中国政府は、22年間にわたって天安門で起きた虐殺を覆い隠し、生存者と犠牲者の親族及び、天安門事件に対する中国政府の説明に異を唱える者を迫害してきた。天安門事件に対する弾圧が、今年、中東での民衆蜂起を契機として活動家たちに加えられている中国政府による予防的弾圧につながっている。 </p> <p align="left"> </p> <p align="left"> 2010年12月に中国人反体制派作家の劉曉波(Liu Xiaobo)氏が、世界で唯一の刑務所内のノーベル平和賞受賞者になって僅か数週間しか経たないうちに、中国政府指導部は政府批判者への攻撃を開始。2011年2月16日以降、弁護士・市民運動活動家・ブロガー数十名が、政府当局により刑事犯罪容疑で拘束される一方、その他少なくとも20名が強制失踪の犠牲になっている。その他にも、100名から200名の人びとが、警察への出頭命令から自宅軟禁までに及ぶ、数々の弾圧的措置に遭っている。政府はまた、インターネットへの検閲を強化し、リベラルな新聞編集者数名を辞職に追いやり、北京で取材報道活動をしている外国メディアに新たな制約を加えてきた。 </p> <p align="left"> 「天安門の母(Tiananmen Mothers)」は、天安門虐殺事件の犠牲となった子どもの親で構成する非政府団体であり、1989年6月の弾圧で殺害された少なくとも203名の人びとの名簿を作成している。同団体が2011年5月31日に、天安門の大虐殺とその後の隠ぺい、および現在中国で行われている弾圧の数々を結びつけるエッセイを発行した。「今年2月以降の状況は、あの6月4日以来最悪である。1989年6月4日以来最も厳しい時期を迎え、この国全域で沈黙が続いている。」とそのエッセイの<a 1989年4月、北京市内の天安門広場や他の都市で、労働者・学生その他の人びとが、多元的な政治制度を求める平和的な抗議活動を行うために大規模な集会を開催。これに対し、天安門の虐殺が行われた。1989年5月下旬に強まった抗議活動に対し、政府は戒厳令を宣言するとともに軍に人命をも奪う武力行使を承認する措置を取った。 </p> <p align="left"> それに応え、北京や他の都市の軍の複数の部隊が6月3日と4日、膨大な数の丸腰の市民を射殺。犠牲者の多くは抗議運動に関わりのない人びとであった。中には、軍が北京市内を移動中に、軍の車列を攻撃し、車両に火を放つ人もいた。1989年の弾圧は、中国全域の大都市部に拡大、「反革命」扇動容疑や社会秩序混乱・放火などの刑事犯容疑で、数千人の人びとが逮捕される事態となった。 </p> <p 中国政府は、そうした人びとの殺害に関するアカウンタビリティを果たすこと、あるいは、犯人を裁判にかけることを拒否してきた。中国共産党は、当初残虐な弾圧を「反革命事件」への有効な対応策として正当化していたが、後に「政治的混乱」があったと述べる評価に改めている。しかし、殺害・「失踪」・投獄された人びとの名簿の公表には断固拒否する姿勢を貫くとともに、検証可能な犠牲者数は決して公表してはこなかった。更に、1989年6月の虐殺事件とその後に関する、いかなる市民による議論についても圧殺し続けて来た。 </p> <p align="left"> 推定10名余りの中国人市民が1989年6月の事件に関連して今なお投獄されている。その1人、苗德顺（Miao Deshun）氏は抗議運動に関連した放火容疑で同年逮捕された時は25歳だった。苗氏は罪を認める事に強く抵抗し、度々看守に暴行されていたと、刑務所での知り合いは話している。苗氏に下された<a href="https://web.archive.org/web/20110706084543/http://www.duihua.org/work/publications/nl/dialogue/nl_txt/nl37/nl37_3a_txt.htm">懲役刑</a>は2018年9月15日まで満了しない見込みである。 </p> <p align="left"> 2011年2月中旬以降「失踪中」となり、そのため適正な法手続きのもとでの保護が受けられず、拘禁中に拷問を受ける危険性が非常に高い中国国民は、以下の通りである。 </p> <p align="left"> 曾仁广(Ceng Renguang)氏：北京を拠点とする人権活動家、2月22日以降失踪中 </p> <p align="left"> 胡荻(Hu Dejun)氏：北京を拠点とするブロガー、2月27日以降失踪中 </p> <p align="left"> 刘士辉(Liu Shihui)氏：広州市を拠点とする人権弁護士、2月20日にバス停で身元不明の集団に激しい暴行を受けた後、失踪中 </p> <p align="left"> 刘正刚(Liu Zhenggang)氏：艾未未氏と共に活動するデザイナー、4月1日頃以降失踪中 </p> <p align="left"> 文涛(Wen Tao)氏：元ジャーナリスト兼艾未未氏のアシスタント、4月3日以降失踪中 </p> <p align="left"> 袁新亭(Yuan Xinting)氏：広州市を拠点とする編集者兼活動家, 4月初旬以降失踪中 </p> <p align="left"> 张海波(Zhang Haibo)氏：上海市を拠点とするブロガー、2月20日以降失踪中 </p> <p align="left"> 张劲松(Zhang Jinsong)氏：艾未未氏の運転手、4月10日以降失踪中 </p> <p align="left"> 张永攀(Zhang Yongpan)氏：北京を拠点とする法曹活動家、4月14日以降失踪中 </p> <p align="left"> 周莉氏(Zhou Li)氏：北京を拠点とする活動家、3月27日以降失踪中 </p> <p align="left"> 邹桂兰(Zou Guilan)氏：武漢市を拠点とする請願者、4月17日以降失踪中 </p> <p align="left"> 「最近の弾圧は、中国政府が法の支配を軽視していることを雄弁に物語っている。さらに、チベット・新疆・内モンゴルその他各地の抗議運動への強硬措置は、政府が20年前と変わらず、民衆による異議申し立てを平和的に解決しようとする意志が欠如していることを明らかにしている。1989年の平和的な抗議運動に対しとった措置が多数の人命を奪うこととなったが、こうした措置が2度と取られないとは必ずしも言えない。」と前出のリチャードソンは語っている。
