class="card-text"><strong>Abstract:</strong></p> In this paper, altera de1-SoC FPGA board technology is utilized as a distinguished tool for nondestructive characterization of an aluminum circular cylindrical shell of radius ratio b/a (a: outer radius; b: inner radius). The acoustic backscattered signal processing system has been developed using OpenMP architecture. The design is built in three blocks; it is implemented per functional block, in a heterogeneous Intel-Altera system running under Linux. The useful data to determine the performances of SoC FPGA is computed by the analytical method. The exploitation of SoC FPGA has lead to obtain the backscattering form function and resonance spectra. A0 and S0 modes of propagation in the tube are shown. The findings are then compared to those achieved from the Matlab simulation of analytical method. A good agreement has, therefore, been noted. Moreover, the detailed SoC FPGA-based system has shown that acoustic spectra are performed at up to 5 times faster than the Matlab implementation using almost the same data. Kazakhstan strives to become one of the top 30 global economies by 2050. This goal preconditions intensive reforms in all sectors of economy, including higher education. This paper focuses on the higher education funding reforms that take place in Kazakhstan and their alignment with the strategic goals of national development. Currently, the government funds higher education costs for only a limited number of students while the majority of students pay full cost covering tuition fees. Only students with high examination scores at the end of the secondary education are eligible to be admitted to publically funded study places in higher education. While this merit-based higher education funding model is overall well-received in the country, there is also a discourse calling to change the existing approach of higher education funding. This paper draws on interviews with national policy makers and leadership at institutions of higher education in Kazakhstan collected during 2016. It seeks to answer a question about how well the current higher education funding mechanism is aligned with the strategic development goals in higher education. Errhif</a> </p> <p class="card-text"><strong>Abstract:</strong></p> The study on the composition, abundance, and distribution of phytoplankton was conducted along the Moroccan coast of the Mediterranean Sea (Saiidia - Three Forks Cape) in April 2018. Samples were collected at thirteen stations using Niskin bottles within two layers (surface and deep layers). The identification and enumeration of phytoplankton were carried out according to the Utermöhl method (1958). A total number of 54 phytoplankton species were identified over the entire survey area. Thirty-six species could be found both in the surface and the deep layers while eleven species were observed only in the surface layer and seven in the deep layer. The phytoplankton throughout the study area was dominated by diatoms represented mainly by Nitzschia sp., Pseudonitzschia sp., Chaetoceros sp., Cylindrotheca closterium, Leptocylindrus minimus, Leptocylindrus danicus, Dactyliosolen fragilissimus. Dinoflagellates were dominated by Gymnodinium sp., Scrippsiella sp., Gyrodinium spirale, Noctulica sp, Prorocentrum micans. Euglenophyceae, Silicoflagellates and Raphidophyceae were present in low numbers. Most of the phytoplankton were concentrated in the surface layer, particularly towards the Three Forks Cape (25200 cells·l⁻¹). The fingerlings were distributed in seven tanks at a rate of 1000 per lot. The first control tank (B0) received only the feed without additives. Tanks B1, B2, B3, and B4 received garlic as a feed additive at a rate of 1%, 1.5%, 2% and 2.5% respectively. The fingerlings in tanks B5 and B6, in addition to 2.5% garlic, received 5 and 10ml argon oil, respectively. During this two-month experiment, the weight growth of the fingerlings and the physico-chemical parameters of the water that are favorable for fry rearing (hydrogen potential, temperature, dissolved oxygen, and electrical conductivity) were monitored. The weight growth of fingerlings receiving garlic was positive (mean weight: 4.95g, 5.43g, 5.13g, and 5.06g) compared with control fingerlings (mean weight: 3.88g). The maximum average weight was obtained with 1.5% garlic (average weight: 5.43g). The addition of 5 and 10ml of argon oil to B5 and B6 resulted in a slight increase in weight for the B5 fingerlings (5.37g) compared with the B4 control fingerlings (mean weight: 5.06g) but a minor decrease for the B6 batch (4.73g). Many study illustrate that earnings volatility can reduce the firm’s value by enhancing the cost of capital. However, a few recent studies directly examine the relation between earnings volatility and subsequent earnings levels. In our study, we further explore the role of volatility in forecasting. Our study makes two primary contributions to the literature. First, taking into account the level of current firm’s performance, we provide causal theory to the link between volatility and earnings predictability. Nevertheless, previous studies testing the linearity of this relationship have not mentioned any underlying theory. Secondly, our study contributes to the vast body of fundamental analysis research that identifies a set of variables that improve valuation, by showing that earnings volatility affects the estimation of future earnings. Projections of earnings are used by valuation research and practice to derive estimates of firm value. Since we want to examine the impact of volatility on earnings predictability, we sort the sample into three portfolios according to the level of their earnings volatility in ascending order. For each quintile, we present the predictability coefficient. In a second test, each of these portfolios is, then, sorted into three further quintiles based on their level of current earnings. These yield nine quintiles. So we can observe whether volatility strongly predicts decreases on earnings predictability only for highest quintile of earnings. In general, we find that earnings volatility has an inverse relationship with earnings predictability. Our results also show that the sensibility of earnings predictability to ex-ante volatility is more pronounced among profitability firms. The signal processing (Fast Fourier Transform FFT Inverse Fast Fourier Transform iFFT and BESSEL functions) is widely applied to obtain information with high precision accuracy. Signal processing has a wider implementation in general-purpose pro-cessors. Our interest was focused on the use of FPGAs (Field-Programmable Gate Ar-rays) in order to minimize the computational complexity in single processor architecture, then be accelerated on FPGA and meet real-time and energy efficiency requirements. Gen-eral-purpose processors are not efficient for signal processing. We implemented the acous-tic backscattered signal processing model on the Altera DE-SOC board and compared it to Odroid xu4. By comparison, the computing latency of Odroid xu4 and FPGA is 60 sec-onds and 3 seconds, respectively. The detailed SoC FPGA-based system has shown that acoustic spectra are performed up to 20 times faster than the Odroid xu4 implementation. FPGA-based system of processing algorithms is realized with an absolute error of about 10⁻³. This study underlines the increasing importance of embedded systems in underwater acoustics, especially in non-destructive testing. It is possible to obtain information related to the detection and characterization of submerged cells. The response from each region is a number of affected children less than five years of age recorded from 1996 through 2006 from Tunisian pediatric departments and treated as a poison county level data. The model includes climatic factors, namely averages of annual rainfall, extreme values of low temperatures in winter and high temperatures in summer to characterize the climate of each region according to each continentality index, the pluviometric quotient of Emberger (Q2) to characterize bioclimatic regions and component for residual extra-poison variation. The statistical results show the progressive increase in the number of affected children in regions with high continentality index and low mean yearly rainfull. On the other hand, an increase in pluviometric quotient of Emberger contributed to a significant increase in VL incidence rate. When compared with the original GLSM, Bayesian locally modeling is improvement and gives a better approximation of the Tunisian VL risk estimation.
