The purpose of this paper is to outline authoritative definitions of smart cities and citizen participation and investigate smart city citizen-centrism rhetoric by examining urban governance and citizen participation processes. Drawing on extant literature and official city government documents and websites, Singapore (Singapore) and Tokyo (Japan) are chosen as comparable smart city case studies. Through theoretical development, the author seeks to establish an Eco Framework for smart cities and urban sustainable development. In turn, this paper aims to proffer the notion that there are ecologically sustainable ways in which smart cities can get smarter, and that such strategies can be compatible with ecological justice and environmental justice. The paper emphasises the significance of fulfilling the inherent need for discovery and interaction, driving people to explore new places and think of works of art. This is done by exploring the ways of thinking and types of art in Milton Keynes by illustrating a general pattern of misunderstanding that relies on the separation between smart, art, and architecture, promoting a better and deeper understanding of the interconnections between neuroscience, art, and architecture. A reflective approach is used to clarify the potential and impact of using art-based research, methodology, and ways of knowing when approaching global phenomena and knowledge production while examining the process of making and developing smart cities, in particular, asserting that factors can severely impact it in the process of conducting the study itself. It follows a case study as a research strategy. Drawing on the case of Czechia, we employ the concept of policy mobility research. More specifically, we employ a discourse analysis in order to identify the so-called 'infrastructure' of both policies (such as principal actors, journals, conferences, events), with the special focus on 'agents of transfer' in a multiscale perspective. The preliminary results indicate faster and more aggressive spatial penetration of smart cities policy compared to creative cities policy in Czechia. Further, it seems that existed translation and implementation of smart cities policy into the national and urban context resulted in deliberated fragmented policy of smart cities in Czechia (pure technocratic view), which might be a threat for the future development of social sustainability, especially in cities that are facing increasing social polarisation. Smart cities connect the various components of the city through the main and sub-networks in addition to a set of applications and thus be able to collect data that is the basis for providing technological solutions to manage resources and provide services. The basis of the work of the smart city is the use of artificial intelligence and the technology of the Internet of Things. The work presents the concept of smart cities, the pillars, standards, and evaluation indicators on which smart cities depend, and the reasons that prompted the world to move towards its establishment. Over 700 cities from around the world have already started implementing their smart city projects. Smart City utilizes the network of connected things, or the Internet of Things (IoT), that interconnects devices and various components across city infrastructure, making them work together seamlessly to enhance the quality, performance, and interactivity of urban services, optimize resources, and reduce costs. Without developing smart cities, the accelerating growth of cities, and their disproportionate consumption of physical and social resources are unsustainable. In 2016, the Indian Government released a list of 100 cities with the intention of kick-starting the process of developing them into 'smart cities’ as part of the Smart Cities Mission. This study reports the progress and challenges of Smart City projects in India. The data were collected through the city/state government websites, media reports, and focus group discussions/interviews. As urbanization increases, the demand for big data analytics and digital technology-based solutions for cities has also increased. Many cities around the world have now planned to focus on smart cities. To obtain a systematic overview of smart city models, we carried out a bibliometric analysis in the context of seven regions of the world to understand the main dimensions that characterize smart cities. This paper analyses articles published between 2017 and 2021 that were captured from Web of Science and Scopus. Specifically, we investigated publication trends to highlight the research gaps and current developments in smart cities research. Our survey provides helpful insights into the geographical distribution of smart city publications with respect to regions of the world and explores the current key topics relevant to smart cities and the co-occurrences of keywords used in these publications. A systematic literature review and keyword analysis were performed. The results have focused on identifying future directions in smart city development, including smart citizens, ISO standards, Open Geospatial Consortium and the sustainability factor of smart cities. Firstly, national strategies including c(cyber), e(electronic), u(ubiquitous) and s(smart) Korea strategies were considered from strategic angles. Secondly, the characteristics of smart cities in Korea were looked through the smart cities examples such as Seoul, Busan, Songdo and Sejong cities etc. from the views on the by STIM (Service, Technology, Infrastructure and Management) analysis. Finally, the effects of smart cities on socio-economies were investigated from industrial perspective using the input-output model and structural path analysis. Korean smart city strategies revealed that there were different kinds of strategic foci. c-Korea strategy focused on information and communications network building and user IT literacy. e-Korea strategy encouraged e-government and e-business through utilizing high-speed information and communications network. u-Korea strategy made ubiquitous service as well as integrated information and communication operations center. s-Korea strategy is propelling 4th industrial platform. Smart cities in Korea showed their own features and trends such as eco-intelligence, high efficiency and low cost oriented IoT, citizen sensored city, big data city. Cities have begun to be organized in new ways which comply with contemporary living standards. The aim of this paper was to present the characteristics and to introduce good construction strategies of smart cities around the world. Also, a case study of the city of Kalampaka and its residents was surveyed. More specifically, residents’ knowledge about smart cities and their opinion for future progress was examined. Statistical analysis showed that residents’ knowledge about smart cities was fairly good (48% knew the phrase 'smart city'). However, respondents believe that the appearance of the city of Kalampaka needs improvement in many areas (the 75% are disappointed with the current appearance of the city). There is a dearth of assessment and planning tools to support the city planners and administrators in developing smart, inclusive, and sustainable cities. To address this gap, this study develops an inclusive cities decision matrix based on an exploratory approach and using mixed methods. The matrix is soundly based on a review of multidisciplinary urban sector literature and refined and finalized based on inputs from experts and insights from case studies. The application of the decision matric on the case study cities in India suggests that the contemporary planning tools for cities need to be multidisciplinary and flexible to respond to the unique needs of the diverse contexts. Around the same time, the Government of India launched the Smart City Initiative to speed up development of state of the art infrastructure and services in 100 cities with a focus on sustainable and inclusive development. These cities are meant to become role models for other cities in India and promote sustainable regional development. This helps to better inform city governance, spatial planning, and policymaking to focus on what Smart does and what it can achieve for cities in terms of performance rather than on using the notion for prestige in a worldwide trend towards becoming a smart city. By illustrating how this style of practice compromises the social aspects and related elements of space making through an interdisciplinary comparative approach, the paper clarifies the impact of this compromise on the overall smart city performance. In response, this paper recognizes the importance of establishing a new meaning for urban progress by moving beyond improving basic services of the city to enhance the actual human experience which is essential for the development of authentic smart cities. The topic is presented under five overlooked areas that discuss the relation between smart cities’ potential and efficiency paradox, the social aspect, connectedness with nature, the human factor, and untapped resources. Smart cities capture real-time information from devices, sensors, and network data to analyze and improve city functions such as traffic analysis, public safety, and environmental impacts. Current smart cities face controversy due to their reliance on real-time data tracking and surveillance. Internet of Things (IoT) devices and blockchain technology are converging to reshape smart city infrastructure away from its centralized model. Connecting IoT data to blockchain applications would create a peer-to-peer, decentralized model. Furthermore, blockchain technology powers the ability for IoT device data to shift from the ownership and control of centralized entities to individuals or communities with Decentralized Autonomous Organizations (DAOs). In the context of smart cities, DAOs can govern cyber-physical systems to have a greater influence over how urban services are being provided. This paper will explore how the core components of a smart city now apply to DAOs. We will also analyze different definitions of DAOs to determine their most important aspects in relation to smart cities. Both categorizations will provide a solid foundation to conduct a cybersecurity assessment of DAOs in smart cities. It will identify the benefits and risks of adopting DAOs as they currently operate. The paper will then provide several mitigation methods to combat cybersecurity risks of DAO integrations. By employing the data from China Health and Retirement Longitudinal Study (CHARLS) 2015, this study uses an ordinary least square to analyze the influence of smart city development on the subjective well-being of the elderly in China. The results of this study suggest that smart cities will improve the life satisfaction of the elderly but reduce their happiness of them. In terms of the moderating effect, social capital negatively moderates the impact of the smart city on the subjective well-being of the elderly. Combined with the results of heterogeneous analysis, it is found that smart city has a stronger impact on the subjective well-being of the elderly with lower levels of personal social capital. Smart sensors, smart lighting, smart waste, water and electricity management, smart transportation and communication systems are introduced to cities at a rapid pace. In today's world, innovation is often correlated with start-up companies and technological pioneers seeking broader economic objectives such as production and competitiveness. The government's position is primarily that of an enabler, with creativity mostly coming from the private sector. The paper argues that to achieve sustainable development, the ways in which smart and sustainable city approaches are being applied to cities need to be redefined. The research aims to address common discussions in the discourse of smart and sustainable cities criticizing the priority of lifestyle sterilization over human-centered sustainable interventions and social innovation strategies. The dichotomy between the fact that smart cities are mostly motivated by the competitive global market and the fact that the delocalization is, in fact, their biggest problem in the way of becoming authentic, sustainable cities is the main challenge that we face today. In other words, the key actors in smart cities have different and somewhat conflicting interests and demands. By reviewing the roles of the public and private actors in smart city making, the paper aspires to reconceptualize the understanding of “smartness” in achieving sustainable development in which the “smartness” is understood as a multi-layered complex phenomenon that can be channeled through different dynamics. The case cities around the world are explored and compared in terms of their technological innovations, governance and policy innovations, public-private stakeholder relationships, and the understanding of the public realm. Technologies which enable a better kind of prosperity and security. This paper reports on the precedent of a smart city from its beginning to prevalence among urbanism academic literature and reports of tech companies. The article aims to direct urban foresight studies and to build a pathway for the future of smart city concept by gathering theoretical and empirical experiences related to smart cities with both top-down and bottom-up approaches. It hopes to deliver results of different studies, pilot projects, and development strategies of some of the smart cities in order to allow a shareable knowledge to take shape and develop in terms of qualitative aspects of a smart city. Now the definition of the smart city goes beyond removing physical boundaries, changing the concept of mobility and providing electronic service for citizens, it now constitutes fields such as energy efficiency, economic competitiveness, protecting the environment and finally, it takes advantage of technology and data science to improve the quality of life. In the smart city, the role of citizens is considered as both final purpose and contributor. Emerging issues which are almost implications of advanced technologies -as the most important trends of the future- and their reflection on the society need to be foresighted. Educating and fostering knowledge of smartness is one of the targets of the smart city concept. In this regard, some of these smart cites have established research and development units to share their projects and smart city initiatives. Smart transportation approach to planning has been growing remarkably around the globe in the past decade. In conquest to curb traffic congestion and reducing automobile dependency in the inner-city Harare, Smart Transportation has been a strong drive towards building sustainable cities. Conceptually, Smart Transportation constitutes of principles which include walking, cycling and mass transit. The Smart Transportation approach has been a success story in the cities of developing world but its application in the cities of developing countries has been doubtful. Cities of developing countries being multifaceted with several urban sustainability challenges, the study consolidates that there are no robust policy, legislative and institutional frameworks to govern the application of Smart Transportation in urban planning hence no clear roadway towards its success story. Questions regarding this investigation proliferate to; how capable are cities of developing countries to transform Smart Transportation principles to a success story? What victory can Smart Transportation bring to sustainable urban development? What are constraints of embracing the principles and how can they be manipulated? Methodologically the case study of urban syntax in Harare Central Business District and arterial roads of the city, legislation and institutional settings underpins various research outcomes. The study finds out the hindrances of policy, legislative and institutional incapacities cooked with economic constraints, lack of political will and technically inflexible zoning regulations. The study also elucidates that there is need to adopt a localized approach to Smart Transportation.
