lang="EN-US" style="font-family: 'ＭＳＰゴシック'; "><o:p> </o:p></span></p><p class="MsoNormal"><span style="font-family: 'ＭＳＰゴシック'; ">次は、ディスカッションと質疑応答です。国際学部の学生の方々<span lang="EN-US">7</span>名が、実際に分厚いベンさんの報告書<span class="asahi_editor_styling" style="color: rgb(0, 0, 255); "><a target="_blank" href="https://web.archive.org/web/20110728094541/http://www.hrw.org/ja/reports/2010/10/19/development-without-freedom">「自由なき開発」</a></span></span><span style="font-family: 'ＭＳＰゴシック'; ">をグループ毎に分担してすべて読破されていたことを伺い、驚きと感激を覚えました。質問の中には、「この報告書に対して世界銀行など大きな組織はどのような反応をしめすのか」、「日本の援助はそれを必要とする人に届いているのか」、「理想的な開発とは」、「援助と飢餓について」、「今のエチオピアではどのような教育が求められているか」、「開発と多国籍企業、ストリートチルドレンについて」など多岐に及び、学生の方々の関心の高さが伺えました。</span></p> ">私たちに何ができるのか、という問いに対して、ベンさんたちは「自分たちで国会議員に手紙を書き、例えば『日本はエチオピアに巨額の援助を提供しているが、この報告書の人権に関する提言をどう思うか』などと質問をするといいです。あるいはエチオピアの人々とコミュニケーションをとることです」と述べていました。<span lang="EN-US"><o:p></o:p></span></span></p> <p class="MsoNormal"><span lang="EN-US" style="font-family: 'ＭＳＰゴシック'; "><o:p> </o:p></span></p> <p class="MsoNormal"><span style="font-family: 'ＭＳＰゴシック'; ">そして「理想的な開発は？」という質問に対して、「理想的な開発などない。どこの国の開発も問題を抱えている。そこの国民が本当に何を必要としているのか、じっと耳を傾け、どの人々が本当にこの国を代表しているのか見極めること。自分のアイデアばかり提示せず、むしろ謙虚に、ゆっくりと、静かに耳を傾けることが大切！」というお話でした。<span ">宇都宮大学の学生の方々から英語でたくさんの質問が寄せられ、ベンさんとヨセフさんは新幹線乗車ぎりぎりまで熱心に答えられていました。帰りの新幹線で、ヨセフさんとベンさんは、宇都宮大学の学生さんがとてもよく事前勉強をされ、熱心に質問をしてくれたのがとても嬉しかった、と語っていたのがとても印象的でした。<span ">元事務局長で人権活動家のヨセフ・ムルゲタさんの講義です。最初にご自分のキャリアについてお話をされました。「幼少期は、貧困の地で生まれ育ち、あらゆる形態の不公平や不当な行為に遭遇しました。生きる上での基本的な公共サービスを受けるにも常に権力に畏縮させられていました。そこで、法学部を目指し、弁護士になりました。最初は他の団体に所属していましたが、<span lang="EN-US">EHRCO</span>（エチオピアを代表する人権<span lang="EN-US">NGO</span>「エチオピア人権評議会」）について知り、そこに移りました。」<span lang="EN-US"><o:p></o:p></span></span></p> <p class="MsoNormal"><span lang="EN-US" style="font-family: 'ＭＳＰゴシック'; "><o:p> </o:p></span></p> <p class="MsoNormal"><span style="font-family: 'ＭＳＰゴシック'; ">「エチオピアでは、新しい憲法が制定され、人権や民主主義も謳っているので、現政権以外の政党支持者にも政治への参加を容認するべきだと思われます。その中で<span lang="EN-US">EHRCO</span>は、国民の人権侵害に関する苦情を受け入れている唯一の国内組織で、人権侵害について政府、メディア、国際社会に対して報告書を発表しています。エチオピアでは<span lang="EN-US">2005</span>年に総選挙が行われて以来、その人権状況が悪化の一途をたどっており、選挙後のデモ活動が残虐な弾圧に合っています。<span lang="EN-US">EHRCO</span>のメンバー数十人も関係したとして逮捕されています。政治的な弾圧は日常的に行われ、人権侵害に対する不処罰も横行。さらに、政府は新しい弾圧的な法律を制定。中でも新しい<span lang="EN-US">NGO</span>法のために<span lang="EN-US">EHRCO</span>は存続の危機に直面しています。今こそ団結する時です。人権は人間にとって普遍的なものだからです。」<span lang="EN-US"><o:p></o:p></span></span></p> <p class="MsoNormal"><span lang="EN-US" style="font-family: 'ＭＳＰゴシック'; "><o:p> ">それから、ヒューマン・ライツ・ウォッチアフリカ局上級調査員のベンさんのスピーチです。「最初はタンザニアに英語を教えに行きました。そこの人々の生活様式にショックを受けたのと同時に、美しい<span class="asahi_editor_styling" style="color: rgb(0, 0, 255); "><a target="_blank" href="https://web.archive.org/web/20110728094541/http://www.tanzaniaembassy.or.jp/">タンザニア</a></span></span><span style="font-family: 'ＭＳＰゴシック'; ">が大好きになりました。その後、<span class="asahi_editor_styling" style="color: rgb(0, 0, 255); "><a target="_blank" href="https://web.archive.org/web/20110728094541/http://www.lon.ac.uk/">ロンドン大学</a></span></span><span style="font-family: 'ＭＳＰゴシック'; ">でスワヒリ語を勉強。そして国際関係を学ぶためにアメリカにも留学しました。その後、英国議会の外交委員会に勤務。タンザニア野党のアドバイザーとして選挙運動にも参加しました。そこで、目の当たりにしたのが、殺人、殴打、不当な拘禁などの人権侵害でした。その時にヒューマン・ライツ・ウォッチにレポートを送るなどの活動を開始。その後、調査員となり、ウガンダ・ナイジェリアなど<span lang="EN-US">5</span>年程勤務し、<span class="asahi_editor_styling" style="color: rgb(0, 0, 255); "><a target="_blank" href="https://web.archive.org/web/20110728094541/http://www.hrw.org/ja/reports/2010/10/19/development-without-freedom">『自由なき開発』</a></span></span><span style="font-family: 'ＭＳＰゴシック'; ">という報告書を執筆しました。エチオピアは世界からの国際援助を、国民の統治のために政治的に利用しています。エチオピアでは、開発のアプローチとしては中国型アプロ―チをとっており、教育を受ける権利などはあっても、言論の自由の権利など基本的な市民権などないのです。市民権などがなければ国民は何の選択権もないことになり、この点は開発する際にはよく考慮されなければならないのです。」<span the Ethiopian Human Rights Council (EHCRO), is asking for the support of the international community in his struggle to bring about peaceful change in Ethiopia.</div><div class="JTcredit"><br></div><div class="JTcredit">Donor nations, including Japan, "must use their leverage for human rights," said Mulugeta, who recently received the 2010-2011 Alison Des Forges Award
