During this period, there has been a rapid expansion in the literature. Under the sway of the notion that politics and administration could and should be separated, students of American public administration during the first half of the twentieth century tended to assume that the ethical obligation of the administrator was relatively clear and simple. The administrator was to serve as a faithful and efficient instrument of elected officials. This politics/administration dichotomy was called into question by theory, research findings, and reports of professional experience, which began to emerge in the late 1930s, and with greater intensity following the Second World War. These dissenting perspectives suggested that public administration was unavoidably political. Rather than serving as obedient minions of their political masters, administrators were seen as exercising significant discretionary judgment beyond mere questions of instrumental rationality.
