NRL also requires an additional 100 MW of power from FY26 onwards.\u003c/p\u003e\n\u003cp\u003eBids must be submitted by March 17, 2025. Bids will be opened on the same day.\u003c/p\u003e\n\u003cp\u003eThe scope of work entails delivering power to NRL at the interconnection point with the state transmission utility at the refinery\u0026#8217;s 220 kV substation. It also includes supplying renewable or non-renewable energy to NRL per the load demand, which may vary from time to time.\u003c/p\u003e\n\u003cp\u003eThe projects must be commissioned by September 2025 for the 20 MW renewable energy component, by August 2025 for the 220 kV substation, and by December 2025 for the overall Numaligarh Refinery expansion project.\u003c/p\u003e\n\u003cp\u003eBidders must be power generation companies, distribution companies, or licensed power traders capable of supplying renewable or non-renewable energy.\u003c/p\u003e\n\u003cp\u003eThey must possess a cumulative operational capacity of at least 50 MW within India.\u003c/p\u003e\n\u003cp\u003eBidders must have had a minimum net worth of ₹750 million (~$8.76 million) over the past three years. These projects can be set up by the obligated entity or a developer anywhere in India and under open access mode.\u003c/li\u003e\n\u003cli\u003eRenewable energy can be procured through open access from any developer, either directly or through a trading licensee or power markets.\u003c/li\u003e\n\u003cli\u003eRPOs can also be met by purchasing renewable energy certificates, green hydrogen or green ammonia. The purchase quantity will be calculated based on the green hydrogen or ammonia produced from 1 MWh of electricity from renewable sources or its multiples as per CERC regulations.\u003c/li\u003e\n\u003cli\u003eDISCOMs must submit a yearly progress report on electricity purchases and capacity additions from such projects. They must also share progress on energy generated from renewable sources in the state, which is used by the power generator or sold to third parties under open access.\u003c/li\u003e\n\u003cli\u003eThe proof of certificates purchased from the power exchange must be submitted to the Commission within one month of buying the certificate.\u003c/li\u003e\n\u003cli\u003eEach DISCOM must display sufficient proof of the estimated portion of purchase from renewable energy sources for the ensuing year in tariff (average revenue realized or multi-year tariff) in every annual performance review petition.\u003c/li\u003e\n\u003cli\u003eDespite the availability of renewable energy, if DISCOMs fail to fulfill the minimum quantum of purchase from renewable energy sources, they may be liable to pay compensation.\u003c/li\u003e\n\u003c/ul\u003e\n\u003cp\u003e\u003cstrong\u003eCaptive and Open-Access Consumers\u003c/strong\u003e\u003c/p\u003e\n\u003cp\u003eThe RPO will also apply to captive and open-access consumers as well.\u003c/p\u003e\n\u003cp\u003eEvery captive and open-access consumer must submit details regarding their total electricity consumption and the energy purchase from renewable sources to fulfill their RPO annually on or by April 30.\u003c/p\u003e\n\u003cp\u003eFailure to meet RPO will result in the imposition of regulatory charges.\u003c/p\u003e\n\u003cp\u003eCaptive or open-access consumers may also fulfill the RPO by purchasing renewable energy certificates.\u003c/p\u003e\n\u003cp\u003e\u003cstrong\u003eDefault Charges\u003c/strong\u003e\u003c/p\u003e\n\u003cp\u003eIf the obligated entity fails to fulfill the RPO during any year, it must pay for the shortfall from a separate fund determined by the BERC or the Central Regulatory Commission. Alternatively, the fund could be deposited in the Bihar Renewable Energy Development fund.\u003c/p\u003e\n\u003cp\u003eThe fund created may be used partly to purchase renewable energy certificates and develop transmission and sub-transmission infrastructure to evacuate power from renewable energy generating stations. However, obligated entities must obtain prior approval from BERC to utilize the funds.\u003c/p\u003e\n\u003cp\u003eIf DISCOMs fail to deposit the default amount within 15 days, they will be in breach of their license condition.\u003c/p\u003e\n\u003cp\u003eDISCOMs failing to meet RPO per the percentage of power from renewable energy sources or certificates must pay a penalty for the shortfall.\u003c/p\u003e\n\u003cp\u003eIn the event of an inability to comply with the RPO due to the non-availability of power or any other reason outside their control, obligated entities may approach the BERC to carry forward the compliance requirement to the next year. However, credit for excess purchases from renewable energy sources will not be carried forward to the following year.\u003c/p\u003e\n\u003cp\u003eDefault charges will not be imposed if the BERC approves carrying the RPO forward.\u003c/p\u003e\n\u003cp\u003eAccording to the Resource Adequacy Plan for Bihar, the state’s electricity demand is expected to increase at a compound annual growth rate (CAGR) of 7.32% from FY 2025 to FY 2030.\u003c/p\u003e\n\u003cp\u003eThe state will likely require storage of approximately 5.56 GW/22.26 GWh by FY 2034 to meet demand during non-solar hours in peak summer months.
