These systems provide a wealth of data and insights for tackling environmental challenges, driving scientific discovery, and supporting informed decision-making across numerous sectors.</p> <h3 class="wp-block-heading"><strong>What are earth observation solutions?</strong></h3> <p>EOS encompass a wide array of technologies, including:</p> <ul class="wp-block-list"> <li>Remote sensing through satellites and aerial imagery: acquiring visual and other sensor data that covers vast regions, enabling monitoring of changes in land use, natural disasters, and urban development.</li> <li>Ground-based sensor networks: Gathering real-time data on factors like air quality, soil moisture, and weather patterns.</li> <li>Geospatial data and analytics: Delivering sophisticated tools for interpreting, processing, and visualizing complex Earth-related information.</li> <li>Sensor data: Includes synthetic-aperture radar (SAR), LiDAR, and other sensor equipment and imaging technologies to gather information and provide analytics.</li> </ul> <h3 class="wp-block-heading"><strong>EOS in practical applications</strong></h3> <p>EOS offer agencies various uses, including meeting public safety needs, enhancing military operations, and helping to predict and analyze natural disasters. </p> <p><em>Managing flood risks</em><br>A federal agency responsible for flood risk management can use EOS to create and update floodplain maps. </p> <p>High-resolution satellite imagery helps identify changes in land cover and elevation, which is crucial for mapping floodplains. LiDAR provides detailed three-dimensional data of the Earth’s surface, which supports floodplain modeling. Geographic Information Systems help integrate various data sources to create floodplain maps and visualizations. </p> <p>Improved maps lead to better-informed decisions regarding flood insurance, building regulations, and community planning. Communities can develop targeted mitigation strategies and evacuation plans based on accurate flood risk information. These strategies can reduce flood damage and the impact of future floods.</p> <p><em>Improving agricultural practices</em><br>EOS help support sustainable agricultural practices and optimize resource management. Satellite imagery and sensor data can provide insights into crop health, soil moisture, and land use patterns. SAR can map crop types and track their growth. This helps improve farm efficiency, allowing farmers to optimize resource allocation (water and fertilizer) based on real-time data on crop health and soil conditions.</p> <p><em>Monitoring endangered species</em><br>EOS can help track endangered species and protect their habitats. High-resolution satellite imagery and aerial photography can monitor wildlife populations, habitat changes, and potential threats. Remote sensing data can track animal movement patterns and identify critical breeding and feeding grounds.</p> <p>Using geographic information software, EOS can integrate various data sources to create habitat maps and support conservation planning. These efforts support species conservation efforts. Access to this real-time data allows for targeted interventions to protect endangered species and their habitats.</p> <p>These case studies showcase the versatile nature of earth observation solutions and their profound impact across various federal agencies, contributing to environmental protection, resource management, public safety, and scientific advancement.</p> <h3 class="wp-block-heading"><strong>GSA’s role in streamlining EOS acquisition</strong></h3> <p>GSA’s Multiple Award Schedule provides a centralized platform for government agencies to procure EOS products and services from pre-vetted vendors. GSA makes it easier for agencies to acquire earth observation products, services, and solutions by grouping geospatial data, knowledge, and analytics under one MAS Special Item Number. Currently GSA works with <a href="https://www.gsaelibrary.gsa.gov/ElibMain/sinDetails.do?scheduleNumber=MAS&specialItemNumber=541370GEO&executeQuery=YES">91 EOS vendors</a> to provide services to agencies. This contract empowers agencies to streamline acquisitions, achieve mission success, and realize taxpayer savings by using small businesses both at home and abroad.</p> <p>In one great example, the 8(a) STARS III team recently tapped into its OCONUS pool of 8(a) businesses to get IT support services for the U.S. Embassy in Baghdad and its consulate in Erbil, Iraq. This operation underscores 8(a)STARS III’s far-reaching impact as well as the essential role GSA plays in delivering technology solutions to even the most challenging environments.</p> <p>We’re committed to building a diversified, capable, and high-performing federal IT landscape. 8(a) STARS III shows how collaboration among GSA, federal agencies, and small businesses drives innovation and strengthens government missions across the globe.</p> <h3 class="wp-block-heading"><strong>IT For the State Department</strong></h3> <p>We worked closely with the Department of State (State) on a mission-critical 8(a) STARS III task order. This took hard work and coordination among the U.S. Embassy, State, several GSA teams, and various industry partners. </p> <p>We conducted a GSA <a href="https://buy.gsa.gov/mras?tab=customer">Market Research As a Service (MRAS)</a> request that notified industry that State needed unique location-specific services. One service required the selected contractor to have an Iraq Business License, which MRAS helped identify. This requirement usually takes several months and existing personal connections within the Iraqi government.<br><br>This task order has a lifetime value of more than $55 million and secures services for State for up to four years.</p> <h3 class="wp-block-heading"><strong>Empowering small IT service providers</strong></h3> <p>Small businesses are a critical part of America’s marketplace. They support the U.S. economy, create jobs, and spark innovation within both the private and public sectors.<br><br>With multiple federal agencies, GSA is committed to providing opportunities and development for these firms through innovative contract solutions. </p> <p>8(a) STARS III has a current value of more than $6 billion, awarding over 1,100 contracts, the most ever on a GSA STARS GWAC. The goal was to consolidate best-in-class terms into a universal term sheet that agencies could apply to any government buying vehicle. With best-in-class terms and enhanced cybersecurity standards, all government agencies, large and small, would benefit from the U. S. government’s size and weight, and avoid the inefficiencies of negotiating certain contract terms at each procurement. The process was designed to be collaborative, both across the government and with Microsoft, to generate efficiencies for all parties.</p> <h3 class="wp-block-heading">Comprehensive due diligence and preparation</h3> <p>After reviewing Microsoft contracts from each of the 24 Chief Financial Officers (CFO) Act agencies, the ITVMO compiled a list of 150+ contract terms and conditions worthy of standardization due to their varying language and benefits. ITVMO also performed an extensive price analysis that revealed substantial variance in pricing from resellers due to factors not always driven by “size of the prize.”</p> <p>These contractual and price variances revealed an opportunity to capitalize on identified flexibilities, establishing best-in-class contract elements to apply to all government contracts.</p> <p>With every CFO Act agency participating, the ITVMO hosted a Civilian Services Acquisition Workshop (C-SAW). Over two days, the group collaboratively concentrated the original list of terms and price reduction concepts down to 24. These 24 items comprised the foundation of the GMAS initiative.</p> <h3 class="wp-block-heading">Partnership with Microsoft</h3> <p>Over the course of several months, the ITVMO, Office of Management and Budget, and Microsoft’s Federal Division discussed the government’s requests and proposed additional ways to establish a strategic partnership. </p> <p>The teams walked through each item to understand the specific requests and the underlying challenges. Stakeholders from Cybersecurity and Infrastructure Security Agency (CISA) engaged with Microsoft’s cybersecurity teams to discuss the critical security elements and standards that GMAS aimed to achieve. </p> <p>Recently, the government provided a detailed compendium of solutions for Microsoft to formally consider at the corporate level, as many of the items require updates to long-standing corporate policies. Considerations and discussions on the original 24 challenges are ongoing as of October 2024.</p> <h3 class="wp-block-heading">Looking ahead</h3> <p>Microsoft has committed to working with the ITVMO to advance the initiative’s progress. We will continue to work with Microsoft to finalize a path forward. Throughout the project, Microsoft has acknowledged how implementing consistency across contracts between agencies and resellers would improve its performance as a product and service provider. </p> <p>Having spent the last six months working with Microsoft, the government is pleased with the emerging alliance. Clearly, both sides value the other as a critical partner, as demonstrated by the willing collaboration of the GMAS effort. The government is confident that this project will yield unprecedented success and pave the way for more strategic endeavors with other critical IT industry partners.</p> <p>The GMAS initiative is truly a first-of-its-kind effort to solidify the government as “one customer” in the eyes of a critical industry partner. Meet GSA’s satellite solutions.</a></h3> </header><!-- .entry-header --> <div class="entry-content"> <h3 class="wp-block-heading">Problem: Meeting the need for reliable and flexible connectivity</h3> <p>The digital landscape and the federal IT market are extremely fast-paced and ever-evolving; federal agencies require robust, flexible, and reliable connectivity solutions to maintain their operations seamlessly, regardless of location. Even more critical are remote or emergency situations where traditional broadband solutions may fall short. Many agencies face such challenges, needing reliable connectivity for maritime and remote operations. This is one way GSA’s goals of simplifying federal procurement processes helps ensure agencies get what they need and deliver for the American people.</p> <h2 class="wp-block-heading">Solution: Leveraging Low Earth Orbit (LEO) satellites through EIS</h2> <p>LEO satellites’ recent innovations have made them more affordable and accessible. Closer to Earth than traditional geostationary satellites, LEO satellites offer faster response times and more reliable data exchange, both essential to maritime and remote operations.</p> <p>One great example hits close to home. GSA is also our customer, and the agency uses our solutions. My team collaborated with GSA’s Chief Information Officer to integrate LEO satellite services as part of their Software Defined – Wide Area Network solution to provide high speed connectivity for remote locations, as well as alternate connectivity in a potential emergency situation. Working through the <a href="http://gsa.gov/node/87099">Enterprise Infrastructure Solutions</a> contract vehicle, we helped the organization get the necessary equipment and services. This partnership shows how GSA’s EIS can transform modern IT solutions.</p> <p><strong>“We’re focused on providing a secure, forward-leaning work environment where we can accomplish our mission regardless of location or emergency situation</strong>,” said Erika Dinnie, associate CIO at GSA’s Office of Digital Infrastructure Technologies. </p> <p>“<strong>We streamlined our network, eliminated bottlenecks, incorporated software-defined networking to simplify network management, and implemented a zero trust security posture.”</strong></p> <h2 class="wp-block-heading">Enhanced operational efficiency and real-time data exchange</h2> <p>By deploying a SD-WAN that includes LEO satellite services, agencies can revolutionize their operations, allowing for cost-effective, real-time data exchange from remote, airborne and maritime locations. This enhances GSA’s ability to efficiently monitor and respond to environmental changes and emergencies. We honor you today and every day.</p> <h3 class="wp-block-heading">GSA partners with Veterans</h3> <p>GSA remains committed to championing Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) in the federal IT space. Through ITC’s Multiple Award Schedule – IT (MAS-IT), as well as the Veterans Technology Services 2 (VETS 2) and 8(a) STARS III Governmentwide Acquisition Contracts (GWAC), we are proud to offer opportunities for hundreds of SDVOSBs who bring specialized expertise to federal IT solutions.</p> <p>Notably, while SDVOSBs have a range of opportunities across the federal marketplace, VETS 2 continues to be the government’s only GWAC exclusively reserved for Service-Disabled Veteran-Owned firms.</p> <p>In FY 24, the VETS 2 team raised the contract ceiling by $1.1 billion, bringing it to a total of $6.1 billion. This boost ensures the future of the VETS 2 GWAC. It also strengthens the federal government’s ability to achieve its socioeconomic goals by providing expanded opportunities for SDVOSBs in the IT sector through this Best-in-Class (BIC) contract vehicle. </p> <p>With this new capacity, federal agencies now have access to up to $1.1 billion in new contract awards, reaffirming GSA’s commitment to supporting SDVOSBs. </p> <p>As of September 2024, VETS 2 has seen more than 230 task orders awarded, with over $1.95 billion in obligated sales and a total estimated sales value exceeding $3.8 billion.</p> <p>The VETS 2 team has been hard at work training government agencies to use VETS 2, with more than 3,000 customers trained so far. You can access that video <a href="https://www.youtube.com/watch?si=dE4zPJw_Ct5BUxdE&v=k7uqCMfxSuY&feature=youtu.be">here</a>.</p> <h3 class="wp-block-heading">SDVOSBs bringing real mission impact</h3> <p>Last year at this time, I shared <a href="https://gsablogs.gsa.gov/technology/2023/11/09/acknowledging-our-veterans-their-contributions-to-the-it-category/">several examples</a> of the great work of our Veteran partners. I’m happy to bring a fresh one this year:</p> <p>GSA’s Assisted Acquisition Services recently awarded a $256M order on behalf of a DoD agency against VETS 2 to provide IT support services to encompass all U.S. Special Operations Command (USSOCOM). Through these IT support services, the SDVOSB will fill the agency’s need to provide the personnel, services and supplies necessary to provide IT support services to all USSOCOM, both CONUS and OCONUS.</p> <h3 class="wp-block-heading">Veterans drive forward</h3> <p>Our dedication to SDVOSBs goes beyond our current contracts. GSA repeatedly hears customers say that they want and need an acquisition vehicle that addresses cloud-specific technologies and requirements, offers a less complicated way to buy them, and provides standardized security and data management features.</p> <p>The Ascend Blanket Purchase Agreement (BPA), to complement GSA’s Multiple Award Schedule Cloud SIN 518210C, will meet the government’s demand for more comprehensive, secure and compliant cloud-based solutions. It allows GSA to develop a solution for federal, state, local, tribal and territorial governments that will make buying cloud less complicated.</p> <p>With Ascend, GSA delivers what agencies are looking for:</p> <ul class="wp-block-list"> <li>Security requirements: Cybersecurity and interoperability requirements, regulations and standards are extremely challenging to navigate. Ascend will include recently updated standards on supply chain risk management (SCRM) and cyber SCRM (C-SCRM). It will provide access only to FedRAMP– or Department of Defense Cloud Authorization Services (DCAS)– authorized cloud solutions. Ascend will make it easier for agencies to comply with cybersecurity mandates.</li> <li>Data ownership and portability: Ascend establishes the requirement that agencies own their accounts and data, and cloud service providers (CSPs) have to make the data portable in case the agency wants to move it.</li> <li>Standardized reporting: Customers require visibility into financial information for contract administration, cost control, chargeback and budget management/forecasting (i.e., FinOps). Ascend offers standardized reporting of this information.</li> <li>Subject matter expertise: Leaders need to ensure that contracted technical personnel have knowledge, skills, abilities, taskings and mindsets for cloud services, not just general IT skills. Ascend is built on the Cloud SIN 518210C, which accounts for specific cloud technologies and cloud-related IT professional services.</li> <li>Compliance: Federal agencies must comply with constantly updating executive orders, OMB memos, acquisition laws and policy targets. Ascend has these complex requirements built in upfront to reduce agencies’ risks and ensure compliance.</li> <li>Ease of ordering: Customers across government need access to a catalog of cloud services under a single acquisition solution to promote flexibility, agility and continuous injection of emerging technologies. Catalogs are standardized at the BPA level to make it easier for customers to compare services and associated prices.</li> </ul> <h3 class="wp-block-heading">Industry input, implemented</h3> <p>We’re closer to releasing a final solicitation of Ascend Pool 1, which covers the basic BPA requirements and Infrastructure as a Service/Platform as a Service requirements through three subpools. We recognize how important your invaluable feedback is through your responses to our requests for information, draft performance work statement and the draft solicitation. We heard you! We carefully balanced your feedback against agencies’ needs to be able to buy and manage cloud effectively.</p> <p>As a result of your feedback, we’ve changed some of the BPA requirements:</p> <p>Order catalogs: At first, we required contractors to provide catalogs at the ordering level.</p> <ul class="wp-block-list"> <li>Now the requirement is to deliver and maintain catalogs at the BPA level following a specific format to standardize Ascend BPA catalogs.</li> </ul> <p>Cybersecurity logs: At first, the contractor had to provide cybersecurity logs.</p> <ul class="wp-block-list"> <li>Now the requirement is to enable the feature for eligible users upon request.</li> </ul> <p>Authorized cloud services: The BPA includes only what is in the BPA catalog. At first, we required the contractor to restrict cloud services usage.</p> <ul class="wp-block-list"> <li>Now contractors must provide the capability for eligible users to restrict the usage of cloud services through configuration files and policies, which in turn, gives eligible users more control over what cloud services are being used.</li> </ul> <p>Cybersecurity incident reporting and incident response timelines: Aside from following timelines established by current law, we required incidents to be reported to the administrative agency.</p> <ul class="wp-block-list"> <li>Now the requirement is less complex and no longer requires reporting to the administrative agency. Reports are further defined at the task order level for reporting to eligible users.</li> </ul> <p>Carbon Pollution-Free Electricity (CFE): At first, GSA specified required sources of CFE.</p> <ul class="wp-block-list"> <li>Now the requirement is to offer cloud services that comply with current environment and sustainability legislation, regulation and policies at any given time.</li> </ul> <p>FinOps: At first, contractors were required to monitor and automatically suspend cloud services when consumption reached certain thresholds.</p> <ul class="wp-block-list"> <li>Now the requirements are to enable metering options and allow for eligible users to set metering thresholds and automate suspending specific cloud services once metering thresholds are at a certain level. The contractor must also notify the eligible users.</li> </ul> <h3 class="wp-block-heading">Next steps</h3> <p>We are still working through minor adjustments. We plan to send out another draft solicitation and hold another industry day before issuing the final solicitation. Today, I am excited to discuss the strides we are making under the BCI, particularly Priority 2, which focuses on negotiating common enterprise-wide software licenses.</p> <p>We’ve embarked on a journey to streamline how our federal government procures and manages its software assets. Our new Governmentwide Acquisition Strategy initiative not only aims to enhance operational efficiencies but also to achieve substantial cost savings and increase buying efficiencies.</p> <h3 class="wp-block-heading">Strategic collaboration and enhanced efficiency</h3> <p>Our approach under Priority 2 of the BCI involves collaboration and strategic negotiation directly with Original Equipment Manufacturers (OEMs), which are essential in managing the government’s vast array of IT resources. By centralizing our engagement processes and encouraging industry to view government agencies as “one customer,” we are ensuring that all government agencies, large and small, benefit from the best possible terms and prices, avoiding the inefficiencies of fragmented and duplicative contract terms.</p> <h3 class="wp-block-heading">IT Vendor Management Office’s role in the Governmentwide Acquisition Strategy initiative</h3> <p>The <a href="https://itvmo.gsa.gov/">IT Vendor Management Office (ITVMO)</a> has been instrumental in this effort, spearheading direct engagements by developing partnerships with OEMs, conceptualizing solutions for governmentwide challenges, negotiating resolutions, and establishing guidelines that will serve as the benchmark for software procurement across federal agencies. The Governmentwide Acquisition Strategy initiative is truly a governmentwide endeavor.</p> <h3 class="wp-block-heading">Steps to success</h3> <p>The ITVMO first identifies target OEMs by soliciting quantitative and qualitative data from all 24 Chief Financial Officers (CFO) Act agencies. Using analysis of governmentwide spend and the gravity of common OEM-specific challenges, the ITVMO recommends an OEM to address, which is then validated and approved by government leadership.</p> <p>The ITVMO then collects contract data from all 24 CFO Act agencies and performs significant analysis on terms and pricing to identify inconsistencies and abnormalities (both good and bad). With the help of a Governmentwide Integrated Project Team, the ITVMO builds a list of best-in-class terms and target pricing to pursue via a variety of recommended solutions.</p> <p>After a comprehensive review and discussion of these recommended solutions through a <a href="https://www.gsa.gov/buy-through-us/products-and-services/professional-services/acquisition-support/civilian-services-acquisition-workshops">Civilian Service Acquisition Workshop</a>, which further supports implementation of BCI through Prong #3 focusing on getting requirements right the first time which will avoid waste and save financial resources, the CFO Act agencies and the ITVMO works to finalize a set of governmentwide requests for the OEM.</p> <p>Finally, the government engages the OEM in a collaborative fashion by walking decision-makers through the government’s challenges and recommended solutions for the purpose of cooperative adjustment and, ultimately, acceptance of our governmentwide concepts through modifications to all governmentwide acquisition vehicles so that all federal entities get the benefits of our “one customer” approach.</p> <h3 class="wp-block-heading">Consistency in contracts = Better contracting</h3> <p>The initiative is part of a broader effort to not only manage costs but also to ensure that the software we procure is secure, reliable, and meets the diverse needs of the federal workforce. To that end, we’ve made significant progress in identifying key areas where terms and conditions can be standardized to benefit all agencies. Our focus has been on improving license flexibility and mobility, enhancing cybersecurity measures, and implementing cost-effective pricing strategies. The feedback from various stakeholders has been overwhelmingly positive, indicating strong support for a more unified approach to software licensing in the federal sector.</p> <h3 class="wp-block-heading">Looking ahead</h3> <p>As we continue to advance this initiative, the insights gained from our ongoing discussions and negotiations will inform our strategies, ensuring that the federal government remains a prudent and effective purchaser of IT resources. To that end, the ITVMO is putting together a guide for agency acquisitions, specific to critical OEMs, to ensure broad recognition and adoption of the best-in-class practices we learned about throughout the Governmentwide Acquisition Strategy process. The goal is not only to save money but also to improve our IT infrastructure, making it more responsive to the needs of our agencies and the public.</p> <p>The Better Contracting Initiative is a testament to our commitment to innovation and excellence in government IT procurement. With Priority 2, we are setting new standards for how the government collaborates and negotiates in the IT realm, ensuring better outcomes for all our stakeholders. We work with the Defense Innovation Unit (DIU) to accelerate the integration of cutting-edge commercial technologies into federal operations, particularly for purposes of increased national security.</p> <h3 class="wp-block-heading">Purpose of the partnership</h3> <p>DIU and GSA work together to quickly move successful technology prototypes into scalable solutions for the Department of Defense (DoD) and other federal agencies.</p> <p>DIU focuses on solving national security challenges by engaging commercial technology providers, especially nontraditional defense contractors. By using the <a href="https://www.diu.mil/work-with-us/dod-entities">Commercial Solutions Opening</a> (CSO) process, DIU can quickly prototype and acquire dual-use technologies.</p> <p>While the DIU-GSA agreement was created to encourage new-to-government industry participation, these opportunities are also open to existing GSA industry partners too. Existing GSA contract holders’ products and services may serve as a foundation, but DIU’s CSO process is geared towards prototyping technologies for potential DoD use.</p> <h3 class="wp-block-heading">Opportunities for GSA industry partners</h3> <p>Under the DIU-GSA partnership, GSA will move successful DIU prototype solutions to GSA contract vehicles. DoD and the broader U.S. government will be able to adopt innovative commercial technology solutions faster.</p> <p>The DIU-GSA partnership streamlines access to leading-edge commercial technology. It also maximizes opportunities and minimizes barriers for small and/or underserved businesses and nontraditional vendors seeking to do business with the government.</p> <p>GSA ITC has designed an onboarding process for DIU’s commercial prototype partners to pursue four potential pathways:</p> <ul class="wp-block-list"> <li>Partnership agreements: Develop partnerships as subcontractors or through joint ventures with companies on <a href="https://www.gsa.gov/technology/it-contract-vehicles-and-purchasing-programs/information-technology-category?gsaredirect=masinformationtechnology&_gl=1%2A4kkgl8%2A_ga%2AMzg0MjUwMDQwLjE3MTIyNTAwMTY.%2A_ga_HBYXWFP794%2AMTcyMzczODIxMy40OS4xLjE3MjM3MzgyMzIuMC4wLjA.">GSA’s Multiple Award Schedule (MAS) program</a>.</li> <li>Reseller agreements: Obtain reseller agreements with companies on GSA’s MAS program.</li> <li>Governmentwide Acquisition Contracts (GWAC): Consider <a href="https://www.gsa.gov/technology/it-contract-vehicles-and-purchasing-programs/governmentwide-acquisition-contracts">GSA’s GWAC program</a> during open periods.</li> <li>GSA MAS contracts: Secure a spot on GSA MAS.</li> </ul> <p>As part of its onboarding process, GSA’s ITC supports and educates DIU commercial prototype partners on how to advertise and market solutions to federal, state, and local government entities.</p> <p>Also, GSA’s MAS ITC developed a pilot program to streamline the process for DIU’s commercial partners in parallel with the <a href="http://www.gsa.gov/fastlane">FASt Lane: Making It Easier</a> initiative.</p> <p>Moreover, GSA’s pilot program, Effectively Awarding & Streamlining eOffers (E.A.S.E.), launched in July 2022, provides presubmission assistance to DIU commercial partners pursuing a GSA MAS contract. This initiative aims to increase collaboration, reduce processing workload, and expedite the contract award process.</p> <h3 class="wp-block-heading">Bringing innovation to government</h3> <p>This collaboration between DIU and GSA is yielding tangible results. A recent milestone in this partnership is the award of a multimillion dollar contract to a MAS-IT contract holder to advance an AI-driven social media analysis tool for the U.S. Army. This is but one example that shows that this partnership results in innovation.</p> <p>The awarded AI tool transforms the implicit human domain knowledge of intelligence analysts into autonomously generated knowledge graphs. These graphs show the meaning of dynamic, unstructured social media data according to user-defined ground truth. This AI-driven system enables the tool to reason, understand, learn, remember, collaborate, question, predict, decide, and act in domain-specific ways at a superhuman scale.</p> <p>In another example, GSA awarded a MAS contract, within the E.A.S.E. program, to a company that designs, manufactures, and operates a fleet of unmanned/uncrewed surface vehicles or ocean-fairing drones. Before the GSA MAS contract award, the company supported DoD requirements with its innovative solutions, allowing agencies and the science community to monitor and study severe storms and hurricanes in a new way.</p> <p>Since the company’s MAS award, the National Oceanic and Atmospheric Administration (NOAA) has used the contract vehicle to support the agency’s hurricane efforts, as well as to support the U.S. Coast Guard.</p> <h3 class="wp-block-heading">Getting involved</h3> <p>The DIU-GSA partnership is committed to publicizing successful technology prototypes and granting access to these innovations through the DIU’s <a href="https://www.diu.mil/solutions/portfolio/catalog">Commercial Solutions Catalog</a>. However, with rapidly changing technology, most of it is now offered via the SaaS model. These services were billed in arrears on a month-to-month basis for a long time. </p> <p>With our recent update, we are providing the option to allow for payment up front, that is, paid at time of delivery for software delivered as SaaS that meet specific criteria, while keeping the option for month-to-month billing.</p> <p>This change provides agencies with more flexibility and control to align task orders to SaaS license needs. Using the upfront payment model allows agencies to negotiate with vendors and resellers to realize more potential savings. </p> <h3 class="wp-block-heading">Next steps for vendors </h3> <p>To offer the upfront payment option, vendors must submit a modification adding it to their schedule contract. We encourage vendors to offer SaaS through the Cloud SIN 518210C so customers can easily discover it. And along with that, adding the upfront payment pricing and month-to-month pricing options to give agencies more flexibility. </p> <p>Aligned with commercial best practices, upfront payments can significantly reduce not only the cost of SaaS licenses, but also the administrative burden through one task order and one invoice to process. </p> <h3 class="wp-block-heading">Best practices and resources</h3> <p>GSA has developed several resources to assist agencies in navigating cloud payments and IT procurement:</p> <ul class="wp-block-list"> <li>Acquisition Resource Guides: These <a href="https://cic.gsa.gov/acquisitions/acquisition-resources">guides</a> provide detailed advice on managing costs, ensuring data protection, and selecting the right vendors.</li> <li>Data Dashboards: Tools like the searchable <a href="https://itvmo.gsa.gov/genai/#part-6">data dashboard</a> help track AI-related contract actions and spending, providing valuable insights for decision-making.</li> <li>Cloud SME Support: Our cloud subject matter experts are here to support agencies and vendors navigating our systems.
