<p>勞動部發展署北分署長謝宜容霸凌下屬事件持續延燒，除本人記2大過免職外，相關人員也受到懲處，謝宜容因此也公開道歉，藍白營猛烈攻擊執政黨腐敗，是這樣嗎？</p> <p>總統賴清德22日再次道歉，強調政府有責任也有決心帶頭改善職場文化，全面調查事實真相，給家屬和社會大眾交代；資深音樂人許常德說，官僚、霸凌、包庇帶來的死亡交叉線，會是史上最嚴重的民怨。</p> <p>民進黨前立委鄭運鵬說，文官制度的過度保障，讓少數不肖文官擺爛，因為規範他們的，是公務人員服務法，不是勞基法，公務員「一試定終身」的過度保障被誤以為是文官中立的良方，反而容易造成劣幣驅逐良幣現象。</p> <figure><img <p>這些對文官的保護機制，大部分是由高階文官作為幕僚單位制定出來的，在條文裡面加一點自肥機制，搞得複雜一點、程序拉長一點，則「官官相護機制」在人性上是必然的；在公務人員服務法保護傘下，只要不出大錯，都可以爽退，連通敵賣國的退役將校，即使被司法判刑確定，尚可領半薪。</p> <p>蔡政府推動年金改革時，就有高階文官偷藏概念，造成「肥大官、瘦小吏」的荒謬修法，立法院、學界與媒體都是在法案生效後才發現被騙；2018年縣市長選舉一場造勢活動上，前行政院人事局長陳庚金公然鼓動軍公教：「能撈就撈，能混就混，只要我好就好，國家讓它倒沒關係。」坐在一旁的高雄市長候選人韓國瑜笑不可支，不斷點頭以示贊同....。</p> <figure><img <p>筆者認為，建立一套廉能的文官制度才是正本清源之道，這一點可以新加坡文官制度做為借鏡，據統計2023年，新加坡公務員平均月薪4200元新幣，《World Salaries》的統計數據更低，僅2466元新幣，而2022年新加坡居民總收入的中位數為5070新幣，反觀台灣，軍公教是所有行業中收入最高、福利最好的，勞工卻是最弱勢的群體，不公不義，莫此為甚。</p> <p>新加坡公務員從早忙到晚，沒見過在上班時間買菜、理髮、遲到早退的。公務員被投訴的後果嚴重，輕者影響考績，重者開除。</p> <p>反觀台灣，軍公教可謂「鐵飯碗」，除非有重大過錯，基本都可以爽退，平時摸魚做自己事情者很多，職位愈高者愈混。</p> <p>為因應時代變遷，新加公務員每年需上100小時進修課，其中60%與本身職掌相關，40%與工作效率提升相關，而台灣公務員每年只要10個小時的學習時數即可，會不會過太爽了？</p> <figure><img <p>新加坡政府認為，公民在職時因職位與貢獻不同應予差別待遇，但是退休後大家都沒有貢獻，不應再有差別待遇，所以新加坡公務員除了薪酬外，沒有額外福利，高官卸任後也沒禮遇，只有全體一致中央公積金。</p> <p>前星國總理李光耀說：「所謂高薪養廉，就是政府支付部長一定薪金，讓他們靠這份薪水打點自己的一切。」如果新加坡的超級公務員都只有單一薪俸，一般公務員就更甭提了。</p> <p>而在台灣，軍公教的隱性薪資很多，例如結婚補助、生育補助、子女教育補助、喪葬補助、急難貸款、房屋貸款、消費性貸款等，退休金，相關特權待遇與福利還繼續享有，如此國家財政不倒才怪。</p> <p>新加坡公務員每年申報財產，包含動產與不動產，申報人的配偶、受撫養親屬的財產狀況，也得一併申報；反觀台灣，只有2.7%的公務員必須申報，難怪諸多高官富可敵國，甚至名列世界富豪之列。</p>
