ساحة التحرير وسط بغداد للمطالبة بإطلاق سراح المعتقلين وتوفير مفردات البطاقة التموينية ورفض التمديد لبقاء الجيش الامريكي في العراق بعد نهاية العام الحالي. <br/>وقال مراسل راديو دجلة &quot; إن المئات من المتظاهرين خرجوا، صباح اليوم، في تظاهرة سلمية في ساحة التحرير، وسط بغداد، للمطالبة بإطلاق سراح المعتقلين وتوفير مفردات البطاقة التموينية ورفض الوجود الامريكي&quot;. <br/>وأضاف &quot;أن القوات الأمنية انتشرت في محيط ساحة التحرير تحسباً لحدوث أي خروقات أمنية&quot;، مشيرا إلى &quot;أن المتظاهرين رددوا شعارات تطالب بتحسين القطاع الاقتصادي والصناعات المحلية وإطلاق سراح المعتقلين&quot;. <br/>وطالب المشاركون في تظاهرة اليوم الجمعة بالاسراع في بناء قدرات الجيش العراقي وتأهيله ليكون اكثر قدرة على حماية حدود العراق. <br/>كما طالب المتظاهرون بوضع حد لحالات الفساد المالي والاداري المستشري في في الدولة واحالة الذين يقفون وراء الصفقات المشبوهة التي كشف النقاب عنها مؤخرا الى القضاء .</p> <p><b>برغم من حظر التجوال في نينوى.. مواطنون يصرون على التظاهر ويشتبكون مع القوات الأمنية</b></p> <p>أصر العشرات من أبناء محافظة نينوى ،اليوم الجمعة،على التظاهر بالرغم من حظر التجوال المفروض على المدينة، فيما اشتبكوا بالأيدي مع القوات الأمنية التي منعتهم من التوجه إلى ساحة الأحرار وسط الموصل. <br/>وقال مصدر مطلع &quot; إن العشرات من أبناء المحافظة اشتبكوا، صباح اليوم، بالأيدي مع القوت الأمنية أثناء توجههم إلى ساحة الأحرار وسط الموصل&quot;، مبيناً&quot; أن المواطنين أصروا على الوصول إلى الساحة على الرغم من حظر التجوال المفروض على المدينة&quot;. <br/>وأضاف المصدر&quot; أن المتظاهرين طالبوا برحيل القوات الأميركية من العراق فضلا عن إطلاق سراح المعتقلين&quot;.</p> <p><strong>برهم صالح يصدر قرارا للاجهزة الامنية بشأن الاوضاع في السليمانية </strong></p> <p>أصدر رئيس حكومة إقليم كردستان برهم صالح قراراً تضمن مجموعة من أوامر وتوصيات إلى الأجهزة الأمنية حول الأوضاع في مدينة السليمانية وأطرافها. <br/>وذكر بيان رئاسي أوضح فيه الخميس أنه ينبغي أن تتخذ الإجراءات الأصولية إزاء الأحداث المستجدة أو التي حدثت سابقاً وأن تكون الإجراءات قانونية بالكامل وكذلك لايجوز التعسف والمبالغة من قبل قوات الأمن الداخلي في التعامل مع المواطنين، ومن يتجاوز الحدود في ذلك يتحمل المسؤولية. <br/>وأضاف أنه لايجوز إبقاء أي شخص في المعتقلات بدون الأوراق التحقيقية ويجب تسليم الأوراق إلى قاضي التحقيق في المدة القانونية ليحدد القاضي مصير المعتقلين وفق القوانين المعمول بها. <br/>وشدد على أن يتابع الادعاء العام بجدية أوضاع المعتقلات وجميع الذين لديهم شكاوي أو وجهت لهم تهم، لضمان تنفيذ القانون وعدم إنتهاك حق أحد، مبينا <p>دعا رئيس جماعة علماء العراق في الجنوب خالد الملا البرلمان ولجنة النزاهة إلى كشف ملفات المفسدين وإحالتهم إلى القضاء. <br/>واوردت وكالة الصحافة المستقلة الجمعة عن بيان لمكتب الملا تأكيده إن الفاسدين أعدى علينا من عدونا لأنهم منا وهم وباء علينا وسبة لنا وعلينا أن نتصدى لهم بكل الوسائل المتاحة والمشروعة حتى لا يتمادوا في غيهم وفسادهم. <br/>واضاف أن بعض المسؤولين هم من أساء التصرف في هذا النظام السرقات هي التي تجعل اقتصادنا منهار.</p> <p><b>حسين الشامي يهاجم بهاء الاعرجي وينفي وجود فساد في صفقة شراء جامعة البكر</b> </p> <p>رد رئيس مجلس إدارة جامعة الامام الصادق حسين بركة الشامي على تصريحات رئيس لجنة النزاهة البرلمانية النائب بهاء الأعرجي، دون ذكر اسمه، والتي اتهمه فيها بعملية فساد واسعة تتعلق بشراء جامعة البكر بقيمة مليار و300 مليون دينار فقط. <br/>وكشف الشامي في بيان صحفي الخلفيات القانونية والرسمية لإنشاء الجامعة، مؤكداً أنها ليست ربحية، وليست مشروعاً شخصياً بل هي مسجلة لجهة خيرية ولها مجلس أمناء وهي بمثابة الوقف الشرعي. <br/>وتساءل السيد الشامي في بيانه، عن مصير الدعوات التي أهالي الفلوجة والانبار&quot;، حسب تعبيره.</p> </p></div> <h3>التقرير الأمني </h3> <p>في العاصمة بغداد قتل ثلاثة أشخاص وأصيب ثلاثة أطفال بجروح مختلفة بنيران مسلحين اقتحموا منزلهم جنوب العاصمة. <br/>إذ ذكر مصدر في الشرطة العراقية أن مسلحين مجهولين اقتحموا قبل فجر الثلاثاء منزلا سكنيا في منطقة المحمودية وأطلقوا النار على ساكنيه مما أسفر عن مقتل صاحب المنزل وزوجته وابنه الكبير فيما أصيب أبناءه الثلاثة الصغار بجروح مختلفة. <br/>وفي حادث آخر، أصيب شرطي بانفجار عبوة ناسفة استهدفت دورية للشرطة مساء الاثنين على الطريق السريع قرب جامع أم القرى غرب بغداد. <br/>وفي محافظة نينوى قتل عنصران من الشرطة بهجوم مسلح نفذه مجهولون مساء الاثنين بأسلحة كاتمة للصوت على نقطة تفتيش في منطقة حي الصحة غرب الموصل. <br/>في كركوك قتل جندي وأصيب اثنان آخران بانفجار عبوة ناسفة استهدفت دورية للجيش منتصف ليل الاثنين على طريق كركوك ناحية الرشاد جنوب غرب المحافظة. <br/>في هذا الوقت أعلن الجيش الأميركي في بيانين له عن مقتل اثنين من جنوده متأثرين بجراح أصيبا بها في حادثين منفصلين وصفهما البيانان بغير القتاليين قتل أحدهما يوم الاثنين وسط العراق والآخر في الثالث من نيسان شمال العراق من دون إعطاء المزيد من التفاصيل. <br/>أما في ديالى فقد اعتقلت قوات من شرطة المحافظة أحد عشر شخصا بينهم خمسة مطلوبين للقضاء خلال عمليات أمنية متفرقة نفذتها فجر الثلاثاء في عدد من المناطق في المحافظة. <br/>في حين تمكن لصوص من سرقة مصوغات ذهبية بقيمة أحد عشر مليون دينار عراقي من منزل شرطي قرب ساحة الشهداء شرق بعقوبة في ساعة متقدمة من Petraeus and his chorus of admirers, (if you can call them that).</p> <p>Agnew and Guler argue that the &quot;surge&quot; <em>qua</em> &quot;surge&quot; was too little too late. That as regards Baghdad, that the ethnic cleansing of (mostly) Sunni arabs was largely complete by the time the &quot;surge&quot; began. That the only thing achieved by the &quot;surge&quot; was to reinforce the ethnic cleansing by sealing off neighbourhoods one from an another, and preventing the massacre of the few Sunni who remained in Baghdad (among them me – but not my parents, wife, and children, whom I had long since sent to safety elesewhere). I would agree with their analysis it matches very closely not only my experience and also the experiences of many others.</p> <p>They also argue that the so-called &quot;awakening&quot; came about for reasons largely unconnected with the &quot;surge&quot; that the &quot;sahwa&quot; fighters and commanders knew that they risked total annihilation if they did not join the Americans. Again I would mostly agree with this based upon my conversations with Sahwa fighters and commanders.</p> <p>The article is short but if you are interested and have the time I would urge to also read the two studies adverted to. </p> <p style="padding-bottom: 1em; border-bottom: gray 1px solid;">Omar Khdhayyir </p> <div style="width: 95%"> <div class="container"> <div class="shadow"> <div class="frame"> <p>It&#8217;s a matter of timing, and the numbers don&#8217;t add up. The US surge in Iraq did not by itself bring about an end to the country&#8217;s civil war in 2006-2007 as Washington and the received wisdom have maintained.</p> <p>A temporary troop increase and the adoption of civilian-friendly counterinsurgency (COIN) tactics were largely too little too late. The primary factor responsible for the decline in violence in Iraq was the culmination of the sectarian cleansing of Sunnis &#8211; principally in Baghdad, formerly a thoroughly mixed ethnic city since the advent of the republic in 1958 and through Saddam Hussein&#8217;s rule &#8211; by the newly empowered Shia majority in their drive to national pre-eminence.</p> <p>The details of our argument are outlined in two reports available online: &quot;<a href="https://web.archive.org/web/20120515001715/http://newsroom.ucla.edu/portal/ucla/ucla-study-of-satellite-imagery-62852.aspx" class="external" target="_blank">Baghdad Night</a> &quot; (UCLA) and &quot;<a href="https://web.archive.org/web/20120515001715/http://www.isn.ethz.ch/isn/Current-Affairs/Security-Watch/Detail/?lng=en&amp;id=109316" class="external" target="_blank">Baghdad Divided</a>&quot;&#160; (ISN). The former uses light emissions at night by neighborhood, before, during and after the surge to track the effects of the violence in the capital and to make its case. It was the predominantly Sunni areas that were overwhelmingly most likely to darken; the Sunnis were either killed or ejected and shut off the lights in the process. The latter report contains maps chronicling the sectarian cleansing of Baghdad and its consequent division. (Maps developed by Dr. Michael Izady for Columbia University&#8217;s School of International and Public Affairs (SIPA) <a href="https://web.archive.org/web/20120515001715/http://gulf2000.columbia.edu/" class="external" target="_blank">Gulf/2000 Project</a>).</p> <p>To begin, the sectarian cleansing of Sunnis peaked well before (December 2006-January 2007) the full onset of surge operations in mid June 2007 &#8211; as shown by data provided by the US Department of Defense, particularly the report issued by Gen. James Jones in September 2007, now President Barack Obama&#8217;s national security adviser. Our light signatures and sectarian maps corroborate the effective partitioning of Baghdad by February-March 2007.</p> <p>With much of the Sunni population left fleeing toward Anbar province, Syria and Jordan, and the remainder holed up in the last Sunni stronghold neighborhoods in western Baghdad and parts of Adhamiyya in eastern Baghdad, the impetus for the bloodletting waned. The Shia had won, hands down, and the fight was over.</p> <p>US forces never had control over the contest. The extra boots served as a psychological boost to the American public and the Iraqi government. Their sole achievement on the ground was to seal off the newly segregated neighborhoods from one another, preventing the massacre of the remaining Sunnis in Baghdad, and finally, to nudge any still active Shia militia groups to back down.</p> <p>The Sunni &quot;awakening&quot; component of the surge has also earned plaudits in decision-making and analytical circles for contributing to the cessation of hostilities. Surge backers claim that the Awakening Councils teamed up with US forces in their shared contempt for al-Qaeda in Iraq&#8217;s (AQI) brutality, the outfit&#8217;s burgeoning challenge to the traditional authority of the Sunni sheiks, AQI&#8217;s role in igniting the civil war with the bombing of the al-Askaria shrine in the city of Samarra in February 2006 that the Sunnis knew they could not win, Sunni-AQI ideological rifts and the Sunni sheiks&#8217; search for a post-Saddam patron. This account, however, is incomplete.</p> <p>There would have been an internal political price to pay by the Sunni sheiks for cooperating with the invading forces that had just toppled their ruling establishment; a cost likely much higher than tolerating the presence of AQI on their territory, a largely Sunni organization. Moreover, once on the US side, their fate would, in so many words, be in Washington&#8217;s hands.</p> <p>Rather, the Awakening Councils awoke and turned against AQI for an added and largely unreported reason: By the autumn of 2006, the Sunnis were looking down an exceedingly dark tunnel. They &quot;awakened&quot; to the prospect of total subjugation, if not annihilation, at the hands of the Shia.</p> <p>When then-president George W. Bush announced the surge on 10 January 2007, he sent the Sunnis a signal: Get on board now and we&#8217;ll guarantee your security and a modicum of political participation &#8230; at least until we leave. Otherwise, continue fighting and risk extermination. They made the rational choice.</p> <p>A charitable interpretation would have it that Washington&#8217;s narrative overlooks the near wholesale sectarian cleansing of Baghdad that it indirectly triggered.</p> <p>Iraq is now largely stable, at least as regards the Shia-Sunni conflict in Baghdad. The Shia are at the helm and the remaining Sunnis, a shadow of their former self, will likely acquiesce to majority rule, especially once the US leaves and the petrodollars start rolling in.</p> <p>The US surge in Iraq did not play out as advertised. Rather, it fit into a series of converging and violent dynamics on the ground, coinciding expediently with a shift in the balance of power. administration officials have negotiated with a major Iraqi resistance group but the talks failed due to mounting differences, an Iraqi resistance leader says. </p> <p>In an online interview with Azzaman, Abdulla Al-Hafidh, spokesman for the United Islamic Front, said the U.S. put pre-condition for the resistance groups to lay down their weapons before the withdrawal of its troops. </p> <p>“The negotiations broke down quickly because of U.S. maneuvering. They put forward unfair conditions. They wanted (us) to lay down our weapons before the withdrawal and not after it,” said Hafidh. </p> <p>He said had the U.S. accepted his group’s condition, many other armed factions fighting U.S. occupation troops would have joined the talks. </p> <p>Hafidh’s group is one of the largest resistance factions outside al-Qaeda in Iraq. He said his group was in alliance with numerous other armed factions which he did not name. </p> <p>Hafidh was critical of al-Qaeda. He said its aims, actions and tactics were detrimental to Iraqi national interests. </p> <p>He said al-Qaeda entered and entrenched in Iraq following the chaos that accompanied the 2003-U.S. invasion of the country. </p> <p>Al-Qaeda had its stronghold in major Sunni towns and initially it obtained large-scale support in Sunni-dominated areas. </p> <p>But Hafidh said the group was “undisciplined” and embarked on a killing spree which spared no one including the Sunnis. </p> <p>U.S. troops, despite their military might, could not fight off al-Qaeda in Iraq. The group was contained when Sunni Arab tribes agreed to form militias which the U.S. financed and armed. </p> <p>Hafidh said Sunni tribes mobilized 80,000 armed tribesmen which the U.S. used to fight its battle against al-Qaeda. </p> <p>The tribesmen formed what is still locally known as al-Sahwa (Awakening) Forces. </p> <p>“The Sahwa Forces fell into the U.S. lap and the tribesmen themselves are now target of liquidation (by the Americans and others). They are hunted down on false allegations,” Hafidh said. </p> <p>He said members of the Sahwa have turned into the enemy instead of al-Qaeda. </p> <p>But Hafidh said his group still opposed al-Qaeda and was against its so-called “Islamic State of Iraq.” </p> <p>He said resistance groups had no problem obtaining weapons due to large popular support they enjoy in many parts of the country. </p> <p>Most of the weapons in resistance groups’ hands come from the depots of the former Iraqi army, he said. </p> <p>He said Iraqi resistance has drawn a 100-day plan to fight U.S. occupation troops and Iraqi forces. </p> <p>“Every day we shall announce via media a video of our operations targeting the occupation in Iraqi streets. This campaign will continue 100 days. The rows of plastic seats set up to receive those paying condolences sat mostly empty, melting on the hard-baked plain in the village of al-Qadoon, in Diyala. It was here, Jassem says, that al-Qaida&#8217;s former leader, Abu Musab al-Zarqawi, would receive cadres.</p> <p>&quot;I saw him here in 2005,&quot; he said. &quot;He was appointing al-Qaida princes and assigning military roles. This was a difficult neighbourhood – and still is.</p> <p>&quot;They have tried everything to get us,&quot; he added, referring to militants he believes are still doing Zarqawi&#8217;s bidding. &quot;And they will keep trying. This is still war up here. Our enemy may be cowards, but they are strong.&quot;</p> <p>Sheikh Alman was a leader of the Sons of Iraq, the lauded band of rebels who helped turn the tide of the insurgency from 2006, in many eyes saving Iraq from the abyss. His killers had tried to slay him six times before they finally succeeded. His cousin, Jassem, is also a member. He says he has been the target of 13 would-be hits.</p> <p>All around the country, Sons of Iraq leaders, also known as members of the Awakening Council, or al-Sahwa, rattle off similar numbers of attempts on their lives with a fatalistic calm. It is hard to find any member operating on the frontlines against Iraq&#8217;s rejuvenated insurgency who isn&#8217;t still being regularly threatened by hit squads. Most of their persecutors they claim to know. Many they believe have recently been freed from the now defunct US prison system in Iraq, which at its peak held almost 30,000 detainees. Many others had been rotated through the system during the blood-soaked years of 2006-07. Earlier this year, 15 Awakening members were killed in one night in Abu Ghraib. Things have got a lot worse since.</p> <p>This week alone, nine members were killed in five days in one of the most lethal weeks the homegrown counter-insurgents have endured. One was slain along with his entire family of five.</p> <p>Attempts on their lives are becoming such that even battle-hardened leaders, who have known little else but violence for almost five years, are now fearful for themselves and their families.</p> <p>&quot;I am very worried,&quot; said Sheikh Moustafa al-Kamal Shabib, a decorated Awakening Council leader from the south Baghdad suburb of Arab Jabour. From 2005 until early 2008, Sunni insurgents had full rein over the area&#8217;s farmlands and ran weapons into Baghdad across the Tigris River, which snakes through the area&#8217;s heart.</p> <p>Sheikh Moustafa was one of many local leaders the US turned to in 2007 to capitalise on mini-rebellions in Sunni areas against al-Qaida groups which had begun to overplay their hands.</p> <p>Initially, Iraq&#8217;s disenfranchised Sunni groups had largely welcomed as reinforcements for a burgeoning resistance the hordes of Arab jihadis who had swarmed across porous borders and sought refuge in places such as Ramadi, Fallujah, west Baghdad and Diyala. But when the guests started imposing sharia law, beheading people on street corners and demanding access to their daughters, hospitality turned into hostility.</p> <p>&quot;They were wrong and we fought them and killed them by the dozens,&quot; said Sheikh Moustafa. The <a href="https://web.archive.org/web/20120515001715/http://www.guardian.co.uk/world/us-military" class="external" target="_blank">US military</a> locked up hundreds more alleged militants in the Dora neighbourhood of Baghdad alone who had operated with impunity during a total collapse of law and order. &quot;For three years you couldn&#8217;t drive through here,&quot; he said as he pointed out homes flattened by US fighter jets during the surge of 2007.</p> <p>Militants are not here in the numbers that they were before. But they are active: &quot;Their preferred method is assassination with silencers. But they also put bombs under the cars of leaders.&quot;</p> <p>Like all of Baghdad&#8217;s 241 remaining Sons of Iraq leaders, Sheikh Moustafa has been given three bodyguards paid for by the Iraqi government. The 1,400-odd foot soldiers who report to him throughout Arab Jabour have been paid $300 (£205) a month by the Iraqi government since the US military handed over responsibility from late-2008 as part of moves to take Iraq to full sovereignty and pave a way for an American exit.</p> <p>Ever since, it has not been an easy road. The government of prime minister Nouri al-Maliki has had an uneasy relationship with the rebels, who 12 months ago numbered 130,000. Now they are down to 91,405 and within two months of an election result they are set to be no more.</p> <p>By then, the government aims to integrate all remaining members into government ministries and security forces – budget shortfalls not withstanding.</p> <p>The Americans came to trust the Awakening Council, with former US commanding general David Petraeus offering amnesties to some leaders.</p> <p>However, Maliki and his advisers have not felt the same way, fearing the Sons of Iraq are infiltrated by Sunni militants who could use them as a Trojan horse to wreak further terror.</p> <p>Major general Mudhir al-Mawla, the director of the Sons of Iraq file in Iraq&#8217;s national reconciliation commission, confirmed the scepticism in the government: &quot;Ever since they began, there have been members of Maliki&#8217;s administration who oppose them,&quot; he said. &quot;They said they are like a militia and they all need to be disarmed. But they have played a very important role in giving precise information because they are locals. They know the locals and they know where their allegiances lie.&quot;</p> <p>In March last year, in a move that underscored the distrust, Maliki&#8217;s troops arrested a Sons of Iraq leader in the central Baghdad district of Fadhil and a two-day battle ensued. Ever since, he has been reluctant to travel to the frontline areas.</p> <p>&quot;[Maliki] came here once,&quot; said Awakening Council leader Sabah al-Mashadani in what was once another no-go zone in Baghdad, the former battlefield suburb of Adamiyeh. &quot;He was very surprised when he was well received. He said: &#8216;I thought everyone hated me here&#8217;.&quot;</p> <p>In Arab Jabour, Sheikh Moustafa has never seen the prime minister, but he has seen his special forces, who arrested the sheikh in January on trumped up charges that he had killed five local men in 2007. The US military quickly took responsibility for the killings and Sheikh Moustafa was released in Maliki&#8217;s name.</p> <p>However, the episode underscored the fragility of his position, a feeling he claims is shared by the rank and file. &quot;We are being hunted down. It has never been worse. I have been targeted by roadside bombs six times in the past four months.&quot;</p> <p>Ten days ago, at the back of his family home, a $40,000 pond of fish was poisoned during the night by people he is adamant were linked to al-Qaida. Worse still, Sheikh Moustafa&#8217;s son spent February in hospital after buying an orange juice that was also laced with poison.</p> <p>He strongly suspects that he knows who is targeting him. In the village of al-Qadoon, Muhammad Jassem also thinks he knows his family&#8217;s tormentor.</p> <p>&quot;That is the benefit of doing what we do,&quot; he said. &quot;We know the people and we know where they have been.&quot;</p> <p>In the nearby Diyala police station, Major Hisham al-Jalil, who has locked up most of the area&#8217;s criminals since 2006, said the spike in attacks was being perpetrated by men who had returned from the US prisons and who blamed the Sons of Iraq for having sent them there.</p> <p>&quot;They see them as traitors,&quot; he said. &quot;They hate the security forces too, but their vengeance is even stronger for the al-Sahwa, some of whom they fought alongside as insurgents. It is only going to get worse here.&quot;</p> <p>With the US military only three months away from having no further combat role in Iraq, the Sons of Iraq are feeling isolated and abandoned. Their legacy will shape the declining months of the seven-year occupation, a fact the US military knows well.</p> <p>Pressed on the hardships the US-backed rebels are facing, US major general Joseph Reynes, who is responsible for the remaining American side of the Sons of Iraq project, said leaders he spoke to felt they had a national duty to ward off the resurgent militancy.</p> <p>&quot;I went to Fallujah recently and spoke with a Sahwa leader who said as an Iraqi he must stand his post. They are soldiers on the front lines. This is an insurgency. It&#8217;s tough. That&#8217;s why we stand here as brothers moving forward in this fight.&quot;</p> <p>But Sheikh Moustafa feels that brotherhood may fade away as the US withdraws from the bitter battleground of Iraq. &quot;We were there when the Americans wanted us and we have never left,&quot; he says. &quot;But there will be no one here for us when the Americans are gone.&quot;</p> <h3>From local heroes to al-Qaida&#8217;s national nemesis</h3> <p>The Sons of Iraq grew out of a series of mini-rebellions against militants associated with al-Qaida that started in late 2006 – first in Anbar province, then spreading to Baghdad and elsewhere in the country.</p> <p>The initial rebels included those who had been co-opted by al-Qaida, or had willingly offered their services as anti-occupation fighters before realising what that entailed. Al-Qaida were hounded out of Anbar, with American military backing, after over-playing their hand with locals. The then US commander in Iraq, General David Petraeus (pictured), was quick to capitalise on the regional uprisings, which morphed into a nationwide rebellion against al-Qaida.</p> <p>The US military offered many Sons of Iraq members amnesty and set up a formal programme, which at one stage paid 130,000 members, many of them former insurgents, $300 (£205) each a month.</p> <p>The Sons of Iraq have been credited with a prominent role in stabilising the country. However, they have struggled to win the trust and full backing of the Shia-majority Iraqi government, which fears the Sons of Iraq ranks have been infiltrated by Sunni militants.</p> <p>The Iraqi government has pledged to give all members jobs in either the security forces, or government departments. مع تسجيل اعلى نسبة اغتيالات منذ مطلع 2010. </p> <p>وأوضح المرصد في تقريره الشهري لأعمال العنف في البلاد أنه يتضح أن اعمال العنف لشهر نيسان اتسمت بالشدة في استهدافها مختلف الفئات الاجتماعية والاماكن العامة والمؤسسات الحكومية وغيرها على حد سواء وفي عدة محافظات، إذ وصل عدد ضحايا الانتهاكات لهذا الشهر إلى وقوع مايقارب 2,048 ضحية تباينت بين ضحايا أعمال القتل بمفخخات وعبوات ناسفة احزمة ناسفة، ضحايا الجثث مجهولة الهوية، ضحايا عمليات الاغتيال، ضحايا الإصابات بفعل التفجيرات، ضحايا الخطف. </p> <p>وأشار التقرير إلى استمرار ارتفاع اعداد الضحايا والذي يشير إلى ازدياد أعمال العنف مع مطلع العام الحالي، وتسجيل كل من بغداد – ديالى – نينوى &#8211; الانبار – كركوك – صلاح الدين – بابل اعنف محافظات القطر خلال هذا الشهر، كما شهدت كل من البصرة – واسط – ميسان –اربيل – دهوك أعمال عنف نسبية، أما كل من ذي قار – المثنى – القادسية – النجف – كربلاء – السليمانية فكانت خالية من العنف خلال هذا الشهر. </p> <p>وأوضح التقرير أنه بالنسبة للاغتيالات سجلت عمليات الاغتيال خلال هذا الشهر اعلى نسبة ضحايا منذ بدأ العام الحالي 2010 وكذلك اعلى نسبة ضحايا مقارنة بضحايا الاغتيال خلال عامي 2008 و2009 وذلك من حيث عدد الضحايا واسلوب الاغتيال والفئات المستهدفة بالاغتيال والتي طالت الاطفال والنساء أيضا فضلا عن اغتيال عائلات بالكامل داخل منازلها، وغالبا ما تمت الاغتيالات باسحله كاتمة للصوت او الخنق او الذبح واستهدفت كل من الفئات التالية ضباط كبار في الأجهزة الامنية- وزارة الداخلية – الأمن الوطني – المرور بأسلحة كاتمة للصوت – أئمة جوامع – عناصر من الصحوة – عناصر من البيشمركة – رجال اعمال – موظفين – نساء ورجال مدنيين- عوائل عناصر الصحوة ومنتسبي الاجهزة الامنية – فتيات- مدنيين من الاقليات. </p> <p>وحول انفجارات العبوات والمفخخات والأحزمة الناسفة والقنابل والألغام أوضح التقرير أنه تم تفجير عدد من الاماكن العامة والخاصه حيث استهدفت منازل منتسبي الشرطة وقوة مكافحة الإرهاب – منازل عناصر الصحوة – منازل مدنيين ومنهم رجال الاعمال &#8211; الأسواق الشعبية – عمارات سكنية ومحلات تجارية – المساجد- سفارات – ابراج الاتصالات – دوريات كل من الشرطة والبيشمركة والصحوة – مواكب عزاء. فضلا عن ازدياد استخدام النساء والاطفال وذوي الاعاقة العقلية كدروع بشرية في التفجيرات. </p> <p>أما عن الجثث المجهولة فقد ذكر التقرير “شهد هذا الشهر العثور على جثث منحورة لنساء وفتيات ورجال ومنها جثث لعناصر الصحوة ومنتسبي الامن رميت في اماكن مهجورة او في الطرق العامة وغيرها”. </p> <p>وفي تفصيله لاحصائية ضحايا القتل والاصابات والخطف خلال الفترة الممتدة من 01/04/2010 – 30/04/2010 بين التقرير أن “ضحايا القتل جراء انفجارات العبوات الناسفة واللاصقة والمفخخات والقنابل وصلت إلى وقوع مالا يقل عن 300 ضحية من المدنيين وكانت أشدها في كل من المحافظات بغداد – نينوى – ديالى &#8211; الانبار – صلاح الدين”. </p> <p>وأضاف أن “ضحايا القتل بفعل القوات العراقية وصلت أعدادها إلى وقوع مالا يقل عن 1 ضحية من المدنيين وكانت في محافظة ميسان، فضلا عن وقوع 64 ضحية من أجهزة الشرطة والجيش وكانت أشدها فــي محافظة نينوى- بغداد – الانبار”. </p> <p>وتابع أن “ضحايا القتل بالجثث المجهولة الهوية وصلت اعدادها إلى مالا يقل عن 67 جثة مجهولة الهوية ومن بينها جثث تعود لنساء وكانت أشدها في صلاح الدين – نينوى – بغداد، وأخيرا ضحايا الاغتيالات وصلت إلى مالا يقل عن 110 ضحية وكانت أشدها في بغداد – نينوى – بابل – ديالى – كركوك”. </p> <p>وحول اعداد المصابين جراء اعمال العنف في نيسان ذكر التقرير “وصلت أعداد ضحايا المصابين من الانفجارات إلى وقوع مالا يقل عن 1,500 ضحية وكانت أشدها في كل من المحافظات بغداد – نينوى- ديالى – الانبار &#8211; صلاح الدين – بابل”. </p> <p>وعن حالات الخطف قال التقرير “وصلت أعداد ضحايا أعمال الخطف إلى وقوع مالا يقل عن 6 مختطفين وتركزت فـي ديالى – بغداد – الانبار”. </p> <p>اما في تفصيله لاحصائية عمليات الاعتقال – إطلاق السراح – أحكام الإعدام في عموم العراق، فذكر التقرير أنها وصلت إلى 1,955. ولاحظ “استمرار عمليات الاعتقالات مع استمرار أعمال العنف وتزايدها والتي يقع جزء منها بصورة عشوائية وغير قانونية وقد وصلت أعداد المعتقلين خلال هذا الشهر إلى 1,180 معتقلا في عموم محافظات العراق وكانت اشد تلك الاعتقالات في كل من المحافظات البصرة – ديالى &#8211; بغداد– نينوى – الانبار- صلاح الدين &#8211; كركوك كما سجل هذا اعتقال عددا من النساء يشتبه بقيامهن باعمال ارهابية وتدريب نسوة على حمل الاحزمة الناسفة وتفجيرها”. </p> <p>أما عن عمليات اطلاق السراح فقد ذكر التقرير أنها “وصلت إلى إطلاق سراح مالا يقل عن 769 معتقلا في عموم محافظات العراق وتركزت في بغداد – الانبار”. أما احكام الاعدام فقد “صدر خلال هذا الشهر ستة أحاكم إعدام وذلك في محافظة بابل- نينوى”. </p> <p>وأوصى التقرير بـ”اعداد خطط تستند إلى طبيعة أعمال العنف ووسائلها التي تختلف بين محافظة وأخرى تبعا لمصالح الجهات المسلحة وعدم إهمال تكرار العنف في المحافظات ذاتها في كل شهر و قراءة وسائل العنف فيها للوصول إلى الخطط الكفيلة بوقف العنف فيها ووضع معالجات شاملة مبنية على أسس واقعية للوصول إلى الجهات التي تقف وراء هذه الأعمال فضلا عن اعتماد التقييم السليم لمناطق الضعف والقوة في أداء القوى الامنية”. </p> <p>كما أوصى بـ”رصد وسائل العنف المتبعة في استهداف المدنيين والعسكريين واعداد برامج التوعية بكيفية توفير الحماية الذاتية واتخاذ إجراءات السلامة قدر الإمكان. والعمل بالمادة 29 من الدستور من باب الحقوق والحريات التي تكفل فيها الدولة حماية الأمومة والطفولة وتمنع أشكال العنف والتعسف في الاسرة والمجتمع وتقديم الحماية الكافية للنساء والاطفال من الهجمات المسلحة التي تستهدفهم”.</p> </p></div> <p>قالت الحكومة العراقية ان 328 عراقيا لقوا مصرعهم في شهر نيسان/أبريل الماضي جراء اعمال عنف وقعت على الاراضي العراقية، وهو أدنى مما سُجل في شهر آذار/مارس. <br/>واشارت الحصيلة التي وضعتها وزارات الصحة والداخلية والدفاع وصدرت، السبت، الى ان الهجمات قتلت 274 مدنياً و39 شرطيا و15 عسكرياً في نيسان/ابريل، بمجموع يقل عما سُجل في شهر ذار/مارس الذي شهد مقتل 367 عراقيا. <br/>وأضافت الصحوة في محافظة ديالى لوكالة أنباء (شينخوا) اليوم (السبت) إن تنظيم القاعدة وحسب المعلومات الاستخبارية المتوفرة من مصادرنا يخطط لتصفية أكثر من 30 من شيوخ العشائر والقبائل من السنة والشيعة في مناطق متفرقة من المحافظة بغية اشعال فتيل فتنة طائفية والقضاء على حكماء القوم الذين ساهموا في مقارعة الفكر المتطرف للجماعات المسلحة ومحاربته ودعم الأجهزة الأمنية العراقية.</p> <p>وأضاف الدليمي أن أولى عمليات التصفية بدأت يوم أمس الأول عندما خطف مسلحون من تنظيم القاعدة، الشيخ رشيد ابراهيم النعيمي احد ابرز شيوخ عشيرة السادة النعيم في منطقة امام ويس (50 كم) شمال شرق بعقوبة مركز المحافظة ومن ثم قتله رميا بالرصاص على بعد نحو (500 م) من منزله.</p> <p>وأكد الدليمي أن الشيخ النعيمي من أشد المتحمسين لمقارعة القاعدة وطردها من جميع مناطق المحافظة وكانت له مواقف شجاعة في دعم الصحوات والأجهزة الأمنية، مبينا أن القاعدة ستزيد من وتيرة استهداف شيوخ العشائر والقبائل في المرحلة المقبلة.</p> <p>وتشير مصادر أمنية في محافظة ديالى إلى أن أعمال العنف التي عصفت بمناطق عدة من المحافظة خلال السنوات الماضية ادت إلى مقتل واصابة نحو 28 من ابرز الشخصيات العشائرية في المحافظة نتيجة هجمات للجماعات المسلحة والميليشيات بين عامي 2006 &#8211; 2007.</p> <p>على صعيد متصل، أفاد اسماعيل لطيف الزبيدي أحد قادة الصحوة في المحافظة العثور على منشور يتوعد المترجمين العراقيين العاملين مع القوات الامريكية بالقتل مالم يتركوا العمل بسرعة.</p> <p>وأوضح الزيدي لـ (شينخوا) أن عناصره عثروا على منشور معنون باسم &quot;دولة العراق الاسلامية&quot; قرب القرى الجنوبية لناحية بهرز (10 كم) جنوب بعقوبة يتوعد المترجمين العراقيين بالقتل والقصاص في حال استمروا بالعمل مع القوات الامريكية، وقال &quot;إن قبضة المجاهدين ستطبق على رقاب العملاء لدى الاحتلال قريبا جدا&quot;.</p> <p>وأضاف الزيدي أن المنشور عثر عليه بكميات قليلة جدا، ملقى على جوانب طرق ترابية تسلكه العوائل الساكنة في عدة قرى زراعية، لافتا إلى أن المنشور هو الاول من نوعه منذ نحو عامين والذي يتوعد المترجمين العراقيين حصرا.</p> <p>وحسب المصادر الأمنية في محافظة ديالى فأن 30 مترجما من العاملين القوات الامريكية لقوا مصرعهم خلال السنوات الماضية على ايدي الجماعات المسلحة التي اصدرت فتوى بجواز قتل المترجمين العراقيين العاملين مع القوات الامريكية كونهم عملاء لدى الاجنبي حسب وجهة نظرة الجماعة المتطرفة.</p> <p>وكانت القوات العراقية قتلت نهاية الشهر الماضي أبرز اثنين من قادة تنظيم القاعدة وهما ابو عمر البغدادي زعيم مايسمى بدولة العراق الاسلامية التي أعلنها تنظيم القاعدة، وأبو ايوب المصري زعيم تنظيم القاعدة بالعراق في غارة نفذتها في منطقة الثرثار جنوب مدينة تكريت مسقط align="right"> <p>I never thought of fighting the Americans because I didn’t regard the United States as a colonising country. I thought it was a civilised state. Unfortunately, after the invasion, the opposite proved true. </p> <p><a title="20100422_iwpr_fallujah_cpt_illustration_captioned by Gorillas Guides, on Flickr" href="https://web.archive.org/web/20120515001715/http://www.flickr.com/photos/27086036@N02/4543712650/" class="external" target="_blank"><img height="388" alt="20100422_iwpr_fallujah_cpt_illustration_captioned" src="https://web.archive.org/web/20120515001715im_/http://farm5.static.flickr.com/4019/4543712650_de0431d579_o.jpg" width="575"/></a></p> <p>President Bush didn’t send doctors and engineers, or construction and democracy specialists, or experts from NASA and Google. Instead, he sent uneducated gangsters who didn’t know anything about Arabic and Iraqi traditions. This was one of the main issues that triggered the resistance. </p> <p>When I saw the first US tanks in Fallujah in 2003 I opposed their presence, but at the same time I had always been against Saddam Hussein’s regime. I just wished that change would not have come from the outside. A perfect change would have been through a coup or an assassination, not an occupation. </p> <p>I joined al-Qaeda on April 28, 2003, after several US soldiers killed more than 13 Iraqi civilians from the rooftop of an elementary school in Hay al-Nazzal, south of Fallujah. The Iraqis were staging a demonstration and demanded that the Americans leave the school. </p> <p>The Americans killed the civilians and then refused to let us remove the dead bodies. It was then that I felt the rush to fight. (Editor’s note: The US military maintained that its soldiers were returning fire.) </p> <p>I met several young men who were thinking of attacking the school. At 1 am, eight of us went to the school carrying RPG7s and AK-47s, which we found at deserted Iraqi army bases. We were surprised to find another group preparing an attack. </p> <p>We quickly agreed to launch a coordinated assault. It lasted several minutes and we fled quickly, fearing strikes from Apaches and Blackhawks. </p> <p>The group we met was from al-Qaeda. </p> <h3>DRIVEN BY VENGEANCE </h3> <p>My goal in fighting the Americans was to force them to leave. </p> <p>The event that made me angry and committed to killing was when my best friend was killed in an air strike on a house in central Fallujah. He was passing by that house. </p> <p>My anger quickly subsided when I opened fire on a Marine and saw him collapse. I thought, “I’ve avenged my friend.” </p> <p>My brigade was responsible for engaging the Americans at a distance of less than 200 metres. We were 120 fighters in Fallujah. Only a few are still alive and even fewer would be objective and fair in telling the story. </p> <p>I had more than 60 engagements with the Americans while I was with al-Qaeda. I did not go out on a mission unless it was to fight them. I feel very lucky to have survived all of these operations. Perhaps it was God’s will that allowed me to survive and tell my story. </p> <p>Al-Qaeda’s combat technique is similar to guerrilla warfare. It is not systematic, which made it difficult for the Americans to fight back. If we were a regular army the Americans would have then be able to defeat us, but we were like the liquid that slips through your fingers. </p> <p>Some operations required a lot of planning while others only needed a few hours. The most difficult thing was staging a tactical retreat. Most of our casualties occurred not during our attack but when retreating. The Americans react quickly. Within a few minutes after each operation, their choppers and soldiers would show up and we would come under fire. </p> <p>As a result, we devised strategies such as wearing black clothing, hiding in trees and orchards and parking getaway cars at a distance. </p> <p>We received intelligence by bribing police, army and Shia sources. The Americans considered [Shia] more trustworthy than Sunni. </p> <p>We used to communicate using Thuraya (satellite) phones or through human contacts. We would meet as needed. Sometimes, we would have three meetings over several days, but a week could pass without a single gathering. </p> <p>One of the things we witnessed was how a 100 US dollar improvised explosive device, IED, was capable of destroying an armoured vehicle that cost one million dollars. The IEDs were the best weapon for al-Qaeda and the insurgents in Iraq. </p> <p>I never planted IEDs in cars. I was in a combat brigade against the Americans and this is why I am at ease with myself.&#160; </p> <p>I was seriously wounded four times. We had a small clinic in central Fallujah that treated wounded Arab fighters who couldn’t go to public hospitals. This clinic had medical supplies and medicine donated by pharmacies. The doctors were in Fallujah. Some of them volunteered to treat the wounded. Others were sent for and would show up minutes later. </p> <p>Islam teaches us to tell the truth, even if it is against us. There was a Marine who fought bravely against us in 2004. He fiercely repelled many of our attacks on his own. But he couldn’t keep it up for long because he was outnumbered by al-Qaeda fighters. </p> <p>He went down during the engagement, clutching his dog tag. I respected him a lot because of his fighting. I wished that the Iraqi government had half of this Marine’s courage and his sacrifice. Iraq would have been a better place. </p> <h3>ARAB “MARTYRS” </h3> <p>My brigade consisted of Iraqis and foreign Arabs. The foreign Arabs didn’t want to spend time with us. They carried out their duties and went to their special headquarters in Fallujah, the location of which was constantly changing. </p> <p>This was one of the main reasons why we did not have strong relations with them. Iraqi (insurgency) leaders were always in direct contact with them. </p> <p>The sole mission of the foreign Arabs was to fight and die in Iraq. They looked at death as a wish that they wanted to come true so that they could go to heaven. </p> <p>Suicide or martyr operations, call them what you want, were carried out regularly. Sometimes, it got so competitive that every fighter wanted to drive a detonated car and attack an American or an Iraqi target. They even resorted to drawing lots. </p> <p>Before a suicide mission is carried out a ceremony is performed, a kind of party in which everyone bids farewell to the driver. During the farewell, there are religious songs, food, laughing and congratulations on his martyrdom. The ceremony concludes with the taping of his will, which is sent to his wife and family. </p> <p>In every ceremony that was held, I was assured that the Americans had found themselves in a real quagmire because al-Qaeda had come to Iraq to fight the Americans. They would go to Mars if they knew the Americans were there. There is so much hatred and I think it’s because of President Bush, the father and the son. It’s President Obama’s bad luck that he is burdened with past mistakes. </p> <p>The secret of al-Qaeda’s power was the Sunni tribes. They were aware of our plans and operations, and when we lost this factor we became weak. The Americans realised that and they bought them off. </p> <p>Al-Qaeda didn’t pay anyone. The fighting was voluntary and based on deep convictions. No one would take such extraordinary risks with his life for money or power. </p> <p>Back then, I worked as a teacher once or twice a week. The situation was unstable in Anbar so we only worked part-time. No one would go after you if you didn’t show up. </p> <p>My family was living in fear and apprehension. I felt how much my wife loved me then, more than at any other time. My wife, my son and my brother-in-law asked me to quit fighting because they feared for my life. But I ignored them just as a smoker ignores a doctor’s orders to quit. </p> <h3>QUESTIONING AL-QAEDA </h3> <p>My time with al-Qaeda was a bit unusual because I disagreed with them about many things, such as bombing markets, killing civilians, imposing fatwas (edicts) from Afghanistan and killing Shia. I did not think they should target Christians, American civilians and construction workers. This was very important to them. </p> <p>I was never involved in killing Iraqi forces, and this was one of the reasons I left al-Qaeda. I used to tell them that I was only fighting the occupiers, just like the Vietnamese, Somalis and Chechens who fought the Russians. They accused me of tarnishing my Islamic faith. </p> <p>I believed that a ceasefire was imperative for the Iraqi forces to take over security from the Americans. I thought that targeting the Iraqi forces would lengthen the occupation. </p> <p>Over time, things changed a lot. al-Qaeda was no longer supported among Sunni. It carried out executions and killed hundreds of people in markets. </p> <p>If al-Qaeda were to rule Iraq, it would not have succeeded because it prohibited so many things and imposed new rules. They saw Shia as infidels who should be killed. Christians were given three options: to pay tribute, convert to Islam or be killed.&#160; </p> <p>Iraq is a complex country. It is impossible to apply al-Qaeda’s rules here because this is a diverse nation. Al-Qaeda would mean the end of Iraq. Everyone would have to flee or be killed. Barely one quarter of the population would have remained. </p> <p>I left al-Qaeda when I realised that things started to get out of control. Some of the fighters started to disobey orders after [local al-Qaeda leader] Abu Musab al-Zarqawi was killed. </p> <p>Zarqawi was a strongman who directed battles in Mosul and in Tal Afar through phone calls from Fallujah. No one dared to act without consulting him. I think if al-Qaeda finds a man with the same characteristics it will stage a huge comeback. </p> <p>The night I left, I told my neighbours and friends, including a fighter who was very close to me. I had always confided in him about my fears and my opposition to the future of the resistance and jihad because of the actions of some al-Qaeda fighters. </p> <p>I called another fighter and told him that my son was seriously ill. I said I would have to leave quickly for Syria and stay there for a long time. He told me that my wife could take care of my son, but I told him that she couldn’t survive without me. He was angry and I knew he didn’t believe me. </p> <p>I left quietly, as anyone with al-Qaeda should. I travelled at night with my family to Syria and stayed there for nine months. I rented my furnished house to a Baghdad displaced family. The rent helped me survive in Syria. </p> <h3>RETURN TO IRAQ </h3> <p>When I came back to Iraq, I discovered that all of the fighters I knew were killed, imprisoned or their whereabouts were unknown. </p> <p>I went to live with one of my relatives in another province. My wife and children went straight to our house to check the situation and see if I could return. </p> <p>After a few days, my wife confirmed that I was not being chased by the Sahwa (Sunni Awakening Councils) or al-Qaeda. I returned. The Sahwa didn’t pursue any of the fighters who killed Americans, but instead hunted those who carried operations against the tribes. </p> <p>Al-Qaeda’s biggest strength is its rigidity – its uncompromising, unyielding, non-negotiable stance. If al-Qaeda decides to assassinate someone, they will do it even if ten years have passed. Even if [a politician] leaves office, even if he is on deathbed, they will kill him with a kitchen knife because they see this as a religious obligation, just like praying, fasting and jihad. </p> <p>I am afraid of being assassinated by those who might believe that I betrayed them. For them, betrayal has many faces, and one is deserting the battlefield. Few people outside my circle of trust know about my involvement with the resistance and I fear them. </p> <p>Now it’s better to stand back and watch because the battle is not over yet. I worry that the Sunni may ask us to take up arms again if Iran gains political power after the US pullout. </p> <p>I used to support the US withdrawal but now I don’t want it to happen so quickly. They (the Americans) should end the Iranian influence before they pull out. If they withdraw and Iran is in Iraq this will create a new Sunni armed uprising. </p> <p>The US, the Iraqi government and a large number of al-Qaeda fighters damaged Iraq. This period of history will be revealed by me.
