</strong></p> <p>عقد رئيس الحكومة نوري المالكي مؤتمرا صحافيا للرد على انتقادات القائمة العراقية اكّد خلاله حقه كقائد عام للقوات المسلحة في اختيار الوزراء الامنيين رافضا ان تدار الدولة من قبل ثلاثة او اربعة رؤوس لان ذلك قد يؤدي الى انهيار المؤسسات. <br/>المالكي، اكد ايضًا ان مسألة تمديد بقاء القوات الاميركية من عدمها مرتبطة بتوافق وطني حولها، مشيرا إلى ان من يحاول تحميله مسؤولية هذا الامر منفردا يتهرب من مسؤولياته والتزاماته. </p> <p><strong><font color="#800000">احداث امنية في مناطق عدة من البلاد</font> </strong></p> <p>انفجرت عبوة ناسفة كانت مزروعة الى جانب الطريق في مدينة الصدر، ما ادى الى جرح ستة مدنيين. كما ادى الانفجار الى تحطم نوافذ المنازل المجاورة وتضرر عدد من السيارات. <br/>اتهم مكتب الشهيد الصدر في محافظة ديالى، الأربعاء، القوات الأميركية بمداهمة مقره الرئيس شمال غرب بعقوبة، وتمزيق المصاحف والعلم العراقي وسرقة عدد من اجهزة الكومبيوتر. <br/>وقال مدير مكتب الصدر في ديالى وديع العتبي ان قوة من الجيش الأميركي داهمت، فجر اليوم، المقر الرئيسي لمكتب الصدر في أطراف ناحية جديدة الشط مضيفا ان <br/>وفداً من قيادة عمليات ديالى توجه إلى مقر المكتب للاطلاع على الوضع ميدانياً&quot;، لافتاً إلى أن &quot;هذه المداهمة تمثل خرقاً فاضحاً للاتفاقية الأمنية. <br/>وفي ديالى ايضا القت القوات الامنية القبض على ستة عشر شخصا بينهم مطلوب بتهمة الارهاب في عمليات دهم بمناطق متفرقة من المحافظة. <br/>وقال مصدر امني ان قوة من الشرطة نفذت، ليل الثلاثاء وصباح الاربعاء، عمليات دهم في مناطق بعقوبة وناحية السعدية وقضاء المقدادية وناحية بني سعد أسفرت عن اعتقال المشتبه بهم. <br/>وفي الانبار القت قوة امنية القبض على ثلاثة مطلوبين بتهمة الإرهاب غرب الأنبار وقال مصدر امني ان المطلوبين كانوا مقيمين في سوريا منذ سنوات وتم اعتقالهم بعد أيام قليلة من دخولهم الأراضي العراقية استنادا إلى معلومات استخبارية دقيقة. <br/>وفي دهوك اعتقلت قوة أمنية ستة أشخاص علقوا في نهر الخابور شمال دهوك أثناء محاولة التسلل إلى الأراضي التركية. <br/>وقال مصدر امني إن أربعة من المعتقلين هم من أهالي مدينة حلبجة، والخامس من مدينة أربيل، بالإضافة إلى المهرب الذي كان يقود المجموعة لإدخالها إلى الأراضي التركية وزعيم العراقية اياد علاوي. واليوم انتقد المالكي علاوي بعنف قائلا ان الذين يتكلمون على التوافق يريدون ان تُحكم البلاد من قبل عدة رؤوس. <br/>رئيس الحكومة اكد ايضًا ان مسألة تمديد بقاء القوات الاميركية من عدمها مرتبطة بتوافق وطني حولها، مشيرا إلى ان من يحاول تحميله مسؤولية هذا الامر منفردا يتهرب من مسؤولياته والتزاماته. <br/>زعيم القائمة العراقية اياد علاوي لم ينتظر اكثر من ساعتين للرد على تصريحات رئيس الوزراء نوري المالكي بشان كون الوزارات الامنية حصة للمكونات وليس للكتل السياسية، مؤكدا في المقابل ان الخلاف بينهما ليس شخصيا. <br/>زعيم القائمة العراقية استغرب اجراءات قيادة عمليات بغداد برفع الكتل الكونكريتية من امام مقره، الا ان القيادة اكدت انها تنفذ خطة لفتح شارع الزيتون ولم تقصد مقر علاوي تحديدا. <br/>النواب لم ينأوا بانفسهم عن الحرب الكلامية المستعرة بين رئيس الحكومة نوري المالكي ورئيس القائمة العراقية اياد علاوي. فتحول ممثلو الشعب إلى وقود يغذي الخلاف مطلقين الاتهامات في حق الزعماء في كل الاتجاهات. <br/>اكد وزير الخارجية هوشيار زيباري عقب لقائه نظيره الايراني علي اكبر صالحي ان ايران مستعدة لحل كل المشاكل العالقة بين البلدين، في حين قال الوزير الايراني ان سياسة ايران هي عدم التدخل في شؤون الدول الاخرى. <br/>استكمل مجلس النواب اليوم استجواب مفوضية الانتخابات فيما تم تاجيل بعض القوانين الى ما بعد عطلة المجلس كقانون مجلس القضاء الاعلى وقانون المحكمة الاتحادية وقانون النزاهة وقانون المفتشيين العموميين. <br/>نفت المجموعة العربية في مجلس محافظة كركوك ما أعلنته قيادة شرطة المحافظة عن وجود اتفاق بين جميع الكتل السياسية في المجلس على تمديد بقاء الجيش الامريكي في كركوك، موكدة ان تصريحات قيادة الشرطة تمثل تدخلا في العمل السياسي. <br/>اعلن وزير الصحة مجيد حمد امين ان السنة الحالية ستكون افضل سنة دوائية يمر بها العراق، مشيرا الى ان الوزارة تعاقدت مع ايران والاردن لاستيراد ادوية وتقنيات مكافحة الامراض. <br/>مساعدات اضافية من المنظمة الدولية للهجرة لاهالي الديوانية كجزء من <p>اتهم التحالف الكردستاني الحاكم المدني السابق بول بريمر بارتكاب المجازر في الفلوجة عام الفين وخمسة . وقال مصدر في التحالف ان بريمر عندما هجم على الفلوجة لم يقم باستشارة مجلس الحكم ، مشيرا </p> <p>الى ان اياد علاوي لم يكن في وقتها مسؤولا عن الملف الامني . وكان نواب بالبرلمان قد دعوا الى اعتبار قضية احداث الفلوجة جريمة ابادة واتهموا اياد علاوي بارتكاب مجزرة الابادة الجماعية . ياتي هذا في وقت تشهد في الساحة السياسية تبادل التهم بين الكتل بشان المسؤولية عن احداث الفلوجة عامي الفين واربعة والفين وخمسة ، فيما تؤكد تقارير دولية ان المدينة تعاني بعد سبع سنوات من تلك الاحداث من ولادات مشوة وانتشار امراض السرطان ، ووقعت معركة الفلوجة الأولى في نيسان من عام 2004، على إثر قيام مسلحين بقتل أربعة من أفراد القوات الأمريكية العاملين ضمن شركة بلاك ووتر الأمريكية في مدينة الفلوجة، وتم التمثيل بجثثهم في الشوارع وتعليقها فيما بعد على جسر في أطراف المدينة ويطل على نهر الفرات، وانتهت المعركة بانسحاب القوات الامريكية ووقع خلالها 450 قتيل وجريح من الطرفين، وتم على إثرها تشكيل لواء الفلوجة المكون من 3000 عنصر يقومون بحماية المدينة على أن تختفي الظواهر المسلحة من المدينة، ومنع دخول قوات الاحتلال الأمريكية إلى الفلوجة بموجب الاتفاق الذي نص أيضا على تعويض ذوي الضحايا وأصحاب المباني المدمرة.فيما وقعت معركة الفلوجة الثانية في النصف الثاني من شهر رمضان من عام 2004، حيث ضاعفت قوات&#160; الاحتلال الأمريكية تعزيزاتها سبع مرات عن المعـركة الأولى، وبلغت أعداد جنودها أكثر من 15 ألف جندي، مقابل حوالي 1000 مقاتل كانوا متحصنين داخل المدينة، وانتهت المعركة بخسارة المسلحين وسيطرت قوات&#160; الاحتلال الأمريكية على الفلوجة، وفرض حصار عليها والعمل بنظام باجات لدخول الأهالي، وأسفرت عن اعتقال أكثر من 1000 شخص مابين مسلح ومشتبه به، وتدمير أكثر من 4000 منزل و2000 محل تجاري، و300 معمل أهلي وحكومي، وبلغ عدد القتلى والجرحى من أهالي المدينة 5200 شخص. ووقعت تلك الأحداث خلال ترأس زعيم القائمة العراقية إياد ذكر مصدر في الشرطة العراقية أن مسلحين مجهولين اقتحموا قبل فجر الثلاثاء منزلا سكنيا في منطقة المحمودية وأطلقوا النار على ساكنيه مما أسفر عن مقتل صاحب المنزل وزوجته وابنه الكبير فيما أصيب أبناءه الثلاثة الصغار بجروح مختلفة. <br/>وفي حادث آخر، أصيب شرطي بانفجار عبوة ناسفة استهدفت دورية للشرطة مساء الاثنين على الطريق السريع قرب جامع أم القرى غرب بغداد. <br/>وفي محافظة نينوى قتل عنصران من الشرطة بهجوم مسلح نفذه مجهولون مساء الاثنين بأسلحة كاتمة للصوت على نقطة تفتيش في منطقة حي الصحة غرب الموصل. <br/>في كركوك قتل جندي وأصيب اثنان آخران بانفجار عبوة ناسفة استهدفت دورية للجيش منتصف ليل الاثنين على طريق كركوك ناحية الرشاد جنوب غرب المحافظة. <br/>في هذا الوقت أعلن الجيش الأميركي في بيانين له عن مقتل اثنين من جنوده متأثرين بجراح أصيبا بها في حادثين منفصلين وصفهما البيانان بغير القتاليين قتل أحدهما يوم الاثنين وسط العراق والآخر في الثالث من نيسان شمال العراق من دون إعطاء المزيد من التفاصيل. <br/>أما في ديالى فقد اعتقلت قوات من شرطة المحافظة أحد عشر شخصا بينهم خمسة مطلوبين للقضاء خلال عمليات أمنية متفرقة نفذتها فجر الثلاثاء في عدد من المناطق في المحافظة. <br/>في حين تمكن لصوص من سرقة مصوغات ذهبية بقيمة أحد عشر مليون دينار عراقي من منزل شرطي قرب ساحة الشهداء شرق بعقوبة في ساعة متقدمة من شهدتها مدن العراق المختلفة مؤخرا، قال السيد مقتدى الصدر إنه يؤيد التظاهرات الشعبية ذات الطابع السلمي مشددا على ضرورة أن يبذل رئيس الوزراء وأعضاء الحكومة المزيد من الجهود في سبيل خدمة الشعب .</p> <p>من تسير بكل وضوح وتسارع نحو المعارضة وتشكيل جبهة واسعة للمعارضة. فقد كشفت مصادر عراقية مقربة من علاوي أن الأخير توجه اليوم إلى محافظة النجف الأشرف للقاء زعيم التيار الصدري مقتدى الصدر الذي عاد مؤخرا من مدينة قم الإيرانية. وقالت المصادر أن &quot;رئيس القائمة العراقية اياد علاوي سيصل محافظة النجف اليوم الخميس للقاء زعيم التيار الصدري مقتدى الصدر&quot;، مبينة ان &quot;اللقاء سيتضمن مناقشة التطورات في البلاد وأداء رئيس الحكومة نوري المالكي بخصوص الاصلاحات والاتفاقات السياسية الموقعة بين الاطراف الممثلة في الحكومة&quot;. وقالت مسؤولة المكتب الاعلامي لحركة الوفاق الوطني انتصار علاوي إن &quot;زيارة زعيم القائمة العراقية أياد علاوي للنجف اليوم هي لتعزية آل الحكيم على وفاة المرجع السيد محمد علي الحكيم&quot;، مؤكدة في الوقت نفسه أن الزيارة &quot;ستتضمن أيضا لقاء بزعيم التيار الصدري مقتدى ائتلاف بين القائمة العراقية والائتلاف الوطني العراقي. ورأى مراقبون سياسيون عراقيون أن اللقاء سيكون نقطة هامة ورئيسية في معركة كسر العظم بين المالكي وعلاوي، خاصة أن الأخير يعتقد أن المالكي تخلى عن كل الإتفاقيات التي تم الإتفاق عليها في محافظة أربيل برعاية رئيس إقليم كردستان العراق مسعود البارزاني، الذي أنشغل هو أيضا عن متابعة تنفيذ هذا الأتفاق بترتيب البيت الداخلي للإقليم. يذكر أن زعيم التيار الصدري مقتدى الصدري غادر العراق، في 21 من الشهر الماضي، متوجهاً إلى مدينة قم الإيرانية من دون أن يكشف عن مدة بقائه هناك بعد أن عاد إلى مدينة النجف في النصف الأول من الشهر الماضي، بعد غياب دام أكثر من align="right"> <p>A Iraqi political source in the city of Al-Najaf has stated that Al-Sadr movement&#8217;s Leader Muqtada al-Sadr &quot;is preparing to be Iraq&#8217;s Hasan Nasrallah and play a major influential role&quot; and warned that &quot;partisan struggles for the political leadership of Iraq&#8217;s Shiites will take place in Al-Najaf, Karbala, and other central Euphrates and southern cities.&quot;</p> <p>The source which spoke to Asharq Al-Awsat on the condition of anonymity by telephone from Al-Najaf said that &quot;the leader of Al-Sadr movement is holding in his family&#8217;s home in Al-Hananah quarter, intensive meetings with leaders of his movement in an effort to put their affairs in order and resolve some conflicts and struggles inside it, especially between those wearing turbans and those not wearing them (Mullahs and non-mullahs). The first are asserting that they are the ones who protected the Trend and its permanence while the others believe they were the ones credited with making the Trend a political movement.&quot; </p> <p>The source went on to say that discussions during the meeting also focused on the removal of some the traditional leaders whom Al-Sadr believes are undisciplined or not in tune with the times, especially as some symbols of the movement have yet to appear in Al-Najaf since Al-Sadr&#8217;s return.</p> <p>The political source went on to say: &quot;Al-Sadr returned to Iraq arrogant with power after having left Al-Najaf in secret for fear of being arrested by American forces. But his movment today has 40 seats in the Iraqi House of Representatives and seven ministers in the government. This hastened his return to play an influential political role that is to a large extent similar to the role of Hasan Nasrallah, leader of Hezbollah in Lebanon, according to what those close to Al-Sadr are asserting.&quot;</p> <p>The source pointed out that &quot;the attention the Iraqi political leaders are paying Al-Sadr is giving him stronger impetus&quot; and referred to &quot;the visit by President Jalal Talabani, leader of the Democratic Union of Kurdistan, to Al-Sadr in his house in Al-Najaf and the telephone contact Dr. Iyad Allawi, the former Iraqi prime minister and Al-Iraqiya List leader, had with him the day before yesterday.&quot; </p> <p>The source noted that, &quot;leaders of the traditional Shiite parties are not happy with Al-Sadr&#8217;s return to Al-Najaf, the capital of Shiite influence.&quot; It added that &quot;hot political struggles between the Shiite parties for control of the Shiite influence are going to surface through events, especially between Al-Sadr Trend and Al-Dawa Party, which is led by Prime Minister Nuri al-Maliki, on one hand and between the Trend and the Islamic Supreme Council [IISC] which is led by Ammar al-Hakim on the other hand.&quot; It warned that &quot;the struggle between Al-Sadr Trend and the IISC is going to be more public due to the historic struggle for control of Al-Najaf between Al-Sadr and Al-Hakim&#8217;s families.&quot;</p> <p>The source believes that &quot;Muqtada al-Sadr will not forget his traditional enemies easily or the battles the current Prime Minster Nuri Al-Maliki led against his Trend in which many of his supporters were killed or arrested. Hence, the struggle between Al-Sadr and Al-Maliki will not be confined only to the partisan one between Al-Sadr Trend and Al-Dawa Party but personal aspects and settlement of accounts might be involved which will weaken both sides, particularly as Al-Dawa Party considers itself as having greater Shiite influence in Iraq and does not accept anything less than that. This Shiite party even sees itself as the only political representative of Iraq&#8217;s Shiites following the reduced influence of IISC in the recent legislative elections and its failure to obtain important ministries in Al-Maliki&#8217;s second government.&quot; The source does not rule out the possibility of &quot;Al-Sadr starting his battle with Al-Maliki by criticizing the government&#8217;s performance and through his ministers and parliamentary deputies so as to weaken the prime minister&#8217;s position without triumphing over him&quot; and pointed out that the &quot;coming months will see noticeable tensions between the Shiite parties&#8217; leaders and the people of Al-Najaf are fearful of Al-Sadr Trend&#8217;s calm before the storm.&quot;</p> <p>However, Baha al-Aaraji, the leader in the Trend who is close to Muqtada, has said &quot;Iraq is not Lebanon. What applies there cannot be applied here. In his speeches and statements, Muqtada al-Sadr stresses the need to stay away from weapons and demands that any issue should be resolved politically.&quot; He pointed out that the Trend leader &quot;is expecting the government to provide the services to the Iraqi people and to get the American occupation forces out. He will back the government and give it the chance even though he had said it was weak. <p>&#160;</p> <blockquote><p> The new Iraqi government, led by Prime Minister Nouri al-Maliki, that won the trust of the Parliament on Tuesday “is the biggest government, as regards to its number, in the history of the contemporary Iraqi cabinets,” the Iraqi Legal Expert, Tareq Harb said.</p> <p>“For the first time in the history of Iraq, a government is formed with four deputy prime ministers, that were included in Maliki’s 2nd cabinet, along with 42 cabinet ministers,” Harb said.</p> <p>The list of cabinet ministers, presented by Maliki to the Parliament on Tuesday, had comprised 41 candidates, some of who had been assigned on acting basis, whilst included 12 state ministers, compared with Maliki’s previous cabinet that comprised 37 seats.</p> <p>Noteworthy is Maliki’s new cabinet comprises 42 cabinet posts, but he had presented 41 of them to the Parliament’s session on Tuesday, according to source close to the Iraqi Parliament, who did not give the reason for Maliki’s non-presentation of the 42nd candidate.</p> <p>Harb said that “the first government in the history of Iraq in the beginning of the Royalist Regime, led by Prime Minister Abdul-Rahman al-Naqib, in 1920, that comprised 7 cabinet seats only and 12 (formal) state cabinets,” adding that “for the first time in the history of Iraq, a government is formed with 4 deputy prime ministers, in Maliki’s 2nd government, followed by Ibrahim al-Jaafari’s government, formed in April, 2005, with three deputy prime ministers.”</p> <p>“Maliki’s new government had comprised all political components, with the exception of the Kurdish “Change” Bloc that withdrew from the government at the last moments that preceded the formation of the government, whilst it was the first cabinet that included 6 state ministries,” he added.</p> <p>He pointed out that “Maliki’s 2nd cabinet was the 12th Shiite-led cabinet in Iraq’s history, 5 of them during the Royalist Regime &#8211; 1920 to 1958, the first led by Prime Minister, Hussein al-Sadr, the second by Saleh Jabur, the third by Abdul-Wahab Marjan, the fourth by Fadhil al-Jamaly, followed by three cabinets in the Republican Regime &#8211; 1958 to 2003: the first led by Naji Taleb in 1966, the second by Saadoun Hammadi in 1991, the third by Mohammed al-Zubeidy in 1993.”</p> <p>“But after April 4, 1993, the first Shiite-led cabinet had been led by Iyad Allawi in 2004, then by Ibrahim Jaafari in 2005, followed by Nouri al-Maliki’s first cabinet in 2006 and 2nd cabinet in 2010,” Tareq Harb said.</p> <p>Harb pointed out that “Maliki’s 2nd cabinet had been the cabinet that comprised the smallest number of women, among the cabinets formed after 9/4/2003, which included one woman only, who occupied the post of state minister.”</p> <p>On his part, Member of the State of Law Coalition, led by Nouri al-Maliki, Adnan al-Sarraj told Aswat al-Iraq news agency, said: “The number of ministers in Maliki’s cabinet is very large, comparied to the United States that has 15 ministers only and China &#8211; 25 ministers only!”</p> <p>The Iraqi Parliament had granted trust to the government program presented by Prime Minister Maliki, as well as the members of his new cabinet on Tuesday, following a serious dialogue that continued for about 9 months, that followed Iraq’s March 7th nationwide parliamentary elections.</p> <p>Maliki had presented اياد علاوي اليوم أكثر ليونة في تعامله مع مسألة تشكيل الحكومة، فقد اعلن صراحة استعداداه للتنازل عن استحقاق القائمة بتشكيل الحكومة انحناءً لمصلحة الشعب العراقي، مؤكدا في الوقت نفسه رفضه لإي أرادات خارجية. <br/>علاوي الذي كان يتحدث على هامش استقباله عدد من شيوخ العشائر من محافظتي بابل والنجف حضروا لمبايعته، لفت إلى وجود صراع اراداتين في العراق الاولى تحاول اقحام الدين في السياسية وترفض المصالحة الوطنية والأخرى متمثلة بقائمته التي تعمل عكس ذلك. <br/>واعرب زعيم القائمة العراقية عن أمله أن تتمكن القوى السياسية من تحقيق الاجتماع حول الطاولة المستديرة من أجل تشكيل حكومة تضم جميع الأطراف. <br/>ويبدو أن علاوي أراد من خلال إعلانه الاستعداد عن التنازل عن حق العراقية في تشكيل الحكومة إنما استباق موقف الكرد الذي يتحضرون لإطلاقه، والذي اعتبر مراقبون انه مؤيد للتحالف الوطني استنادا إلى reason to doubt the scenario Chulov has&#160; laid out here. In particular his report that Hizballah&#8217;s leader Hassan Nasrallah was involved agrees with our information both from within Irak and Lebanon. Moreover as is well known Muqtada al-Sadr admires Nasrallah (to whom he is related) and wants to build his movement into a movement similar to Hizballah.</p> <p>What ministries do they want? That is hard to tell it depends on whether they get seven or four. Certainly they&#8217;ll want a social ministry such as health, they&#8217;ll demand a &quot;security&quot; ministry – an educated guess is that they will ask for and get the interior ministry beyond that I do not want to guess. Cabinet secretary general seems logical to me.</p> <p>Saba Ali.</p> </p></div> </p></div> </p></div> </p></div> <p>Tehran&#8217;s influence in Baghdad politics described by western official as &#8216;nothing less than a strategic defeat&#8217; for US</p> <p>In the sprawling slums of Baghdad&#8217;s Shia heartland, signs of triumph are everywhere. Loyalists of Muqtada al-Sadr are posting giant images of the cleric in hospitals, schools and on neighbourhood squares. Cakes and nuts, usually reserved for festivals, are being served to guests of key officials.</p> <p>Sadr&#8217;s followers say theirs is a movement whose time has come. It has been like this for 16 days, since the exiled cleric confirmed his support for a second term for the incumbent prime minister, Nouri al-Maliki. That move looks set to revolutionise political life in Iraq and, potentially, recast the brittle nation&#8217;s dealings with the west.</p> <p>Hours after Sadr&#8217;s endorsement, on 1 October, the bulk of Iraq&#8217;s Shia political blocs announced that Maliki was their candidate for prime minister, after seven months of political torpor.</p> <p>This crystallised two things; that Maliki would likely out-manoeuvre his rivals, and that those who supported him would want, in return, more than their share of treasure. On the regional chessboard that is Iraqi politics, Maliki&#8217;s move was akin to putting his key rival, Iyad Allawi, in check.</p> <p>The price sought has now begun to emerge, along with a picture of how Sadr&#8217;s support was won and what it means for Britain and the US, who have invested 4,500 lives, billions of pounds and their international standing in the hope of shaping Iraq as a western-oriented democracy that realigns the regional balance.</p> <p>According to Guardian sources, Maliki&#8217;s renewed grasp on power and the Sadrists&#8217; elevation as influence brokers have been brought about by a consortium of the Middle East&#8217;s most-powerful Shia Islamic players, whose power bases are rooted in the region&#8217;s other main player, arch US foe Iran.</p> <p>It has been spearheaded by the Islamic Dawa party, which opposed Saddam Hussein from a base in Tehran during the Ba&#8217;athist years, as well as by Maliki&#8217;s adviser, Tareq Najim Abdullah. Sadr and Ayatollah Kazem al-Haeri, a key exiled figure, who has acted as Sadr&#8217;s godfather, also led the way.</p> <p>Qassem Suleimani, head of the al-Quds brigades, a division of the Iranian Revolutionary Guard Corps, Iran&#8217;s president, Mahmoud Ahmadinejad, the Syrian president, Bashar al-Assad, and the head of Lebanese Hezbollah&#8217;s politburo, Mohammed Kawtharani, also heavily influenced the process. Above them all, two Shia Islamic overlords, Grand Ayatollah Khameini, and Hezbollah&#8217;s Hassan Nasrallah are understood to have been involved in getting Sadr onside. In interviews over the past week, important players in Iraq&#8217;s power base have divulged the essence of what they believe the Sadrists demanded from Maliki&#8217;s envoys. It includes a grant of three ministries from his own quota, bringing to seven the number of ministries that the Sadrists could hold in a new government.</p> <p>It also includes the position of secretary-general of the cabinet and, crucially, deputy positions in all the security agencies. A total of 100,000 roles allocated to Sadrists in government agencies appears to be on the table, as is a mass release of Sadrist prisoners.</p> <p>A leading Sadrist, Nassar al-Rubaie, said that they were entitled to 25% from each ministry. The Sadrists won 40 seats in the 325-seat parliament. &quot;The electoral process has delivered people who make decisions in this country and we are an important part of that group.&quot;</p> <p>Rubaie said the proposals offered by Maliki&#8217;s envoys had been enough to win Sadr&#8217;s support, even though the cleric had publicly stated that he could not abide a second term for the prime minister whose government he abandoned in 2007. Maliki&#8217;s response then was to send the army to rout Sadr&#8217;s militia in Sadr City and Basra, igniting a bitter feud.</p> <p>A high-ranking third party was needed to break the stalemate, as trust was non-existent on both sides. In early September, the Iranians made the first move. Haeri told his understudy that Maliki was the way forward; he was not perfect, but both he and the Iranians thought they could work with him.</p> <p>Maliki then made his move. He sent Najim Abdullah and the head of the Dawa party, Abdul-Halim al-Zuhairi, to the Iranian shrine city of Qom, to meet with Sadr. There they met Suleimani, Iran&#8217;s most powerful military general and nemesis of the US.</p> <p>Suleimani has led the Quds force for the past 20 years. &quot;He runs Iran&#8217;s policy in Iraq,&quot; said a senior Iraqi official. &quot;There is no dispute about this.&quot;</p> <p>Suleimani is also a key link to Hezbollah in Lebanon and to Hamas in Gaza, supplying weapons, money and training to help oppose Israel. A senior US official in Baghdad claimed this summer that the Iranian military was responsible for about 25% of all US casualties in Iraq. US intelligence officials believe Suleimani&#8217;s unit accounted for nearly all of them.</p> <p>According to an authoritative source, Kawtharani was also at the meeting in Qom. The two courtiers, Abdullah and Zuhairi, discussed options with Sadr. He liked what he heard, but would not sign on without a guarantor. Suleimani put his name forward, but Sadr was aiming higher. He sought two of Shia Islam&#8217;s highest authorities to ratify what was being put to him – Khameini and Hezbollah&#8217;s leader, Hassan Nasrallah.</p> <p>Sadr was won over, but Nasrallah&#8217;s name came with a condition. According to the source, when Nasrallah, who remained in Beirut, was consulted, he asked for a return guarantee from Maliki that the US military would disappear completely from Iraq by the end of 2011.</p> <p>&quot;Maliki told them he will never extend, or renew [any bases] or give any facilities to the Americans or British after the end of next year,&quot; the source said. &quot;They then went to try to smooth things over with the Syrians.&quot;</p> <p>Syria was an obstacle in the process, partially because ill-feeling between Maliki and the Syrian president, Bashar al-Assad, had been exacerbated by Maliki alleging in August 2009 that Damascus was harbouring senior Ba&#8217;athist leaders who had blown up two ministries in the centre of Baghdad, undermining his security credentials.</p> <p>&quot;Zuhairi met Assad at Damascus airport. In public and private he was very much opposed to Maliki before the meeting,&quot; said the source.</p> <p>Around the same time the Iranians made their second move. Ahmadinejad touched down in Damascus on 18 September on his way to the UN in New York. The pair spoke for two hours. According to a senior Iraqi government official<strong> </strong>in the days afterwards, Assad told his advisers: &quot;Our Iranian friends want Maliki, and Maliki it is.&quot;</p> <p>It was a crucial circuit-breaker, which allowed Maliki to make concrete plans for a new administration that would be dramatically different from the last, both in make-up and orientation.</p> <p>Ahmadinejad returned from New York six days later and at a final meeting in Tehran the deal was ratified. The first domino was then tipped – the Sadrists&#8217; announcement. Then came the Shia list&#8217;s pledge of support for Maliki.</p> <p>The last seven years have been a tug of war for the heartland of Arabia, underpinned by the nagging strategic challenge of whether Iraq will emerge as a strategic ally of the west.</p> <p>The US was a primary player, but as its military withdraws, its influence plummets. The US embassy in Baghdad had thrown its weight behind a second term for Maliki, believing his secular rival, Allawi, is untenable as leader because his support base is largely Sunni. &quot;That position only served to embolden Maliki and the Iranians,&quot; said a senior western diplomat. &quot;It was poorly conceived, poorly executed and utterly disastrous in its consequences.&quot;</p> <p>Last week, a US official offered an explanation: &quot;We have switched from frontline players with muscle that we could wield, to straight diplomacy.&quot;</p> <p>In July, that same official said: &quot;[The Sadrists'] world view and view of relations with the US is totally incompatible with any relationship that we could have.&quot;</p> <p>The US transition from military overlord to would-be democratic partner has escaped no one&#8217;s attention, nor has the vacuum left behind gone unremarked.</p> <p>Publicly, however, the Dawa party is maintaining a different line. &quot;There is no contradiction between the Iranian point of view and the US view in forming a new government,&quot; said Zuhairi. &quot;For example, the Americans have said this will be a Shia-led government.
