There were many wikis (all of them Wikipedias) that could use Reference Previews because they have the Popups extension installed, but most users didn't see them, because those wikis have <a class="mw-selflink-fragment" href="#Relation_to_gadgets">a gadget</a> for previewing references set as the default. Using the same feature across wikis will make the user experience more consistent and the software easier to maintain overall. That's why we suggested that those 70 Wikipedias remove that default flag from their gadget to show Reference Previews as the new default for reference popups.
