class="ydd-lead font-bold text-lg owl:text-xl"> Yle ja SVT ovat päättäneet vahvistaa keskinäistä yhteistyötään valmiusasioissa.</p> <p><strong>Kohta tulee kuluneeksi 500 päivää siitä, kun Venäjä aloitti hyökkäyssodan Ukrainaa vastaan. Samalla Suomen sekä Ruotsin turvallisuustilanne heikentyi merkittävästi. <br/>Kummankin maan on vahvistettava yhteiskunnallista valmiuttaan ja julkisen palvelun media on tässä ratkaisevassa asemassa.</strong></p><p>Yle ja SVT ovat kaikkia varten. Julkisen palvelun yhtiöt ovat riippumattomia ja julkisin varoin rahoitettuja, niillä on vahva kulttuuriin, sivistykseen ja saavutettavuuteen liittyvä tehtävä ja ne tarjoavat monipuolista sisältöä. Suomi ja ruotsi ovat pieniä kielialueita, mutta julkinen palvelu takaa laajan sisällöntuotannon kummankin maan yleisöille. Vahva julkinen palvelu luo yhteenkuuluvuuden tunnetta, joka on tärkeää etenkin kriisiaikoina. Tämä tuli selväksi jo pandemian aikana.</p><p>Euroopan yleisradiounioni EBU:n toukokuussa pidetyssä kokouksessa <strong>Yaroslav Lodygin</strong>, Ukrainan julkisen palvelun yleisradioyhtiön UA:PBC:n tv-päällikkö, kuvaili yhtiönsä arvoa seuraavasti: "Me raportoimme uutislähetyksissämme nopeasti ja asianmukaisesti sekä tarjoamme yhteiskunnallisissa ohjelmissamme analyysejä ja syventävää tietoa. Mutta yleisö elää koko ajan sodan keskellä ja kokee vahvaa tarvetta myös päästä irtautumaan siitä. Viihteen, lohdutuksen ja ajanvietteen tarjoaminen on yksi tärkeimmistä ja samalla vaikeimmista haasteistamme juuri nyt."</p><p>Julkisen palvelun yhtiöinä Yle ja SVT ovat osa maidemme kokonaismaanpuolustusta. Yhtiöillä on lakisääteinen velvollisuus jatkaa toimintaansa kriisissä ja jopa sodassa.Turvaamme että maamme kansalaiset saavat uutisia, muuta ohjelmistoa ja yhteiskunnallista tietoa riippumatta siitä, mitä yhteiskunnassa tapahtuu.</p><p>Yle ja SVT tekevät yhteistyötä monipuolisesti esimerkiksi lasten, draaman ja dokumenttien osalta. Esimerkiksi viime keväänä SVT ja Yle lähettivät yhdessä ohjelmaa Natosta, ja tämän kevään aikana pohjoismaiset julkisen palvelun yhtiöt ovat julkaisseet yhteisen ohjelmasarjan <em>Varjojen sota</em> Venäjän tiedustelutoiminnasta. Siinä paljastettiin muun muassa, miten venäläiset siviilialukset harjoittavat tiedustelua ja miten Venäjän vakoojien tukikohtana toimii Venäjän suurlähetystö Ruotsissa.</p><p>Toinen tärkeä yhteistyön osa-alue Suomelle ja Ruotsille on disinformaation ja informaatiovaikuttamisen torjunta. Nämä haasteet asettavat vaatimuksia maidemme sietokyvylle ja valmiudelle. Tekoälyn nopean kehityksen myötä tietolähteiden tarkastuksen tarve kiihtyy. Siksi Yle ja SVT kehittävät uusia menetelmiä, jotta faktantarkistus, valeuutisten paljastaminen ja väestön vastustuskyky informaatiovaikuttamista vastaan kehittyisivät.</p><h2 class="ydd-heading-large">Vahvan verkkoinfrastruktuurin merkitys</h2><p>Poikkeusolojen lähetystoiminta on aiemmin perustunut pitkälti broadcast-lähetyksiin, ja niillä on edelleen tärkeä rooli lähitulevaisuudessa. Samaan aikaan suuri osa tämän päivän mediankulutuksesta tapahtuu digitaalisilla alustoilla, joita jaetaan toisenlaisella infrastruktuurilla kun broadcastissa. Juuri digitaalinen kulutus kasvaa nopeimmin.</p><p>Tiedämme, että maidemme kansalaiset kääntyvät perinteisten uutismedioiden puoleen vakavien kriisien yhteydessä, ja että julkisen palvelun media on poikkeusoloissa käytetyin ja luotetuin. Kysymykseen siitä, mistä tietoa haetaan ensimmäisenä poikkeuksellisessa uutistilanteessa, 60 prosenttia ruotsalaisista vastaa "uutissivustolta tai -sovelluksesta kännykän tai tietokoneen kautta". 30–44-vuotiaiden ikäryhmässä tämä osuus on 75 prosenttia. Tällaista uutisten hankintaa täydennetään useista muista lähteistä. Reuters-instituutin viimeisimmän tutkimuksen mukaan niiden suomalaisten osuus, jotka kuluttavat uutisia pelkästään verkossa, on kasvanut merkittävästi viimeisen vuoden aikana.</p><p>Venäjän laiton hyökkäys Ukrainaan on tehnyt selväksi, että sotaa käydään paitsi maastossa myös internetissä kyberhyökkäysten, disinformaation ja propagandan avulla. Nämä ovat lisäesimerkkejä teknologiasiirtymästä, jossa digitaaliset palvelut ja jakelu verkossa ovat vähintään yhtä tärkeitä kuin perinteinen broadcast-jakelu. Yhteiskunta tarvitsee yhdistelmän erilaisia kestäviä ratkaisuja, ja tulevina vuosina huomiota on suunnattava digitaalisten valmiuskysymysten käsittelyyn.</p><p>Toteamme siis: Tällä hetkellä yhteiskuntiemme internet-infrastruktuuria koskevat turvallisuus-, vakaus- ja valmiusvaatimukset eivät yllä broadcast-jakelun tasolle. Kansalaiset eivät ole riippuvaisia toimivasta internetistä vain saadakseen uutisia ja tietoa. Jos internetyhteydet olisivat poikki, suuri osa yhteiskunnan toiminnasta romahtaisi. Tilanne Suomessa ja Ruotsissa ei ole kaikilta osin samanlainen, mutta meillä on sama haaste: turvata keskeinen infrastruktuuri, jonka toimintavarmuuteen ja kattavuuteen voivat luottaa julkisen palvelun media ja muut yhteiskunnan kannalta tärkeät toimijat.</p><p>Facebook, Tiktok tai Netflix eivät tule keskittymään kriisiaikoina ruotsalaisten tai suomalaisten tarpeisiin. Ylellä ja SVT:llä tulee olla riittävän laaja tehtävä ja rahoitus myös tulevaisuudessa vahvan valmiustoiminnan turvaamiseksi.</p><p>Suomi ja Ruotsi sidotaan nyt yhteen monin eri tavoin. Ylen ja SVT:n toimitusjohtajina haluamme edistää valmiustoimintaa yhteistyötä tiivistämällä. Julkisen palvelun toimintaedellytykset varmistamalla voimme taata, että näin on myös jatkossa.</p><p>Luotettavan ja ajantasaisen tiedon perusteella kansalaisilla on paremmat mahdollisuudet toimia oman ja muiden turvallisuuden puolesta.
