ہے تاکہ عالمی مالیاتی فنڈ (آئی ایم ایف) کے ساتھ مقرر کیے گئے مالیاتی اہداف پورے کیے جاسکیں۔</p> <p>ڈان اخبار کی <strong><a href="https://web.archive.org/web/20191210131719/https://www.dawn.com/news/1521186/provinces-forego-uplift-plans-return-rs202bn-to-centre">رپورٹ</a></strong> کے مطابق اس کا مطلب ہے کہ صوبوں نے وفاق کی جانب سے تقسیم کیے جانے والے فنڈز میں سے عوام کی فلاح و بہبود کے لیے ایک چوتھائی (25 فیصد) سے زائد رقم استعمال نہیں کی۔</p> <p>اس طرح صوبوں نے مالی سال 20-2019 کی پہلی سہ ماہی(جولائی سے ستمبر) میں وفاق کو واپس کیے جانے والے فنڈز کے حوالے سے غیر معمولی کارکردگی دکھاتے ہوئے 2 کھرب 2 ارب روپے واپس کردیے جو سالانہ ہدف 4 کھرب 23 ارب روپے کا 48 فیصد ہے۔</p> <p><strong>یہ بھی پڑھیں: <a و شمار کے مطابق پہلی سہ ماہی میں صوبوں کی مجموعی آمدن 7 کھرب 91 ارب روپے تھی، جس میں فیڈرل ریونیو کی مد میں ان کا مشترکہ حصہ 6 کھرب 12 ارب 50 کروڑ روپے ہے جبکہ صوبائی ٹیکسز 1 کھرب 4 ارب 50 کروڑ روپے ہیں۔</p> <p>اس کے برخلاف صوبوں نے صرف 5 کھرب 89 ارب روپے خرچ کیے جبکہ 2 کھرب 2 ارب وفاق کو دیے گئے لیکن صوبائی حکومتوں نے اپنے ترقیاتی کاموں پر صرف 70 ارب روپے خرچ کیے۔</p> <p>اس طرح صوبوں کو دستیاب آمدن میں سے ترقیاتی کاموں پر اخراجات کی شرح محض 9 فیصد رہی۔</p> <p>اعداد و شمار کو دیکھیں تو پاکستان تحریک انصاف (پی ٹی آئی) یا اس کی اتحادی جماعتوں کی صوبائی حکومتوں نے ترقیاتی اخراجات کی مد میں ترقیاتی منصوبوں پر 12 فیصد سے بھی کم 43 ارب روپے خرچ کیے۔</p> <p>دوسری جانب حکومت خیبرپختونخوا نے اپنی کُل آمدن ایک کھرب 41 ارب روپے کا 38 فیصد یا ایک تہائی سے زائد 54 ارب روپے استعمال ہی نہیں کیے جبکہ اس آمدن کا 6 فیصد سے بھی کم حصہ تقریباً 8 ارب 40 کروڑ روپے شہریوں کی فلاح و بہبود کے لیے استعمال کیے۔</p> <p>اسی طرح بلوچستان نے اپنی آمدن کا سب سے زیادہ حصہ یعنی 37 ارب 30 کروڑ روپے یا 43.4 فیصد وفاق کو واپس کیا جبکہ ملک کے سب سے پسماندہ صوبے نے اپنے وسائل کا انتہائی معمولی 4.3 فیصد یعنی 3 ارب 70 کروڑ روپے ترقیاتی اخراجات کی مد میں خرچ کیے۔</p> <p>ان سب کے برخلاف سندھ نے سب سے کم یعنی 35 ارب 50 کروڑ روپے فراہم کیے جو اس کی مجموعی آمدن کے 18 فیصد حصے سے بھی کم ہے جبکہ سندھ حکومت نے اپنی آمدن کا 8 فیصد یا 16 ارب روپے ترقیاتی کاموں پر خرچ کیے۔</p> <p><strong>یہ بھی پڑھیں: <a
