document.getElementById('articleViewerGroup').style.margin = "0px 0px 10px 10px"; } </script><span fd-type="start" fd-id="default"></span><p>New state funding will pump millions into water projects in the region, the chairman of the Texas Water Development Board said Wednesday during a meeting in El Paso</p> <p>The money is from the State Water Implementation Fund for Texas (SWIFT) which was created when voters in November 2013 approved Proposition 6, a constitutional amendment allowing for a one-time investment of $2 billion from the state's rainy day fund to pay for water projects.</p> <p>Carlos Rubinstein, chairman of the Texas Water Development Board, spoke about the funding application process at a meeting with two dozen regional water officials at the El Paso Water Utilities TecH2O Center on Montana Avenue.</p> <p>"There is no issue in Texas that is more important than water," Rubinstein said. "Without water, there is no Texas. It's that simple. Now or in the future. We need water for our families. We need water for our farms. We need it for our communities and our businesses."</p> <p>Rubinstein, of Brownsville, is a frequent visitor to El Paso, which he described as the leader in Texas in water awareness and conservation issues.</p> <p>"Those of us that did grow up along the border — we understand the value of water," Rubinstein said. "We know how much we rely on the Rio Grande. The program is for both urban and rural parts of Texas.</p> <p>John Balliew, the president and chief executive officer for El Paso Water Utilities, said EPWU will seek SWIFT support for an expansion of the Jonathan W. Rogers Water Treatment Plant, an advance purification system to turn waste water into high-quality drinking water and systems to capture "tail water" or unused water.</p> <p>Rubinstein said applications for SWIFT funding are due Feb. 3 and loans should be available next fall.</p> <p>"This is a historic moment for the state of Texas," state Sen. Jos茅 Rodr铆guez, D-El Paso, said at the gathering.</p> <p>Rodr铆guez pointed out at the rules and process for SWIFT was set up four months ahead of schedule. </p> <p>"It means that the money will, presumably, will start flowing a lot sooner than planned," Rodr铆guez said.
