The OSCE has also developed a set of <a href="https://www.osce.org/secretariat/512470" rel="nofollow">guidelines on security sector governance and reform</a> that allow the Organization’s staff to better assist <a href="/states">participating States</a> in their nationally-led reform efforts in the security sector with the aim to strengthen good governance and accountability.</p> <p>Practical activities in the area of reform and co-operation in the security sector include legislation reform, downsizing and/or conversion of armies, training personnel on the rights of servicemen and servicewomen and humanitarian law.  These activities are conducted by a number of OSCE field operations, the OSCE <a href="//www.osce.org/odihr" rel="nofollow">Office for Democratic Institutions and Human Rights</a> (ODIHR), and the <a href="/cpc">Conflict Prevention Centre</a>. and exchange of military information. This is done through a set of mutually reinforcing and interlocking agreements and related information exchanges. These ensure the verification of compliance with agreed commitments; the notification of military activities; different forms of military co-operation and the regular exchange of military information on defence planning documents; military budgets; and defence policy and doctrines including visits to military facilities, observation visits, and demonstrations of new weapons systems. The Presence works with Albanian institutions at central and local levels to strengthen the capacities of law enforcement agencies, offer expertise on security issues, including crisis management and work directly with communities to address risks to security. On the strategic and policy level, the Presence co-operates closely with the central security players to develop security-related strategic documents and evaluate public perception on safety and security. The Presence works extensively with local partners to establish and support local safety councils in the Albanian municipalities. The Programme Office also provides support aimed at institutional and professional capacity building of the National Parliament of the Kyrgyz Republic, strengthening professional competencies of public servants and enhancing the role of women and youth in the area of democratic governance, regional co-operation and diplomacy.
