Statement by MEP Dr. Hannah Neumann on the recent allegations of corruption involving a member of the European Parliament - Delegation for relations with the Arab Peninsula</title> <link>https://www.europarl.europa.eu/delegations/en/product/product-details/20221214DPU34829</link> <description><div> <strong>Statement by the Chair of the Delegation for Relations with the Arab Peninsula (DARP), MEP Dr. Hannah Neumann (GREENS, DE), on the recent allegations of corruption involving a member of the European Parliament</strong><strong><br /></strong><strong></strong><strong> </strong><strong></strong> <p><em>Strasbourg, 14 December 2022</em></p> <p>"I am appalled by the allegations of fraud and corruption made against at least one member of the European Parliament, who is also a member of the EP Delegation for relations with the Arab peninsula. These allegations are simply inconceivable for a democratic institution such as the European Parliament. </p><p>I reiterate my strong condemnation of all attempts to influence the actions of the European Parliament's bodies, including the EP Delegation for relations with the Arab Peninsula, by illegal means - whatever their origin. </p> <p>While we must await the result of the ongoing judiciary investigation to establish the responsibilities of individual members of the European parliament, it is vital to already now draw up a few conclusions. </p><p>It is important that the European Parliament streamline its internal procedures and controls with a view to address any possible cases of corruption and external undue influence in the quickest possible way. Promoting a renewed culture of transparency inside the European Parliament, e.g. by enhancing the rules concerning the registration of lobbyists, is key. </p> <p>Contacts with third countries should also be reviewed. The so-called "friendship groups" and other informal groupings of parliamentarians amplifying the interests of third countries must be strictly regulated, i.a. to prevent them from undermining the work of official bodies of the European Parliament. Further, trips or events of members financed by third countries, should be subject to strict controls, if not forbidden. </p><p>There should be no room in the European Parliament for opaque or contestable practices involving lobbies and pressure groups, irrespective of whether they are based inside or outside the European Union.</p> <p>It is time to promote a genuine culture of transparency. Only transparency and full compliance with anti-corruption rules may prevent unscrupulous parties from attempting to unduly influence the work of our institution and thereby undermine the valuable work of the European Parliament on sensitive issues such as the respect and the promotion of human and social rights. </p><p>If the allegations prove to be true, trust has been broken and the diplomatic relations concerned by this will have to be revised. We should be clear that the European Parliament does not accept foreign interference unduly influencing its work. I therefore call for a revision of our bilateral relations with the concerned countries, based on mutual respect and understanding, but also on strict compliance with the basic rules of cooperation between the countries and their parliaments or consultative councils.</p> <p>As far as the EP's Delegation for Relations with the Arab Peninsula is concerned, we are committed to multiplying our efforts to denounce all abusive practices in order to promote the EU's values and principles in the world. In her opening statement, the DARP chair noted that a great deal of trust had been built over the years between the EP and the Shoura Council of Saudi Arabia and called for gradually move towards deeper cooperation on political and technical level.</p> <p> </p> <p>In his reply, the chair of the Saudi Delegation, Dr Ayman Saleh Mohammed Fadel (head of the Hajj, Housing, and Services Committee) made the wish that frequency of bilateral meetings and other exchanges may be further increased. He also insisted on the great interest Saudi Arabia and Europe share in dealing with key issues such as trade and economics, regional stability and fight against climate change.</p> <p> </p> <p><strong>EEAS Deputy Managing Director Mr Carl Hallergard</strong>, made a brief but complete presentation of the recent EC-EEAS joint Communication on Strategic partnership with the Gulf. Mr Hallergard acknowledged that the recent communication on enhancing strategic ties with the Gulf aims at creating new ties with Saudi Arabia and the other Gulf states. He insisted that there are many potentialities for cooperation between the EU and Saudi Arabia especially in the field of promotion of renewable energies, fight against climate change and cooperation on sectoral issues. The EU Senior Diplomat also confirmed that the communication envisions an enhanced person-to-person dimension as well as on the respect of human rights and on women empowerment.</p> <p> </p> <p>The <strong>Saudi Ambassador to the EU</strong>, H.E. Saad Bin Mohammed Alarify also briefly took the floor to explain that the present visit of the Shoura Council to the EP aimed to reinforce bilateral ties. He confirmed that that Saudi Arabia is ready to enhance its cooperation with the EU and to discuss on how the proposed Communication may coordinate with the internal ambitious plan, known as Vision 2030 that aims to modernise the Middle-East country.</p> <p> </p> <p>The debate also focussed on the <strong>war in Ukraine</strong>. Dr Neumann praised the Saudi decision to vote in favour of UN resolutions on Ukraine and called her Saudi colleagues to explore all ways to end this aggression and alleviate the suffering of the Ukrainian people.</p> <p> </p> <p>The discussion covered the <strong>war in Yemen. </strong>The current truce was also positively evoked. Discussions around the JCPOA highlighted instead the diverging visions existing between the EU and Saudi Arabia regarding a possible deal with Iran.</p> <p> </p> <p>On the <strong>Abraham accords</strong>, the Saudi chair acknowledged that inform talks are taking place with Israel and that bilateral relations have improved over the last years. </p> <p> </p> <p>On <strong>Bilateral economic relations </strong>members acknowledged<strong> </strong>that while the EU is <strong>Saudi Arabia's second trading partner</strong> and the first investor on the country, there is still an untapped potential in developing bilateral economic relations. Investments on green energies represent one of the most promising sector of the Saudi Economy. Participants tot the meeting welcomed the intention by the UE to improve cooperation with the GCC on environmentally related matters.</p> <p> </p> <p>The discussion finally covered <strong>Human rights and social issues (including women empowerment).</strong></p> <p><strong> </strong></p> <p>While not satisfactory for Western standards, MEPs expressed appreciation for the (limited) efforts made by Saudi Arabia to repeal the so-called <em>"kafala"</em> system and create dedicated labour courts. They however noted that implementation is still lagging behind and that the overall living conditions of foreigners in Saudi Arabia (especially in the construction and household sectors) remain rather difficult.</p> <p> </p> <p>Members positively commented the decision to allow for a gredual <strong>emancipation of Saudi women</strong>. The reform of the Shoura council may entail an enhanced quota of women as the mentioned <em>"Vision 2030" </em>also attributes a key and unprecedented role to women in Saudi Arabia.</p> <p> </p> <p>On human rights, there was a positive understating that the recently established <strong>EU-KSA Human Rights' dialogue</strong> (whose first meeting took place in 2020) was a quite promising step towards enhanced cooperation on this difficult issue. A new meeting is due to take place at the end of the present year.</p> <p> </p> <p>MEPs insisted on the <strong>negative record on Human rights of Saudi Arabia</strong> and mentioned a few recent cases such as those of the Sakharov prize winner <strong>Raif Badawi</strong> and of Ms <strong>Loujain al-Hathloul</strong>. The Chair also condemned the mass executions occurred in March 2022 (78 prisoners were killed in one single day establishing a new a brutal record also for Saudi Arabia). Undersecretary for Political Affairs, Sheikh Abdulla bin Ahmed bin Abdulla Al Khalifa, on the recent elections in Iraq and the situation in Iran. Members shared Bahraini concerns about stability in the region but also stressed the need for negotiated political solutions to the regional disputes with full respect for international law. </p> <p> </p> <p> </p> <p>Members met with H.E Mrs Fawzia bint Abdullah Zainal, the Speaker of the House of Representatives, as well as H.E Mr Ali bin Saleh al-Saleh, the chairperson of the Shura Council. Members stressed the need of carrying out and promoting regular visits and mutual contacts at the level of parliamentary speakers, delegations, and relevant official committees. </p> <p> </p> <p>During the meetings held in Manama, the visa waiver issue for Bahraini citizens was also evoked. Bahraini representatives asked the EP to interpose its good offices for a successful conclusion of this long-standing issue.</p> <p> </p> <p>In several other meetings, the Members of the delegation were able to exchange views on the process of social and economic transformation undertaken by the Kingdom of Bahrain, showing especial interest in environmental issues, women empowerment, and economic reforms in the Kingdom. </p> <p> </p> <p>Members also discussed the situation of human rights, voicing the EP's concern about the end of the moratorium of the death penalty. They also discussed the impact of Covid-19 pandemic on the conditions in prisons in Bahrain, welcoming the tour provided to EU ambassadors in Jau Prison in May 2021. </p> <p> </p> <p>Members commended the EEAS-Bahrain's Ministry of Foreign Affairs annual Human Rights dialogue, which continued during the Covid-19 crisis, and proposed to reinforce the EU-Bahrain dialogue on Human Rights at the inter-parliamentary level. The decision contradicts not only international human rights standards which prohibit the use of the death penalty for crimes committed under the age of 18, but also the Saudi Royal Order of 2020 announcing the end of the death penalty against minors at the time of the offense.Abdullah al-Howaiti's death sentence comes while Saudi authorities expressed willingness to engage in a meaningful dialogue with the EU on human rights, be it at executive or legislative level.<br />We hope that this sentence will be overturned by the Supreme Court once again. Not ratifying the death sentence of Abdullah al-Howaiti, quashing his conviction and ordering a retrial complying with international standards without resorting to capital punishment, would send a clear signal that positive legal changes are also fully applied by Saudi courts."<br /><br />Background<br /><br />Abdullah al-Howaiti was 14 years old when he was arrested in 2017 on charges of robbery and murder. In 2019, a criminal court in Tabuk sentenced him to death. Human rights organisations condemned this decision, referring inter alia to evidence that al-Howaiti was not present during the crime and pleading that his interrogators coerced a confession through torture and ill-treatment. Saudi Arabia's Supreme Court overturned al-Howaiti's first death sentence on the basis of a false confession, however, under Saudi law an overturned conviction results in the retrial of the case.<br />The first ever Human Rights Dialogue between the EU and the Kingdom of Saudi Arabia (KSA) was held in September 2021 in Brussels. Despite recent announcements by Crown Prince Mohammed bin Salman that the use of the death penalty would be curtailed, capital punishment has risen dramatically during the last few years.</p><p>"We reiterate our opposition to the death penalty under any circumstances. This is the European Parliament's long-held position. We urge Saudi Arabia to enact an immediate moratorium on executions, pending a comprehensive investigation into all individuals currently at risk of the death penalty.</p><p>We are concerned about reports that a substantial number of those executed on 12 March were sentenced to death and executed for non-lethal crimes including "inciting strife and spreading chaos". We deplore the pervasive lack of fair trial guarantees in Saudi Arabia and note with concern that evidence obtained through torture is frequently relied upon when handing out death sentences, including in several trials of those individuals executed on 12 March.</p><p>Finally, we demand the immediate release of Abdullah al-Howaiti in line with the decision of the UN Working Group on Arbitrary Detention on his case. Mr al-Howaiti was tortured into providing a false confession to a crime he could not have committed. She was able to leave prison, however, her sentence was only suspended and a travel ban is still imposed on her.</p><p></p> <p> </p> <p>I invite Saudi Arabia to revise the case of the other women activists currently detained in Saudi detention centres, as well as the case of Sakharov Prize winner Raif Badawi, who has been detained for more than eight years for political reasons, and whose declining state of health is a source of considerable concern.</p> <p> </p> <p>I hope that Ms. al-Hathloul's liberation will also mark an important step towards a more open, inclusive and democratic Saudi Arabia, where women and men can enjoy equal rights and women are not discriminated because of their gender.</p> <p> </p> <p> </p> <p> </p> <p><em>Background</em></p><em> </em><p> </p><em> </em><p><em>Ms. al-Hathloul, a young Saudi national, gained international prominence for having publicly challenged the ban on driving and other legal restrictions that Saudi Arabia imposed on women under the so-called guardianship system. In 2014, she attempted to drive her car across the border from the United Arab Emirates into Saudi Arabia and was detained for more than 70 days. These events made her become a household name. </em></p><em> </em><p> </p><em> </em><p><em>In 2018, Ms. al-Hathloul was arrested on a highway in the United Arab Emirates, the country where she had been studying. She was forcibly transferred to Saudi Arabia and briefly detained, and then arrested again in May of the same year.</em></p><em> </em><p> </p><em> </em><p><em>In December 2020, a judge sentenced Ms. al-Hathloul to five years and eight months in prison, but suspended two years and 10 months of her sentence. Moreover, DARP underlines that any long-term solution to the conflict needs to address the fundamental causes of instability in the country and fulfil the legitimate demands and aspirations of the Yemeni people.</p> <p>DARP praises the initiatives already undertaken by the UN's Special Envoy, the EU, the Sultanate of Oman and the United States to find a viable solution to the conflict in Yemen. In this respect, DARP calls on the EU and its Member States to multiply their diplomatic efforts in this regard vis-脿-vis all the parties involved including Iran.</p> <p>Finally, the EP's Delegation for Relations with Arab peninsula express gratitude for the extreme dedication showed by the EU Delegation to Yemen, currently based in Amman (Jordan).</p> <p> </p> <p><em><strong>Background</strong></em></p> <p><em>On 22 March 2021, Saudi Arabia proposed a new peace plan to end nearly six years of war in Yemen. It suggests an UN-supervised ceasefire between Yemen's Saudi-backed government and Houthi rebels, who are supported by Iran. The plan also includes the reopening of vital air and sea connections, and the start of political negotiations.</em></p><em> </em><p><em>On 12 February 2021, the European Parliament adopted by a very large majority a Resolution in which it condemned in the strongest terms the ongoing violence in Yemen, which resulted into the worst humanitarian crisis in the world. Albeit almost invisible, they represent a large share of resident population sometimes exceeding the number of the country's nationals. <br /><br />Despite recent improvements, the living and working conditions of migrant workers in the Gulf, particularly those of female domestic workers, remains precarious and in some cases deplorable. <br /><br />The recent outburst of the Covid-19 pandemic has significantly impacted foreign workers in the Gulf, who have been disproportionately hit by the virus due to the precarious living conditions most of these workers find themselves in and their weak legal status, which in many cases denies them their very basic human rights Foreign workers are at any time exposed to deportation to their countries of origin with little or no previous notice, and if they keep their jobs, they are often asked to accept lower wages and face higher risks of exploitation with employers who do not provide sufficient financial and social support. <br /><br />While it is true that, in some cases, Governments have implemented measures aiming at improving the extremely rude living conditions of foreign workers in their countries in times of pandemic, the situation remains precarious for most of them. <br /><br />The Chair of the Delegation, Hannah Neumann, demands that the Gulf countries concerned guarantee basic civil and social rights, including the right to healthcare, adequate housing, social security and just working conditions, to all resident persons in their territories irrespective of their nationality or working status and, in the context of the Covid-19 pandemic, implement emergency measures that ensure protection also for the most vulnerable and exposed layers of the population. <br /><br />The European Parliament's Delegation for Relations with Arab Peninsula is closely following the situation in the Gulf and the effects of Covid-19 on these countries. In this regard, DARP regrets that the Houthis continue to reject calls for peace and instead respond with aerial attacks on civilian objectives, at a time when all the parties involved in the conflict should be focused on de-escalation and bringing urgent humanitarian relief to the Yemeni鈥痯eople </p> <p>The UN Group of Eminent International and Regional Experts on Yemen stated that all parties to the conflict committed a range of violations of international human rights law and international humanitarian law, including attacks that may amount to war crimes. DARP therefore reiterates that only a meaningful political compromise can put an end to the conflict in Yemen and calls for restraint to avoid further escalation in a war that has already caused unspeakable sufferings and thousands of deaths to the innocent Yemeni people. </p> <p>DARP finally urges all parties to cooperate unreservedly with the UN Special Envoy, Hans Grundberg, and quickly achieve a ceasefire, which would be the precondition for a comprehensive and inclusive political agreement. On behalf of the European Parliament's Delegation for relations with Arab Peninsula, I express, together with my colleagues, my deepest condolences to his family, to the people and to the Government of the United Arab Emirates (UAE). </p> <p>Under Sheikh Khalifa bin Zayed Al Nahyan leadership, the UAE embarked on an unprecedented era of growth and modernization, which made the country one of the emerging powerhouses in the region and a global centre for commerce, cultural exchange, and tourism.</p> <p>Sheikh Khalifa bin Zayed Al Nahyan dedicated his life to public service.
