article reports a rhetorical discourse analysis of learner perspectives on language diversity in a contemporary South African high school. Based on four group discussions with Grade 12 isiXhosa, Afrikaans and English-speaking learners, the analysis traces two interrelated clusters of argument. In the first, a liberal discourse of individual freedom and human rights is mobilised to argue against a language order where languages are made compulsory, or forced upon people. We show that this argument was employed inconsistently: it only extended to languages other than English. To understand how this dilemmatic use of liberal ideas was justified, we trace a second line of argument. This is the construction of English as a universal language and, consequently as neutral, necessary and unifying; a language of 'rational choice' for all South Africans. Based on these arguments, language diversity -or the formal recognition and empowerment of languages other than English -was problematised as both violating individual rights of choice and a public order characterised by the mutual and universal understanding afforded by the universality of English. Prior to that only English and Afrikaans were the recognised official languages. The Black population had rejected the imposition of Afrikaans as the medium of instruction. However, such rejection did not mean the adoption of indigenous languages as media of instruction; instead English was supposedly adopted as a unifying language among linguistically diverse Africans. Such implicit adoption of the English language has created a stalemate situation in the development of African languages to the level of English and Afrikaans. Although there is a widespread desire to promote indigenous languages to the level of being media of instruction, the desire is peripheral and does not carry the urgency that characterised the deposition of Afrikaans in the 1976 uprisings. On the other hand this paper argues that the hegemony of English language as a colonial instrument carries ambivalence in the minds of Black South Africans. Through ethnographic thick description of two learners, this hegemony is illustrated by the 'kind' of English provided to most Black South African learners who do not have financial resources to access the English offered in former Model C schools. The paper concludes that Black South Africans do not only need urgency in the promotion and development of indigenous languages, but further need to problematize, in addition to the implicit adoption of English language, the quality of the language they have opted. The research problem is that the post-1994 governments of South Africa stated in the Constitution of the Republic of South Africa (1996) that indigenous official African languages must be in the curricula of the education system. But the findings reflect that this constitutional mandate has not been accomplished in the twenty years of South Africa's liberation. Conclusions drawn are that the former two official languages used in the education policies of the apartheid South Africa, i.e. English and Afrikaans, have continued to be used in pretended implementation of indigenous official African languages in the curricula of education of a free South Africa. Through an examination of observation, interview and classroom interaction data in selected coloured primary and secondary schools in Cape Town, the paper investigates the tension between bilingual discourses of learners and prescribed models of education that value monolingual discourses. This entails an evaluation of the suitability of dominant Western models and notions of multilingualism, which it is argued do not fit the multilingual contexts in Africa. During apartheid, Afrikaans was contentious as the language of the ruling elite and tool for Black oppression. This paper investigates how Afrikaans-speaking Coloured learners are caught in the debates around language and racial hierarchies. Results of the study show some scepticism about learning English in a predominantly Afrikaans-speaking Coloured township community. While a “progressive” part of the community strongly associates English with elitism and power, a more “conservative” part views English as a threat to the preservation of Coloured identity. The study concludes that in spite of Afrikaans’ awkward position in South Africa’s linguistic historiography as the language of the oppressor and the oppressed, it should be considered a marker of Coloured identity. Finally, this study adds to our understanding of racialized identities and in-betweenness as regards language (and cultural) identities in South Africa.</p><div class="ds-related-work--ctas"><button
