Petition was presented to Parliament on 14 September, 1972.</p> <p>The theme this year is ‘Ake ake ake – A Forever Language’, which represents the resilience, adaptability and endurance of our language. The petition played a significant role in the journey to revitalise te reo Māori by calling for government recognition of the language as a taonga in Aotearoa New Zealand. </p> <p class="noSpacingAbove noSpacingBelow" data-text-type="withSpacing"><span class="fontSizeXLargePlus"><strong>History</strong></span></p> <p class="noSpacingAbove noSpacingBelow" data-text-type="withSpacing">Te reo Māori was the predominant language spoken in Aotearoa New Zealand prior to and during the early 1800s. As more Pākehā arrived during the 1800s, Māori adapted te reo to respond to the growing number of English speakers. By the 1900s, te reo had been systematised into a written language. </p> <p>The Crown’s emphasis on the English language grew as the immigrant population in Aotearoa did, and in 1867 the Native Schools Act was passed, requiring English to be the only language written or spoken in schools in New Zealand. </p> <p>With Māori children and communities being actively discouraged from speaking te reo Māori, English was often portrayed as a progressive language that would enable Māori to participate in the increasingly westernised Aotearoa. English became the language of urban New Zealand, and as more Māori moved into cities from the 1940s and were isolated form other Māori families, there was a steady decline in speakers of te reo Māori. </p> <p>Despite this, Māori language in the House of Representatives has been an enduring element of New Zealand democracy since the first four Māori MPs were elected in 1868. At that time, Te Arawa chief, Pōkiha Taranui questioned the point of “our chiefs being sent into the Pākehā parliament if they can’t understand the language of the Pākehā.” </p> <p>By 1953, the percentage of Māori schoolchildren who were able to speak te reo had dropped to 26 percent, a 64 percent decline over 40 years. It wasn’t until the 1960s when ruling on Māori language being used in Parliament was relaxed so Māori MPs were able to speak briefly in Māori if they provide an immediate interpretation. Later in 1972, the Māori Language was presented to Parliament with 30,000 signatures, calling for Māori reo and tikanga to be promoted in schools. </p> <p>In 1975, with less than five percent of Māori schoolchildren being able to speak the reo, the first Māori Language Week was celebrated in Aotearoa to promote the language. After a march in 1980 during Māori Language Week calling for equal status for te reo Māori with the English language in New Zealand, another petition was presented to Parliament the following year, this time asking for Māori to be recognized as an official language of New Zealand. The<span> </span><a href="https://www.legislation.govt.nz/act/public/1987/0176/latest/whole.html"><u>Māori Language Act</u></a><span> </span>was passed in 1987, and te Reo Māori was declared an official language in the country. </p> <p class="noSpacingAbove noSpacingBelow"><span class="fontSizeXLargePlus"><strong>Parliament and Te Reo Māori</strong></span></p> <p class="noSpacingAbove noSpacingBelow" data-text-type="withSpacing">Since becoming an official language, there has been a steady increase in te reo Māori being used in Parliament, from greetings such as ‘kia ora’ being commonly used in the House, to debates and speeches being delivered in Māori by members. </p> <p>Parliament has its own team of Māori language translators, who sit within the Ngā Ratonga Ao Māori team. The rōpū provides permanent simultaneous interpretation in the House allowing for seamless interpretation of Te Reo Māori into English, meaning that whenever a member speaks in Te Reo Māori, live interpretation into English will be provided. This brought to fruition the Standing Orders Committee recommendation in 2008 that simultaneous interpretation be introduced to the House in either language without waiting for an interpretation to be given afterwards. Members are able to listen via earpieces provided at their seats. Gallery visitors can also ask the attendants for a receiver and earpiece. </p> <p>Ngā Ratonga Ao Māori consider themselves kaitiaki or custodians of the language and tikanga at Parliament. </p> <p>Team leader Maika Te Amo says, “We all feel so excited and hopeful every time te reo is spoken in the House. Our reo is a taonga that we have to care for and preserve, so we encourage everyone to use it and feel like it’s their language too.” </p> <p>Ngā Ratonga Ao Māori also look after the implementation of the<span> </span><a href="https://www.parliament.nz/en/footer/about-us/parliaments-workplace-culture/he-ao-takitaki-the-stars-that-guide-us/">He Ao Takitaki</a><span> </span>strategy, the Parliamentary Service and Office of the Clerk Te Ao Māori strategy. </p> <p>The team plays an important role in ensuring that people across Aotearoa are able to engage with Parliament in the language they are comfortable with. </p> <p>“Any time anyone is engaging with Parliament, Ngā Ratonga Ao Māori is always going to be here, so we want people to know that they will always have the option to engage with Parliament in Te Reo Māori.” </p> <p>Parliament has a range of resources that are also available in te reo Māori.
