حالات اغتصاب في السجون العراقية، منتقدة بشدة عدم سماح السلطات لها بزيارة تلك السجون، فيما شكل البرلمان لجنة تحقيق مستقلة من لجنتي حقوق الإنسان والأسرة والطفولة، ويفترض أن تباشر أعمالها الأسبوع المقبل. <br/>وكانت منظمة «حمورابي لحقوق الإنسان» أعلنت في تقرير أن بعض السجينات أبلغن عن «تعرضهن للاغتصاب والتعذيب خلال مرحلة التحقيق وبعدها». وسارعت وزارة العدل الخميس الماضي إلى نفي مسؤوليتها عن «أي انتهاك». <br/>وأعلنت في بيان أنها «غير مسؤولة عن تعرض سجينات للتعذيب والاغتصاب للحصول على الاعترافات»، لافتة إلى أن «عمليات التحقيق معهن تجري في سجون تابعة لوزارتي الدفاع والداخلية». <br/>وقالت سكرتيرة منظمة «الأمل» هناء ادور إن «وضع السجينات مأساوي وهناك مؤشرات كثيرة إلى أن حالات الاغتصاب أصبحت قاعدة وليست استثناء». <br/>وأضافت أن «وزارة العدل وإدارة السجون التفتت أخيراً إلى ضرورة وضع كادر نسوي ليكون المسؤول عن المتهمات سواء أثناء التحقيق أو بعد الإدانة»، معتبرة أن هذا الأمر لن يكون كافياً، لأن بعض الشرطيات المسؤولات عن السجون قد يمارسن دور السمسرة. <br/>وأضافت أن المطلوب ان تكون السجون مفتوحة أمام منظمات المجتمع المدني لتقدم خدمات تأهيلية إلى السجينات ولتراقب وضعنه <br/>وزادت حتى عند زيارة منظمة حمورابي للسجون كان معه ممثلون عن وزارة حقوق الإنسان، وتم اعطاؤها وقتاً قصيراً لا يسمح بالوقوف على حالة السجينات <br/>وأضافت لن نقوم بزيارة استعراضية للسجون ولا نريد زيارة من اجل الزيارة، بل يجب ان يسمح لنا بلقاء السجينات على انفراد وان يتم منحنا الوقت الكافي لدراسة حالهن وتقديم برامج تأهيلية لهن. <br/>بدورها، طالبت رئيسة منظمة «نساء من اجل السلام» شذا ناجي بـ «فتح سجون النساء امام المنظمات الدولية والمحلية، ونفت ان «تكون زارت السجون او لديها إحصاءات أو معلومات عن حالات الاغتصاب والتعذيب»، وأضافت: «إننا نسمع عن مثل هذه الأمور عبر تسريبات إعلامية». <br/>كما أبلغت رئيسة «لجنة الأسرة والطفولة النيابية» انتصار علي خضير أن البرلمان شكل لجنة تحقيق مشتركة من لجنتي حقوق الإنسان والأسرة والطفولة»، مبينة أنها «ستباشر عملها الأسبوع المقبل وستقوم بزيارات مفاجئة لسجون ومعتقلات النساء». <br/>وزادت أن لجنة الأسرة والطفولة حصلت على أمر من هيئة رئاسة البرلمان بزيارة السجون بصورة مفاجئة ومن دون أخذ موافقات وزارة العدل أو وزارتي الداخلية والدفاع <br/>وأكدت ان اللجنة ستجتمع على انفراد مع كل سجينة للوقوف على حقيقية الأمر لان هذا الموضوع مناف للأخلاق العراقية والعربية ولا يمكن السكوت عنه أو السماح به بل يجب تقديم من قام به إلى العدالة ليأخذ جزاءه العادل. <br/>وأقرت خضير بـ «صعوبة مهمة اللجنة لأن الخشية من الفضيحة وتقاليد مجتمعنا تمنع الكثير من النزيلات من الاعتراف بتعرضهن للاغتصاب». <br/>وكانت منظمة «هيومن رايتس ووتش» اتهمت الحكومة في أيار (مايو) الماضي بــ«إعادة العراق إلى الحكم الشمولي وتعذيب المعتقلين».</p> </div> </div> <hr/> <div class="post clearfix" <p><strong>عمان – العرب اليوم – عباس ناظم</strong></p> <p><strong>لا يخلو التعذيب – على الاعم – من طابع سياسي, وهو دائما مختوم بختم السلطة, وهو ليس مسألة توازن يجب اعادته للمجتمع, بل هو رمز لاشعار الجميع من خلال العلامات المشوهة فوق جسم المعذب ان السلطة غاضبة, وانها قوية, تضرب متى تريد وحيثما شاءت, وهي سياسة ترهيب للآخرين, قبل ان يصلوا الى ادوات الجلاد حيث تنغرس في نفسية الناس مشاعر الخوف والهلع, فيصنعا رعبا مقدسا لا مكونا فطريا في نفس الفرد!</strong></p> <p><strong>لذلك فان الامر هنا لا يتعلق بسيادة القانون وانصاف المظلوم واحقاق الحق وارساء قواعد العدل, انما ترتبط القضية بجسد الضحية الضعيف ليكون اعلانا مجانيا, لتثبيت السلطة, وادامة وجودها, واشعار رعاياها بانها لا تزال قوية وحامية, وان التعذيب مصير كل من يخرج عن ربقتها.</strong></p> <p><strong>اذا .. الموت التعذيبي – ان حصل – هو بحد ذاته تقنية عالية تمارسها السلطة باحدث الوسائل ليكون فنا تمسك به حياة المواطنين في الوجع الدائم, وذلك بتقسيمه الى »الف موتة« قبل ان تتوقف الحياة على اشد حالات الفزع.</strong></p> <p><strong>التعذيب العلني</strong></p> <p><strong>في العراق لم يتوقف التعذيب, ومُورس بعد عام 2003 كحالة عامة وشاملة واصبح مصدرا من مصادر السلطة الرئيسية, وبعد ان كان يُمارس بالخفية صار علنيا, تستخدمه السلطة من خلال وكلائها من المليشيات وفروع اجهزتها السرية ثم تتبرأ منه بالوقت نفسه امام المنظمات الانسانية, ولم يقتصر التعذيب في العراق على الجانب المادي كصيرورة دائمة في حياة الناس بل مارسته السلطة على صعيد الفكر والطائفة وتخفت داخل حقول المعرفة وبسطت مفاهيم اثقلت بها حياة الناس لتصنع دلالات رمزية لسلطة متدنية, ضمن حرب لا هوادة فيها ولا مرونة ضد المعارضين.</strong></p> <p><strong>والحقيقة ان السلطة عندما تتفنن برسم تشكيلاتها الفنية فوق جسد المعذب او المعتقل او المواطن الذي سيكون مستقبلا منضبطا, طيعا, منقادا, اذا قيض له ان يعيش فانها تقوّمه .. وتوظفه .. وتجبره على اعمال معينة – تريدها- وتضطره اخيرا الى الانخراط في احتفالاتها المبهرة ليغطس في مستنقعاتها السياسية القادمة.</strong></p> <p><strong>التعافي من العنف</strong></p> <p><strong>مركز جديد فتح ابوابه في عمان يستقبل مئات العراقيين الذين فروا من العراق, وعلى اجسادهم علامات مرعبة من التعذيب وفي افكارهم كوابيس مميتة عن ايام واسابيع امضوها في أقبية.</strong></p> <p><strong>يدعى المركز »مركز ضحايا التعذيب« وهو دولي انساني غير ربحي يستقبل اللاجئين العراقيين »عوائل وافراد« المتضررين من حوادث وحروب العراق, ويستهدف معالجة احتياجاتهم عن طريق تقديم الاستشارات الاجتماعية والعلاج لتحصيل التعافي من العنف الذي وقع عليهم. المركز ملزم بالعمل مع الضحايا, باعادة بناء حياتهم ومنحهم الامل بحياة افضل في المستقبل.</strong></p> <p><strong>تعذيب الاطفال</strong></p> <p><strong>مدير المركز السيد دارين والر تحدث لـ »العرب اليوم« فقال: وصل عدد العراقيين الذين سجلوا اسماءهم عام 2010 اكثر من (600) حالة من العوائل وحتى من الاطفال.</strong></p> <p><strong>واتوقع ان يزداد العدد مستقبلا الى اضعاف هذا الرقم, لاننا في البداية ومركزنا تأسس حديثا ولم يسمع به احد, لكننا افتتحنا فرعا جديدا للمركز في اربد بسبب كثرة العراقيين هناك, ونحن على امل افتتاح فرع جديد في سورية.</strong></p> <p><strong>تعذيب ياسر وسمية</strong></p> <p><strong>اول من عُذب في الاسلام ياسر وسمية بنت خياط فلما علمت قريش باسلامهما نقلا مكبلين بالاصفاد الى بطحاء مكة تحرق اشعة الشمس اللاهبة جسديهما وتأكل السياط بدنيهما, ومر بهما النبي »صلى الله عليم وسلم« فسمع باسر يئن من شدة التعذيب فقال كلمته الخالدة: صبرا آل ياسر فان موعدكم الجنة.</strong></p> <p><strong>ولم يحتمل ياسر شدة العذاب فقضى نحبه فكان اول شهيد بالاسلام ثم امسك ابو جهل بحربة وطعن بها سمية عدة طعنات فماتت لفورها.</strong></p> <p><strong>انواعه بالعراق</strong></p> <p><strong>وعن انواع التعذيب التي سجلها المركز للعراقيين قال: كل انواع التعذيب, من الضرب والعنف اليدوي او بآله والتجويع والتعرض لاصوات مؤذية وعالية.. والتعرض لدرجات حرارة عالية او باردة.. او المنع من النوم بصورة متواصلة لعدة ايام.</strong></p> <p><strong>ولدينا بالمركز احصائيات تستقبل الحالات النسائية وايضا مختصين بالاطفال الذين بدورهم تعرضوا للتعذيب.</strong></p> <p><strong>ومن مسؤولياتنا بعد دراسة الحالة وعلاجها نرسلها الى الجمعيات الانسانية لتلقي المساعدات العينية والنقدية, من ملابس وطعام وشراب, كذلك المساعدة القانونية, وفي حالة موافقة صاحب الطلب نرسل معاملته الى الامم المتحدة لغرض قبوله لاجئا.</strong></p> <p><strong>الامم المتحدة ترفع الينا اسماء اشخاص يحتاجون لرعاية نفسية وطبية ونحن نقوم باللازم حيال ذلك, ونحن لا نعطي مساعدات مادية لكننا نقدم علاجا ودواء واستشارات نفسية فقط, وفي حالة رفض الامم المتحدة طلب الاشخاص الذين يتقدمون اليها عن طريقنا فاننا ندرجهم في معاملات جديدة ونقدمها الى مؤسسات اخرى لرعايتهم.</strong></p> <p><strong>الامم المتحدة والتعذيب</strong></p> <p><strong>اعتمدت الجمعية العامة للامم المتحدة اتفاقية مناهضة التعذيب عام 1984 وبدأ تنفيذها عام 1987 ووقعتها كل الدول الاعضاء, وكان العراق من ضمنها الا ان ما يحصل ان اكثر الدول في العالم الثالث لا تلتزم بها, بل هي حبر على ورق وجاء في مادتها الرابعة ما يلي:</strong></p> <p><strong>»تضمن كل دولة طرف في هذه الاتفاقية ان تكون جميع اعمال التعذيب جرائم بموجب قانونها الجنائي وينطبق الامر ذاته على قيام اي شخص بأية محاولة لممارسة التعذيب وعلى قيامه بأي عمل آخر يشكل تواطؤا ومشاركة في التعذيب على ان تكون هذه الجرائم مستوجبة للعقاب بعقوبات مناسبة تأخذ في الاعتبار طبيعتها الخطيرة«.</strong></p> <p><strong>مركز في اربد</strong></p> <p><strong>وعن الفترة الزمنية التي يتطلبها بقاء صاحب الطلب في حماية المركز قال السيد والر:  ذلك يعتمد على الحالات التي تراجعنا, فهناك حالات تتطلب علاجا طويلا ونحن نملك بالا طويلا معهم الى حين شفائهم وفي الحالات التي يتعرض صاحبها الى ضرر في اجهزته الداخلية (المخ, القلب, الرئة, الكليتين, الكبد) فاننا نرسلهم الى المراكز الطبية المتخصصة على ان تتكفل بنفقاتهم جميعات انسانية ونحن على اتصال بهم.</strong></p> <p><strong>ونظرا لكثافة اعداد العراقيين في اربد فاننا فتحنا فرعا جديدا لمركزنا يقوم بنفس الخدمات على انه الان يقدم خدماته للعراقيين المتواجدين في المفرق ايضا, وعلى المدى الطويل فاننا نفكر بفتح فروع لنا في سورية.</strong></p> <p><strong>واذا تغيرت الظروف وساد الامن والاطمئنان العراق فاننا بالتأكيد سنفتح فرعا لنا هناك, ونحن نستقبل المتطوعين الراغبين بالعمل معنا, لكننا نحتاج الى مهن معينة. سننشر اعلانا بالصحف عن حاجتنا لهم, لكن ابوابنا مفتوحة لكل من يساعدنا في عملنا كذلك فان هناك مراكز مماثلة في الدول المجاورة, ومركزنا متعاون معها بصورة كاملة, ونحن مؤسسة عالمية انسانية مقرها في مدينة (مينا بوليس) الامريكية ولها فرع في كل انحاء العالم, ونستقبل الدعم من الحكومة الهولندية والاتحاد الاوروبي والحكومة الامريكية وبعض الاشخاص من الاردن والعراق.</strong></p> <p><strong>وزارة التعذيب</strong></p> <p><strong>من اظرف المناصب في العالم, ان رئيس وزراء ميانمار ورئيس المجلس العسكري الحاكم ثان شوي هو نفسه مدير عام المخابرات, وكل البلد بعد احتجاز الفائزة بجائزة نوبل زعيمة المعارضة (اونغ سان سو تشي) تحت مراقبة المخابرات التي لها سطوة بالغة القسوة, حتى انه في تشكيلة دائرة المخابرات خمس وزارات داخلية احدى الوزارات تسمى (وزارة التعذيب العالي)! </strong></p> <p><strong>الاعداد في ازدياد</strong></p> <p><strong>وعند استفسارنا حول توقعه بازدياد عدد الذين يحتمون بالمركز من العراقيين وهل مرد ذلك في اعتقاده تردي الحالة السياسية في العراق خلال الشهور المقبلة اجاب:</strong></p> <p><strong>نحن في المركز لا نقيس الامور على هذه الشاكلة لانه ليس من اختصاصنا ذلك, لكنني اؤكد هنا بان حالات التعذيب ما زالت قائمة في العراق, واطلب ان تتوقف حالا, والمصادر التي لدينا تخبرنا بان اعداد الحالات كبير جدا.. والقليل القليل هو الذي يصل الينا, وعلى ضعف امكانياتنا, وضعف الموارد, الا اننا مستعدون لاستقبال اي عراقي يلجأ الينا ونحن نستقبل كل المذاهب والطوائف العراقية, فالتعذيب لم يقتصر على طائفة دون غيرها, ونحن لا نسأل داخل المركز عن طائفة مقدم الطلب, وكل الحالات التي تصلنا كان الهدف منها انتزاع معلومات, والقليل من الحالات لا يعرف لماذا عُذب!</strong></p> <p><strong>التعذيب بالجرذان:</strong></p> <p><strong>من وسائل التعذيب التي كانت سائدة بالعراق, استخدام الجرذان بالتعذيب والاعدام في الوقت نفسه, وهي رخيصة وفتاكة وتستخدم الجرذان, وذلك بحشر الجرذ في قفص حديدي محمي على النار, ويوضع القفص مع الجرذ على جسد الضحية المربوط بالسلاسل والحبال جيدا وبصورة محكمة وفي مناطق الجلد الطرية فوق الامعاء, وعند محاولة الجرذ الهرب من الحرارة العالية للقفص يحاول حفر جسد الضحية والنفاذ الى داخل الامعاء لينجو ويحتاج هذا الى ساعات طويلة من الالم والعذاب وغالبا تموت الضحية وينجو الجرذ الذي يُستخدم لضحية اخرى, الجلادون يظلون يراقبون الضحية عن كثب حتى التأكد من موته.</strong></p> <p><strong>خطوة مثيرة للاعجاب</strong></p> <p><strong>وعن دعم الحكومة الاردنية للمركز قال: انه دعم لا متناه, واستقبال الاردن لمئات الالاف من اللاجئين العراقيين يعد خطوة انسانية غير مسبوقة.</strong></p> <p><strong>وانا اعتقد ان استقبال هذا العدد الهائل يعد بحد ذاته مؤشرا على حصافة السياسة الاردنية في هذا المجال, مع اعجابي الشديد بتصرف الاجهزة المختصة في الاردن للتعامل مع هذه الاعداد, بلا تأثيرات اجتماعية وثقافية واقتصادية لان الحكومة بحق مسيطرة سيطرة تامة على الوضع, ولكنني اتمنى ان تقدم الحكومة الاردنية خدمات اخرى وافضل للاجئين العراقيين كالسماح لهم بالعمل, واعطائهم الاقامة وتقديم خدمات صحية.</strong></p> <p><strong>التعذيب بالخازوق</strong></p> <p><strong>الخازوق, وسيلة تعذيب واعدام في الوقت ذاته, تمثل احدى ابشع وسائل الاعدام والتعذيب التي عرفتها البشرية, حيث يتم اختراق جسد الضحية بحديدة طويلة مدببة من ناحية واخراجها من الناحية الاخرى, يتم ادخالها من فم الضحية احيانا, وفي الاغلب من الشرج, بعدها يتم تثبيت الخازوق في الارض ويترك الضحية معلقا حتى الموت, في معظم الاحيان يتم ادخال الخازوق بطريقة تمنع الموت الفوري ويستخدم الخازوق نفسه كوسيلة لمنع نزف الدم, وبالتالي اطالة معاناة الضحية لاطول فترة ممكنة تصل عدة ساعات, واذا كان الجلاد ماهرا فانها تصل الى يوم كامل.</strong></p> <p><strong>وذكر المؤرخ الاغريقي هيرودوت ان الملك الفارسي داريوس الاول عندما احتل العراق وحاصر بابل فترة ستة اشهر مع ضروب البسالة والبطولة من قبل المحاصرين قبض على (20000) من سكان بابل واعدمهم بالخازوق, وربما كانت هذه اقدم اشارة لهذه الاداة في كتب التاريخ لذا اعتبر الخازوق ابتكارا فارسيا.</strong></p> <p><strong>العمل الضاغط</strong></p> <p><strong>سألنا السيد والر.. كيف وجد الحالات الصعبة في الضحايا العراقيين من خلال تشويه اجسادهم بالتعذيب?</strong></p> <p><strong>ان التعذيب مناقض للانسانية, ويدعو للخجل, لذا ارى من واجبي الدفاع عن حقوق الانسان مهما كلفني ذلك من تضحيات بوقتي وصحتي, وحقيقة ان ايماني بحقوق الانسان, ليس بدعة, بل شغف شديد, فانتهاك العدالة وتطبيق القانون امر يرفضه اي انسان يؤمن بمبادئ وقيم, وانا شخص اعمل بالمجال الانساني, يمكن ان يكون عملي ضاغطا ومرهقا من الناحية النفسية لكن يجد من نفسي الاطمئنان والراحة, خصوصا عندما ارى الفرق واضحا على الاشخاص الذين يراجعون المركز قبل مراجعتهم وبعدها.. لانهم يتحولون الى حياة افضل. </strong></p> <p><strong>عجلة التكسير والدفة</strong></p> <p><strong>من ادوات التعذيب.. عجلة التكسير.. وتستخدم العجلة للموت او للتعذيب.. حيث يربط الضحية عليها ثم تدفع لتدور.. ويمسك الجلادون خيزرانة.. ويعذبونه بانحاء مختلفة من جسده.. حسب الحاجة.. ان ارادوا موته او انتزاع معلومات منه فقط.. ومن الادوات ايضا الدفة وتستخدم ايضا لانتزاع الاعترافات وهي عبارة عن دفة خشبية لها نهاية واحدة من كل جانب مع حبال ليتم ربط الايادي والارجل من المفاصل, حيث يتم شد الحبال الى دولاب ليبدأ الضغط على الغضاريف والمفاصل وكان كثيرا ما يسمع الجلادون صوت انفكاك المفاصل من اماكنها والشخص الذي يتم تعذيبه اذا كان عنده ارادة ونجا فانه لا يستطيع استخدام مفاصله بطريقة صحيحة لاحقا بسبب الالتواءات والاضرار التي تتركها هذه الالة المدمرة والتي تستطيع فصل الايدي والاقدام عن الجسد.</strong></p> <p><strong>عمل انساني متواصل</strong></p> <p><strong>وعن الوظائف التي شغلها قبل استلام وظيفته الحالية قال: كنت مدير البرامج في كثير من المراكز الانسانية بالعالم لتمتعي بخبرة طويلة في تنفيذ مشاريع المساعدات الانسانية وفي حالات الطوارىء في منطقة الشرق وقبل عملي الحالي كنت اعمل رئيسا تنفيذيا لبعثة المساعدة الطبية للفلسطينيين (MAD) وكنت مسؤولا عن البرامج في المناطق الفلسطينية المحتلة واسرائيل ووثقت حالات التعذيب لدى الطرفين وعملت في سوريا والعراق ولبنان ايضا, وعندما كان مقر عملي في غزة عملت فترة سنتين مع المركز الفلسطيني لحقوق الانسان وهيئة الانتخابات المركزية, وقبلها كان مقر عملي في القدس لمدة سنتين حيث قمت بدعم وكالات المساعدة الدولية في تطوير قدرات الشركاء المحليين في مجال حقوق الانسان في الضفة الغربية وغزة والقدس الشرقية, وشغلت سابقا امين عام التربية والتعليم والعمل الدولية, وتسلمت مسؤولية المشاريع التعليمية للاجئين في البلدان التي مزقتها حروب سابقة ودول تعاني من الهشاشة.</strong></p> <p><strong>ساحقة الرؤوس</strong></p> <p><strong>وعرفت طريقة للتعذيب في العراق على نطاق واسع وفي كل العهود السياسية وهي ساحقة الرؤوس لانتزاع الاعترافات الفورية حيث توضع الذقن على عارضة حديدية سفلية والجمجمة تكون الى اعلى مكبس ضاغط ثم يقوم الجلاد بضغط المكبس ببطء شديد نحو الاسفل.. لتضييق الفتحة بين المكبس والحديدة السفلية.. يتحطم اولا الفك كله.. ثم تبدأ الاسنان تتساقط شيئا فشيئا.. واذا لم يعترف الضحية.. يأخذ المكبس الحديدي طريقه الى اسفل.. حيث يضغط على محاجر العيون والجمجمة.. والضحية الذي ينجو من الموت سيصاب باضرار بالغة اولها العمى.. لان العيون تقفز من محاجرها بزيادة ضغط المكبس.</strong></p> <p><strong>اصبحت الطرق معقدة</strong></p> <p><strong>ثم سألناه: ما هي طرق التعذيب التي رأها على اجساد الضحايا العراقيين, فأجاب: حقيقة.. ان طرق التعذيب صارت معقدة لدى الانظمة الاستبدادية.. وانا رأيت نفس الطرق التي رأيتها في امكنة مختلفة.. وبعضها ما زال مطبقا منذ الاف السنين.. وهي عادة بدائية ورخيصة.. وسريعة المفعول في انتزاع الاعترافات..</strong></p> <p><strong>الانسان الاعزل</strong></p> <p><strong>يقول الاديب المصري صنع الله ابراهيم في روايته الشهيرة »تلك الرائحة«: لا يحتاج الامر الى بعض القباحة للتعبير عن القباحة المرتبطة في ضرب انسان اعزل حتى الموت او بوضع آلة نفخ الهواء في مؤخرته, ويربط السلك الكهربائي باعضائه التناسلية«.</strong></p> <p><strong>وسيلة اخرى من وسائل التعذيب تسمى »الاجاصة« لانها تشبه فاكهة الاجاص وتتألف من قسمين او اربعة اقسام وتوضع في فتحة الشرج.. والجهاز الذكري للرجل.. وفي فتحة المهبل للمرأة.. وتشد بواسطة حبل.. حيث يسحب بقوة.. ليوسع الفتحة او يقطع العضو التناسلي.. وهي مكونة من اشواك مدببة تسبب نزيفا لانها تدفع الى الجسم المجاور للالة.. وتنغرس في اللحم.. مسببة عطلا في وظائف هذه الاجهزة البشرية.</strong></p> <p><strong>مسؤولية الحكومات</strong></p> <p><strong>وعن انزعاجه من مشاهداته لدول وقعت على تطبيق القانون الدولي.. وهي لا تطبقه فعليا قال: الشيء المحبط حقا هو رؤية القانون الدولي الذي تمت صياغته من حكومات متعددة يتم انتهاكه من بعض هذه الحكومات التي وقعت على تطبيقه, ان المؤتمر الرابع الذي عقد في جنيف يؤكد حماية الناس من التعذيب لكن للاسف الشديد ان هذه الحكومات لم تغمض عيونها عن التعذيب بل شاركت فيه.. لذا فانني اطالب من خلال هذا المنبر الاعلامي بالتوقف عن استعمال التعذيب في فرض الارادة السياسية مهما كانت.</strong></p> <p><strong>التعذيب بالماء</strong></p> <p><strong>الماء من متطلبات الحياة للانسان, لكنه اصبح الان مع ابتداع طرق جديدة للتعذيب اداة قاتلة استثمرها الجلادون.. فاستخدموا الماء في الاغراق والحقن بالفم والتعذيب بقطرات الماء المتواصل الجريان وهي من الطرق المؤلمة في التعذيب وتسبب الموت ان طالت, وتتمثل في تحديد انبوب يقطر الماء نقطة نقطة من مكان عال فوق رأس الضحية مباشرة في مكان محدد لوقت طويل مما يؤدي الى ثقب رأس الضحية في نهاية الامر, وهناك طريقة غليّ الضحية بالماء في قدر لسلخه.. حيث يبدأ جلده بالتساقط وهو ما زال حيا.. او وضعه بالماء حتى رقبته.. ودس رأسه داخل الماء بين فترة واخرى.. لنزع الاعتراف واحيانا يغيب الضحية عن الوعي.. او ايقاف الضحية في الشتاء عاريا وصب الماء المثلج على جسمه الى ان <p>قالت صحيفة ديلي تليجراف البريطانية الخميس إن صوراً لما تعرض له سجناء عراقيون من إساءات والتي لا يريد الرئيس الامريكي باراك أوباما نشرها تتضمن مشاهد لوقائع اغتصاب وانتهاكات جنسية. </p> <p>وهذه المشاهد جزء من صور فوتوغرافية تضمنها تقرير أعده عام 2004 الميجر جنرال الامريكي انطونيو تاجوبا عن الاساءات التي تعرض لها السجناء في سجن ابو غريب. <a class="external">تعرض هذه الصور مشاهد التعذيب والاساءة والاغتصاب وكل سلوك شائن</a>" </p> <p>وقال انه يؤيد اوباما في قراره عدم نشر الصور مع ان اوباما كان قد تعهد من قبل بنشر كل الصور المتصلة بوقائع الاساءة في ابو غريب وغيره من السجون التي تديرها القوات الامريكية في العراق. </p> <p>وقال تاجوبا "لا ادرى ما الغرض الذي سيحققه نشرها سوى الغرض القانوني، وستكون العاقبة تعريض قواتنا للخطر وهم حماة alleged prisoner abuse which Barack Obama is attempting to censor include images of apparent rape and sexual abuse, it has emerged.</strong></p> <p>At least one picture shows an American soldier apparently raping a female prisoner while another is said to show a male translator raping a male detainee. </p> <p>Further photographs are said to depict sexual assaults on prisoners with objects including a truncheon, wire and a phosphorescent tube. </p> <p>Another apparently shows a female prisoner having her clothing forcibly removed to expose her breasts. </p> <p>Detail of the content emerged from Major General Antonio Taguba, the former army officer who conducted an inquiry into the Abu Ghraib jail in Iraq. </p> <p>Allegations of rape and abuse were included in his 2004 report but the fact there were photographs was never revealed. He has now confirmed their existence in an interview with the Daily Telegraph. </p> <p>The graphic nature of some of the images may explain the US President’s attempts to block the release of an estimated 2,000 photographs from prisons in Iraq and Afghanistan despite an earlier promise to allow them to be published. </p> <p>Maj Gen Taguba, who retired in January 2007, said he supported the President’s decision, adding: “These pictures show torture, abuse, rape and every indecency. </p> <p>“I am not sure what purpose their release would serve other than a legal one and the consequence would be to imperil our troops, the only protectors of our foreign policy, when we most need them, and British troops who are trying to build security in Afghanistan. </p> <p>“The mere description of these pictures is horrendous enough, take my word for it.” </p> <p>In April, Mr Obama’s administration said the photographs would be released and it would be “pointless to appeal” against a court judgment in favour of the American Civil Liberties Union (ACLU). </p> <p>But after lobbying from senior military figures, Mr Obama changed his mind saying they could put the safety of troops at risk. </p> <p>Earlier this month, he said: “The most direct consequence of releasing them, I believe, would be to inflame anti-American public opinion and to put our troops in greater danger.” </p> <p>It was thought the images were similar to those leaked five years ago, which showed naked and bloody prisoners being intimidated by dogs, dragged around on a leash, piled into a human pyramid and hooded and attached to wires. </p> <p>Mr Obama seemed to reinforce that view by adding: “I want to emphasise that these photos that were requested in this case are not particularly sensational, especially when compared to the painful images that we remember from Abu Ghraib.” </p> <p>The latest photographs relate to 400 cases of alleged abuse between 2001 and 2005 in Abu Ghraib and six other prisons. Mr Obama said the individuals involved had been “identified, and appropriate actions” taken. </p> <p>Maj Gen Taguba’s internal inquiry into the abuse at Abu Ghraib, included sworn statements by 13 detainees, which, he said in the report, he found “credible based on the clarity of their statements and supporting evidence provided by other witnesses.” </p> <p>Among the graphic statements, which were later released under US freedom of information laws, is that of Kasim Mehaddi Hilas in which he says: “I saw [name of a translator] ******* a kid, his age would be about 15 to 18 years. The kid was hurting very bad and they covered all the doors with sheets. Then when I heard screaming I climbed the door because on top it wasn’t covered and I saw [name] who was wearing the military uniform, putting his **** in the little kid’s ***…. and the female soldier was taking pictures.” </p> <p>The translator was an American Egyptian who is now the subject of a civil court case in the US. </p> <p>Three detainees, including the alleged victim, refer to the use of a phosphorescent tube in the sexual abuse and another to the use of wire, while the victim also refers to part of a policeman’s “stick” all of which were apparently photographed. </p> <p> </p>
