Dies schliesst alle Menschen ein, unabhängig von ihren Lernbedürfnissen, ihrer Behinderung, ihrem Geschlecht oder ihrer kulturellen und sozialen Herkunft. Über eine inklusive Berufsbildung nachzudenken bedeutet, die in der Berufsbildung bestehenden Ungleichheiten zu identifizieren und zu bekämpfen, um einen umfassenden Zugang ohne Diskriminierung zu gewährleisten. Ziel 4 dieses Aktionsplans sieht vor, bis 2030 eine hochwertige, gleichberechtigte Bildung und Möglichkeiten zum lebenslangen Lernen für alle Menschen zu gewährleisten. Das schliesst den gleichberechtigten Zugang zu allen Bildungsstufen ein – ein Element, das auch zu den Zielen der <a href="https://berufsbildung2030.ch/images/pdf_de_en/vision2030_d.pdf" target="_blank">Vision 2030 für die Berufsbildung</a> in der Schweiz gehört.</p><p>Der <a href="https://www.bfs.admin.ch/bfs/de/home/statistiken/kataloge-datenbanken/publikationen.assetdetail.28725642.html" target="_blank">statistische Anhang zum Zwischenbericht über die Umsetzung der Strategie 2030 für nachhaltige Entwicklung in der Schweiz</a> zeigt für das Jahr 2024, dass wir noch weit von diesen Zielen entfernt sind. Der Zugang zu Bildung und zum Arbeitsmarkt hängt nach wie vor vom Geschlecht, von der Herkunft, der Behinderung oder dem sozialen Status ab. Darüber hinaus fühlt sich ein Viertel der Bevölkerung aufgrund der genannten Merkmale sowie aufgrund des Alters, der Sprache, der Lebensweise, der sexuellen Orientierung, der Geschlechtsidentität oder der religiösen, philosophischen oder politischen Überzeugungen diskriminiert.</p><h2>Massnahmen, um Chancengleichheit zu fördern</h2><p>Das Berufsbildungssystem ist zentral für die nachobligatorische Bildung und den Übergang von der Schule ins Erwerbsleben. Das macht es interessant, das System aus einer Inklusionsperspektive heraus zu betrachten. Mit 63 Prozent beginnt die Mehrheit der Jugendlichen nach der obligatorischen Schule eine berufliche Ausbildung. Dieser Übergang verläuft unterschiedlich, je nach persönlichen und sozialen Merkmalen. Er hängt insbesondere ab vom besuchten Schultyp auf der Sekundarstufe I, vom Geschlecht, von der sozialen Herkunft, der Nationalität und vom Migrationsstatus. Unterschiede zeigen sich auch je nach Sprachregion und zwischen urbanen und ländlichen Gemeinden.</p><p>Bestimmte Gruppen von Jugendlichen befinden sich dabei in einer prekären Situation – hinsichtlich ihres Zugangs zu einer zertifizierenden nachobligatorischen Ausbildung und auch hinsichtlich der Frage, ob sie ihre Ausbildung erfolgreich abschliessen und sich langfristig in den Arbeitsmarkt integrieren können. Besonders betroffen sind Personen aus einfachen Verhältnissen, Personen mit Migrationshintergrund und Personen mit körperlichen, geistigen oder psychischen Behinderungen.</p><p>Die letzten 20 Jahre waren von der Absicht des Bundes geprägt, die Zahl der jungen Menschen mit einem Abschluss auf der Sekundarstufe II von 90 auf 95 Prozent zu erhöhen. Entsprechend viel wurde unternommen, um diesen unterschiedlichen Gruppen den Zugang ins Berufsbildungssystem zu erleichtern: Brückenangebote, die Einführung der zweijährigen beruflichen Grundbildung mit eidgenössischem Berufsattest (EBA) und die fachkundige individuelle Begleitung (fiB), die Integrationsvorlehre (INVOL) für Flüchtlinge, Massnahmen des Nachteilsausgleichs und einiges mehr.<br><br>Zudem gibt es auch Ausbildungen, die nicht durch das Berufsbildungsgesetz geregelt sind. So richtet sich die vom nationalen Branchenverband der Dienstleister für Menschen mit Behinderung (INSOS) geregelte Praktische Ausbildung Schweiz (PrA) in erster Linie an Personen, die eine Berufsbildungsmassnahme der Invalidenversicherung (IV) beanspruchen.</p></div></div><div class="paragraph paragraph--type--teaser-custom paragraph--view-mode--default background-green alignment-left"><div class="field field--type--string field-para-title"><h2>Inklusion oder Integration?</h2></div><div class="content-wrapper"><div class="field field--type--text-long field-para-teaser-text field-value"><p>Inklusion beschreibt ein durch die Vielfalt, Unterschiedlichkeit und Gleichwertigkeit seiner Mitglieder geprägtes gesellschaftliches, schulisches oder anderes System. Dieses Verständnis liegt der UNO-Nachhaltigkeitsagenda 2030 zugrunde. </p><p>Integration bedeutet die Eingliederung von Menschen in ein bestehendes gesellschaftliches, schulisches oder anderes System. Der Begriff impliziert, dass es in das System bereits integrierte und von diesem ausgeschlossene Menschen gibt.</p><p>In der Schweiz werden beide Begriffe oftmals synonym verwendet, und es fehlt bisher eine kritische Auseinandersetzung mit dem unterschiedlichen Gesellschaftsverständnis, das den beiden Begriffen zugrunde liegt. Dies trifft insbesondere auch auf die Berufsbildung zu.</p></div></div></div><div class="paragraph paragraph--type--text paragraph--view-mode--default"><div class="field field--type--text-long field-para-text-text field-value"><h2>Ungleichheiten beim Zugang zur Berufsbildung</h2><p>Die aktuellen Zahlen des Bundesamts für Statistik (BFS) zu Übergängen und Verläufen im Bildungssystem verdeutlichen, dass bei den genannten Gruppen von Jugendlichen trotz dieser Bemühungen beim Übergang von der Schule in die Arbeitswelt ein höheres Risiko für Schwierigkeiten besteht. Sie finden sich auch überwiegend in EBA-Ausbildungen, wobei mit 48,5 Prozent fast die Hälfte von ihnen die Ausbildung verzögert beginnt.</p></div></div></div><div class="paragraph paragraph--type--text paragraph--view-mode--default"><div class="field field--type--text-long field-para-text-text field-value"><p>Diese drei Gruppen von Jugendlichen besuchen auch mit grösserer Wahrscheinlichkeit Brückenangebote, die 86 Prozent ihrer Absolventinnen und Absolventen den Einstieg in eine zertifizierende Ausbildung ermöglichen. Die übrigen 14 Prozent sind Jugendliche, die keine Ausbildung auf der Sekundarstufe II beginnen, eine PrA oder eine IV-Anlehre absolvieren oder sich drei Jahre nach der obligatorischen Schule immer noch in einer Übergangsausbildung befinden. Brückenangebote ermöglichen also in den meisten Fällen einen verzögerten Zugang zu einer zertifizierenden Ausbildung auf der Sekundarstufe II. Rekrutierungslogiken auf dem Lehrstellen- und auf dem Arbeitsmarkt weisen grosse Ähnlichkeiten auf. Nebst diesen Diskriminierungen leiden vor allem neu zugewanderte Jugendliche darunter, dass sie das Schweizer Bildungssystem zu wenig gut kennen und nur selten in informelle Netzwerke eingebunden sind, welche Unternehmen bei der Suche nach Lernenden häufig nutzen, wie der Bildungssoziologe Christian Imdorf aufzeigt.</p><p> </p><p>Es gibt eine weitere Gruppe von Jugendlichen, die von Ungleichheiten betroffen ist: die jungen Frauen. Aufgrund der geschlechtsspezifischen Arbeitsteilung und der horizontalen Segregation, das heisst der Konzentration oder Überrepräsentation von Frauen in bestimmten Berufen, haben Frauen anders als die Männer begrenztere berufliche Auswahlmöglichkeiten. Dies hat für sie eine Überselektion auf dem Lehrstellenmarkt zur Folge. Hinzu kommt die Diskriminierung aufgrund des Geschlechts, insbesondere wenn sie in Bereiche vordringen, die überwiegend von Männern besetzt sind.</p><p> </p></div></div></div><div class="paragraph paragraph--type--text paragraph--view-mode--default"><div class="field field--type--text-long field-para-text-text field-value"><p>Darüber hinaus lässt sich nachweisen, dass die zunehmende Bedeutung transversaler Kompetenzen als Einstellungskriterium indirekt diskriminierend wirkt. Dazu gehören die Sozial- und die Selbstkompetenz, die durch die primäre Sozialisation sowie soziale und kulturelle Voraussetzungen geprägt sind. Das schliesst diejenigen aus, die diese Kompetenzen nicht mitbringen und somit nicht den Normen des Arbeitsmarktes entsprechen: hauptsächlich Jugendliche aus sozial benachteiligten Verhältnissen, Menschen mit Migrationshintergrund und in einigen Fällen auch junge Frauen.</p><h2>Nachhaltige Inklusion ist infrage gestellt</h2><p>Inklusion bedeutet auch, in einer Ausbildung zu verbleiben und sie erfolgreich zu beenden. Jugendliche, deren Eltern nur die obligatorische Schule besucht haben, im Ausland geborene Personen und Abgänger:innen von Schulen oder Klassen mit besonderem Lehrplan auf der Sekundarstufe I sind gefährdet, ihre Ausbildung nicht erfolgreich abzuschliessen, wie das Monitoring des BFS für den Zeitpunkt fünf bis sechs Jahre nach Eintritt in eine berufliche Ausbildung zeigt. Im Ausland geborene Personen haben zudem ein höheres Risiko, eine oder sogar mehrere Lehrvertragsauflösungen zu erleben und auch drei Jahre nach einer solchen keine andere Ausbildung begonnen zu haben.</p><h2>Eine offene Baustelle</h2><p>Ob beim Zugang zu einer beruflichen Ausbildung, beim Eintritt in den Lehrstellenmarkt oder bei der Frage, wer eine Ausbildung erfolgreich abschliesst: Es zeigt sich, dass immer noch Ungleichheiten bestehen, welche die Inklusion aller Menschen in das Berufsbildungssystem in Frage stellen.</p><p>Daher sollten weitere Begleitmassnahmen eingeführt und durch Sensibilisierungskampagnen für eine inklusive Gesellschaft ergänzt werden.
