريا الى استزراع اكثر align="right">حذر الخبير العراقي في شؤون المياه طاهر حمد الهاشمي من تفاقم ازمة المياه في البـلاد بحدود عام الفين وستة عشر بسبب حصار الدول الاقليمية المائي والتجاهل الدولي لهذه القضية. <br/>واوضح الهاشمي أن العراق سيعاني من ازمة مياه حادة وغير اعتيادية في حال لو بقى الاهمال الحكومي والدولي لملف حصار الدول الاقليمية المائي غير المبرر. <br/>واضاف أن هناك دراسات علمية تشير إلى احتمالية جفاف نهري دجلة والفرات بنسبة احدى وسبعين بالمئة من نسبتهما المائية الحالية في ما استمرت كل من ايران وسوريا وتركيا في الحصار المائي الذي بدأ منذ سنوات. <br/>يذكر ان العراق قد حصل على موافقة منتدى التعاون العربي التركي الثالث على استضافة بغداد لتركيا وسوريا في اجتماع موسع لبحث موضوع المياه في إطار جامعة الدول العربية وسيتم تحديد الوقت المناسب لهذا الاجتماع بعد تشكيل الحكومة الجديدة.</p> </div> </div> <hr/> الباحثة في مركز دراسات الموصل بجامعة الموصل هناء جاسم الى ان واقع التعليم الابتدائي اليوم في العراق هو واقع مأساوي ومتردي على الرغم من ان العراق كان واحداً من الدول التي كانت تطبق أفضل الأنظمة التعليمية قبل عام 1991. </p> <p>وأضافت الباحثة الى ان أحداث ما بعد آب 2003 أثرت بشكل سلبي على جميع مرافق الحياة ومن ضمنها المجال التعليمي. </p> <p>وأوضحت الباحثة ان التلاميذ اليوم يعيشون مخاوف كثيرة حتى أثناء وجودهم داخل المدرسة أو ذهابهم اليها، فالتلميذ كما قالت، يعاني من ضغوطات نفسية عدة بسبب تردي الوضع الأمني والذي أثر بشكل واضح على التلاميذ وأسرهم وذلك من خلال حدوث اضطرابات نفسية وسلوكية تمثلت بالخوف والقلق من خلال سماع دوي الانفجارات اليومية والمصادمات الى جانب فقد الأحبة، أو ما يشاهده التلاميذ من مشاهد الإذلال والمعاناة من قبل القوات الأمريكية أثناء المداهمات الليلية، فأصبح التلميذ وفقاً لتلك الأوضاع منشغل بالتأثيرات والأشياء المرتبطة بخوفه وقلقه أكثر من تركيزه واهتمامه بالأشياء المرتبطة بالتعلم، وهذا له تداعياته الخطيرة على التلميذ في عدم الرغبة والاستعداد للتعلم ومن ثم حصول انخفاض في مستواه الدراسي. </p> <p>ولفتت الباحثة كذلك الى حال الكادر التعليمي والضغوطات النفسية المتزايدة التي يتعرضون لها أسوة بطلبتهم، والتي تنعكس سلباً على المعلم في طريقة تعامله مع التلاميذ وأدائه لواجباته. </p> <p>كما أشارت الى ان كثير من المدارس اليوم تعاني من ضعف كفاءة الإدارات المدرسية الى جانب افتقارها الى المتطلبات الأساسية التي يجب توافرها لتقديم مستوى تعليمي جيد ومنها الازدحام الشديد في الصفوف والذي يشعر التلاميذ بالضيق والانزعاج الأمر الذي يقلل من فاعلية التلاميذ علمياً. </p> <p>كما نبهت الباحثة الى وجود عوامل مادية أخرى ممثلة بمستوى الإضاءة، ودرجة الحرارة، وطبيعة الأثاث المستخدم في غرفة الصف، والتي تكون في كثير من الأحيان غير مريحة، أو مقاعد مكسورة، يضاف الى ذلك ما تعانيه أغلب المدارس من تحطيم نوافذها، وأبوابها، بسبب اضطراب الأوضاع الأمنية، فضلا عن قلة أو نقص في توفير المستلزمات الدراسية ومنها الكتب والقرطاسية. </p> <p>كما لفتت الباحثة الى الظروف الأسرية المحيطة بالتلميذ والتي يمكن ان تنعكس على مستواه الدراسي واكماله للدراسة، نتيجة للظروف الاقتصادية الصعبة لبعض الأسر بسبب فقدان المعيل او البطالة أو فقدان الوظائف التي كانت تعمل بها سابقاً بعد إلغاء مؤسسات الدولة بعد 2003.</p> <p>واستنتجت الباحثة ان هذه الأوضاع حتمت على بعض الأسر دفع أبنائها للاتجاه نحو العمل وترك الأطر القانونية التي تنظم تقاسم المياه بالنسبة لكل من تركيا وسوريا والعراق، قد أضر بالعراق بشكل كبير. <br/>من جهته، أوضح مدير دائرة الماء في كربلاء حيدر عبد العباس أن نسب الملوحة قد ارتفعت في الأنهار العراقية بشكل واضح بسبب التلوث الناجم عن قلة واردات المياه من دولة المصب. <br/>مدير مركز الفرات للتنمية والدراسات الإستراتيجية أحمد باهض تقي دعا الجهات المعنية إلى إناطة قضية المياه بمهام مجلس التعاون decided to cut by half the number of items in state food aid parcels – something that could affect roughly half the population, according to the Trade Ministry. </p> <p>In future, parcels would contain only flour, rice, sugar, cooking oil and milk. </p> <p>“The food rationing system has become a burden on the budget,” Deputy Trade Minister Waleed al-Hilo told IRIN. About US$3 million has been allocated to the Trade Ministry for state food aid – half the sum requested, he said. </p> <p>“These allocations are not enough to keep the system running until the end of the year because of an increase in prices… So we decided to focus our attention on the most important items,” he said, adding that they would continue to distribute some of the soon-to-be omitted items for several months while stocks lasted. </p> <p>The move comes just a few weeks after a <a href="https://web.archive.org/web/20130126174513/http://www.irinnews.org/Report.aspx?ReportId=88041" class="external" target="_blank">decision to exclude</a> from state food aid distribution lists those considered to be better off. </p> <p>Iraq’s food rationing system, known as the Public Distribution System (PDS), was set up in 1995 as part of the UN’s oil-for-food programme following Iraq’s invasion of Kuwait in 1990, but it has been crumbling since 2003 due to poor management, insecurity and corruption, a senior official said. </p> <p>Monthly PDS parcels have hitherto been supposed to contain rice (3kg per person); sugar (2kg per person); cooking oil (1.25kg or one litre per person); flour (9kg per person); milk for adults (250g per person); tea (200g per person); beans (250g per person); children’s milk (1.8kg per child); soap (250g per person); detergents (500g per person); and tomato paste (500g per person). </p> <p>Many people are shocked by the latest move. </p> <p>“As a construction worker, I don’t have a steady daily or monthly income. I’m highly dependent on government aid for food and non-food items,” said Kahalf Hamid Dawood, 52, from Sadr City in east Baghdad. </p> <p>He explained that by selling some of the food items he did not need, he was able to earn a little extra money. “The government must compensate poor people with money so that they can buy what they need. align="right"> <p>قررت الحكومة العراقية تخفيض عدد المواد التي تتضمنها سلة المساعدات الغذائية وهو ما قد يؤثر على حوالي نصف سكان البلاد، وفقاً لوزارة التجارة. وستتضمن السلة في المستقبل الدقيق والأرز والسكر وزيت الطبخ والحليب فقط. </p> <p>وفي هذا السياق، أفاد وكيل وزارة التجارة، وليد الحلو، أن "نظام المساعدات الغذائية بدأ يثقل كاهل ميزانية الدولة". وأوضح أنه قد تم تخصيص حوالي 3 ملايين دولار لوزارة التجارة من أجل تمويل نظام المساعدات الغذائية، وهو نصف المبلغ المطلوب فقط.</p> <p>وأضاف أن هذه "المخصصات لا تكفي للمحافظة على سير نظام التوزيع حتى نهاية العام بسبب ارتفاع أسعار المواد الغذائية…لذلك قررنا التركيز على أكثر المواد أهمية". وأضاف أن الوزارة ستواصل توزيع بعض المواد المقرر حذفها لأشهر عدة إلى أن ينتهي مخزونها. </p> <p>وتأتي هذه الخطوة بعد أسابيع قلية من <a href="https://web.archive.org/web/20130126174513/http://arabic.irinnews.org/ReportArabic.aspx?SID=1846" target="_blank" class="external">قرار استثناء</a> الأشخاص الميسورين من لوائح التوزيع. </p> <p>وكان نظام توزيع المساعدات الغذائية قد أنشئ عام 1995 ضمن برنامج الأمم المتحدة للنفط مقابل الغذاء إثر اجتياح العراق للكويت عام 1990. ولكنه ظل يواجه صعوبات منذ عام 2003 بسبب سوء الإدارة وانعدام الأمن وانتشار الفساد، حسب تصريح مسؤول رسمي. </p> <p>وكان من المفترض أن تشمل الحصة الغذائية الشهرية للشخص الواحد: الأرز (3 كلغ) والسكر (2 كلغ) وزيت الطبخ (1.25 كلغ أو ليتر واحد) والدقيق (9 كلغ) والحليب المخصص لاستهلاك الكبار (250 غرام) والشاي (200 غرام) والبقوليات (250 غرام) ومسحوق حليب الأطفال (1.8 كلغ) والصابون (250 غرام) ومواد التنظيف (500 غرام) ومعجون الطماطم (500 غرام).</p> <p>وقد شكل القرار الأخير صدمة للعديد من الناس، حيث قال خلف حامد داوود، البالغ من العمر 52 عاماً من مدينة الصدر شرق بغداد: "كعامل بناء، لا أملك دخلاً يومياً أو شهرياً. أنا أعتمد بشكل كبير على المساعدات الحكومية للحصول على المواد الغذائية وغير الغذائية".</p> <p>وقال داوود أنه يكسب القليل من المال الإضافي من خلال بيع بعض المواد الغذائية التي لا يحتاج إليها. وأضاف قائلاً: "يجب على الحكومة تعويض الفقراء ببعض المال حتى يتمكنوا من شراء المواد الني يحتاجون إليها. فتقليص السلة الغذائية سيزيد من العبء الذي نعاني منه".</p> <p><a ministry officials warned that this summer Irak would endure a drought even worse than those of the last few years. They said that despite commitments not to obstruct water flows that Turkey and Syria continue to obstruct the flow of water in the Tigris and Euphrates rivers.  The Water Ministry Officials said that despite the fact that Turkey and Syria have experienced heavy rain and snowfalls this winter that the flows they are permitting downstream are "negligible".</p> <p>The ministry warned that water levels in Haditha Dam and Al Habbaniya Lake were very low and that the quantity of water being released on the Syrian-Iraki border region is 250 cubic meters per second or less which is half the of residential units for 3,000 Arab families forced out of their homes in the predominantly Kurdish town of Khanaqin (in the northeastern part of the province) after the 2003 US-led invasion. </p> <p>“I see no solution to the existing Arab-Kurd dispute, but it [the project] will further set the stage for more complications,” Saleem Jabir Hassan, a Baghdad-based analyst with The Peace Journal, a local weekly, told IRIN. </p> <p>He said the move could lead to increased tension between Arabs and Kurds. “If this works then it will encourage other areas to do the same, and maybe it will culminate in forcing Arab families to move to such complexes.” </p> <p>However, some analysts, like Munaf Abdullah Qassim, a lecturer at the University of Karbala, welcomed the move. </p> <p>“There was Arabization in all Kurdish areas… There must be a fair solution for those Kurds who lost their homes and land, and help must be given to Arabs to help them find other places… This is one of the solutions,” Qassim said. </p> <p>The Diyala authorities were recently approached by some Swiss companies to build 3,000 residential units for poor families in the province. </p> <p>We accepted the offer and allocated land for the project, Diyala Governor Abdul-Nassir Al-Mahdawi told IRIN. </p> <p>He said priority would be given to some 3,000 displaced Arab families forced from their homes in Khanaqin by Kurds who said the town should be part of their northern self-ruled region of Kurdistan. </p> <p>Khanaqin is predominantly Kurdish, while most people in Diyala Province are Arabs. </p> </p> <h3>“Arabization” policy </h3> <p>As part of its “Arabization” policy, Saddam Hussein’s regime drove tens of thousands of Kurds and non-Arabs from northern areas in the 1980s and 1990s, replacing them with Arabs from the impoverished south. </p> <p>The Norwegian Refugee Council’s Internal Displacement Monitoring Centre (IDMC) said in a <a href="https://web.archive.org/web/20130126174513/http://www.internal-displacement.org/8025708F004BE3B1/(httpInfoFiles)/B0DB25F7122F4390C12576DC003B49AF/$file/Iraq_Overview_Mar10.pdf" class="external" target="_blank">4 March report</a> that after 2003 thousands of displaced Kurds, Turkomans and others began returning to the north, and Arabs were forcibly displaced. </p> <p>According to a <a href="https://web.archive.org/web/20130126174513/http://www.internal-displacement.org/8025708F004CE90B/(httpDocuments)/84B66500639FB3C9C12576CF003ACAED/$file/0216_iraqi_displacement.pdf" class="external" target="_blank">November 2009 report</a> by The Brookings Institution – University of Bern Project on Internal Displacement entitled Resolving Iraqi Displacement: Humanitarian and Development Perspectives – before the 2003 conflict the displaced were estimated at one million, two-thirds in the north, and a third mainly in the south. </p> <p>“There was a demographic change when some tribes were brought by Saddam Hussein to Khanaqin to Arabize it. Since 2003 the Kurds have forced them out of their homes and they are living now in [former military] camps and abandoned government buildings,” Al-Mahdawi said. </p> <p>Meanwhile, observers have وتدهور التربة مسؤولية الجميع”، حضرتها وكالة (أصوات العراق). <br/>وألقى أستاذ علم التربة في كلية الزارعة والغابات في جامعة الموصل جاسم خلف شلال محاضرة استعرض خلالها صورة وهو يقف على تل من رمال متحركة غطت احد المنازل في قرى المحافظة، وقال إن “ناقوس خطر التصحر يطرق باب محافظة نينوى وبقوة فانتبهوا”. <br/>وأوضح شلال لوكالة (أصوات العراق) أن “مشكلة التصحر في محافظة نينوى بدأت تأخذ ابعادا خطيرة جدا، لاحظنا الفترة الأخيرة ازدياد عدد العواصف الترابية بفعل انحسار الأمطار وتفكك التربة والرعي الجائر وعوامل اخرى، وهذا ما اعتبره ناقوس خطر بدأ يطرق أبواب المحافظة”. <br/>ودعا إلى “ضرورة وضع خط كاملة بين دوائر الزراعة والبيئة والري والتربية من اجل ايقاف التصحر والحد من خطورة هذه المشكلة، فكثير من الدول المتقدمة ودول الجوار بدأت باستخدام تقنية الاستشعار عن بعد لمراقبة هذه المشكلة وتحدي أبعادها، ويجب العمل على ذلك في العراق”. <br/>وأضاف أن “المناطق المحيطة بمحافظة نينوى وهي البعاج وتل عبطة والحضر تعد من الأحزمة للمحافظة التي تمنع مثل هذه المشاكل، والكثير من العوائل هجرت مساكنها إلى داخل مدينة الموصل، لأن الكثبان والتلال الرملية غطت قراهم، وهذا يعد عبء اجتماعي على المحافظة، ويجب ايقاف هذه المشكلة لأنها في الامس كانت في قضاء بيجي واليوم في تل عبطة ولا نستبعد غدا أن تكون داخل مدينة الموصل”. <br/>وأشار شلال إلى أن “نحو 70% من الاراضي الزراعية في العالم وربع سكان العالم يعانون من مشكلة التصحر، وفي العراق فإن نسبة التصحر اصبحت خطرة، و94% من الأراضي معرضة إلى درجات مختلفة من التصحر”. <br/>فيما قال عميد الكلية ناهل محمد علي، لوكالة ( أصوات العراق) إن “التصحر يعد من المشاكل البيئية التي لها انعكاسات اقتصادية واجتماعية مقعدة ومتداخلة، ويحدث بتأثير العديد من العوامل أهمها الطبيعية وتشمل التغيرات المناخية، والبشرية من خلال تلوث البيئة”. <br/>وأضاف أن “التصحر يدهور الأراضي الزراعية ويخفض إنتجاها كماً ونوعاً دون الحد الاقتصادي مما يساهم في زيادة اسعار المنتجات الزراعية وعدم مقدرة الشعوب الفقيرة على اقتناء غذائها ويؤثر على القرار السياسي للدول”. <br/>من جانبه، قال الأستاذ بكلية الزراعة والغابات توفيق بشير سلمان، لوكالة (أصوات العراق) “تعقد هذه الندوة حول موضوع التصحر الذي هو مسؤولية الجميع، وتخللت الندوة جلستين قدم فيها 16 باحثا ومختصا بجامعة الموصل ومن خارج الجامعة ثمانية بحوث انتقلوا فيها من طور إلى آخر”. <br/>وأوضح أن الهدف من الندوة هو “الحصول على توصيات واقتراحات للنهوض بواقع التصحر الذي تعاني منه الاراضي في العراق خصوصا والوطن العربي عموما نتيجة التغييرات البيئية والمناخية، والسلوك السيء للإنسان في الرعي او التحطيب”. <br/>ولفت إلى أن “محافظة نينوى هي من المحافظات الأساسية التي تعاني من هذه المشكلة لأنها تقع على حافة المناطق التي تعاني من التصحر، وأدت هذه المشكلة إلى نزوح العديد من العوائل، إضافة إلى أن الكثبان الرملية قطعت العديد من الطرق الخارجية خصوصا بين الموصل وبغداد”. <br/>إلى ذلك، قال الاستاذ في قسم البستنة والحدائق جاسم السعيدي لوكالة (أصوات العراق) إن “مصادر المياه كثيرة منها السواقط الأمطار والثلوج والندى والمياه الجوفية”. <br/>وبين أن “استغلال المياه الجوفية في المناطق الصحراوية بكثرة يؤدي إلى اندثارها، والاقتصاد والاستغلال الامثل للاراضي وعدم زراعتها بمحاصيل مجهدة تتطلب مياه كثيرة”. <br/>ودعا السعيدي إلى “زراعة نباتات ذات مجموع خضري قليل واستخدام وسائل الري الاقتصادية مثل الري بالتنقيط”. <br/>وشهد العراق في السنوات الاخيرة ازديادا في العواصف الترابية صيفا، وكذلك زيادة المساحات الزراعية غير الصالحة للزراعة بسبب مشكلة التصحر href="https://web.archive.org/web/20130126174513/http://www.irinnews.org/Report.aspx?ReportId=87849" class="external" target="_blank">IRIN</a>) – A government move to exclude a number of prominent Sunni candidates from national parliamentary elections on 7 March could re-ignite sectarian violence and create a new humanitarian crisis in the war-torn country, according to some analysts. </p> <p>“Iraq is on the verge of another humanitarian crisis if the current political situation continues to worsen between the political parties or between Sunnis and Shia over participation in the coming elections,” Mohammed Abdul-Aziz Jassim, a political sciences lecturer at the University of Anbar, told IRIN. </p> <p>“Almost all Iraq’s humanitarian challenges since 2003 [when the US-led invasion began], such as displacement, poor public services and social problems, are the result of the political and sectarian strife that led to a deteriorated security situation,” he said. </p> <p>In mid-January, a committee tasked by the government to prohibit former members of Saddam Hussein’s disbanded Baath Party from government jobs decided to exclude 511 Sunni and Shia candidates from the polls. </p> <p>Although the majority of those on the list are reportedly Shia, they do not have the political clout or tribal standing that the barred Sunnis have, analysts say. </p> <p>Sunnis are particularly angered that prominent Sunni lawmaker Salih Al-Mutlak is among those excluded. Al-Mutlak’s involvement in the political process was instrumental in turning the tide against the insurgency, say analysts. </p> <p>Jassim warned that banning candidates “will widen this [sectarian] divide as each party will rely on violence to control as much as it can on the ground if it is excluded from the elections”. </p> <p>Maan Khudhir Ali, a Baghdad-based analyst and researcher on social affairs at the University of al-Mustansiriyah, said the exclusion would “weaken the next government” as it would devote much of its time to appeasing aggrieved parties. </p> <p>"If the exclusion goes as scheduled before the elections the next government’s priority will be how to find ways to satisfy the angry political parties and not how to find the best ways to offer services and help displaced families return to their homes," Ali said. </p> <h3>Humanitarian challenges </h3> <p>Since 2003, Iraq has faced a number of humanitarian challenges, key of which has been the millions of people forced to flee their homes, whether within the country as internally displaced persons (IDPs) or abroad as refugees to neighbouring countries such as Syria and Jordan. </p> <p>The vast majority of displacement occurred after the 2006 bombings of a Shia shrine by Sunni militants, according to the UN Refugee Agency (<a href="https://web.archive.org/web/20130126174513/http://www.unhcr.org/cgi-bin/texis/vtx/page?page=49e486426" class="external" target="_blank">UNHCR</a>). </p> <p>The country has been ravaged by bouts of sectarian violence ever since, which has had a debilitating impact on the country’s infrastructure and efforts to rebuild it; the provision of basic services and access to them; and the state-run food distribution food system, which <a href="https://web.archive.org/web/20130126174513/http://www.irinnews.org/Report.aspx?ReportId=87643" class="external" target="_blank">has deteriorated</a> because of insecurity, poor management and corruption. </p> <p>As violence began to ebb in early 2008, many IDPs and refugees returned to their areas of origin. <a href="https://web.archive.org/web/20130126174513/http://www.unhcr.org/cgi-bin/texis/vtx/page?page=49e486426" class="external" target="_blank">According to UNHCR</a>, some 300,000 IDPS and 80,000 refugees returned in 2008 and 2009. </p> <p>International aid agencies and local and foreign NGOs also began resuming work in Iraq after insecurity had forced them to suspend their operations. </p> <p>“We have been building on this little security development Iraq has witnessed over the past short period of time, which in turn has a positive effect in the humanitarian field,” a representative of a foreign NGO who recently resumed work in five provinces said on condition of anonymity. </p> <p>“Any deterioration in the political arena could pose a major blow to these developments and bring a
